Apprenticeship Funding Rule Changes

New Rule – a student can now attract funding for an apprenticeship and some AEB funded provision concurrently!
But, the individual apprentice must not:
➢ Be undertaking another apprenticeship;
➢ Undertake any training funded through AEB that replicates vocational or other learning covered by the apprenticeship (inc. English and maths)
➢ Offer career related training that conflicts with the apprenticeship aims
➢ Or, be taking place during working hours (where an apprentice has more than one job, working hours refers to the hours of the job the apprenticeship is linked to)
➢ Be in receipt of any other direct DfE funding during their apprenticeship programme; this includes any other DfE funded FE/HE programme including programmes funded by a student loans.
Where a potential apprentice has less than four weeks to completion of an existing Government/DfE/DWP funded non-apprenticeship course, they may start their apprenticeship.
Obviously, all normal AEB learner eligibility criteria still applies.

EPA Queries
1. When can employer/provider name an EPAO in the ILR - immediately the ILR record is set up for the individual learners. The rules state that – The provider is has to complete the ILR field for the assessment price and end point assessment organisation (EPAO) identifier as soon as the price and EPAO is agreed with the employer – WHERE POSSIBLE.
2. NEW - What notice period do a provider/employer have to give the EPAO for end assessment to take place – The ESFA Funding rules that that a minimum of 3 months notice must be given to an EPAO, to ensure timely EPA can occur.
3. What is a considered amount of time for additional learning before retaking EPA – this is up to the provider to assess with the employer what the individual apprentice needs to ensure they pass on the 2nd
attempt.

Level 3 Qualification Reforms
From the academic year 2020 to 2021 ESFA/Dept of Education recently announced that they intend to withdraw approval for public funding for new starts on any pre-existing qualification that has been mapped to a redeveloped qualification offered by the same awarding organisation.
• 16 to 19 funding
• Adult Education Budget – legal entitlement at level 3
• Advanced Learner Loans
