Upgrading and lor expansion of rural power networks in about 1200 communes.
Conversion of current ad-hoc local electricity management systems to local distribution utilities (LOUs) as legal entities recognized under Vietnamese law.
Capacity building assistance for the LDUs, provincial national authorities, participating regional power companies. and national authorities invoMVed in the planning and regulation of rural electrification.
The Boa Binh REII Project's MV network Expansion Section is proposed to invest in rehabilitating. upgrading and expanding the local's power system. improving quality of power supply in rural areas of 32 communes of 9 districts cmiered by the project area, namely Luong Son, Ky Son, Kim Boi. Lac Thuy. Cao Phong, Mai Chau, Tan Lac. Lac Son and Yen Thuy.
11.2 Capital sources:
Loan from the World Bank. This loan is for equipment purchase, building and
assembling.
EVN's domestic counterpart capital is to cover taxes, fees and others costs.
MY Section: The PPCs that are project investors will borrow money from the
above loan for investment post-investment poveliy management and operation of
the Ivrv power networks.

2. Operation project before and during work execution period
Surveying locations for laying electric pole and wire line, defining sketchy impacts, choosing one 'with minimum possible negative impacts.
- Listing affected households. holding public consultation meeting and disseminating project and cumpensation project.
- Compensation and ground clearance
- Putting work execution and equipment supply out to contract choosing contractor
Contractor would carry out work execution. including the steps as follows:
- Digging and taking off the sod and earth of pole foundation ground.
- Setting up temporary tents for residence, work execution management and storing materials.
- Building hasty road system for serving transporting work materials to foundation location.
- Foundation digging, pouring concrete, setting up pole, installing porcelain etc.
- Spreading wire and pul1ing wire above pole top.
Depending on proposed progress and work execution requirement contractor would mobilize the quantity of excavator and bulldozer. 10-ton-crane for setting up pole, truck for materials transporting. improved cart. beam hand machine etc.
- The estimated manpower for work execution mobilized are 30 people. 3. Natural Conditions and socio-economic status in the project area
3.1 Geographical position and population
a. Hoa Binh Geographical position
- Borders with Phu Tho in the North:
- Borders with Ha Nam. Ninh Binh in the south;
- Borders with Ha Noi Capital in the east;
- Borders with Son La. Thanh Roa in the west.
Roa Binh has the total natural area of 4.662.5 km2
b. Administration units and population
Roa Binh has one township city and ten districts with 214 communes. wards and
towns.
A tovmship city. as also the province's cultural and economical center is Roa Binh
city

The Hoa Binh's total population: (the figure of The census on 1st April. 2009):
786.964 persons. The six Ethnic groups are Muong. Thai. Kinh. Dao. Tay. H·mong.

3.2 Climate
Muong group accounts for 63.3 ~,'O
Kinh group accounts for 27.73%
Thai group accounts for 3.9%
Dao group accounts for 1.7%
Tay group accounts for 2.7%
H'mong group accounts for 0.52%
Hoa Binh has features of hot-wet tropical and monsoon climate. It has two distinct , ,
seasons in the year. The winter is cold - hot and dry; the summer is hot-wet and rain.
The annual average temperature is over 23°C and gets the average highest fi'om 27°C
to 29°C at July, the average lowest from I5.50C to 16.50C at January.
3.3 Topography
Hoa Binh is the mountainous province, contiuous to the western of The Hong River
Delta. Hoa Binh has medium-high. complicated-divided terrain with high slope
lowering from northwestern to southeastern. divided into two parts: The highland in
the northwestern of the average height from 600m to 700m with full-obstacles and
access-difficult terrain and 212,740ha of area. accounting for 46% of the ,vhole
province's total area. The second part is the lowland in the southeastern \",ith
253,510ha of area, accouning for 54% of of the whole province's total area and low
mountain range terrain, rarely seperated with average slope from 20m to 250m and
the average height form 100m to 200m.
3.4 Transportation
Boa Binh has both by-land and by-yvater transportation.
Some important transportation routes acrossing Hoa Binh are the No.6 national road, -the No.12B national road and the No.21 national road. These main roads connect to the roads of districts/communes of the province and districts/tovmships of neighbour provinces. making it advantage for social-economical exchanges.
The most highest-class important \vatenvay system is Da River. flowing through such districts of Mai Chau. Da Bac. Tan Lac. Ky Son and Hoa Binh city \\'ith the total length of 15] km.

communes' roads and inter-commune roads has not been completed. specially that of Mai Chau district.
1.5 Socio-economical features
The Hoa Binh's prominent sociaf feature is multi-ethnic with rich and divesified culture value of ethnic min01iY community of Muon!!. Thai. Dao etc.

Hoa Binh has much potentials to develop tourism industry. including ecologieal
tourism. cultural-historical tourism. convalescence tourism thank to rich and
diversified cultural-natural resources.
4. Natural preservation area, sensitive area, cultural assets, historical statue, temper and pagoda in project area
Hoa Binh province has many ethnic groups living together with old Thai and Dao
mountain villages that have rich cultural and historical value.
Hoa Binh has three natural preservation zones \vith total area of 18.435 ha. of which
natural forest area is 15.565 ha. afforesting land area suitable for agri-forest
developing is 2.870 ha. Of which. Pu Nooc primeval forest area and Da river's lake
area with valuable flora and fauna system, Kim Boi's Thuong Tien primeval forest
area and Mai Chau's Hang Kia - Pa Co Cavern are all being preserved.
Hoa Binh has also valuable materials that are hot mineral spring valuable for
developing tourism. health care mainly located in districts of Kim Boi and Lac Son.
Communes considered in Project are almost outside from Hoa Binh's proposed
natural preservation areas. However. the survey result shO\vs that there are Yen Lac.
Yen Tri commune near to the Cue Phuong National Forest. The route of Medium
voltage lines is described as follows:
New construction of medium - voltage supplying electricity to the substation in Yen
Lac commune with a total length of 272m. The route is built on paddy fields Ca
hamlet and supply electricity to the substation is located at the paddy field of
Mr.Dinh Van Thu near the road village.
New construction of medium - voltage supplying electricity to the substation in Yen
Tri commune with a total length of 3339m. The route is built on paddy fields Long.
Tich hamlet and and runs along 12B Highway.
Thus. the route of medium-voltage supplying electricity to Yen Lac commune. Yen
Tri commune far from the forest Cue Phuong National Park is over 7 km. thereby
not affecting this area. Specifically see the route space in this appendix 1.
