Introduction

Cornwall Council’s Affordable Housing Team in partnership with Constantine

Community Land Trust conducted a housing needs survey. The information collected

will be used to help identify the current local need for affordable housing in the

parish and the size and type required. It could also help the Parish Council if a

neighbourhood plan were to be pursued.

A postcard advising households of the survey and how to access the online

questionnaire were sent to every household living within the Parish. In total 839

postcards were sent out in September 2014 and the closing date for completion of

21st the survey was extended to November 2014 to coincide with publicity through

local public meetings.

Assessing the confidence of the relatively low response rate, the statistical accuracy

translates to a margin for error of 11%. In practice this means that we can be 95%

certain that if (say) 45% of respondents pick the same answer to a particular

question, between 34% (45 less 11) and 56% (45 plus 11) of all households would

have picked the same answer had all households responded to that particular

question.

This document sets out a summary of the survey results, and includes additional data

from Cornwall Council’s Homechoice register. As well as questions regarding housing

need, and whether further development would be supported, the survey aimed to

identify those who would benefit from affordable workspaces, and gauge any interest

in selfbuild. The summary reflects a snapshot of the current housing situation within

the Parish and focuses on the need for affordable housing. A copy of the full

results excluding personal data is included as appendix 1.

Local connections and need for affordable housing

o In total 71 household responses to the survey were validated

o A further 19 responses could not be validated

o Of those validated and eligible respondents, 14 households require

affordable housing

The Affordable housing team has analysed the responses of those requiring

affordable housing to better understand their local connection.

• 16 households have lived within the Parish for more than 3 years

• 13 households work within the Parish for 16 hours or more

• 13 respondents had previously lived within the Parish

• 17 households have a family connection within the Parish

The most common reasons for needing to move were:

• To move to a more affordable home

• Currently renting but would like to buy

Of those needing to move 14 households needed to do so within the next 2

years. There are 9 others who need to move within 2­5 years.

Homechoice

Households were asked if they are currently registered for affordable housing.

Homechoice registered local housing need in the parish is currently 55

households. Of the 14 households identified by this survey requiring affordable

housing, 6 new households have been identified who are not currently

registered for affordable housing and so are in addition to the following:

It should be noted that not all of the households who identified a need for

affordable housing answered all of the questions.

• The village is too small and has enough homes already

• There would be enough local housing if you stopped rich incomers

buying them

• Too many second homes

• There is only limited availability of local affordable housing, more is

needed to help sustain the village for the future

• It’s difficult for young people to get on to the housing ladder, local

prices are very high and incomes low

• Myself, my friends, and some neighbours are all finding it difficult to

stay in the village, one has just had to move away

• Affordable housing should be prioritised for truly local people

• Development should only be within the village, otherwise the

infrastructure would need to be improved. Lack of transport links.

• The type and number of affordable homes is important, as is quality,

eco­friendliness, and an appropriate location for them

Summary

Information from this survey as well as preference data from Homechoice

indicates that there is a

o local need for between 15­20 affordable homes within the Parish

o predominant need for 2 and 3 bed accommodation

o broadly divided support for affordable rented and affordable ownership

o preference for affordable home ownership rather than rent

o desire for some selfbuilt homes; not all would have sufficient deposit

o majority who want to live in the parish

o high degree of support for providing more affordable housing

o level of support for around 20 affordable homes

o need for between 10­25 workspaces for an average rent of £55pw

o general concern to ensure that the number and location of affordable

homes provided is appropriate, they are eco­friendly, of good quality,

and aimed specifically at local people so as to promote sustainability

Note

For all planning applications that involve on site affordable housing, a Section 106 legal Agreement would be required. This is a Planning obligation which ensures that affordable homes are provided for occupancy by qualifying local persons in perpetuity; it also contains provisions to control initial and future rent levels and sales values.
