The modalities of the cohesion envelope is part of the overall MFF negotiation box and are still under negotiation. This slides reflects the COM proposal.
1. Development of the TEN-T network
• 85% - Core network
• 15% - Comprehensive network specific sections and ports
2. Modernisation of existing TEN-T network
• Core and Comprehensive network : Smart, interoperable, sustainable, multimodal, inclusive, accessible, safe and secure TEN-T: MoS, Telematic application systems (e.g. VTMIS, RIS, ITS, ERTMS, SESAR), sustainable freight transport services and rail freight noise, new technologies and innovation (e.g. alternative fuels, automation), interoperability, road safety, infrastructure resilience, accessibility, security and civil protection, facilitation of traffic flows at EU external border.

DELIVERY MECHANISM
Multiannual work programmes – First to be adopted as soon
as the CEF II regulation will be adopted (expected by 2nd
quarter 2021), covering calls for the first 3 years and
prospective for the following years (synergy not included)
Close involvement of MS in CEF Committee (in particular
with the adoption of the work programmes)
Direct management by the Commission with delegation to an
Executive Agency (current INEA, future CINEA)
Budget optimisation through "use it or lose it"
Technical assistance for project preparation and capacity
building (included in the first MAP)
Blending operations with InvestEU and blending calls both
possible (under assessment the launch of an Alternative Fuels
Facility within the first MAP)

STRONGER ARTICULATION WITH THE CORE
NETWORK CORRIDORS
An increased role for the European Coordinators and
their work plans in the selection process of projects
Selection of projects shall be based on award criteria defined in
the work programmes and calls, and taking into account key
elements set out in the Regulation
Where applicable, the assessment of the award criteria will
ensure that:
proposed actions are consistent with the corridor work
plans and implementing acts and
take into account the opinion of the responsible European
Coordinator

IT Support System – From TENtec to eGrant and the Funding
& Tenders Portal (Horizon Europe)
Different set of rules and procedures for submitting
applications – presenting of budgetary information, no more
implementing bodies, obligatory dissemination plan, etc.
Signatures – Integrated electronic signatures from both sides,
no more hardcopies
VAT is not eligible
Different set of rules for implementing grants – EN as sole
reporting language, coordinator receiving all payments,
reporting periods independent from calendar years, new rules
for pre-financings and interim payments
Continuous reporting in eGrants for milestones and
deliverables
New simplified threshold for CFS – Certificates on Financial
Statements will become for payment requests for cumulative
over 325K costs
Shorter deadline for submitting reports, but also no more
obligation for Member State certification
