President’s Message

Dear Residents and Friends,

At last, the Holidays approach! This year my wife, Nancy, and I will be guests of Lincolnwood residents, Neena Dave and her husband Nishit Patel, joining them in celebrating the Hindu Festival of Diwali. Diwali is a Hindu Festival commemorating the return of Lord Rama from his 14 year exile after vanquishing the demon-king Ravana. It is a celebration of good over evil and is marked by dazzling light decorations and holiday cheer. Diwali has special significance in other religions too, namely, Jainism, Sikhism, and Buddhism and is observed as a national holiday in many countries like India, Sri Lanka, Nepal, Mauritius, Myanmar, Trinidad and Tobago, Guyana, Suriname, Fiji, Singapore and Malaysia. In 2010, President Obama celebrated Diwali in Mumbai and it has been celebrated in the White House ever since.

This Holiday Season let’s go out of our way to help our neighbors. There is more and more of our elderly population who stay in their homes than ever before. You can help by shoveling the snow from their walkways, taking them shopping, and bringing over some of your holiday treats. These are all nice ways to remember people, especially our elderly.

Some things to note for the end of the year and beyond...

Annual Toys for Tots Luncheon: The Annual Toys for Tots Luncheon will be hosted for the 22nd consecutive year by Lincolnwood’s John and Dee Barbino along with our great Lincolnwood Police Department. It will most likely be held on Friday, December 4 beginning at 11:30 a.m. at Monestero’s Ristorante and Banquets 3935 W. Devon. We will announce the final plans on the Village website. Please remember to bring as many new toys as you can carry! For tickets, please contact the Chamber of Commerce at (847) 679-5760.

Village Wide Hanukah Party is set for Wednesday, December 9, 5:30 p.m. at the Lincolnwood Community Center.Rabbi Moshe Wolfe, Cheder Lubavitch Hebrew Day School of Skokie and Rabbi Joel Gutstein of Yehuda Moshe Synagogue of Lincolnwood present this celebration and invite all Lincolnwood residents to join in the fun with your families to experience this ages old Festival of Lights! Join my wife Nancy and I on this fourth night of Chanukah 5776.

Lincolnwood Chamber of Commerce Salute to Business: The Chamber of Commerce’s Salute to Business will most likely be held during the week of January 18. The exact date will be publicized on the Village website. The State of the Village luncheon will be Thursday, March 24 in our Village Community Center. For tickets, contact Executive Director Jackie Boland at (847) 679-5760.

Lincolnwood Lights: On Monday, November 30 at 5:00 p.m., the Village invites you to attend the third annual Village Holiday Tree Lighting Celebration at Village Hall. Let’s celebrate the holiday season with hot chocolate, music, and a visit from a special guest.

90 Miles: A Cuban Restaurant owned and operated by Lincolnwood residents, Alberto and Christina Gonzales, opened in September in the Lincolnwood Mall. It is a remarkably authentic restaurant which brings you into an atmosphere which feels like Cuba! The menu has all the Cuban favorites.

Lincolnwood Holiday Blood Drive: The Larry Froman Memorial Blood Drive will be at the Village Hall Council Chambers on Thursday, December 17, 2015 from 1:30 p.m. to 7:00 p.m. I want to thank Harvey Weinberg and Amy Kaniff for their continued great work in running the Village’s blood drives.

Rescue Rangers: Rescue Rangers are students over the age of 11 who provide help to our senior citizens by shoveling snow or assisting with other light household tasks. Parents of interested students should send an email with contact information to [email protected]. Let’s work together and not let any neighbors in need go without help this winter.

News and Events

Fire Department Recognized by American Heart AssociationThe Lincolnwood Fire Department was recently recognized as one of only 19 EMS Agencies throughout Illinois by the American Heart Association for cardiac care given to our residents. This recognition was through the American Heart Association’s Mission Lifeline, designed to help the more than half a million of Americans that experience ST-elevation myocardial infarction (STEMI), out-of-hospital cardiac arrest or both a year.

As part of the Fire Department’s plan to improve these services further, the Village recently approved the purchase of two new cardiac monitors that will help when residents experience an infarction or cardiac arrest. For more information, please contact the Fire Department at (847) 673-1545.

Lincolnwood Joins the O’Hare Noise Compatability Commission (ONCC)On October 2, the ONCC voted to approve Lincolnwood as its 56th member. The Village joined the ONCC to engage in discussion and seek cooperation between the City of Chicago, suburban municipalities, airlines, Federal Aviation Administration, air traffic controllers and airline pilots. The ONCC is the only intergovernmental agency that is dedicated to reducing aircraft noise in communities around O’Hare International Airport.

The O’Hare Modernization Program (OMP), approved by the Federal Avaiation Administration in 2005, outlines a change in runways from intersecting runways to a primarily parallel runway system. One of the more recently commissioned runways, 9L-27R, has a flight path over Lincolnwood that has resulted in an increase in traffic and noise.

The Village provides and maintains a website for residents on the O’Hare Modernization Program (OMP) available at www.lincolnwoodil.org/ohare-modernization-program. This page provides a background on the OMP and resouces for residents including external websites to register a complaint, view “live” air traffic, and view noise contours. A link to the 2015 Re-Evaluation of the O’Hare Modernization Environmental Impact Statement is also available. The ONCC also has information on its website, oharenoise.org. From the ONCC home page, you can access the Aircraft Noise Complaint Form online that submits complaints to the City of Chicago.

Find Out What’s Going On Around “Town” Email Subscription ListThe Village provides an email subscription list for anyone wanting to receive updates and news about what is going on in Lincolnwood. There are 632 subscribers registered for the Village News subcription list and hundreds of subscribers on additional lists. The email subscription list is customizable. There are several distribution lists to choose from, including; Alternate Side Parking, Art Displays, Chamber Orchestra, Human Relation Commission Events, Parks and Recreation, Police Crime Alerts, Public Meeting Agendas, Village News, and Village Events. Signing up to receive email notifications is easy at www.lincolnwoodil.org/subscriptions/.

Nextdoor, Social Media SiteNextdoor is another great and easy way to connect with your neighbors. Nextdoor is a social media site that groups subscribers based on geographic location. See what your neighbors are up to and join in the conversation about Classifieds, Crime and Safety, and more. You can sign up for free on the secure site at nextdoor.com.

Public Works

Keep Mailboxes Clear of SnowAs the inclement weather approaches, the United States Postal Service (USPS) needs your help in delivering mail when snow events happen. By keeping a clear and clean path to your mailbox, your letter carrier will be better able to deliver your mail and packages. So when the snow hits, please keep a shovel handy and clear a safe path to your mailbox. Your letter carrier can take it from there. If you have any questions, please contact the USPS at (800) 275-8777.

Frozen Water LinesAs winter approaches, the Village would like to remind residents to prepare water lines for freezing temperatures. Here are a few simple tips to protect your water line:

• Disconnect garden hoses from all outdoor faucets. This allows water to drain from frost-free faucets.

• Let a trickle of water run from a faucet to keep water moving through the line.

• If your water meter is located in a furnished area of your basement, check to be sure that the meter has been insulated properly and has protection from freezing during winter months.

Contact the Public Works Department at (847) 675-0888 if you suspect your meter is frozen.

Fall Leaves Collection TipsEach autumn, large piles of leaves are found in public streets throughout the Village. The Public Works Department requests that residents assist Village crews by not raking leaves into the street to reduce the possibility of clogging storm drains.

Additional collection tips include:

• Wet leaves down when they are piled to reduce the likelihood of them blowing away.

• Keep areas around fire hydrants free of leaf piles.• Rake leaves away from parked cars.• When raking leaves, rake them into piles so that

they can be easily placed into yard waste bags to be pickup by Groot.4

Garbage, Recycling and Yard WasteAs a reminder, the Village’s waste hauler, Groot, picks up refuse and recycling on Mondays. If a pickup is missed, residents must call the Public Works Department before 11:00 a.m. on Tuesday at (847) 675-0888. Groot containers (refuse and recycling) must be removed from the street by 8:00 a.m. on the day after collection. Violators are subject to a citation. The last yard waste collection of the year will be on Monday, November 30 and will resume next spring. There are no holidays in November or December that will affect trash collection. All pickups will occur on Mondays.

Holiday Light Recycling Beginning November 16, the Village will again offer a free holiday light recycling program in conjunction with the Solid Waste Agency of Northern Cook County. Accepted items will include: mini-lights (or Italian lights), C7 lights, C9 lights, rope lights, LED lights, and extension cords. The Village will not be accepting garland, live greens, wreaths or other non-recyclables. Containers will be available at the Public Works Department located at 7001 N. Lawndale Avenue, Monday through Friday between 8:30 a.m. and 4:30 p.m. The program will end on January 29, 2016.

Street Light Replacement ProjectThe Village’s contractor, Utility Dynamics, is nearly finished with installing new LED street lights along Lincoln Avenue between Kostner and Devon Avenues as well as on McCormick Boulevard from Pratt to Devon Avenues. This project is part of the Village’s five-year Street Light Replacement Program and is expected to be substantially completed by the end of December. Please contact the Public Works Department with any questions at (847) 675-0888.

Fire Hydrant AccessibilityIn cases of emergency, seconds count. This winter, help out by adopting a fire hydrant. Adopting a fire hydrant near your home includes clearing the snow between the street and the hydrant. When you adopt a fire hydrant, you ensure it is accessible to the Fire Department in an emergency.

Snow Blower and Shoveling SafetyEach year, thousands of people are injured while blowing and shoveling snow. When you use a snow blower or shoveling this winter, here are a few basic safety tips:

• Turn off the engine on a gas machine or unplug the motor on an electric model before clearing a clog at the auger or discharge chute. Then use a clearing tool, never use a body part to remove the clog.

• Wait until a gas model’s engine is cool before refueling.• For electric models, use an outdoor extension cord with an outlet that has ground-fault-current-interrupting (GFCI)

protection. Be sure to keep the cord safely away from the spinning auger while the snow blower is working.• Drink plenty of water. You can easily become dehydrated even in cold weather.• Dress in several layers so you can remove a layer as necessary.• Use a shovel with a small blade and pace yourself and take breaks when necessary.• Push snow rather than lifting and throwing.

If you cannot clear the snow and need some assistance, please contact the Mayor’s Office regarding help that may be available through the Village’s Rescue Ranger Program at (847) 745-4717.

Alternate Side ParkingThe Public Works Department asks all residents to assist the department in snow removal by parking vehicles in driveways or garages and refraining from blowing snow into the street. Snow plowing operations will begin when snow becomes more than two inches deep and temperatures indicate that no melting will occur. Parking is always prohibited on Pratt Avenue when two inches or more of snow accumulates.

The Village’s Alternate Side Parking is a two day process following snow events that assists with snow removal. When there are two inches of snow or more on even-numbered days of the month, motor vehiclesmay only be parked on the side of the street with even-numbered addresses. On odd-numbered days of the month, motor vehicles may only be parked on the side of the street with odd-numbered addresses. Alternate side parking is in effect from 8:30 a.m. to 3:30 p.m. Monday to Friday. When alternate side parking is in effect a notice is posted on the Village’s website, lincolnwoodil.org and the Village’s cable channel.

Crawford Avenue Construction Completed, New Trees ComingIn August of 2015, the Cook County Crawford Avenue reconstruction project concluded after two years of construction. The project included reconstruction of the road, new sidewalk, street light upgrades, and new water main and fire hydrants. The project was a complete package that included upgrades of all major utilities. During the spring of 2016, trees will be planted in the medians along Crawford Avenue as part of the final landscape restoration for the project. Tree species include: Canadian Chokecherry, Swamp White Oak and Kentucky Coffee Trees. The Village appreciates everyone’s cooperation and patience during the construction process.

Family Fun with Lincolnwood Parks and Recreation The holiday season is almost upon us, so mark your calendars for some of the great family activities in Lincolnwood coming up in the next few months:

Drumstick Dash — (Sunday, November 22 at 10:20 a.m. in Proesel Park)The Drumstick Dash is a Turkey Trot race just for kids 10 and under. All pre-registered racers will receive a long-sleeve cotton t-shirt, finisher medal, goody bag, and selfie with the famous Turkey Trot mascot!

Lincolnwood Lights — (Monday, November 30 at 5:00 pm at Village Hall)We invite you to celebrate the holiday season with hot chocolate, music, and the ceremonial lighting of the holiday lights.

Santa Letters — (Monday, November 9 to Wednesday, December 9) Share some holiday magic with your little ones by giving your child the chance to receive a letter from Santa himself! Santa will be sending replies to all letters sent by Lincolnwood children (make sure to include your name and address). You can drop off letters at the Santa Letters Mailbox located in the mail circle of Village Hall starting December 9.

Daddy Daughter Dance — (Friday, February 5 from 6:00 to 9:00 p.m. at Monastero’s Ristorante). Save the date for this memorable night of dinner, dancing, and fun and one of the sweetest events of the year.

Lincolnwood Social Club Offers Theater Trips and MoreThe fun never stops with the Lincolnwood Social Club for members aged 55 years+. Besides going on great day trips to theater performances, cultural events, concerts, and lunch outings, there are also monthly events at the Community Center such as holiday parties, bingo, movies, and more.

In November, we have a fun Thanksgiving luncheon planned with live musical entertainment as well as a trip to the musical “White Christmas” at the Drury Lane Theater. In December, we will enjoy a holiday party at the White Eagle, a trip to see the fabulous Carole King musical “Beautiful” and a holiday tea at the elegant downtown hotel, The Peninsula. All ticket prices to our theater trips include transportation from Village Hall.

Lincolnwood Social Club members also enjoy drop-in programs including senior exercise and Mah Jongg. The Lincolnwood Social Club is a great way to meet new people and enjoy all that Chicagoland has to offer. HRC Seeks Nominations for 2016 HRC AwardBeginning January 2016, The Lincolnwood Human Relations Commission (HRC) will be seeking nominations for its 2016 Lincolnwood Human Relations Commission Award. Any Lincolnwood resident, employee, or business owner, of any age, is eligible. The nominee must exhibit outstanding personal leadership and accomplishment in any job-related or volunteer work that supports the HRC’s mission of promoting understanding, mutual respect, and neighborly cooperation. Old Lincolnwood Street Signs AvailableAre you interested in owning a piece of Lincolnwood history? Previously used Lincolnwood street signs are available for purchase at $10 per sign. The signs range in size from 18 to 36 inches. The signs are available on a first come, first serve basis. The remaining available signs are: Capital, Central, Coyle, Ionia, Jarlath, Jarvis, Lamon, Lawndale, Lockwood, Northeast Parkway, Rance Terrace, Ridgeway, and Springfield.

Lincolnwood Vehicle Placards Available Long-time residents of Lincolnwood may remember that the Village used to use rectangle-shaped placards for Lincolnwood resident vehicle identification. The Village has since changed to a sticker program, but still has a reserve of these rectangle-shaped placards. The placards are available for purchase at $5 per placard at the Village Manager’s Office. The placards are for decorative purposes now and cannot be used in place of the annual sticker issued by the Village.

Host Your Next Event at the Lincolnwood Community Center Whether planning a small, intimate gathering or a huge bash for up to 200 people, the Lincolnwood Community Center is the perfect venue to make your event a success!

You can choose from our large room, which provides a light, airy space that can accommodate up to 200 guests; or our small room, which provides a warm, intimate setting for up to 45. Both rooms feature hardwood floors perfect for dancing or socializing. For an additional fee, guests will be able to enjoy our outdoor patio, complete with wrought iron patio tables and umbrellas, which can seat 16 and accommodate up to 35 guests. The Community Center also has ample, free off-street parking.
