Welcome to the 2018 edition of the Transportation Consultants’ Directory, the sector’s leading guide to consultants operating in transportation and infrastructure. This supplement gives an
opportunity to celebrate many of the important services they provide.It is great to see there appears to be no shortage of work, with 85% of
fi rms reporting that their workload has either increased or stayed the same over the last year. Over the next 12 months, 70% of companies say they expect their workload to increase further. And an overwhelming 80% of consultants are either fairly or very optimistic about the business climate for the next year.
The theme for my Presidential Year has been ‘Creating Bett er Places’. In my role as President, I have visited a wide range of exciting transport infrastructure projects in the UK and beyond. It has been inspiring to see that there are many examples of good practice taking place in our sector and it is evident we make a real contribution to society. I have seen how our sector has enabled us to create bett er places.
Many of these projects have demonstrated how we cover a broad range of disciplines and work in multi-disciplinary teams. This illustrates that through working alongside planners, urban designers and economists we can adopt a holistic approach to problem solving. I believe this is instrumental in creating bett er places for people to work and live in.
Our industry continues to face a signifi cant skills shortage and CIHT has been bringing stakeholders together to develop potential solutions, for example through our work with our Corporate Partners and the developing of trailblazer apprenticeships.
It is encouraging to see that nearly half of consulting fi rms increased their staff numbers over the last 12 months and nearly three quarters expect to increase their headcount.
CIHT plays a vital role in the future of the highways and transportation sector, be that through creating bett er places, working with industry to promote diversity or through knowledge transfer and the sharing of best practice. By collaborating across disciplines we can deliver world class transportation infrastructure and services.

Political turmoil has prevailed in the UK over the last year, as the Government tried to pick
its way through the delicate Brexit negotiations and investors struggled to know where to put their money.
“Because of Brexit, other priorities such as transport are taking second place,” says Elliott Asset Management director and principal consultant James Elliott. “This should be the time for national transport strategies and commitment to take centre stage to improve the confidence of UK and European investors and operators.”
Seventy two companies took part in this year’s survey, which was carried out between January and April 2018. The vast majority of them were still optimistic about the year ahead, but many expressed concern about the level of spending on transport and Government’s preoccupation with other priorities – particularly Brexit.
Fore Consulting director Jonathan
Spruce says there is a “real danger of Brexit overwhelming everything”, a sentiment shared by Ardent director Matthew Last. “The Government seems to be so preoccupied with Brexit that no energy is being expended on any other issues,” he says.
Markides Associates director Atholl Noon has similar concerns, citing “the general economy and impact of Brexit” as the biggest issue facing the transportation sector at the moment. “The Brexit impact is likely to be detrimental to most areas of the economy, with a knock on impact on transport,” he says.
But it is not just Brexit that is detracting from transport, with a feeling among some that while there is continuing investment in big ticket schemes such as Crossrail and High Speed 2, transport may be slipping down the Government’s agenda.

Letchford agreed. “Without many high profile major transportation projects and with some soon ending, such as Crossrail, there is a danger that Government retains funding and moves it to more crowd pleasing sectors, such as health and education, especially when under pressure from Brexit and the opposition,” he says.
Despite these concerns optimism is still high, according to this year’s survey. In 2017, 12% of firms claimed to be “very optimistic” and 65% “fairly optimistic” about the business climate over the next 12 months. This time around, 10% were “very optimistic” and 70% “fairly optimistic”. Only 4% expressed any pessimism – the same as last year – while 16% were “neutral”.

during 2017. However the proportion whose workload actually fell during that time – 15% of respondents – is slightly up on the previous year. This compares with the fact that only one firm actually predicted a decrease in workload when they were surveyed last year.
Looking ahead, again only one firm expects their workload will go down during 2018, while 70% think it will go up and 29% expect it to stay the same.
Between them, consultants responding to the survey saw growth in all types of transportation work, particularly transport planning and roads. Transport planning continues to be the main area of business for 41% of the companies, with 35 out of the 72 firms seeing an increase in planning turnover last year. Most predict this growth to continue, along with work in the roads sector.
But it is noticeable that while only 9% of the companies claim that local transport projects are their main area of business, 21 out of 72 (29%) saw growth in this area during 2017. And a similar number expect turnover from local transport schemes to continue increasing during 2018. This, despite real concern that local transport schemes are being marginalised in favour of national projects.
“Transport seems to be dominated by High Speed 2, with the occasional reminder of Heathrow expansion,” says Matthew Last. “Little attention is paid to smaller scale schemes to improve all travel modes (road, rail, bus, walking and cycling) that are essential to cater for economic growth, allow much needed housing to be built and new jobs created.”

North East & Cumbria chair Darran Kitchener believes the Government is doing a good job of promoting transport strategically across the country. But he notes: “Smaller local schemes are often overlooked, even if they have a big impact on the people around them.”
Many consultants are worried that continued political and economic uncertainty – their biggest concern last year – are making it harder for projects to be funded and delivered. Atkins market director for local transport Jason Pavey, for example, says one of the biggest issues for the industry is “uncertainty over future investments in major national transportation schemes across road, rail and airports and also around local authorities’ funding settlements with regard to transportation projects and the balance of investment between new infrastructure and maintenance”.
He adds: “Some concerns exist in relation to planned infrastructure investment and commitment to major transportation related schemes at both a national and local level.”
Even the companies that think Government does rate transport as a priority believe more could be done. “The Government is getting better at getting more media coverage and spreading the word of promoting transport; they do, however, have a slow process when it comes to delivery,” says Jon Huggett, an associate at Paul Basham Associates.
Mott MacDonald business development director John D’Arcy agrees. “The Government is making a strong case for investment in transport infrastructure and the associated benefits to UK economic growth,” he says “However, improved
programme certainty would help all sections of the industry prepare and plan for the significant increases in demand for resources that is forecast.”
It is the lack of strategic direction that concerns many consultants. “Within the confines of continuing budget constraints, the Government is doing a reasonable job promoting public transport, notably rail, but much less so with buses,” says transport professional Adrian Marsh. “Airport policy in South East England continues to defy Conservative free market logic, and the Government should let the market decide where additional runways can be financed, built and run profitably.
“The state of local roads in terms of potholes is a national disgrace. However, Highways England is showing signs of promise as a client.”
Beacon Transport principal transport planner Simon Emson says that “continued funding of transport projects is positive”, but adds that “slow strategic planning appears to limit sector confidence and investment”.
It is something Odyssey partner Simon Blinkhorne is also concerned about. He cites a “lack of vision and policy inconsistencies” as a major issue for the industry, adding: “No one seems to be effectively promoting an overall strategy for transport in the UK. The efficient movement of people, goods and services needs to be squared with the sustainable agenda and the issue of emissions.
“The quality of most of the transport spaces in our towns and cities is poor and a huge missed opportunity,” he continues. “There appears to be a distinct lack of skill,

emerging technology and design, particularly in the areas of air quality, big data and connected and autonomous vehicles.”
ITP director Neil Taylor says the “impact of autonomy on the people centred design of active, health and liveable cities” is one of the biggest challenges – and opportunities for the industry.
John D’Arcy also thinks consultants should be taking advantage of a major opportunity: embracing the digital world. “The most important
issue is also our greatest collective opportunity,” he says. “We need our industry to contribute significantly towards improved productivity in the UK economy. Pan industry commitment to digital projects, common data environments, information modelling and the rapid adoption of digital tools and solutions will lead to smarter infrastructure, accelerated delivery and decreased whole life costs.
He adds: “Crucially, every element developed in this space also advances health, safety and wellbeing by decreasing time spent on site and allowing for project partners to design construction, operations and maintenance activities within a digital twin.”
For many, however, these opportunities can only be taken if consultants are able to attract more people into the sector. Many respondents to the survey cited skills shortages as the biggest issue facing the industry today and admit they are struggling to recruit. Less than half of the firms who responded said their staff numbers had increased in 2017, despite 70% seeing an increase in workload. And this figure was well below the percentage who last year said they planned to increase staff numbers in the year ahead (62%).
Graduate recruitment continues to be the main route for new entrants into the industry; 58% of the firms that responded to the survey took on graduates last year, recruiting 964 individuals between them. They expect bringing in a similar number next year. Around 36% of the companies also took on apprentices.
More than 60% of respondent said they expect their staff numbers to grow during 2018, but it is difficult to know where all these new recruits are going to come from. And if the predicted increase in workload does materialise, they will be needed.
Matthew Last says: “There is a definite missing generation that was lost as a result of the recession of 2008 to 13. It is very difficult to find people with the requisite skills with such an apparent small pool of experienced candidates, meaning us having to invest a lot of money and time in training for new staff.”

Unlocking the power of integrated delivery
Appetite for greater collaboration is growing within the sector but a
behavioural and cultural step change is needed to embed truly collaborative practices at the heart of project delivery, according to AECOM.
The company’s recent ‘Future of Infrastructure’ report found that 72% of industry decision makers feel most projects are still a long way from achieving seamless integration between clients, consultants and contractors.
“There is an overwhelming desire across the transport infrastructure space to drive improved collaboration and knowledge sharing to meet customer needs,” says head of strategic highways for Europe, Dave Beddell. But fragmented supply chains and a focus on transactional relationships between parties remain significant barriers to effective project delivery, he adds.
“The industry needs to evolve to unlock the power of integrated delivery.” He believes the ‘Project 13’ model, launched by the Infrastructure Client Group and the Institution of Civil Engineers in April, shows a way forward. New technologies and digital tools, he adds, can help to aid industry transformation.
Project 13 proposes a shift towards
an ‘enterprise’ relationship on projects. Under the model clients and the supply chain would join together into integrated delivery teams that link across the life cycle of an asset in order to improve productivity, performance and end user outcomes.
“Project 13 provides a holistic, all encompassing structure for how a collaborative culture can be developed within the industry,” says Dave. “It promotes a collective governance system that ensures customer value and stakeholder engagement is at the core of delivery, rather than simply minimising capital costs.”
He adds that the cornerstone of effective collaboration is to build trust between parties and make efforts to understand one another’s needs and aspirations from the beginning of a project.
This allows objectives to be aligned across the supply chain. An honest dialogue can then be had around how risk is apportioned and managed, he explains.
One of the key ways of enabling collaboration to flourish, he adds, is through the creation of a ‘safe environment’ by clients in which suppliers feel able to challenge the status quo and have an open dialogue about new solutions.

AECOM is involved in a number of projects where the benefits of successful collaboration are already being demonstrated.
One prominent example is the company’s joint venture with FM Conway on the London Highways Alliance Partnering Contract (North West). The firms have set up a fully incorporated company that is able to operate as both contractor and consultant, and has seen revenue and profit increase consistently over the five years of its operation to date.
AECOM is also a professional services provider for the Midlands Highway Alliance which to date has achieved £5M in efficiency savings through commitment to collaboration and a carefully designed organisational structure. Dave says that alliance working is a great mechanism to generate and share best practice.

New technology will also help to unlock the full power of an integrated approach to project set up and delivery, he thinks.
Digital tools that aid the consistent and appropriate sharing of asset data among stakeholders throughout the project life cycle will be important. Likewise, enhanced and automated value engineering techniques, such as the use of virtual reality, will help save time and money and deliver more buildable and operable assets.
“We are exploring with clients how the use of asset intelligence and machine learning can replace manual tasks and offer more consistent and reliable outcomes,” Dave says. “These are key enablers to innovations such as modular construction and robotics.
“Collaboration is not a short term buzzword,” he adds. “It’s a way of conducting ourselves, a way of thinking and doing business that is here to stay, allowing the sector to leave a lasting legacy from what is an unprecedented level of investment in UK transport infrastructure.”

Collaborating across borders to give the best advice
Infrastructure clients are increasingly seeking professional advice from consultants as
transport technologies evolve, assets age and the end user demands more from the network.
This is certainly true of the roads sector, where Arup’s highways advisory business goes from strength to strength.
The business is led by director Alistair Hunter, who is also the consultant’s infrastructure advisory leader for the UK, India, Middle East and Asia.
“In delivering advisory services our core skill is translating policies and strategies into something practical and achievable,” he says. “We have the ability to convey engineering problems clearly and hold informed technical discussions with those on the ground and translate those messages into a language that decision leaders recognise.”
Recently he has noticed that more and more the client challenges have a global commonality. “So, for example, we will help a client in Dubai on how to plan for connected and autonomous vehicles and we will then face the same questions in Sydney.
“There are of course regional differences and the infrastructure scale and maturity will naturally vary from region to region,” he adds. “But the thought processes, technologies and many of the emerging user behaviours are similar, as are the risks.”
Arup’s key to successfully overcoming these challenges is to share knowledge and thought
leadership across the globe. In practical terms one way it does this is through encouraging staff to move around the world and through secondments.
“It’s one of those rare win-win situations, whereby the individuals develop professional and personally and our clients gain genuine value,” Alistair adds.
”We also know that clients really appreciate speaking directly to other clients. We help make these connections possible: sharing experiences, good outcomes as well as frustrations can really help them.”
The company also encourages the cross fertilisation of ideas and sharing across aligned sectors such as rail and highways. “In many ways these two areas have similar challenges in terms of maintaining safety and operational excellence, when faced with a large ageing asset base and significant capital enhancement programmes and projects,” Alistair says.
“Allowing the two way sharing of lessons learned is fruitful and can be extremely cost effective.”
The consultant invests several million pounds a year in research and innovation to help it understand the detail around emerging areas of interest, digital technologies and new policies. “This funding gives us a head start and we share our findings openly with clients, communities and governments,” says Alistair.
One example of how research in a growing area is helping to pay dividends is around electric vehicles. The consultant helps cities and strategic road operators to plan for
electric vehicle infrastructure that enables uptake for all, while at the same time ensuring that the local power distribution networks can cope with extra demand.
“To solve this ostensibly simple challenge needs us to combine and integrate different knowledge sets,” explains Alistair, “including socio-economic trends, the technical maturity of electric vehicles and knowledge of power networks.
“Our organisational structure and internal investment make it easy for us to pool our teams together and also collaborate with our partners. These teams provide a really wide skills bandwidth and may include behavioural psychologists, futurists, technologists and power engineers. That’s a compelling offer and the results really bear fruit.”
New thinking for managing highways is being explored

Equality, diversity and inclusion are themes at the top of the company’s agenda, says director Alistair Hunter. “We recognise it as a real focus area, specifically in who we employ and achieving a genuine richness of talent. We’ve traditionally been too conservative as an industry and we’re seeing real benefits in widening our cohort and generating new ideas.”
Closely linked to the diversity subject is the aspiration to gain a deeper understanding of what end users want, he adds. “As an industry we’ve been too narrow in our view of transport users and our challenge is to better understand their needs.
We are doing a lot of research work in this area and getting some really interesting insights, which are informing our design of systems and interfaces: be it for connected and autonomous vehicle operations or the design and operation of high speed rail terminals.”
Sustainability and social inclusion are other key areas for the organisation. Its chairman Greg Hodkinson recently made a renewed commitment to the United Nation’s Sustainable Development Goals which are helping guide the company’s work, forming principles of how it should behave and how it can help to shape a better world.
“Ove Arup’s key speech back in the 1970s sets these principles and still forms our ‘guiding star’ (as he put it) so you could say it’s in our corporate DNA and something we’re proud of.”

Providing asset owners with the data and knowledge they need to predict the status of an asset
– or when a road or transport system will require intervention – will allow correct actions to be made at the right time according to Atkins, a member of the SNC-Lavalin Group.
Sensors on the network and systems in vehicles are already here and will increasingly revolutionise the way infrastructure is managed. A future led by data intelligence and foresight will exist within the next decade and the industry should be challenging itself to make this a reality in the next five, to keep pace with other sectors, according to the company’s strategic highways market director Peter Baynham.
“Streamlined digital design processes and better asset management using the Internet of Things will enable us to predict a fault before it causes a problem, ensuring we can quickly relay that information back to the asset owner,” he explains. “We are totally committed to investment in digital technologies that support future thinking and the sector, getting closer to embracing a truly digital world in the 21st Century.”
But those operating in the sector should be alert to emerging suppliers who stand ready to disrupt the market. “Our competitors and partners in the next decade are likely to be different groups of companies coming from outside the sector with new ideas, so we need to be ready to work with, rather than against them,” he says. “My message to the sector is to think and act differently, to fully embrace technology and innovation and not to ignore it.”
Peter joined SNC-Lavalin’s Atkins business in September from a technology supplier working in aviation; where there is an enthusiasm for investment in software and systems to improve delivery. He predicts that this type of enthusiasm will soon be widely seen among those involved in surface transportation.
“Technology will increasingly be a core part of the highways and transportation sector and offer significant value in terms of digital engineering, asset management and intelligent mobility,” he notes.
Peter says that for him, digital engineering is about automation in design and increasingly using tools and data to make better design
decisions and drive efficiencies.The company is investing heavily in
technology and recently appointed a digital director to deliver a digital strategy and identify opportunities to develop tools that could be used in designs, licensed or sold to others. “We are keen to become more than advisors; we aspire to bring software solutions and perhaps even products to market too, to help shape the future of transportation,” he says.
One area where digital technology is having a profound impact is self-driving vehicles. Here too there are lessons to be learned from aviation, Peter says. “Clearly everything in aviation is safety critical and significant investment in engineering processes and testing is needed to prove to the public that planes are safe to fly.” Similar levels of scrutiny and safety assurance will need to be applied to the highways and transportation sector designs, he adds.
“If we are to design a road to accommodate self-driving vehicles we need to offer the same level of confidence to do with safety as we see in aviation.”
Looking forwards, he adds that highways will need to be viewed far more in terms of a ‘digital system’ where vehicles interact with infrastructure and cars communicate with each other. “As designers we need to leverage the potential benefits of innovation and technology to improve safety, design, operations and maintenance and, most importantly, an improved customer experience to deliver the future physical and digital road network.”
Another area where digital technology is set to play a crucial role is around Mobility as a Service, where people are provided with the ability to streamline their travel and make multi modal journeys through one account. Atkins is leading a major UK MaaS trial with Transport for Greater Manchester and Peter says that for such systems to succeed they need a combination of smart technology, a great user experience and accurate data.
Algorithms and software are all very well, he notes, but perhaps most crucially the information available must be up to date, secure and trusted, to ensure the public is confident that transportation systems will operate exactly as they were designed to in a digitally enabled world.

One of the largest and oldest consultants operating in Britain is looking to shake up
its business model to become more than simply a designer, but a disrupter who can take on the toughest client challenges focused on delivering outcomes and creating legacy.
Jacobs has 10,000 staff in the UK, which grew by around 3,000 post completion of the CH2M acquisition, and a global workforce of 77,000. Senior Vice President Donald Morrison says that the acquisition of CH2M in December 2017 is a transformative step-change for the company.
“We have 125 years of heritage in the UK from the days of Babtie and Sir Alexander Gibb & Partners to our recent acquisition of CH2M. Now as a global technical professional services leader we have greater aspirations to do meaningful work around the world and that may involve taking a different approach and disrupting the usual way of doing things.” Donald says that Jacobs encourages clients to think carefully about why certain projects should be built and whether they will achieve the desired outcome.
“By way of example, the team is deploying advanced analytics enabling multimodal agility and data-driven investments to
continuously improve transport networks around the globe.” With solutions that crunch aggregated, anonymized data from mobile phones, cycling apps, smart cards and other data sets, customers can better assess their most critical system needs, make “more intelligent decisions for infrastructure delivery” and implement changes that promote increased efficiencies and ease of use.
Technology can also play a major part in helping to relieve congestion on existing public transport networks, he adds, by advising and incentivising passengers if their journeys may be quicker and more pleasant by forgoing a ride on an underground train in favour of walking, for instance. In addition, the company is looking closely at the provision of special needs transport with a number of clients to see if new ways can be developed to allow services to run more smartly and efficiently.
Elsewhere the company is developing its abilities to deliver schemes with improved social value. One example is its work with Highways England and specialist consultant Simetrica on the Manchester North West Quadrant programme. Here, potential route options are being evaluated and robust evidence gathered not only for increasing capacity and resilience on
this part of the network but how it could help to improve society and the local environment too.
“The mantra I am looking to drive is ‘challenging ourselves to find a better way’ so we can get to a position where we look at critical issues in society such as energy, mobility, intelligence and infrastructure and bring them all together,” says Donald.
The company recruits expertise from across the professional services spectrum - economists, digital experts and planners, as well as engineers and designers, to “provide extra depth of insight and a different approach” to business decisions on both major infrastructure programmes and term maintenance contracts.
“We currently have approximately 850 graduates under training along with 170 apprentices across our business in Europe,” says Donald. These include people with a traditional engineering background and those looking to get involved in emerging areas like digital solutions.

Carillion sparks ripple effect for suppliers
Fallout from Carillion’s insolvency has sent a ripple effect through the infrastructure supply chain
and brought recognition of the need for change within the industry, says solicitor and Beale & Company partner Will Buckby MCIHT.
The UK construction giant collapsed in January owing an estimated £2Bn to its 30,000 suppliers, sub-contractors and other short term creditors.
“Since the announcement of the insolvency and still today lawyers have been busy advising supply chain consultants and contractors engaged in projects involving Carillion on a variety of issues, such as late or non-payment, new main contractors coming onto schemes, and project restructuring,” says Will.
Most major infrastructure projects where Carillion was working in joint ventures have suffered little delay
because its joint venture partners have been able to continue the delivery of these projects. But Will says other schemes have faced setbacks, bringing further significant impacts on payment to the supply chain.
In addition, Will says there might be less “cash in the system” currently than in recent years, and therefore suppliers are having to work a lot harder to get paid. “The Carillion insolvency has contributed to this,” he says “Consequently, we are now seeing consultants and sub-contractors being
more cautious than they were previously and looking at risk and payment more carefully.”
He points to two current initiatives that could improve the situation for suppliers. The first is the recent Government consultation on improvements to the statutory payment regime in the Construction Act, and the second is the Construction (Retention Deposit Schemes) Bill due for its second reading the House of Commons in June.
“There is definitely a wish to see something positive and noteworthy come out of these initiatives, because clearly change is needed,” says Will.
He adds improvements to tendering and procurement practices are needed – for example better contracts that do not pass so much risk to the main contractor and then subsequently onto supply chain – but he believes change is less likely on this front.
“There needs to be real desire among public sector employers and the private sector to see change in relation to how projects are procured,” adds Will. “Until that happens, it is difficult to imagine a huge amount of change.”

At project design stage the company advises clients of the feasibility and risk relating to diversion of existing utilities. Mark says: “Contractors often engage in projects without fully understanding what the implications of utility infrastructure are.”
He adds: “The earlier we are engaged the less stress there will be by the time
the project commences on site.” The company also provides design facilities, procurement solutions and handles commercial management and legal issues throughout the delivery process.
Planned holistic growth has meant the company is now a UK-wide consultancy with a strong presence on the country’s major highways and smart motorway projects.
