The European Green Deal

The

European

Green

Deal

• Strategy for Sustainable and smart mobility in 2020

• Revise the CO2 emissions performance legislation for

light duty vehicles by June 2021

• Extend EU’s Emissions Trading to the maritime sector,

and to reduce the free allowances for airlines by June 2021

• Support public charging points: 1 million by 2025

• Boost the production and supply of sustainable alternative

fuels for the different transport modes

• Review the Alternative Fuels Infrastructure Directive and

the TEN-T Regulation in 2021

• More stringent air pollutant emissions standards for

combustion-engine vehicles

#MobilityStrategy

AN IRREVERSIBLE SHIFT TO

ZERO-EMISSION MOBILITY

ACHIEVING SEAMLESS, SAFE

AND EFFICIENT CONNECTIVITY

90 % reduction in transport emissions;

All transport modes are made

more sustainable;

Sustainable alternatives are available;

Right incentives are in place for

sustainable choic

Seamless multimodal transport

based on digital solutions;

Unleash full potential of data;

Develop and deploy connected, cooperative, and

automated mobility services;

Paperless freight transport in favour of fast, digital

procedures.

Reinforced Single Market:

- more investment in infrastructure and fleets;

- deepening and enforcing internal market;

- making our system crisis proof.

Fair and just mobility (that is affordable

and accessible);

Enhanced safety and security.

1. Development of the TEN-T network

• 85% - Core network

• 15% - Comprehensive network specific sections and ports

2. Modernisation of existing TEN-T network

• Core and Comprehensive network : Smart, interoperable, sustainable, multimodal, inclusive, accessible, safe and secure TEN-T: MoS, Telematic application systems (e.g. VTMIS, RIS, ITS, ERTMS, SESAR), sustainable freight transport services and rail freight noise, new technologies and innovation (e.g. alternative fuels, automation), interoperability, road safety, infrastructure resilience, accessibility, security and civil protection, facilitation of traffic flows at EU external border.

CEF TRANSPORT DELIVERY

Page 15: Connecting Europe Facility Transport

DELIVERY MECHANISM

Multiannual work programmes – First to be adopted as soon

as the CEF II regulation will be adopted (expected by 2nd

quarter 2021), covering calls for the first 3 years and

prospective for the following years (synergy not included)

Close involvement of MS in CEF Committee (in particular

with the adoption of the work programmes)

Direct management by the Commission with delegation to an

Executive Agency (current INEA, future CINEA)

Budget optimisation through "use it or lose it"

Technical assistance for project preparation and capacity

building (included in the first MAP)

Blending operations with InvestEU and blending calls both

possible (under assessment the launch of an Alternative Fuels

Facility within the first MAP)

STRONGER ARTICULATION WITH THE CORE

NETWORK CORRIDORS

An increased role for the European Coordinators and

their work plans in the selection process of projects

Selection of projects shall be based on award criteria defined in

the work programmes and calls, and taking into account key

elements set out in the Regulation

Where applicable, the assessment of the award criteria will

ensure that:

proposed actions are consistent with the corridor work

plans and implementing acts and

take into account the opinion of the responsible European

Coordinator

CEF TRANSPORT

Page 17: Connecting Europe Facility Transport

The Core Network

Corridors have been

adapted to reflect

growing transport flows

and the evolution of the

network:

Better

connectivity of

core ports

Increased focus

on inland

waterway network

Focus on cross-

border dimension

Alignment with

Rail Freight

Corridors

FROM CEF TO CEF2 -

PRACTICAL EXAMPLES

Page 20: Connecting Europe Facility Transport

IT Support System – From TENtec to eGrant and the Funding

& Tenders Portal (Horizon Europe)

Different set of rules and procedures for submitting

applications – presenting of budgetary information, no more

implementing bodies, obligatory dissemination plan, etc.

Signatures – Integrated electronic signatures from both sides,

no more hardcopies

VAT is not eligible

Page 21: Connecting Europe Facility Transport

Different set of rules for implementing grants – EN as sole

reporting language, coordinator receiving all payments,

reporting periods independent from calendar years, new rules

for pre-financings and interim payments

Continuous reporting in eGrants for milestones and

deliverables

New simplified threshold for CFS – Certificates on Financial

Statements will become for payment requests for cumulative

over 325K costs

Shorter deadline for submitting reports, but also no more

obligation for Member State certification
