PREAMBLE:

This edition of the constitution and rules were derived in 1996 by editing the previous documents into the current format. Further revision was completed 1/7/01 and again in 2004.

They are now arranged into 8 sections: (28/12/2004)

Section 1 - INTRODUCTION

Section 2 - THE CONSTITUTION This defines the powers of the governing Australian National Sabot Council

(ANSC), and how it manages the constitution, bylaws and rules for the Sabot Class Dinghies.

Section 3 - Appendix 1:

THE SAILING BY LAWS This states how the National Championships and Sabot Week Regattas are to be

conducted.

Section 4 - Appendix 2:

THE NOTICE OF RACE AND SAILING INSTRUCTIONS For use at the National Championships and suitable for other Sabot Championships

and Regattas. (2001) Section 5 - RULES OF MEASUREMENT To which a valid Sabot must conform. Section 6 - MEASUREMENT CERTIFICATE

To be used by zone measurers in the performance of measuring sabots. Section 7 - BUILDER’S GUIDE For provision by the Council and its Member Associations, to assist members or

DOCUMENT CONTROL

These papers are issued as Controlled Documents to each Member Association. Amendments and updates, when initiated under the procedures defined in the Constitution, will be issued by the National Secretary, with the amendment number and date appended to each amended page. Each Member Association Secretary shall maintain their copy in an up to date condition, and record amendments in the table provided.

Uncontrolled copies of all documents may be issued by Council and the Member Associations, for the promotion and development of the class. All copies will carry the date and revision number in the footer of each page.

CONSTITUTION

FOR THE GOVERNING OF

SABOT CLASS DINGHIES IN AUSTRALIA

1. NAME

The title of the governing body shall be the Australian National Sabot Council. (ANSC)

2. OBJECTS

The objects shall be:

(a) To govern and control the Sabot Class Dinghy in Australia, provide designs, rules, and specifications for the construction of boats of the class.

(b) To further and encourage the sailing and racing of the class. (c) To assist in the extension of the class throughout Australia and to do all acts and deeds which

may be deemed conducive to the interests of the class.

3. INTERPRETATION AND DEFINITIONS

(a) “Annual Conference” shall mean the Annual Meeting of Council Delegates at the time and place of Australian Sabot Championship competitions. (2004)

(b) “Council” shall mean Federation of Member Associations, as represented at Annual Conference.

(c) “Member Association” shall mean an affiliated Association of an Australian State, or defined area of a state, which has Objectives consistent with the ANSC, within its area.

(d) “Delegate” shall mean a member duly appointed, in writing, by a Member Association.

(e) “Council Executive Committee” shall mean those members elected from each Member Association to hold the position of National President, Vice-President, Secretary/Treasurer and three (3) Executive members. (2004)

(f) “Member” shall mean any person who is a member of a Member Association. (g) “Class” shall mean Sabot Class Dinghy, or National Sabot Dinghy. (h) “Sailing season” is defined as 1/7/XX to 30/6/XX (2001)

4. HONORARY LIFE MEMBERS

The Annual Conference may, by resolution, elect as an honorary member any person who is deemed eligible and to have rendered special services in furthering the objects of the council. They may attend annual meetings and participate in discussion but may not move a motion or have any voting powers unless a delegate. Honorary life members shall only be elected by unanimous vote. Notice of motion in writing for nomination of honorary life members shall be forwarded at least 12 weeks before the annual conference to the National Secretary/Treasurer including a resume of the nominee’s attributes for all members’ information before the Conference.

5. POWERS AND DUTIES OF THE COUNCIL

The resolution of the Council and the rules it makes from time to time shall govern the policy and activities of the Member Associations. The Council shall have the power:

(a) By resolution at its meetings and in accordance with Rule 12 to make, amend and/or rescind any part of the Constitution and/or Bylaws, Rules of Measurement, make, amend, clarify and/or vary the plans and/or specifications and/or designs of sabot class dinghies, provided that such resolution is carried by two-thirds majority of Council.

(b) By resolution in accordance with Rule 12 to make, amend and/or rescind any part of the Constitution and/or Bylaws, Rules of Measurement, make, amend, clarify and/or vary the plans and/or specification and/or designs of sabot class dinghies. (2001)

(c) To fill, at each Annual Conference, any vacancies that exist on the Council Executive, who shall hold office following their election for a period of twelve (12) months.

(d) Appoint an Auditor. (e) To transact any other business which the Council deems to be in the interests of the class.

6. “COUNCIL EXECUTIVE COMMITTEE”

(a) The Council Executive committee shall consist of one (1) person appointed by each Member Association annually with a preference for a two-year term.

(b) The Council Executive shall meet after the Annual Conference to elect a President, Vice-President and Secretary/Treasurer and Registrar annually from those persons. (2006)

(c) The Council Executive shall appoint a National Measurer, giving due consideration to qualifications for the position, with a preference for a two year term.

(d) Additional positions such as Minute Secretary, Race Secretary and Promotions Manager shall be appointed as deemed necessary by the Council Executive.

(e) In the event of the President, Vice President or Secretary/Treasurer and Registrar positions falling vacant prior to the Annual Conference, the position(s) may be filled by a vote of the Council Executive. (2006)

(f) In the event of a position on the Council Executive Committee falling vacant prior to the Annual Conference, the Member Association with no representation at that time will be asked to supply a person to fill the position. (2004).

7. POWERS AND DUTIES OF THE “COUNCIL EXECUTIVE COMMITTEE”

(a) Run the day-to-day affairs of the Council. (b) Oversee the preparation for the National Championship to ensure consistent quality. (c) Approve the Jury for each year’s National Championships. (d) Ensure that all National Championships are conducted as closely as possible to “The

procedure for conducting a National Championship” as set out by Yachting Australia in so far as it does not conflict with this Constitution and Bylaws.

(e) Act as liaison between the class and any National Body, e.g. YA. (f) Act as the central point for transfer of information between Member Associations. (g) Administer the Constitution, Bylaws, Rules of Measurement and Builder’s Guide. (h) Manage the long term planning of the Class. (i) Prepare recommendations to the Annual Conference. (j) Promote the Class nationally. (2004). (k) To formulate and submit motions in accordance with Clauses 11 and 12 hereof. (4/7/05)

8. MEETINGS

(a) The Annual Conference shall be held, if possible, on the night of the invitation race day and may be adjourned to a convenient date and time, prior to the last day of competition for that championship.

(b) The National President shall be Chairman of each meeting of the Council, in his absence the Vice-President, in their absence, the Council shall elect an Acting Chairman.

(c) The two delegates representing each Member Association shall be entitled to one vote each, (1998) provided their Member Association is financial. If a Member Association is represented by one delegate, such delegate shall be entitled to exercise two votes, provided his Member Association is financial.

(d) In the event that any Member Association deciding not to send a delegate to a meeting of the Council, it may, in writing, appoint as proxy, a delegate of another Member Association and such appointee may exercise at such meetings, the voting power of the Member Association not present.

(e) In the event of any Member Association failing to send a delegate or delegates to a meeting of the Council, and not being represented by proxy, such Member Association nevertheless shall be bound by any resolution of such meeting, provided that such meeting is properly convened and constituted.

(f) The National President, Vice-President, Secretary/Treasurer, the three (3) Executive Members and National Measurer shall have a voice at any meeting of the Council, but not the power to vote, unless appointed as Delegate, except in the case of National President, who may, in the event of an equal vote, exercise a casting vote. (g) A meeting of the Measuring Committee shall be held prior to the meeting of the Member Association Measurers Meeting. This meeting shall report to the Member Association Measurers Meeting on any measurement matters raised during the past year and any current concerns. (2004)

(h) A meeting of Member Association Measurers and the National Measurer shall be held, if possible on the night of measuring day, but prior to the Annual Conference. Two delegates from each Member Association are entitled to one vote each. The meeting shall report to the Annual Conference, and raise items for consideration of the Annual Conference.

(i) Special General Meetings may only be convened as follows: (i) By a requisition in writing to the National Secretary/Treasurer by at least (3) three

Member Associations. (ii) By decision of the President. Notice of Special Council Meetings shall be given to all persons entitled to be present at an Annual Conference. Notices shall state the business to be considered and no other than that for which the meeting has been called shall be discussed.

(j) All Council Meetings shall lapse if there be no quorum within half hour after the advertised commencing time of the meeting.

(k) At all Council Meetings the accepted rules of debate shall apply.

9. NOTICE OF MEETINGS

At least four (4) weeks’ notice, including an agenda, shall be given of all meetings to all Member Associations except an adjourned meeting.

10. QUORUM

Council Meetings shall constitute a quorum when a simple majority of Member Associations is represented and more than half the full voting strength of the Council is present, but not otherwise.

11. MOTIONS TO ANNUAL CONFERENCE

(a) When it is proposed by a Member Association, the Council Executive Committee or the National Measurer that the Annual Conference should frame any new rules or amend or rescind any existing rule or make any alteration to the Constitution, Plans, Restriction or Measurement Form of the Sabot Class Dinghy, then such proposal shall be forwarded to reach the National Secretary/Treasurer by certified delivery twelve (12) twelve weeks prior to the date of the Annual Conference. (b) The National Secretary/Treasurer shall provide all Member Associations with a copy of such proposals at least ten (10) weeks prior to the date of the Annual Conference; then such proposal shall be considered to be an agenda item for the Annual Conference.

(c) All other items of business, which Member Associations may wish to submit, must be in the hands of the National Secretary/Treasurer at least six (6) weeks prior to the date of the Annual Conference.

(d) A meeting may include such subsequently submitted motions to its agenda, upon a formal motion supported by at least two-thirds of the voting strength of the Council.

12. MOTIONS BY CORRESPONDENCE

Motions may be submitted and resolved by the Council, by correspondence, subject to the following conditions: (a) Each motion shall be dispatched by certified delivery or e-mail to the National

Secretary/Treasurer who shall then forward copies to all Member Associations within fourteen (14) days of receipt of the motion.

(b) Thereupon each Member Association shall lodge by certified delivery or e-mail its vote with the National/Secretary/Treasurer within forty-five (45) days after the date of such dispatch, otherwise they shall be deemed to have refrained from voting. A copy of each zone vote shall also be sent to the initiating Zone.

(c) A motion shall not be deemed carried unless it is approved by two-thirds of the voting strength of the Council. Results of such postal votes shall be immediately dispatched to all Member Associations by certified delivery or e-mail.

(d) Any motion or vote sent via e-mail shall be acknowledged by either the President, Secretary or Treasurer of the receiving zone within seven (7) days of receipt.

Any motion submitted to be resolved by postal motion should be promptly considered by the Council with regard to its implications on other aspects of the Constitution and, if necessary, consultation made with the zone putting forward the postal motion with regard to those

implications. Information "for" and "against" supplied by the zone putting forward the motion shall after e-mail consultation with all zones be forwarded to each zone with the postal motion which is to be voted on.

13. NATIONAL PRESIDENT

The National President shall be the chief officer of the Council and shall be entitled to preside at all meetings and shall be an ex-officio member of all committees. The President shall take all necessary steps to carry out the resolution of the Council and shall generally further its well being and objects. The National President shall submit a report to the Annual Conference on the year’s activities.

14. VICE-PRESIDENT

The Vice-President shall assist the President in carrying out the duties of his office and shall carry out the duties of Chairman of Meetings when the President is absent.

15. NATIONAL SECRETARY/TREASURER

The duties of the National Secretary/Treasurer shall be: (a) To attend to correspondence and keep records of same, generally act according to the

directions of Council and carry out all customary work of such office. (b) To keep the register of certificates of all boats competing in National Championships. (c) To receive and take charge of all monies belonging to the Council and shall within seven (7)

days of receipt of same, deposit such money to the credit of the Council in an approved account. The books are to be kept posted and always be ready to lay before the Council.

(d) To prepare a financial statement for presentation to the Annual Conference incorporating the whole of the financial transactions of the Council and shall forward audited copies of the Financial Statement to Member Associations within sixty (60) days of the end of the Council’s financial year.

(e) To ensure that the postal motions are dealt with promptly by the Council in accordance with Rule (12).

(f) To attend all meetings and take minutes and have them collated and forwarded to all Member Associations within twenty-eight (28) days. (2004)

(g) Together with the National President and Vice-President, to ensure that the requirements of Council, as set out in the Appendices, Sailing Bylaws and Rules of Measurement are followed in formulating the various documentation for running the championships. (2004)

15.1. NATIONAL REGISTRAR (2006) The duties of the National Registrar shall be: (a) To keep the originals of all validated Measurement Forms, in numerical order, of sabots

issued a national registration number. (b) To issue a Certificate of Registration to a sabot owner upon receipt of a validated

Measurement Form from the National Measurer. (c) To keep up to date records of the current owners of all sabots issued a national registration

number. (d) To issue a new Certificate of Registration and copy of the appropriate Measurement Form

(after payment of appropriate fee) to the owner of any sabot showing the current registered owner.

(e) To issue receipts for any money received in relation to Certificate of Registration and forward that money to the National Secretary/Treasurer for banking within 7 days of receipt of same.

(f) To liaise with the National Measurer and National Secretary/Treasurer to expediently perform the above duties.

16. NATIONAL MEASURER The duties of the National Measurer shall be: (a) To be Chairman of the Measuring Committee. (b) To be responsible to the Australian National Sabot Council. (c) To contribute to the Council on the maintenance of, and compliance to the Rules of

Measurement, and to have the ability to formulate and submit motions on measurement matters only to Council in accordance with Clauses 11 and 12 hereof. (4/7/2005)

(d) To provide to Council and Member Associations an expert opinion type analysis or commentary on all motions which seek to change measurement rules, whether formulated by Member Associations, the Council Executive Committee or by the National Measurer. (4/7/2005)

(e) To co-opt, when necessary, accredited measurers to assist in interpretation. (f) To cause a member of the Measurement Committee to be present at the National

Championships to act as observer and to act, where necessary, to assist the Host Association Measurers on matters of interpretation.

(g) Answer all enquires regarding plans and restrictions from accredited Association Measurers. (h) To be responsible for co-ordination of Measuring Committee activities and for liaison with

the National Secretary/Treasurer. (i) To conduct a Measuring Committee Meeting prior to the Annual Meeting of Member

Association Measurers. (j) To hold an Annual Meeting of Member Association Measurers. (k) To report to the Annual Conference, and raise items for consideration of the Annual

Conference. (2004) (l) To keep a record of all national registration numbers. (2006) (m) To issue a national registration number, in strict sequence, after receipt of a valid

Measurement Form Part 1 and the receipt of the appropriate fee (as prescribed by the Council Executive Committee). (2006)

(n) To issue a national registration number, in strict sequence, to any previously measured sabot, after receipt of a new valid Measurement Form Part 1, and the receipt of the appropriate fee (as prescribed by the Council Executive Committee). (2006)

(o) To validate the Measurement Form with the national registration number, amount and date fee paid, National Measurer’s signature and date signed. (2006)

(p) To forward validated Measurement Form and fee to National Registrar for the issue of a receipt and a Certificate of Registration. (2006)

17. MEASURING COMMITTEE (2004)

The Measuring Committee shall consist of a minimum of three (3) accredited Member Association Measurers, one to be the National Measurer and the two others should be the present and subsequent Host Member Association Zone Measurers. (2004) Their duties are to

(a) interpret all plans, restrictions and directions from the Australian National Sabot Council - within the spirit of the Council’s intentions - and to see that uniform interpretations are adopted across all zones, and

(b) rule on “variations and innovations” in accordance with Clause 1.3 of the Rules of Measurement and Council’s specific intentions stated therein. (4/7/2005)

(c) rule on any anomalies in measurement when requesting a 7000 number. (1/7/07) All correspondence and minutes relating to Measuring Committee business and meetings and the Annual Meeting of Association Measurers will be handled by the National Secretary/Treasurer. Notification of Measuring Committee meetings will be given by the National Secretary/Treasurer.

18. AUDITOR

The Auditor shall examine the books, accounts, receipts and other financial records of the Council for the year following his election and compare same with the financial statement. He shall report the results of his audit of those accounts to the Council.

19. CREDENTIALS

Each representative to the Annual Conference shall be required to produce proper credentials, duly certified by the President or Secretary of the Member Associations he represents.

20. ACCOUNTS

No account shall be paid until authorised for payment by the National President, or in his absence the Vice-President. No money shall be withdrawn except by cheque or direct transfer, signed or authorised by either the National President or Vice-President and National Secretary/Treasurer. The account is for the exclusive use of the Council and must not be used for any other purpose.

21. FINANCIAL YEAR

The financial year of the Council shall terminate on the 30th November of each year.

22. SUBSCRIPTIONS AND LEVIES

(a) The annual subscription to the Council by each Member Association shall be $50.00, payable on the 1st July each year. A Member Association shall not be eligible to compete in the National Championship races if its subscription is in arrears. (see clause 23). Council Executive reserves the right to vary the annual subscription of Member Associations.

(b) Council has power to impose levies on Member Associations when considered necessary.

(c) A levy of $10.00 per boat for all entries in the National Championships and Sabot Week Regatta is payable to the Council by the host Member Association by the 31st January following the event. This amount is to be reviewed annually. (22/12/04)

23. MEMBER ASSOCIATIONS IN ARREARS

Any Member Association whose subscriptions is in arrears for six months after 30th June and/or has not paid in full any levy within six months of the date of being first imposed shall be un-financial and not entitled to the rights and privileges of the Council.

24. FORMATION OF MEMBER ASSOCIATIONS

The Council may be divided into Member Associations as follows: (a) A Member Association may, upon authority of Annual Conference, be formed in any State,

Territory, area or dependency of the Commonwealth and shall be subject to the control and directions of the Council.

(b) The powers of each Member Association shall be defined by the Australian National Sabot Council.

(c) A Member Association may adopt rules for its own government, provided that nothing in any such rules may oppose any rule of the Australian National Sabot Council.

25. DISCIPLINE

(a) The Council may by a clear two-thirds majority of the delegates present at a Special General Meeting of the Council called for the purpose of considering an allegation against a delegate or affiliated member, suspend or expel any delegate or affiliated member who, in the opinion of such majority, shall have been guilty of misconduct or any flagrant breach of the Constitution.

(b) Four weeks notice of any such intended proceedings shall be given to a delegate or affiliated member who shall be entitled to be heard in relation to any allegations made.

SAILING BYLAWS GOVERNING

THE CONDUCT OF THE NATIONAL CHAMPIONSHIP.

These Bylaws detail the Council’s requirements for the running of National Championship regattas and may be used for other championships and regattas for Sabot Class Dinghies, conducted by Member Associations. Whilst the Australian National Council does not wish to direct Member Associations, it feels that, by using a standard form of documentation as supplied in the AYF Racing Rules of Sailing, it will ensure a consistent approach is used in conducting the championship. (2001) Obviously there are some rules and regulations that local authorities insist on in various States; however, it is considered these can be included with little difficulty. 1. CREW AND AGE LIMITATIONS Applicable to all Sabot Class racing. The sailing season is defined as 1/7/XX to 30/6/XX (2001)

Junior Sailors:

Sailors must sail 2 up (i.e. with both skipper and crew). The age limit for both skipper and crew is up to and including the sailing season in which he/she has his/her 12th birthday.

Senior Sailors:

Sailors must sail 1 up (i.e. single handed). The age limit is from the sailing seasons in which the skipper has his/her 13th birthday until the sailing season in which the skipper has his/her 16th birthday, both seasons inclusive.

Option: Sailors have the option of sailing “Senior 1 up” or “Junior 2 up” during the two sailing seasons in which they have either their 11th or 12th birthday, but having sailed as a 1 up Senior at a National Championship (excluding Sabot Week) cannot return to sailing as a 2 up Junior as defined above. 2. THE NATIONAL CHAMPIONSHIP.

(a) The Championship is to be held over a maximum of 10 heats. If 8, 9 or 10 races are sailed, there shall be two (2) discards. If 5, 6 or 7 races are sailed there shall be one (1) discard. If 4 or 3 races are sailed, there shall be no discards. A minimum of 3 races are required to constitute a Championship. (16/6/2008)

A handicap series shall be run in conjunction with the heats of the National Championships.

Handicap awards shall be made upon handicap performance over the whole series of the regatta. Contestants winning 1st, 2nd, 3rd, 4th, 5th or 6th place on a non-handicap basis shall be

ineligible for winning handicap awards in either Junior or senior divisions of the series. (1997)

These races are to be held over the Christmas/New Year period so the furthest competitor does not have to leave their state before Christmas Day. The races should not extend beyond the 14th day of the New Year. Entry fee shall be set by the Host club and should be kept to a minimum. The series may be named after a sponsor if necessary.

(b) 1. Entry to the Championship shall be open to financial members of a club affiliated with a Member association, aged as per item 1, and who is selected by that Association. No more than 12 Senior and 6 junior sabots, shall represent the team of any member association at National Titles.

2. Entry to the Championship for the Sydney 2013-14 Regatta shall be open to financial members of a club affiliated with a Member association, aged as per item 1, and who is not selected as part of the team by that Association.

3. Entry to the National competition for the Sydney 2013-14 Regatta, shall be open to financial members of a club not affiliated with a Member association, aged as per item 1, this may include interstate non zone sailors and international competitors. An additional charge may be levied on entrants who are not financial members of a club affiliated with a Member association. This charge will be levied by and for the ANSC with advice from the host zone. (2013)

(d) The sequence for hosting the National Titles shall be as follows:

Tasmania Southern Queensland Victoria Southern N.S.W. North Queensland (28/12/04) Northern N.S.W.

However, if any Member Association is unable to host the titles in any one year the next Member Association in the sequence will take their turn and the sequence will be unbroken. In this event advice must be given by the defaulting Member Association to the National Secretary/Treasurer at least six (6) months in advance of the next conference so alternative arrangements can be made. Written nomination of the Host Club and Officials with a brief resume of the experience and sailing area is to be submitted to the National Secretary/Treasurer prior to the preceding conference (see Item 7c of the Constitution).

(e) If a Member Association is unable to field a full team no substitution of any other boats into that team shall be allowed, however Sailors are welcome to join other member associations and to be part of a zone team. (2013)

3. SABOT WEEK.

The Host Club shall conduct a handicap series for any other competitors in conjunction with the National Championship, generally to be sailed on the morning before each championship Heat. The Orientation race shall be a combined fleet. Heats of Sabot Week shall not be sailed at the same time and on the same course as Championship Heats. In addition to the handicap prizes, the host club will award prizes to the 1st, 2nd and 3rd outright placegetters in both Senior and Junior divisions for the Sabot Week series. National boats may compete but not be crewed by national competitors. The series to be called Sabot Week may be named in honour of a person who has contributed to sailing generally. Entry fee shall be set by the Host Club and should be kept to a minimum. Beach entries for Sabot Week will be accepted up to the end of the Measurement and Registration days. (1999)

4. GENERAL

(a) A triangular course incorporating a windward return, starting and finishing on the wind with a target time of approximately 45 minutes, shall be set. (16/6/2008)

(i) All Sabots entered in the Championship shall be checked prior to the first race for compliance with the measurement rules. The minimum items to be checked are: Sail, Spars, Weight of hull, Centreboard and Rudder.

(j) That ALL Sabots holding a Certificate of Registration will, assuming the owner confirms that the boat still complies with its Measurement Form (essentially a continuing condition of entry to the National Championships) be exempt from measurement checks at future National Championships other than the minimum listed in Section 3 - 4. SABOT CLASS DINGHIES

RULES OF MEASUREMENT.

1. GENERAL

1.1 These rules are those determined by the Australian National Sabot Council and are managed,

and may be modified, under the conditions defined in the Constitution governing the Sabot Class Dinghy in Australia. They define the design, construction, and assembly of Sabots, including their rigs, sails and fittings, which are acceptable for racing in class events.

1.2 The date of issue of each page is included in the footer. The effective date of any rule

amendment is included in brackets, where only a year is shown the effective date is 1st July of that year. Sabots are not required to conform with amendments so marked which were introduced after they were constructed, measured and registered, except if the amendment was introduced retrospectively and is marked as such in brackets.

1.3 The ANSC intends the Sabot class to remain One Design based upon the original sabot plan and

as periodically amended and upgraded in accordance with the ANSC constitution. Variation or innovations in variance with the intention of the Councils approved plan will not be acceptable. A Member Association measurer, without discussion and acceptance of the Measuring Committee, should not accept any such innovation, which is not specifically covered in these rules or on the Plan. If required such innovation should be covered by a Rule amendment as soon as necessary in accordance with the Constitution.

1.4 All dimensions are given in millimetres. Where two numbers are given, these represent the

minimum followed by the maximum. Some dimensions are indicated as either a minimum (min) or maximum (max). Where only one number is given there is no tolerance, and this dimension is used to determine others.

1.5. It is the intention of The Australian National Sabot Council that should individuals, either

Commercial, or private, construct a “Production Female” hull and deck mould, the said individual may ask to have their moulds registered by the ANSC. This registration shall recognize that any hull and deck assembly manufactured from such female moulds will be granted acceptance that these hulls shall always be deemed to “measure” provided that no modification be done during each hulls life span. (2006) In order to attain mould registration, the first hull manufactured from the said moulds must pass measurement and scrutiny by the ANSC measurement committee. This measurement scrutiny or any re-measure will be provided after payment of the prescribed fee as determined from time to time by the Council Executive Committee.

All Designs given “Registered Mould Status” shall have a Recognized Mould Number, issued by the ANSC, and the manufacturers name indelibly fixed under (1) one layer of glass in a visible internal area of the aft buoyancy tank. (2006)

specifications and within location tolerances. Random spot checks will be made from time to time on preferably last made hulls to ensure continued compliancy. (2006)

1.6 Adopt the ISAF Equipment Rules of Sailing (ERS) for all measurement techniques, methods and

interpretations with the proviso that the ANSC Rules of Measurement take precedence if there is a conflict in measurement. (2009)

2. HULL AND DECK

2.1 MATERIALS Hull, decks, bulkheads, etc may be constructed of timber, ply, fibreglass reinforced plastic, foam sandwich fibreglass reinforced plastic, acrylic cloth or a combination of these methods together with the necessary resins and metal fastenings for their use, excluding all other substances. (1988). Honeycomb core, kevlar and carbon fibre are prohibited. (2006) The thickness of hull, deck and bulkheads shall be:

Ply and foam sandwich: 4 to 12 Solid fibreglass: min 2

An additional thickness of up to 4mm may be added in the cockpit area comprising non-skid material of a non-structural nature. (2010) Stringers are only allowed in plywood boats are not included in skin thickness measurement. (1996) Non-ferrous metal reinforcing is allowed for the attachment of fittings (maximum size or equivalent volume 100 x 100 x 10 each location), (2000) and a mast support from the deck to the keel, may be constructed of any material allowed for either the hull or spars. Any non ply-wood sabot incorporating stringers in its construction and measured before 1/12/96 will not be deemed illegal simply due to the fact that it may contain stringers which contravene Rules of Measurement 2.1. 2.2 HULL SHAPE

The Sabot was designed as a hard chine hull for plywood construction. The tolerances are provided for the purpose of building accuracy and not for exploitation of hull shape for improved performance. It is intended that all transverse cross sections should be substantially straight from measurement point to measurement point, with only some incidental curvature due to construction bending of the hull skins. The hulls shall be substantially fair between the measurement stations. Discrepancies should be brought to the attention of the Measurement Committee for determination.

All dimensions are taken to the outside skin of the hull.

2.3 BUOYANCY, BULKHEADS AND DECKING

Two buoyancy tanks are required. They shall be subdivided from each other and each shall be substantially watertight and be provided with at least one inspection port of at least 100 diameter. Sabots built to old plans, which had smaller buoyancy, will not be refused. (To be made retrospective – Nov 2005) 2.3.1 Rear Buoyancy. (27/3/2008) (c) BRACE – The centreboard case may be supported with a brace to the keel/floor. The

maximum width of the brace shall be 230 measured at right angles to the centre line of the boat. The brace shall not extend further aft than 1445 from the top of bow, measured along datum line:

(i) The centreboard case support(s) can be constructed of any material allowed for the hull

or spars. (ii) Any such support(s) shall allow free movement of water about the centreboard case. (iii) The centreboard case support(s) may be attached to the forward buoyancy tank

bulkhead.

2.3.4 Gussets. Foredeck gussets are allowed between the fore bulkhead and the gunwales up to a maximum dimension of 150 measured along the sheer line from the line of the bulkhead, or along the bulkhead from the outside edge of the gunwale.

Gussets or stern knees between the transom and the gunwales are allowed up to a maximum dimension of 200 measured along the rear of the transom from the outside of the gunwale or along the sheer line from the outside of the transom.

A rubber or flexible strip, having a slit for the length of the centreboard case may be fastened to outside of hull. The centreboard case slot shall be substantially rectangular in section. No packing or fill material may be placed inside the case, except for some padding material at the rear and sides for the purpose of protecting the centreboard.

2.6 SPLASH BOARDS

Splashboards up to a maximum height of 50 mm may be fitted to the foredeck. They may not be adjustable and may not extend beyond the sheer line.

2.7 HULL WEIGHT The minimum hull weight, including permanent fittings is 22.7 kilos. Additional weight as necessary shall be permanently added to the hull. If weight correction is necessary, lead not exceeding 2 kg in weight is to be permanently attached at a single location, (1993) outside the buoyancy compartments. The whole of the lead must be visible and may comprise up to 3 pieces, bolted or glued together but may not be contained. (1997) The mass of the correcting weights shall be recorded on the measurement certificate. 4. SPARS

fibreglass or a composite of fibreglass/carbon fibre-aluminium (excluding booms). They may be hollow, and if of timber the laminates shall be continuous for the full length of the mast, splices are accepted. If of aluminium alloy or fibreglass/carbon fibre composite, they may be filled with a flotation type material. (2013) The spars shall incorporate a sail track. The track may be internal for timber and aluminium alloy spars only or attached externally. Fibreglass /carbon fibre composite masts may only have an external sail track. The track may be any combination of timber, aluminium alloy or plastic. (2013) 4.2 MAST DESIGN. 4.2.1 The mast shall be stepped on the deck and be supported by two shrouds and a forestay, with no

other standing rigging. The hound height is defined as either the intersection of the shrouds and forestay with the outside of the mast for internal hounds, or the bolt, pin or lower rivet of an external fitting or the bearing surface of a T ball type fitting. (1997) The hound height, measured from the deck shall be: 2095 to 2170

4.2.2 The mast length including all fittings except wind indicator: max 3785 Timber and aluminium alloy masts may be of any shape section. Fibreglass/carbon fibre

composite masts must be a circular shape section. All masts, excluding fittings, shall pass through a 65-diameter circle and the minimum dimension is to be not less than 30 at the hounds. Aluminium and Fibreglass / carbon-fibre masts must be of parallel outside dimensions from gooseneck to the hounds and may have a taper to any diameter above this point. Timber or composite masts if tapered shall be to 30 minimum. (1987) (2013)

The mast shall not rotate. The maximum allowable bend or deflection in the mast is 50mm at rest. (2001) 4.2.3 Masts may be sleeved internally. (2013) 4.2.4 Fibreglass/carbon composite masts shall comply with the following....

4.2.6 Masts made after 1/7/2013 shall have a mast base that fits a mast step minimum 37mm wide

with a 6mm locating slot. (This matches Riley fitting RM160B.) (2013)

4.3 BOOM DESIGN The design of the boom is not restricted, except that the sail track must be at least 1900 long, and the section must pass through a 65mm diameter circle. (1997). The maximum allowable bend or deflection in the boom is 25mm at rest. (2001)

4.4 SETTING THE SAIL ON THE SPARS AND MEASURMENT BAND.

4.4.1 Goosenecks. The maximum vertical travel allowed between the boom and mast at the goosenecks is 3mm. 4.4.2 The mast shall have a band of contrasting colour, 25 wide, the lower edge of which is no more

than 3225 above the top of the boom sail track, with the boom in sailing position at 90 deg. to the mast. (1997) The top of the sail shall not be hoisted above the lower edge of this band.

4.4.3 The boom shall have a band of contrasting colour, 25 wide, the forward edge of which is no

more than 2080 from the rear edge of the mast sail track, with the boom in sailing position at 90 deg. to the mast. The rear of the sail shall not be stretched beyond the forward edge of this band.

4.4.4 The sail is to be set with the boltropes inserted in both the mast and boom track. (no loose

foots). 4.4.5 The foot of the sail shall not be adjusted at the tack or clew whilst racing. (2009)

5. SAIL

5.1 MATERIALS. Sails may be constructed only from Dacron or Polyester Reinforced Mylar or Monofilm except for battens, fittings, boltrope and eyes. 5.3 BATTENS

A maximum of three battens may be fitted to the sail. The aft end of the centre of the batten pockets shall be within 75 of the three girth measurement points. (1992)

6. FITTINGS

6.1 SAFETY REQUIREMENTS. In conjunction with the Safety Regulations of the National Yachting Authority (AYF), all Sabots shall carry, or incorporate: 6.1.1 Halyard or sail quick release, rigged such that the crew, on the water, in adverse conditions, are

able to lower sail. 6.1.2 A paddle of no less than an area equivalent to 150 x 150 attached to the boat by lanyard. (1987) 6.1.3 Fairlead Ring (deleted 2000) (now optional). 6.1.4 A tow rope of an adequate strength for towing purposes and of a minimum of 6mm diameter,

fixed or led from a point no further aft than the front of the mast step. (2000). It shall extend at least twice the length of the boat beyond the bow.

6.1.5 The centreboard and rudder must be attached to boat so that when the boat is in a capsized

position they will not come out of their respective cases. Rudder pins or pintles must be fitted with metal retainers.

6.1.6 A bailer of at least two (2) litre capacity, attached to the boat by lanyard. 6.2 ALLOWABLE FITTINGS. 6.2.1 The number and type of blocks and purchases of the mainsheet are optional, except that self-

locking mainsheet blocks are not permitted. The mainsheet block/s shall be attached to the hull at a fixed position of the hull at an effective height (bearing point of shackle) not exceeding 330mm above the outside of the keel measured inside the rear of the centreboard case. (2001). Devices to control the lay of the block/s shall not be permitted. (2001)

6.2.2 Simple cleating of the sheet rope will be permitted for senior one-ups only. (1986) Cleats may

mast than the clew of the sail.(2009) 6.2.7 Adjustable fittings may be used at the lower end of the shrouds and forestay but may not be

adjusted while sailing. 6.2.8 A wind indicator mounted anywhere on the hull, spars or rigging, and capable of free

6.2.11 Fittings such as blocks, cleats, tiller extensions etc may include carbon reinforced fibres in their manufacture, provided they are commonly available at retail boating stores. (2013)

The rear of the mast, or projection of the rear of an external sail track shall be positioned between 330 and 380 from the top of the bow. The mast step fitting shall not allow the mast to be moved beyond these limits.

6.4 PROHIBITED ITEMS

6.4.1 Hifield levers. 6.4.2 Swinging planks, and trapezes. (1987) 6.4.3 Reefing points in sails. (1997)

7. IDENTIFICATION

Adopt direct application by “Registered Builders” to the National Registrar for a sail number. The sail number shall be applied into the floor inside the rear bulkhead in the same way as the mould number is applied during construction. (2009) 7.1 The Registered Number (Sail Number) of the boat must be attached to the sail on each side.

Numbers to be minimum 230 high, 150 wide (except 1) and 30 to 40 stroke width. The numbers are to be of a solid colour of either black, red, blue or green. Pastel, fluoro, and iridescent shades are prohibited. The sail number shall be issued by the National Measurer and consist of 4 digits in length starting at ‘7000’. Numbers will be issued in strict sequence.

The registered number shall be engraved or permanently fixed in the keel as close as possible to, and outside of the rear buoyancy tank, or inside the tank as per Section 5 – Rule 1.5 with figures of not less than 25mm height. (Retrospective to 1st July 2006). Builders of registered hulls shall apply for a sail number and affix as per Section 5 – Rule 1.5, during the construction process. (2009)

7.3 The name of the boat, registered number and club is to be displayed on the hull in accordance with the prescription of the current A.Y.F. safety regulations. The club name may be abbreviated or as required by any State Authority.

7.4 All Sabots shall carry near the head of the sail, above the top batten, (1998) the Class Insignia as

detailed on the Council’s Plan, and below.

8. MEASUREMENT OF SABOTS (2006)

To allow a Sabot to be registered it must, 1. Be measured by a zone measurer, who will complete and authorize the association measurement

form, or 2. Have a measurement form supplied by the builder of a “Registered Mould”.

This measurement will be done with the assistance of a set of association templates. All sections of the measurement form must be completed and measurements must fall within the minimum and maximum values where specified. Once hull measurement has been satisfactorily completed, the boat owner must send the Part 1 measurement form and relevant fee, as prescribed by the Council Executive Committee, to the National Measurer who will issue a national registration number. Part 2 of the measurement form (i.e. mast, boom, sail, number engraved in hull etc) must be completed and presented for final sign off by the Zone Measurer. The National Registrar will forward to the owner a Certificate of Registration, copy of the validated Measurement Form Part 1 and receipt. To assist in assuring that the Sabot will measure in, the measuring procedure is explained below and a copy of the measurement form is included within these rules. (2006)

8.2. Beam at Sheer Turn the hull right side up. Apply other side of straight edge to check length and station

positions. Use templates to check sheer widths at 2,4 and 6 at the same time the straight edge is in position check the position of the plate case and length of the foredeck.

8.3. Forward and After Transoms - Apply templates. The transoms must be within +/-6mm of the

templates all around. When in doubt over any dimension on the templates, refer to 2.2.3. 8.4. The tolerances on the hull are - plus or minus 6.5mm on the half breadths and 13mm on the

depth of side measurements. Plus or minus 6mm in the depth of Vee sections of the hull at 2,4,6.

BUILDERS GUIDE

THE AUSTRALIAN SABOT

As the Sabot can now be constructed of many varied materials, it is difficult to advise an intending beginner how to select a suitable Sabot to learn to sail. However, in this brochure, we have set out the steps to build a timber and plywood hull and spars, which can be built by an amateur, using basic tools on a frame which in some areas can be borrowed from the local Sabot authority.

If you require more sophistication you should inquire from a local boat builder, who will advise you on the other types of hulls available - such as glass fibre, foam sandwich or stitch and glue kit.

Notwithstanding the method used to construct the hull, all must “measure in” to the requirements of the Council’s Rules of Measurement and as summarised in the measuring sheet extracted from the rules of measurement and attached at the rear of this brochure, so please don’t skimp; do your paper work first and you will avoid many problems later.

The purpose of the restricted measuring is to provide equal sailing opportunity for all competitors and the measurements are not to be modified in any way from those allowed, otherwise you may find your boat will not qualify.

SABOT BUILDING PROJECT

BUILDING INSTRUCTIONS FOR SABOTS

Section A - The Building Mould

Materials:

1800 mm x 1220mm x 10mm ply or 12mm pyneboard 1 sheet 100 mm x 50mm 3/2.7M 50 mm x 25mm 4/3 M

Construction:

1. Mark out the two rails according to the plan to take the moulds and the transoms. Connect these with the mould supports. Check that the rails are parallel and that they make a 380 mm wide frame. Check also for squareness of the frame.

2. Cut the remaining rail into four legs, fasten them to the frame and brace the bottom of the legs.

3. Fasten the transom supports. 4. Mark out the three moulds, remembering to subtract 4mm - the ply thickness from the sides

and the bottoms. Then mark out and cut out checks for keel, chines and saxboards. 5. Fasten the mould to its frame. 6. Blocks 20mm x 20mm (approx) about 50mm long may now be glued and screwed to one side

of the moulds, about 6mm away from the checkouts for the keel, chines and saxboards. These may now be drilled with a 4mm bit, at an angle to allow for temporary fixing by screws of the keel, etc. from inside the hull - until the planking has been fastened home.

N.B. Have you remembered to double check all measurements before cutting and fixing? Fixings

can be nails and glue or screws.

Section B - Building the Shell

Materials for an all ply hull

Timber Range (Suggested)

Pacific Maple, Oregon, spruce, cedar, silver ash, king billy, Huon pine, Meranti, balsa, are all suitable timber for building, but others may be on the market - BUT be sure to specify timbers suitable for bending.

All materials to be of good quality, light, clear and straight grained.

Fastenings (Suggested)

16 mm x 1.6 mm Monel boat nails or silicone bronze 60 grams 30 mm x 2 mm Monel boat nails 150 grams 30 mm x 8 G counter sunk brass screws, monel or s/steel 38 mm x 8 G counter sunk brass screws Marine glues - either formaldehyde, epoxy or resorcinol - approx 1 litre. It is recommended that a two pot glue be used. N.B. Ply timber and fastenings should be sufficient to finish the hull. When ordering the timber some thought should be given to the different colours available. Perhaps a visit to a local Sailing Club will allow you to see the rather striking effects made possible by the use of various coloured timbers.

1. Transoms - working from one end of a sheet of ply if vertical grain is desired - or from one side if the grain is to run along the transom - mark out and cut out the bow and stern according to the plan.

2. Using the 44mm x 16mm timber, cut out the framing to the shapes shown on the plan. Fasten to the inside of the ply with glue and boat nails. The nails should be placed 25mm from the edge of the ply to allow for the bevels. Distance apart of the nails should not be less than 75 mm centres, when working along the grain, but not more than 60mm centres when working across the grain. The gussets may now be cut, glued and nailed. For those with sufficient clamps the nails may be omitted.

3. When the bow transom is dry remove the bevels - about 10mm on the sides and 16mm on the bottom. The keel, chines and saxboards will need to be housed into the transoms. This housing can be taken through to the ply and can now be sawn and chiselled out. An alternative method is to leave the ply off the transoms, fixing the keel into the framing and gussets, then fastening the ply home. Watch the angles where the timbers meet the transoms.

4. After a final cleaning up they may be fastened to the mould transom supports by screwing through from the inside of the hull, taking note of the mould reference line.

N.B. All timber should have been planed and sanded to remove machine marks and imperfections before being placed on the hull.

5. Now check the length of the boat, this should be 2427 mm over the transoms. A 6mm either way on this measurement would be permissible at this stage of construction.

6. Keel and chines should now be partially bevelled where necessary, see the section at mould 4 on the plan, and, with the saxboards, should be cleaned and sanded on those surfaces inside the boat. Saxboard bevel should be left at this stage.

7. These timbers should now be cut to the required angles and glued and screwed into the bow transom, bent around the mould, and then cut, glued and screwed to the stern transom. Care will be needed with the chines and saxboards but unless poor timber is used steaming is unnecessary. Cramps will assist to bed the timbers neatly into the checkouts, screws through the blocks on the moulds keep the timbers in place but be sure to screw through the blocks into the timbers.

8. Fairing off - using a sharp plane and a piece of straight timber about 600mm long, the transoms, keel, chines and saxboards must now be bevelled to allow the planking to fit perfectly. Care must be taken not to reduce the timber sizes unnecessarily, or to develop flats in the chines between the moulds. Plane carefully and stand back some distance frequently to check.

IMPORTANT Before planking check these three points -

• Mark in the position of the centreboard case, you don’t want nails where you have to cut the slot.

• Mask off with tape any point where the glue could squeeze off the timbers on to the mould. You do not want the mould permanently glued to the boat.

• Check that the saxboards will slip out of the checkouts in the mould when you are ready to remove the boat.

9. Planking - If you have access to a 2500mm length of paper (heavy) or light cardboard, this

can be laid on the bottom or side of the boat and one half of the bottom (some have found it easier to plank the side of the boat first) can be marked on it and cut out. Transfer this shape to one sheet of ply - the complete bottom will come out of one sheet - leaving a margin of 25mm all around at this time and then cut out Bend the ply around the mould and plane the sheet to fit the centre line of the keel, now turn over on to the other side of the mould and if the shape is the same, lay the now correct shape on the other piece of ply, face to face, and mark out the pair of planks. Return to the mould and mark the centre plate case position. Now spread the glue on the timbers on one half only, place the sheet carefully on the glue, tack into position with selected fixings, working out from the centre along the keel and chine. The nails should be in the centre of the timbers of the transoms and chines about 20mm in from the centre line of the keel except around the plate case, they should be 25mm in at that point. Watch carefully the angles to place the nails, particularly forward where the chine and the transom are at quite an angle.

10. Trim the sheet with a saw and plane until the fairing is perfect, then treat the other bottom plank in the same manner, first making sure that the centre join meets correctly.

IMPORTANT Be sure to wipe off excess glue with a damp cloth as soon as each sheet is

fastened.

11. Once the bottom or side planks are fastened the side planks may be marked out in a similar manner and fastened with a margin of ply overlapping all round. Don’t panic, I know that the sheet is short. Remember that piece you cut off the bow end of each bottom sheet, just cut a piece from this and butt it to the end of the side sheet at bow transom with a ply gusset behind it. You could splice this piece on but it is not really necessary. Now trim the side planks except along the saxboards.

12. Gunwales- These may now be fixed with glue and selected fixings without waiting for the glue to dry the next one may be glued and nailed. First be careful to mark the position of the gunwale on the ply to coincide with the saxboard. You may shape the edge of the first strip to bring the gunwales level as shown on the plan, or leave it square to allow the gunwales to be at 90 degrees to the side planking. The under bevel can be done later on. Total width of gunwales and saxboard to be 50mm min to 80mm max, 20mm of which must be inside the planking of the hull. The gunwales may taper evenly from 20mm to 12mm thick on the outer edge. Gunwales may not taper except from bow transom for a distance of 400mm, min allowable at bow transom is 25mm.

N.B. When nailing the gunwales place the nails nearer the top of the strips to allow for bevelling.

Now leave the shell to dry for 48 hours and before completing the hull take a trip to one of the clubs sponsoring sabots. You will find that most of the boats there are owner built, or contact the Association Secretary, who will pass you on to someone knowledgeable in Sabot construction.

Section C - Completing the Hull

1. Undo all temporary fixings inside the hull and remove it from the mould. If it is tight, lever

up gently with a wide chisel at each mould. If it is stuck - check that all screws have been taken out, then continue gently levering. Small spots of glue hold tight.

2. Now build a small carrying cradle from cheap timber shaped to moulds two and six. Pad and sit the boat in this.

3. Spread the hull to its correct widths at gunwale level at moulds: No. 2 - 952mm, No. 4 - 1144mm and No. 6 - 1130 mm. Remember that the measurements are to the outside of the ply. Tack the spreaders in to keep the hull to this shape whilst it is completed. Check overall length, keel length, spring of keel and section vees again.

4. Now fair the gunwales and the transoms to take the gussets and the deck. 5. Shape the deck beam and house it partially into the saxboards with the aft side between

662mm - 762 mm from the outside of the bow transom. Glue and fasten with screws. 6. House the king plank and deck beam to give bedding for the deck. Refer plan for alternative

strong back method (see Sheet 2). 7. Shape a piece of 44mm x 20mm timber to shape of keel and fix in place. Fix a support

between king plank and stiffener, glue and nail in position. 8. Fair off the king plank and deck beam to give bedding for the deck, or use strong back

design (see Sheet 2). 9. Glue two piece of plywood 150mm x 25mm at 175mm minimum to centre line from Station 1

to act as strengtheners for chain plate. Fit king post between king plank and keel, as shown on plan.

10. Next fit forward bulkhead, this will fasten to end of centre board case. 11. The simplest method to fit this bulkhead is to get a few off-cuts of 4mm ply approximately

50-76mm wide and fit around area where it is to touch sides and bottom. Fit two pieces around bottom checking out for keel and chines, then the same applies for sides, checking out for chines and saxboards, then another strip across the top. Fasten these ply strips together firmly with brads whilst they are in place. You then have a template which can be marked off onto the ply you wish to use for bulkheads, leaving enough ply at top for a 100mm camber, measured from points at the inside top corners of saxboards.

12. To fasten the bulkhead into the hull there are two reliable methods, firstly the simplest and a very reliable method is to hold bulkhead firmly in place, a strip of masking tape run around the joint from saxboard to chine: keel, chine and back to saxboard, then secure bulkhead permanently in place with approximately 50mm wide fibre glass stripping with epoxy resin. Another method is to fasten 38 x 12mm timber around forward inner edge of bulkhead, bevel off to shape of hull and fasten through hull with 16mm x 16 gauge Silicon Bronze or Monel nails and glue.

13. Cut the deck to shape, the gussets are part of the deck, and their shape and size are optional with maximum limit. Glue and fasten. Check that deck is between 666 and 766 mm long.

14. Shape the stern gussets, maximum size 200mm x 200mm. Glue and nail in position, the shape of the stern gussets is optional.

15. Construct the centre board case to shape shown on plan, nailing the ply from the inside on to the side logs first, then glue, nailing and clamping the sides to the spacers. Remember to give

the insides a couple of coats of lacquer varnish before doing this. We suggest using 22mm max. spaces to allow the use of carpet for protection. The external slot is to be a maximum of 20mm wide.

16. Mark the position of the centreboard case on the keel. Place the case on the keel, and with an assistant to steady it, use a pencil resting on a 12mm square block to scribe the keel along each side of the case. Saw to the lines and then fit exactly. Top of the centre board case to be kept parallel with reference lines.

17. Mark out the length of the slot on the keel, drill at the ends with 19mm clean cutting wood bit until the point just breaks the ply, turn the hull over and finish drilling. Draw a line between the sides of the hole and saw out.

18. Fixing the case - it may be screwed through the logs onto the keel, or from the outside possibly easier. The case may be glued and screwed about 8 screws or use caulking compound and screws. Drill clearance and pilot hole for all screws.

19. If using thwart - cut and fasten in the thwart risers. Risers can be glued to the ply and fastened with nails from the outside. If not using thwart - one riser each side must be fitted, as required.

N.B. All timber should have been sanded to remove all machine marks before being placed in hull.

20. Turn hull over, bevel underside of gunwales as shown in plan. 21. Punch, fill, sand and lacquer or paint the hull now.

Section D - Centre Plate

1. From a single 280mm wide board about 1M long, if one can be obtained without twist or cup

in it, or from two 140mm boards glued together, the centre plate can be shaped. First, have it run through a thicknesser at your local joiner’s shop to a thickness of 19mm.

2. Before cutting to length work out the type of stop and handle required, these stay outside the 965mm x 255mm rectangle.

3. Mark the board to a rectangle of 965mm x 255mm and shape the plate within these measurements.

4. Cut to shape, plane to an aerofoil section and fasten stops and handle. Section E - Rudder Assembly

Swing Type - Material : 175mm x 20mm timber - 1.2M

1. Either purchase 6mm ply or for cheapness glue together two pieces of your scrap ply to make the rudder checks. The shape of these can vary within the required measurements on the plan.

2. Shape the spacer from the 20mm board and glue between the cheeks. 3. Shape the blade not more than 165mm wide and 730mm long (see class rules and plane to an

aerofoil shape. 4. Fasten to the stock with a 6mm bolt and wing nut. 5. Shape the tiller handle from 45mm x 20mm material, glue and screw to stock. 6. Note restriction of rudder depth below keel line when fixing rudder assembly to transom. N.B. Timber colours may be used to advantage in rudder and centre plate, using narrow strips or perhaps a strip of a different colour timber.

Dagger Type - If using dagger type rudder make to size shown on plans, but remembering to varnish inside of cheeks before assembly.

Section F - Mast and Boom - Solid

Material - 54mm x 27mm selected Oregon or spruce 2/4M 50mm x 20mm selected Oregon or spruce 2/2.4M 1. Either have the sail track and slot run by the local joiner’s shop or do it by hand with a plough

plane, to within 550 mm from the bottom. 2. Mark mast taper from 610 mm above deck level and cut taper off, leave some waste for

shaping. 3. Glue and cramp the mast/boom using a cramp per 300mm, be careful to straighten the

material. Any bend or twists glued in will stay. 4. Plane to shape, working from square section to octagonal to round. N.B. Be careful how you store a mast or boom, preferably slot down on a level surface or on

a set of bars. Oregon and spruce twist easily.

5. Cut away the track at the base or make a keyhole for sail entry. 6. Lacquer as soon as possible, including the sail track.

1. Amendment to Section 2 – The Constitution – 22. Subscriptions and Levies (28/12/04) Trial levy of $5.00 imposed on National and Sabot Week sabots competing at this years Nationals as a way of raising more revenue in light of rising costs for ANSC i.e. Web page costs and additional expenditure due to One Design. It was agreed at the National Conference that this was not sufficient to keep ANSC sufficient solvent and other avenues, such as a levy on each member of affiliated zones was discussed, but at this stage is was agreed to just increase the levy to $10.00 per boat with this amount to be reviewed annually.

2. Amendment to Section 3 – The Sailing By Laws – 2.(d) The sequence for hosting the National Titles (28/12/04)

This was altered to separate the two zones that are the longest distance apart for travelling purposes and also the two shortest distances apart from being one after the other.

3. Amendment to Section 5 – Rules of Measurement – 2.2.5 Length of keel (28/12/04) This was altered because a postal vote was passed during the year to correct this measurement

on the Measurement Form due to a previous addition error but was never corrected in the Rules of Measurement.

4. Creation of Section 8 – Rationale for Amendments (28/12/04) Decided at the Annual Conference that reasons for amendments should be included so that they

are not lost by time and attrition of members. 5. Amendment to Section 3 – The sailing Bylaws – 4. new (e) (30/5/05) The current ISAF/Yachting Australia templates for Sailing Instructions include an optional

section, as quoted “15.2 Boats failing to finish within _____ after the first boats sails the course and finishes will be scored as Did Not Finish. This changes rules 35 and A4.1.” The recent Tasmanian series used this section and inserted a limit of 30 minutes. On several occasions boats in both the Nationals and Sabot week were scored as Did Not Finish, because of this limited finishing period.

6. Amendments to Section 2 – Constitution – new 7.(k); alter 11.(a); alter 16.(c); new 16.(d) and

renumbering and alter 17. to be (a) and (b) with additions (4/7/2005) Following the successful separation of the Council Executive Committee from the old Zone rotational system, the

introduction of terms of duty for the Council Executive Committee members, and the creation of a National Measurer

also independent from the Zones, it is now important that these people (in whom the Zones constitutionally place trust

to run the day-to-day affairs of the Council) should have the ability to formulate and put motions to Council for

deliberation. This is part of the continuing evolution of our Class administration.

As it stands, only Zones (Member Associations in the Constitution) may propose motions to Council. The changes

proposed herein would allow those appointed by the Zones to run our Class to participate directly in the furtherance

of the Class by being able to formulate and submit motions for debate. After all, it is these people who are arguably

closest to the day-to-day affairs of the Class, who can see where change, if any, should be made, and who should

rightly have the ability to initiate and influence change where necessary. It is not proposed to change the voting

requirements for motions – that will stay unaltered. As a result, even if these changes were to increase the volume of

motions put forward, it does not change in any way the likelihood of them being approved.

7. Amendments to Section 5 – Rules of Measurement (Amended November 2005 – all to be

made retrospective) – delete old diagram and insert new diagram at 2.2.2. Location of Measurement Stations. It is essential to have this rule amended so that all hulls measured between 1988 and 2003 comply with their measurement certificates. The problem existing at the moment is that in

1988 the measurement stations were moved in the re-writing of the Constitution but none of the 6 Zones modified their measurement boards. The Measurement Committee believe that there will be very few, if any, sabots affected should this motion be approved and that any sabot with a HIN will not be affected. - delete old paragraph and insert new paragraph in Hull and Deck 2.3 Buoyancy, Bulkheads and decking. Advise was sought from marine design and engineering personnel as to the best way to ensure safety in the buoyancy tanks was not compromised due to there interconnection in a recently presented sabot and the word “subdivided” is a recognized way to describe the need to isolate bulkheads from one another but at the same time allow for venting and draining. It was not recommended to totally seal any gallery. - add to end of existing 2.3.3. The presentation of an aft braced centreboard case has raised the need for extra controlling dimensions to be introduced in the Rules of Measurement. In August, at the Measurer’s mid year meeting, all those present inspected, pushed and prodded the first of this design. It was found that the aft support afforded sufficient support to the centre case and at the same time did not stiffen the floor of the sabot therefore giving no advantage in the way of design. It was judged as innovative but acceptable. - delete 2.5 Gunwales and Saxboards in 2. Hull and Deck and insert new wording. To date there has been no maximum depth to the gunwale or saxboard. A sabot had been presented with deep saxboards and it is better to control this area rather than allow it to be exploited any further. - add additional wording at end of 3. Centreboard and rudder 3.2. It was evident in Hobart that some people were attempting to gain advantage by shifting their boards vertically aft beyond the back of the centre case. This is not the intent of the existing rules and could also prevent the centre board from being raised in a hurry or if the boat has run hard aground. - add new 6.2.10 into 6.2 Allowable fittings. This is intended to prevent the use of in-filled strops and hangers.

8. Version T amendments to Constitution - 5 motions were approved for the introduction of a National Registration of all sabots. These motions affected Section 2 – Constitution, 6. Council Executive (b) and (e); creating a new 15.1 National Registrar; adding extra duties into 16. National Measurer; in Section 3 – Sailing Bylaws, creating new 4. General (j) and altering Section 5 – Rules of Measurement, 7.1 The Registered Number. Rationale for the amendments were - With your approval of these motions, ALL new Sabots measured after 1st July 2006 will be required to be registered with the National Measurer and ALL existing Sabots will be given the option to follow suit and gain National Registration after being re-measured – a relatively simple task if the boat already measures.

With National Registration now becoming the responsibility of the National Measurer and National Registrar, Zones will no longer have to keep measurement records after a Sabot registers with the National Measurer. Sabots registered with the National Measurer and sold off as “second-hand” into a different Zone, will in future only be required to change their Zone identifier located in the clew of the main sail. A Certificate of Registration Form was created for use by the National Registrar. Once National registration has occurred, Sabots that attend future National Championships will NO longer be subject to the rigorous scrutinizing that occurs each year at our championship, unless they have been altered or have otherwise departed from their Measurement Certificates. ALL Sabots will however still be subject to the minimum measurement checks as outlined within our Constitution. These include safety checks, mast, boom, sail, hull weight and foils.

9. Version T amendments to Constitution – 14 motions to Section 5 - Rules of Measurement were presented by the National Measurer in conjunction with the 5 postal motions regarding National Registration. The reasons stated for each motion has been detailed hereunder. Motion 1 - In 1.General insert new rule 1.5. Reason: With modern moulding techniques duplication of items drawn from the same female mould will be identical in dimension therefore negating the need to continually measure the same hull or deck, there will be some minor variations in the bonding of the deck and hull and should be a matter of quality control by the manufacturer any such variation would not be performance enhancing and should not be penalized. Motion 2 – in 2.1 Materials, Kevlar and Carbon Fibre become prohibited materials. Reason: Due to the ever increasing cost of laminating materials we believe that it would be in the better interest of the class to attempt to contain costs by requesting that Kevlar and Carbon Fibre be deemed prohibited in all future constructions. Motion 3 – in 2.2 Hull Shade a new diagram is inserted and identifies the placement of Stations on inverted hull. Reason: The diagram was altered to accommodate all past boats to ensure continued compliance to measurement certificates. Motion 4 - 2.2.2. Location of Measurement Stations - supports Motion 3. Motion 5 – 2.2.5 Length of Keel – Measurements were altered to accommodate prior Rules of Measurement tolerances. Motion 6 – Addition to end of 2.2.6 Curvature in transverse sections. Reason: Due to continual aging of fibreglass hulls, catalyst reaction continues to shrink most laminates. Due to this curvatures that once were within tolerance no longer comply. Therefore to allow these boats to continue to be legal there must be some flexibility. Motion 7 –2.4 Centreboard Case measurement were altered to now make measurement from the back of the case instead of the front as previously. Reason: To ensure accurate measurement. Motion 8 – 2.5 Gunwales and Saxboards drawing deleted. Reason: As the line drawing is now vertical and horizontal and the original Sabot Plan showed flat gunwales, it has been deemed by the Measurers Meeting that this drawing is in conflict with the general interpretation.

Motion 9 – 6.3 Mast Step/Chainplates – chainplate measurement was deleted. Reason: During the course of measurement changes during the 1992/ 1996 era changes were

made to the manner in which this measurement was made. We now have a situation where many sabots, built prior to the 1997 insertion into the rules of this measurement, will not measure. By deleting the chainplate measurement entirely, this will allow these boats to measure without modification. Motion 10 – Deletion f Chain plate measurement from Measurement Form to comply with Motion 9. Motion 11 – Rule 8. Measurement of Sabots was altered to allow for the National Registration system to be implemented and the Registration of Moulds Reason: With the desired creation of a National Register for all sabots it is necessary to have changes made to the way that numbers are issued. The only way to achieve this is to modify this rule to accommodate all other motions now up for consideration. The National Registrar will hold the original of all Part 1 Measurement Forms so a sabot owner will only need to produce their Certificate of Registration on demand. Motion 12 – 8.1 Hull, was amended to remove station 4 needing to be marked on hull. Reason: Station 4 marking, as placed by some builders, has been found to be incorrect, with all measurement now commencing from the Bow the marking of station 4 no longer holds relevance. Motion 13 – Rule 8.1 Hull, alteration to description of method of measurement. Reason: This Motion does not make change to any specification, only the instruction on how to measure a sabot. Motion 14 – Section 6 – Measurement Certificate – new 2 Part Measurement Form created. Reason: With the formation of a National Registrar and National Numeric system and running in conjunction with registered moulds, the new forms will allow for partial measurement i.e. hull and deck, and then the number may be issued followed by the measurement of the add on items i.e. mast step, etc.

10. Executive Council resolved by email sent 3/11/06 to appoint Wendy Allwood as National Registrar and to set fee for issue of a Certificate of Registration at $10.00. Approved 9/11/06.

11. Version U of Constitution issued 1/7/08

Motion 4 to the ANSC Conference from the Measurers Meeting was “That any anomalies in measurement when requesting a 7000 number be referred to and decided by the Measuring Committee instead of the burden being carried for these decisions by the National Measurer alone.” This was proposed so that a Committee would make any contentious decisions instead of one person only. Approved at Annual Conference 28/12/06 and came into force 1/7/07.

12. 2 postal motions issued by National Measurer as a result of decision made at Measurers

Meeting held 28/12/07. (Both motions approved 15/3/08) Motion 1 amended Rule 5.2 Dimensions in the Section 5 Rules of Measurement. Rationale: The IYRU Measurer’s Manual has been superseded by the ISAF Sail Measurement document but this is only in force until the end of 2008. So that ANSC is not caught out by something that could come into the next Sail Measurement document produced by ISAF, the words “or as determined from time to time by the Measuring Committee” was added. Motion 2 amended the name of and Rule

2.3.3 Thwart / Centreboard Case Brace and also amended 2.4 Centreboard Case. Rationale: This is to tidy up the existing interpretation pertaining to rule 2.3.3 and control further development in the centreboard case support area.

13. Postal Motion by Tasmania approved 14/6/08. This motion was in several parts and amended

Appendix 1 Sailing Bylaws and Appendix 2 Notice of Race and Sailing Instructions to alter the course configuration, number of races and length of time for races. Rationale: The proposed changes were successfully trialled at the 2006/7 National Championships held at Sandringham, Victoria. Much of the following rationale is attributed to the VSSA in the year leading up to the Sandringham Championships.

1) We are seeking to change the Constitution and implement the changes at the 2008/9

Championships in order allow a greater number of races to be sailed over a fewer number of days.

2) To achieve this we need to sail shorter back-to-back races. Instead of determining courses by distance we would determine courses by expected time of completion.

3) Administratively, it would be simpler for both the Championships and Sabot Week to be conducted in the same manner. Our proposal, therefore, applies to both the Championships and Sabot Week.

4) The current prescribed course format and the historically accepted schedule of events sees only six races being sailed in both the Championships and Sabot Week over a nine day period (allowing for two lay days and the Invitation race). This is an exceptionally long time frame for such a small number of races - and time is what Australian families generally have little of nowadays! Most families now want a shorter event so they can return to other activities or get to other events. This change is being strongly requested by current Sabot families and the next North Queensland event organisers. Cost is also an issue – each additional night incurs major costs for families.

5) Most sailing classes (including Sabots when sailing in mixed fleet regattas and the Youth Classes that most Sabot children graduate into) currently sail a larger number of shorter races with more drops and, as such, any move in this direction would assist our children’s transition to this modern format.

6) The proposed changes will allow more starts and first work opportunities. 7) It should be noted that a growing number of passionate young sailors ‘switch’ classes and

go from one class championship event to another over the Summer holiday time frame. After the 2008/9 Sabot Nationals many families will have only 24 hours to get from Airlie Beach, Queensland to the Australian Youth Championships in Western Australia. This is an extremely pressured time frame for those commuting families and one which can be alleviated by the proposed changes.

8) The Invitation Race can retain its current format. 9) Championships and Sabot Week will have two regatta races per session per day allowing

up to ten races to be completed – Sabot Week to be run in the morning and the Championships in the afternoon.

10) The target time for races will be approximately 45 minutes rather than the three hour limit currently allowed under the existing long race format. Under this proposal, absolute course distance (usually defined by the length of the first windward work) will be at the

discretion of the PRO to accommodate the target race time and to ensure both heats can be completed within the existing three hour overall limit.

11) A separate start and finish boat would be required for the first heat in each session to allow finishers to quickly reassemble for a second start. The start boat would motor up to the finish as usual for the second heat in each session.

12) Competitors will be required to sign-on once for a full session and sign-off similarly. A separate Retirement sheet will be provided for each heat in the session to allow competitors to declare their DNS, DNF, etc., where relevant.

13) Coach and support boats can be used to carry spare gear to assist in getting a boat back to the beach to conduct repairs to allow it to start the subsequent heat. Additionally, the inclusion of a second drop allows competitors another opportunity to lose a poor result which may have been a result of an error, mistake, etc., and closes up the results overall to make the series more exciting.

14) A shorter course length tends to keep the fleet closer together. There will be the option of scoring slow finishers DNF if they fail to meet a time limit after the first finisher (say 30 minutes for a total course duration time of 75 minutes.

Motion 8. Amend section 5 Rule No. 4.4.5 “The foot of the sail shall not be adjusted at the tack or clew whilst racing”

Adopt the ISAF Equipment Rules of Sail ing (ERS) for all measurement techniques, methods and interpretations with the proviso that the ANSC Rules of Measurement take precedence i f there is a confl ict in measurement. To be inserted into sect ion 1.6 of the ANSC Rules of Measurement and remove in Sect ion 5.2 Dimensions the words “Sai ls made be constructed . . .. bol tropes are prohibi ted”

Rationale. Presently the ANSC Constitut ion refers to the “IYRU Measurer’s Manual”, which is outdated and out of print. The ERS is administered by ISAF and includes pract ical diagrams to assist zone measurer’s (novice and experienced) to easily interpret the correct procedures. ISAF review the ERS document every 4 years, so no date should be included when applying the document to the Consti tution. The National Measurer shall review the ERS to ensure that there are no major discrepancies with the ANSC Rules of Measurement. Furthermore “Sect ion 5.2 Dimensions” was inserted with incorrect references that refer to non-existent documents and needs to be removed.

Motion 1. Adopt new version of the Measurement Form Parts 1 & 2

Rationale. The midyear measurers’ meeting took the opportunity to revamp the measurement form removing ambiguities, errors and simpl ify ing the process for boats purchased from “registered builders”, whi le maintaining scrutiny of measurement compl iance for all other boats.

Motion 2. Create preamble to Sect ion 7. Identif ication – “Adopt direct application by “Registered Builders” to the National Registrar for a sai l number. The sai l number shall be appl ied into the f loor inside the rear bulkhead in the same way as the mould number is applied during construction.”

Rationale. The person purchasing a new boat from a registered builder wil l automatically have a sail number assigned to the boat. By making the registered builder responsible for purchasing the sai l number and permanently affix ing it into the hul l wi th the mould No., the end user’s (customer) acquisit ion experience is s impli f ied. Block releases of sail numbers wil l not be considered and “ANSC sail number fees” paid for in advance by the registered builder may be recovered in the sell ing price of the new boat.

Motion 3. 2 new ANSC forms to be used by the ANSC Registrar/Measurer to send to a registered bui lder upon the registered builder’s application for a sai l number. Motion 4. Change the rule of measurement (Rule 7.1. Section 5, last paragraph) for placement and specif ication of sail numbers... The const itution currently states:

7.1 The Registered Number of the boat must be attached to the sail on each side. Numbers to be minimum 230 high, 150 wide (except 1) and 30 to 40 stroke width. The numbers are to be of a solid colour of either black, red, blue or green. Pastel, f luoro, and iridescent shades are prohibi ted. The sai l number shall be issued by the National Measurer and consist of 4 digits in length starting at ‘7000’. Numbers wi l l be issued in strict sequence. The registered number is to be engraved or permanently f ixed in the keel as close as possible to, and outside of the rear buoyancy tank, with f igures of not less than 25mm height. The proposed amended “Rule of Measurement” to state:

Rationale. The revised Constitut ion shall be consistent and conform to the proposed motion 3 decided by this vote.

Motion 5. Amend section 5 of the Rules to include the following l imitations to sai l measurements: 5.2.11 Bolt Rope – Minimum length on the foot shal l be 1800mm 5.2.12 Bolt Rope – Minimum length on the luff shall be 3000mm

Rationale. The ANSC requires addit ional rules to ensure clari f icat ion and consistency on l imitations to sail measurements. All proven exist ing measured sails from previous national championships wi l l be considered approved to use through i ts l i fe cycle and any new sai l measured after the approval of the motion shall comply with above.

Motion 6. Amend section 5 of the rules from: Delete 6.2.6 The clew outhaul shall be tied off only at the outer end of the boom, no further forward towards the mast than the clew of the sai l.

Motion 7. Amend section 5 of the Rules to include the fol lowing l imitat ions to sail adjustments on the water:

4.4.5 The foot of the sail shall not be adjusted at the tack or clew whilst racing.

Rationale. The National Measurer (Cl ive Al lwood) made a rul ing on sails (foot of sai l adjustments while racing) in Hobart, 2006. The ANSC requires additional rules to ensure clari f icat ion of which parts of the sail shal l not be adjusted whilst racing.

Summary of Information for Increase to 4mm “Non Skid” material added to cockpit area

Motion: Amend Section 5: “2.1 Materials” …..An additional thickness of up to 4mm may be added in the cockpit area …….

Rationale. This change wil l al low the use of adhesive backed high density closed cel l foam to be used as a non skid material . I t is able to be “stuck on ”by a parent rather than repaint by boat builder. The 2 Up crews wil l not get their knees scratched to pieces and saves the k ids wetsuits. It is cheaper than a professional redoing the non skid material in the cockpit area.

The Measurers Meeting discussed and reviewed the t imber centreboard/rudder measuring tool. Consequently, I Mark Daly offered to get pricing for 7 off 4mm high tensile aluminium laser cut tools to replace the current t imber tools. The group agreed that the aluminium tools would be beneficial to the class and should be considered.

I indicated that fol lowing an excel lent f irst year of measuring sabots as ANSC Measurer and measuring sabots at these nationals, am pleased to report the ease and speed of which the exercise was carried out, however disappointed with the accuracy and consistency of the load cell supplied by SNSW Zone. To overcome the erratic measurements obtained during the measuring sessions of the single load cel l type instrument, I suggest ANSC purchase a dual load cel l l ike the one used at the Sandringham Nationals in 2006. I t was agreed by the group that pricing be sourced and considered by the ANSC.

CREW AND AGE LIMITATION (TSSA 15 May 2011) Section 3.1.1

It was raised and agreed by all present at the 2010 ANSC AGM held at Wynyard Tasmania that the age to sail the 1 up sabot be lowered. Discussion was held surrounding the reasons for this change that included:

• Some juniors sail 1 up at club level and have difficulty in finding a crew when competing in TSSA or ANSC events.

• Some children at age 12 are too heavy to sail 2 up and need to find a very light crew to be competitive which can be difficult.

• Skill levels in some sailors are high enough at 11 years to sail 1 up. • Children are becoming bored with the 2 up fleet and looking for a challenge to mix it with

the senior fleet. • Children are leaving the class to sail other classes that allow 1 up racing at age 11.

• State selection points gained at the TSSA 2011 State Championships towards the 2011/12 Nationals senior team are far greater in the senior fleet.

• Option:

• Sailors have the option of sailing “Senior 1 up” or “Junior 2 up” during the two sailing seasons in which they have either their 11th or 12th birthday, but having sailed as a 1 up Senior can not return to sailing as a 2 up Junior as defined above. (1999)

MOTION TO ALLOW PAYMENT BY DIRECT DEBIT (ANSC Treasurer 29/12/2012)

Motion: “That Clause 20 of Section 2 of the Constitution be amended as follows (amendments

underlined):

No account shall be paid until authorised for payment by the National President, or in his absence the Vice-President. No money shall be withdrawn except by cheque/(or direct transfer) signed/(authorised) by either the National President or Vice-President and National Secretary/Treasurer.”

Rationale: The Treasurer proposes this motion to streamline the payment of outgoings inline with

modern methods. With Council Executive Committee members residing in different states the payment of outgoings solely by cheque can be protracted and cumbersome. It is noted that the procedure for the authorisation of payments remains unchanged, only the method of payment is proposed to be expanded to include direct debit.

Motion to allow others to sail in the National Regatta Ref Appendix 1 clause 2(b) 2(c) 2(e) Preamble The great distances involved and the variation in fleet sizes across the zones, has seen some zones fall short of the target team size whilst other zones have an overabundance of competent sailors. Sabot week is now seen as an intermediate or inexperienced fleet racing where coaching for the back markers is encouraged, whilst at the front of the Sabot week fleet may be sailors more than able to compete and gain valuable experience in the Nationals. We recognise that the current system is a team centric model with teams limited to 12 senior and 6 junior boats. Other sailors then sail in Sabot Week, except in NSW where we go zone hopping as Sabot week is seen as a junior fleet, and the older sailors don’t want to be in it. State selection trials give our fleet great experience and strong competition, and yes disappointment when we don’t make the team. We want to keep team involvement and team songs, we want the team based competition to continue as it provides a group where friendly rivalry occurs but also group support and involvement, Sabots promote an inclusive atmosphere, the zones promote the team, rather than the individual, though there is no doubt being National Champion is the desired outcome. After strong debate there were two general options, these options have to suit all zones, and must allow zones to manage their own teams. The options were to increase the team size, or to unlimited team size, the second and preferred option was to maintain team limits and allow ‘others’ to sail in the competition. It was also discussed to hold the changes to Sydney regatta and to discuss at the ANSC meeting during this regatta the success of the proposal and how to manage it going forward. SABOT FIBRE-GLASS MAST PROPOSAL

BACKGROUND

Fibre-glass masts have been considered way back in 1992 where at least 2 proto types were built. It was

not accepted back then for whatever reason and those involved in the development moved out of the class

and did not pursue the issue as they had no further interest in the class. Since 1992 the cost of fibreglass

products have come down while the cost of aluminium masts have gone up. The main cost coming from

producing the taper in the top section and mast makers are reluctant to do the odd one or two masts.

There are also some aluminium mast around that are not readily available to all as they have to be

imported from New Zealand.

The aim for the introduction of the fibre-glass masts is to:-

1. Reduce costs of the class to sustain its future.

2. A mast available to all that is easily obtainable.

3. Produce a mast that is comparable to what is currently being used. I.e. Displaying no advantage or

disadvantage.

DEVELOPMENT

A round mast profile was chosen with an external plastic track as this is the cheapest to produce. The tip

was made with sufficient diameter to take a filed down Goldspar Goldilock to utilise existing fittings on the

market. The mast base had to be manufactured as there was no production item available.

Mast bend measurements were taken from a Bavestock mast to try to produce a good all-round performer.

The first pro-type was made of all fibreglass but was not stiff enough therefore would not satisfy point 3

and to make stiffer in fibre-glass would have resulted in it being too heavy and also not satisfying point 3. It

was decided to add carbon fibre which increased the price by $40.

The mast is in two pieces joined at the hounds with the bottom being a straight tube section and a tapered

top, similar to other mast currently in use. The join is like a sail board mast and can be glued or left as 2

piece (recommend gluing). The manufacturer for the section was Exel Composites in Brisbane, who

produce game fishing poles, kayak paddle shafts, tiller extensions for skiffs and cats. They are happy to do

small quantities for anyone.

The mast bases have been made to fit Riley mast step fitting as these are already common, low cost and

readily available.

TESTING

After a year of using fibre glass mast there have been no failures. The feedback by various sailors was that

it was easier to sheet on indicating that it was softer which was confirmed by the numbers which is why the

second proto type with the carbon fibre layer was made. All the sailors who used the mast were

competitive but showed no advantage.

Cost to produce

Ideally it would be best if a mast maker/sail maker/ or boat builder takes on the assembly for ease of

purchase. They would do it in a couple of hours due to better tooling and skill than amateurs plus they

could purchase the materials at trade price. This will add more to the cost. Assembly could still be done by

the individual if desired. Further savings could also be made by sourcing the plastic mast track directly from

manufacturer or finding an alternative cheaper product.
