The life of a publisher is really quite interesting. Youare never safe from surprises. In 1993 a young manwho did not want to give his name called me and saidthat he had just written a highly explosive book. He wasnow looking for publisher, but he wanted to remainanonymous. I said that would be OK and asked him tosend me the manuscript.

Some days later a diskette arrived in the mail,together with a sum of money. The parcel had nosender’s address. There was a letter though that you willread on the following pages.

I printed the text immediately and read it with thegreatest interest and without stopping. Upon finishing Iwas shattered—and that even though I had alreadyknown a few things about the machinations of certaincircles in our high society.

Of course it was impossible to check all thecorrelations shown in the book for their validity, but ifonly a part thereof is true, I now understand why thereis so much suffering upon this planet, why most peopleare poor and all the wealth and power of this earth arein the hands of a few unscrupulous persons.

Dear Mr. Ewert!About a year ago I received from a friend a copy

of your magazine “Resolut” and I was surprised tofind so many books dealing critically with differenttopics on one publisher’s list. I was impressed thatyou dared to offer these books as well as your own“free energy” developments so openly.

From “Resolut” I understood that you were

prepared to publish first works as long as they areconvincing and that the author is prepared to sharethe cost as stated. Therefore I send you on theenclosed diskette the manuscript “Secret Societiesand Their Power in the 20th Century”.

You certainly will ask how I got hold of thisinformation. Actually I stumbled upon the subject of“Secret Lodges and Politics” while researching somethingcompletely different. [H: Isn’t this the way of it?]

As you certainly know, all matter both in themicrocosm and in the macrocosm is held together byelectromagnetic forces. If I find a way to interfere withthese electromagnetic forces and to alter them specificallyI can influence both matter and time. There are twoways to achieve this: with machines, and without them.The machines to do this are known as space-timemodules and as antigravity flying disks, the so-calledUFOs, that by their self-produced magnetic fields canmanoeuvre independently of the earth’s magnetic field(anti-gravitation). Other machines that can tap into theseelectromagnetic fields and change them to usable energyare called “free energy devices” (e.g. tachyon converters,space quanta motors).

People who can alter matter by consciously rotatingtheir “MERKABA”, their own magnetic field, are calledAVATARS (the best-known in the Western world wascalled Yeshua ben Joseph, Jesus, who was a masteramongst them). It is thus possible to create directly fromthe ethers (materialization), to eliminate gravity, to floator to walk on water (levitation), to displace oneselfinstantaneously for instance from Africa to America(teleportation), spontaneous healing by changing thestructure of the cells, etc.

I had the advantage of having been raised spiritually.Thus, I learned early on to consciously program bysubconscious, to live following the universal laws and totrain my mediumship. According to the law of resonanceI then started to attract similar people to me. I am now27 years old, have traveled five continents and havefound the mentioned machines as well as avatars inalmost every country. In New Zealand I encounteredseveral people that had emigrated there precisely becausein Europe they had met with severe difficulties from thenuclear, oil and electricity lobbies because they weredeveloping free energy devices or antigravity flying disks.I started to ask just why we never hear about thesetechnologies and why the Churches are presenting theworks of avatars as miracles. Why are human beingslike Jesus or Buddha elevated to be sons of God althoughtheir deeds are merely the application of definite laws ofNature that are at the disposal of everyone on this planet?

So I slowly discovered who and what was behindthe fact that these themes never appear in the media orare ridiculed and why publications are fraught with theutmost disregard to human lives. That this topic is notjust a game became terribly clear to me when anacquaintance, a ranger in the north of the New ZealandSouth Island had discovered a testing ground for flyingsaucers of the U.S. Air Force and was found only fivehours after he had announced his find at the foot of acliff, murdered together with his only witness. I metCIA, Naval Intelligence and BND(Bundesnarchrichtendienst of Germany) members thatwere or still are involved in such projects. Many of themdidn’t want to continue in this deadly game, but they fearfor their lives—surely justifiably so—if they revealedinformation. Information like this and other “secrets”that I stumbled upon during my research have beencollected in this book. All of it is interlinked with secret

societies, religion, high finance and politics.Now I am torn between the terrible helplessness that

I feel along with the rest of my generation and thatdrives so many into a feeling of NO FUTURE, and thedefiant drive to counter this madness in a refreshing,unaffected and unbiased way, with awakening might, withthe well-known spiritual laws and spiritual knowledge. Aspublisher and author, we have to awaken, to stir up, butthe changes have to be wrought by today’s younggeneration of this bogged down humanity on ourmaltreated Mother Earth.

As I have been repeatedly and very seriously warnedagainst personally standing up to these establishedpowers, I am sending the manuscript without sender’saddress in the hope that you will be equally convinced forits content and will publish it under the pseudonym given.Under the circumstances I would also be prepared towaive any remuneration—in the interest of the cause.

Imagine you are an extraterrestrial, have justcrossed uncountable light-years and are nowapproaching the planet Earth. It is your mission toreconnoiter this planet, to establish contact with itsinhabitants to exchange information and knowledge ofany kind. If this proves positive and you areconvinced of the sincerity and peacefulness of thepeople, Earth could be accepted into the intergalacticfederation. Then it would be possible to have opencontacts with inhabitants of other planets which wouldcause a rapid development of the earthlings’consciousness and in their technology and health service.

Thus you recognize that this is a warringplanet where for thousands of years people fought,maimed and killed, not, as you would at firstassume, enemy planets, but EACH OTHER.

You soon realize that there is no concept behind thesewars, because some fight for their religion, othersbecause of the colour of their skin. There are somewho are unsatisfied with the size of their country andothers fight just to survive, as they have no food.Some have only financial gain in mind, but on thewhole, everyone is mainly concerned about himself.You realize that this planet is not at all ready for theinformation and the technology that you have to offer.No matter which country you would choose to landin, your gifts would certainly not be used for the goodof everyone on Earth, but again just for the selfishinterests of those leading that country.

Perhaps you will think back to your home planetand the time that there were still wars there. But since

suddenly their bitterest enemies, so they slaughter theirchildren, rape their wives and mothers, put the men intoconcentration camps...

Don’t we know this from somewhere already?Have really ideological reasons of certain

groups led to these wars , or might there besomebody else pulling strings in the wings?

Who could that third part be?Where does that concept of the enemy originate

that we are fed by religions, schoolbooks and themass media?

What are the aims of those who engender theseconcepts of the enemy and have them constantlysuggested to us?

Who would profit most from the rising hatredand the degeneration of humanity?

Perhaps i t i s to Sa tan , Luci fe r , Ar iman,Baphomet or other intangible entities that onewould like to pass the blame? Perhaps.

In this book the story of some very tangible peopleis told, who in 1773, in a house in the Judenstrasse(Jews’ Street) in Frankfurt, planned to pave the way fora “One World Government” by the year 2000 with threeworld wars. A perfectly worked out plan using the fearsand weaknesses of the people against them.

To aim for a world government is nothing new,even today the Vatican wants to make this world acatholic one. And history shows that to this end it letmillions of people be tortured and killed.

Islam has the same objective, and today has the bestchances to achieve it as Islam is now the largest and alsothe most fanatical religion.

The “pan-Slavic” ideology of Russia, originally voicedby William the Great, asking for the elimination ofGermany and Austria in order to take India and Persia afterhaving subjugated Europe, is another along those lines.

A further ideology to be mentioned is the one askingfor a confederation of Asian states under Japan with themotto “Asia to the Asians”.

Last but not least there is the “pan-Germanic”ideology planning a control of Europe by Germany, laterto be extended to the whole world.

Yet the persons mentioned in this book areindependent of any creed and do not belong to anynation. They are neither “rightist” nor “leftist” nor“liberal” but they use ALL institutions for theirobjectives. They are members of one organization oranother, but just to hinder any research, to confusethe “curious” and put them on the wrong track. Theyuse Christians and Jews, fascists and communists,Zionists and Mormons, atheists and Satanists, the poorand the rich... EVERYONE!

Above all thought they use the ignorant, the lazy, theuninterested and the uncritical. Among insiders thesepersons are called “ILLUMINATI” (the enlightened ones,the initiates), Big Brother, the invisible government, theGrey Men, the shadow government, the secretgovernment, the establishment...

As far as I know, the so-called “Illuminati” startedtheir dealings on this world about 300,000 BC, when the“BROTHERHOOD OF THE SNAKE” in Mesopotamiawas infiltrated by the group of people we call “Illuminati”today and was misused for their negative aims. It is notonly possible, but very likely that this drama had startedmuch earlier, at the time when the “ego” developed. Butbecause of the work of the “Brotherhood of the Snake”we can trace this activity back to a time in historywhich was followed by groups like Jews, Christians,Freemasons or other religious sects only 3,000

generations later. Today this “game” is played amongothers by a few members of the Zionist community, asthe book will show, but it has neither started with themnor will it end with them. What had started way backthen is today still following the same rules. It sufficestherefore to look into the present situation to recognizewhere the problems are.

If one wants to categorize the thought or beliefsystem of the Illuminati at all, then perhaps one has tochoose “Machiavellism” which justifies power politicswithout ethical standards, thence: politicalunscrupulousness.

An example: POWERYou are the new king of a country and you want to

make sure to remain king. So you call two persons toyou, one after the other, of whom you are sure that theywould do as told.

The first one you educate according to “leftist”principles and you give him funds to set up a party.

The second you also finance, but you ask him tofound a “right wing” party.

Now you have established two opposing parties, youfinance propaganda, elections, activities and thus youalways know their plans. You control them both. Ifyou want one of them to be ahead, you just give themmore funds than the other. Both leaders think you’re ontheir side, and you are the “friend” of both.

The people will be so caught-up in this to-ing andfro-ing of “left” and “right” that they will never suspectthat you as their king might be behind the dispute.

The people will even ask you for help and advice.In the American Civil War (1861-1865) the Northern

states (who opposed slavery) fought the Southern states(who were for slavery).

Before the war the ROTHSCHILD family had agentsstir up pro-union feelings in the Northern states. Otheragents, though, at the same time fanned secessionistfeelings in the Southern states.

When the war started The London Rothschild bankfinanced the North and the Paris Rothschild bank the South.

The only real winners in this war were theROTHSCHILDS.

To summarize the system:1. One creates conflicts where people fight each

other and not the true instigator.2. One is never seen as the instigator of the

conflicts.3. One supports all warring parties.4. One is seen as a “benefactor” who could

end the conflict.Since the “Illuminati” want to attain world power,

their way to achievement is to sow as much discord aspossible between the people and nations of the world sothese will be caught up in a net of misinformation andwill never find out who is really behind it all. Theinternational SECRET SOCIETIES which we are aboutto look into are their mightiest tool for sowing discordamong the people. At the same time people areconstantly involved in wars amongst themselves thateventually they will tire of it and will “plead” for aWORLD GOVERNMENT.

And here we see the plan. The “beneficialorganisation” will be called upon to end the conflict. Andwho is this on this planet? The UN! Let us see whois actually behind the UN.

The “Illuminati” mentioned here are not just anybody,they are the richest people in the world.

They never appear on TV or in other media, sincethey not only own and therefore control all the mass

Have you ever wondered why people are alwayswarring upon each other?

The Swiss scientist Jean-Jacques Babel found thatduring the last 5,600 years humanity fought 14,500 warswith three and a half billion dead. That is half of today’sworld population. In the year 1991 for example therewere 52 wars or warlike crises upon Earth. This meansthat in the very year, after countless wars and clashes onthis planet, among them two world wars in just onecentury, there are 104 opposing ideologies facing eachother, with concerns that apparently weigh heavily enoughto justify the killing of further millions of human beings.

What purpose could be served by war among men?[H: Please leave the spellings which use “s”

instead of “z”. This is not an error but is indicativeof non-U.S. use of English.]

For centuries peace organisations and philosophersalike have deliberated about this and found that almost allbeings upon Earth fight from time to time over territoryand food. But aggressive behaviour among animalscannot be compared directly with the behaviour ofhuman beings because the latter also have intelligence,consciousness and ethics. Just think of the differencebetween two predators fighting over the prey andmultinational arms companies living off the sale ofweapons and therefore off permanent war.

That the “fight for survival” can also be a sourceof entertainment is known from ancient Rome, whenunder the motto “panem et circenses” (bread andcircus games) gladiators had to fight one another todelight the plebs and to distract them from their ownpowerlessness. The same principle today applies totelevisions, videos and mass sports like football, whichare all used to enable the superficial citizens to escapefrom the oppressive void of their existence.

What are the media diverting from?What could man perhaps find out or realize if

he wasn’t constantly diverted?It is well known that a third party is usually gaining

from the conflict of two others. If we enlarge thisthought for persons to countries or to the whole planet,then we will still find it valid. Banking systems, forexample, that had loaned money to a warring nation havea vested interest in seeing that war drag on.

Wars and unrest can also convince a people toaccept the setting up of institutions, and to even welcomethem, that under normal circumstances it would neverhave accepted (e.g. NATO, UN).

On the whole, though, those not especiallyinterested, excepting the dead, will find no link betweenthe wars of the last centuries.

Could it be that wars benefit others besides the armsindustry? What is it that prompts people again and againto hate to such an extent that they are ready to kill theirown species for it? What can be so important toextinguish other lives for? Has nothing been learnedfrom the millions and billions that have already died inwars, and from the pain thus induced?

In Yugoslavia, for instance, several peoples had beenliving together peacefully for many decades just toslaughter each other now. What is it in these people thattheir brothers who lived in the same village, speak thesame language, look similar, wear the same clothes, wholove and enjoy, laugh and cry just as they do, are


media, but also the news agencies. And if eversomething gets to be known about them, it is eitherneutral or positive.

The largest part of the population does not evenknow their names. And the authors who alreadyuncovered some of their machinations never becamefamous, although they should have been awarded theNobel prize.

It would be good to stand up against this, but howcan 6 billion people fight against something they don’teven know exists?

It is a fact that almost the same number of peopleare so caught up in their own personal “problems” theynever had—or lost in the meantime—the over-all view ofwhat happens in the world and around them. Themajority is suffering from “political frustration” and havetherefore pulled out. Lack of time, failing interest andinsufficient discrimination because of a lack in specializedknowledge have led to this “abstinence”. But pulling outwill not change anything here, on the contrary, this iswhat our “helmsmen” want. Every single one giving upmakes it easier for them to reach their goal. Thus thefirst thing to do is to gain knowledge of these goings-on.

And as a great world teacher said:“Find Truth, for Truth Will Set You Free!”Once could divide humanity into three types:1. Those who cause things to happen,2. Those who just watch what happens and3. Those who are surprised at what has happened.For this reason this book is “my” contribution to

bring some of these happenings to light. It tries to passon the knowledge about some of the things that havebeen kept secret by the people who pull the strings uponthis planet. The reader shall be enabled, if he just foundhimself under item 3, to at least advance to item 2, if notto item 1!

As the author of this book I am not representing anyinterest group, religious sect or nation. I am a humanbeing upon this planet Earth who claims his right tofreedom and free development in order to fulfill his taskhere. And as I very much value peace among thenations and in human relations—just as a large segmentof humanity does, hopefully—I see it as my personalresponsibility to at least present this information to myfellow men to enable them to make their own decisions.

The following should not just be swallowed withoutchewing first, as one would the stories that are servedto us daily in the media.

I would recommend that superficial people who arehappy with things as they are, close the book right here.But those who are used to looking behind the scenes mayfind a few far-reaching and challenging stimuli revealed.

If we see ourselves as real “finders” of truth and notjust as life-long “seekers”, we should grasp any possibilityto gain new knowledge, to test and eventually accept it.This could mean that if our mind is full of acceptedviews, opinions, dogmas or a set view of the world thereis no more room for further TRUTH and that perhapstruth looks quite different from what we imagined.

Thus is why I am asking you here, at the outset, toremain open.

Forget your religious, political and ethnic bias andopinions for the length of this book and let us be justhuman beings, like children, open and ready to learn.

And let us try not to compare what is said here witha fixed view or with somebody else’s opinion, but tofollow our intuition, our feelings and to determine forourselves if this information rings true—even if in theend we find it upsetting.

Let us switch off our set modes of thinking thatwould say: “Oh my God, if all this were true, whatmeaning does my life have, and what is my role in allthis?”

No panic, the last chapter will deal with this atlength.

This book calls for the reader to become self-criticaland thus a really responsible citizen. Search for yourself,find “your own truth” and examine things withoutprejudice. Nevertheless I will try on the following pagesto stick to historical facts even if they are not yet widelyperceived as such. I left my personal theories out inorder to give a summary of the sources that arementioned at the end of the book and that are generallyaccessible.

INTRODUCTION

There are two levels of historical reality. The firstis the general so-called public opinion that is served tothe average citizen by the mass media and will later,because of persons writing it down, become history.The second one, though, is made up of the happeningsthat are not revealed to the public. This is the world ofthe machinations by secret lodges and secret societieswhich interlink capital, politics, economy and religion.On this level nations are made, wars are instigated,presidents and leaders are put in office and, in case theydon’t function, eliminated.

The citizen who fashions his opinion and his view ofthe world from what he gathers from the mass medialike news papers, TV, radio, book learning and commonliterature will find most of the things revealed in thefollowing pages unfamiliar.

Thoughts like: “I never heard of that!” areunderstandable because secrets and the dealings of secretlodges only fulfill their purpose if they do remain secret.But the very existence of secret lodges shows that theremust be something that the lodge brothers find importantto keep secret.

What could that be?As I will show, many lodge brothers of different

secret societies find themselves in positions that one canonly dream about. This shows that whatever they keepsecret from you has elevated them to these positions.

Let me give you just one example here to illustratewhat I mean with “dream position”:

One of the main organizations pulling strings in theU.S. is the CFR (Council on Foreign Relations). Thissemi-secret organization is dominated by the Rockefellersyndicate and a European secret society called“COMMITTEE OF 300” (explanation follows).

In the list of members of the “Committee of 300”that I got from Dr. John Coleman’s book Conspirators’Hierarchy: The Committee of 300 I found among others:

“SIR JOHN J. LOUDEN“He is the representative in London of the ‘N.M.

Rothschild Bank’.“His other positions are as follows:“Chairman of the international advisory committee of

the ‘Chase Manhattan Bank’ (Rockefeller).“Chairman of ‘Royal Dutch Petroleum’,“Director of the ‘Shell Petroleum Co. Ltd.’ and“Trustee of the ‘Ford Foundation’.”This shows extraordinary power and influence in a

single person. But how did he get there?This now has to do with the secret societies and

orders of which he is a member. In this case it is the“Committee of 300”. And in that committee there are300 persons of the same calibre amongst themselves (andhe most certainly is not the mightiest). Can you imaginethat decisions and resolutions made in meetings of thesepeople can have a very great influence upon whathappens in the world?

These persons keep secrets from the public. Theyknow some things that we do not, and therefore thosewho call themselves the “ILLUMINATI” (the enlightenedones, the initiates) are incredibly powerful. Wouldn’t youlike to know what the secrets are the “Illuminati” keepfrom you?

Almost all the secrets have to do with the past ofour planet, the history and the origin of humanity (howand where?), the reason for our being here, the so-calledUFOs and the consequences thereof (UFOs = Unknown[Unidentified] Flying Objects, the common name forflying devices with two counter-rotating magnetic fields,mostly cigar- or saucer-shaped and of terrestrial orextraterrestrial origin).

I presume that the word UFO is not welcome tosome. That is why it is so important to be open for newthings! And the subject of UFOs is not new, on thecontrary. People in Europe have been just asmisinformed as everyone else upon this Earth whereUFOs are concerned. And that again has to do with theIlluminati who control the media!

Especially here in Germany. I would like to givehere an example to show just how real and earthly thebackground to this phenomenon can be:

Beside the “THULE-GESELLSCHAFT” (ThuleSociety), which will be described in detail later, there wasanother secret order in the third Reich, the “VRIL-GESELLSCHAFT”. This was mainly occupied with thebuilding of UFOs. They had, next to Viktor Schaubergerand Dr. W.O. Schumann, also Schriever, Habermohl,Miethe, Epp and Belluzo working for them, whosedevelopments will perhaps be remembered by the Britishand American pilots still alive as “Foo Fighters”. Theirdevelopments were greatly accelerated after—accordingto them—an “extraterrestrial” saucer went down in theBlack Forest in 1936 and was hardly damaged. Afterhaving scrupulously studied the drive and having joinedthe findings to the already enormous body of knowledgeof the “Vril-Gesellschaft” about implosion and antigravitythey started to build their own prototypes.Developments like the “Vril-7” (V7), a disc-shapedsupersonic helicopter (not to be confounded with the V1and V2 cruise missiles) were so astounding that today’sstealth bombers look like toys in comparison. The Vril-7 developed by Richard Miethe for example and equippedwith twelve BMW 028 turbo-units reached in a test flightin Peenemunde on February 14, 1944 in vertical take-offthe height of 24,200 metres and in horizontal flight aspeed of 2,200 km/h. By the end of 1942 several unitsof the circular aircraft RFZ 6 with the name “HaunebuII” had already been built. It had a diameter of 32metres and a height at the central axis of 11 metres and


near the ground it reached a speed of over 6,000 km/h.It had an operational range of 55 hours, took offvertically and could fly horizontally, vertically and—mostimportantly—manoeuvre at right angles (a movementtypical of all the UFOs observed all over the world).Later Vril developments were even more successful;as early as the beginning of 1945 they succeeded inflying around the globe in a few hours. A large-capacity version of the Haunebu II had a diameter of120 metres and had integrated sleeping quarters. Justthink why one would need sleeping quarters if onecould fly around the world in a few hours? (Moreabout the “Vril-Gesellschaft” and its developments inthe chapter named accordingly).

Many will now ask: “Why did Hitler not win the warif he had technologies like these at his disposal?” Thereason is that although a large number of these flyingdisks showed incredible performance, yet they were wellnigh unusable in a military context. The reason was thatthe magnetic field produced by the levitation drive actedlike a protective shield around the craft and, while itrendered it almost impossible to shoot down, was almostimpossible for the “conventional” weapons carried topenetrate without “friction”. The projects were under thesupervision of the “Vril-Gesellschaft” and of the SS E IV(Secret Development Centre for Alternative Energy ofthe SS), i.e., they were not directly under Hitler’s and theNSDAP’s orders and basically were not planned for waruse. Only later when Germany’s situation deteriorateddid one think about using the flying discs in the war.

Another reason is that most people have no ideawhat Hitler’s real aims were, where he had beeneducated, of which lodges he was a member, whoseideology he adopted, who put him in his position, whofinanced him and what reasons there were behind theSecond World War. Hitler’s ideology had nothing to dowith what we call today the “general reality” and withwhat is told about the Third Reich in schoolbooks.Hitler was a mystic and an occultist down to his shoes,and to understand what happened in the Third Reich onehas to look at it from this viewpoint, too. To most“materialists” among the historians, the Nuremberg Trialswere a mixture of Grimm’s fairy tales and stories fromthe mentally sick, because they were unable to thinkthemselves into the roles of the defendants, nor had theythe necessary knowledge to understand the stories thesepeople told. Dieter Ruggeberg puts this very aptly: “Onlyan occultist can recognize an occultist!”

The chapters about the “Thule-Gesellschaft” and the“Vril-Gesellschaft” will explain the ideology of thesepeople in more detail. Hitler and his secret societiesknew a lot more about the origin of humanity, thestructure of the Earth, antigravity and “free energy” thanwe are taught today. That is also why all writings andbooks that could divulge this knowledge were removedor banned by the Allies, to ensure that humanity willremain easily manipulated. The Allies’ main interest werethe technologies of the “Vril-Gesellschaft”. These werethe best-kept secrets of the Third Reich. The Russiansgot their hands on the construction designs first, thescientists like Viktor Schauberger and Wernher vonBraun became—in the operation “Paperclip”—the prey ofthe Americans. The resulting developments of flyingmachines are under the highest security rating of the U.S.of A. They were also the reason why J.F. Kennedy hadto die (see the chapter “The Kennedy Assassination”).

There were, though, quite different experimentsconducted in the Third Reich which would all butdestroy the views of the world so far erected by the

readers if given here. Therefore they will later be treatedseparately. Why have most people never heard aboutthese things? For instance about the founding of theGerman state “Neuschwabenland” (New Swabia) in theAntarctic during the Second World War? And why didU.S. Admiral Richard E. Byrd require almost 4,000 armedtroops, an aircraft carrier and full military support whenhe went to explore the Antarctic? And why did only afew hundred of them return? Many open questions.

Why have only few people heard of these things, orof the developments of NIKOLA TESLA, among whichwere free energy machines, energy transfer withoutcables, antigravitation and the changing of the weather bythe aimed use of “standing waves”? What consequenceswould the knowledge about free energy forms and aboutthe use of flying saucers, which only use a magneticfield for an energy source, have? Especially if everycitizen would have access to it, for their cars forexample? No more “Fill ‘er up!”

No pollutants, no pollution of the environment. Nonuclear power stations any more; people could no longerbe kept locked within the boundaries of a country, andwe all would have more free time because we wouldn’thave to work to pay for heating, petrol and electricity (inthis time one could think a lot, perhaps about themeaning of life). And these energy forms exist. Theyhave been existing for at least ninety years and have beenkept secret all this time.

Why were they kept secret?Because people on this Earth are controlled by

energy, food and the retention of knowledge. If theknowledge about these things and their use would beavailable to all, the Illuminati or other “egotists” couldno longer play their power games. Churches, sectsand drugs would lose their importance. Therefore itis imperative for the Illuminati to keep these thingsfrom the rest of the world, in order to feed their greedand their ego with their might.

This was a side trip just to show that the UFOtheme is more explosive and real than many wouldhave it. The “strategy of ridicule” used by theAnglo-American establishment has so far costseveral billion dollars, just to denigrate the UFOtheme by the mass media successfully.

On top of that: The first law in a secret lodge isnever to be mentioned publicly, even saying the lodgename by a lodge brother is punishable by death in certaincases (in the “99 lodge” for example).

In the secret school of Pythagoras pronouncing thelast theorem, the “octagon” was also punishable bydeath. The octagon is an important key to understandingthe “Merkabah” (the human geometric magnetic fields)and is therefore “illuminating”, that means a solution toour problems. (Mer-ka-bah = two counter-rotating lightfields, which transport both body and spirit =dematerialization and teleportation of the body.)

Secrecy is a proper power. It allows the executionof operations without them being hindered by legalentanglements or potential opponents, and it also fostersthe interchange of higher knowledge among the knowing.

Let us look here at the key scene from UmbertoEco’s In the Name of the Rose, when the blind abbotasks the researching William of Baskerville: “What do youactually want?” Baskerville answers” “I want the Greekbook which you say was never written. A book dealingexclusively with comedy that you hate as much aslaughter. Yet it is perhaps the only surviving copy ofthe second book of poetics by Aristotle. Many booksdeal with comedy, why is just this one so dangerous?”

And abbot says: “Because it’s by Aristotle!”Baskerville: “What is so disquieting about

people laughing?”The abbot: “Laughter kills fear, and without

fear there is no faith. Who does not fear the devilno longer needs a God.”

(With this sentence we are nearer a solution tomany problems we ever had on this planet than webelieve. Perhaps some of you knew this already orwill hopefully soon find out. Maybe you shouldread this paragraph a second time.)

When a secret lodge is deceiving the publicwith fraud and manipulation in order to attainpolitical and economic power—at other people’sexpense—then secrecy , as in the foregoingexample, can become a deadly tool.

Of course I am not saying that all secret societiesare destructive or evil. One of the many branches ofFreemasonry for instance evolved after 1307 from theKNIGHTS TEMPLAR whom the Vatican, underpressure by the French King Philippe IV, persecuted.Those who escaped capture and torture by theInquisition mainly went to Portugal, England andScotland, where for centuries they worked in secretto bring justice to the world and to further humanrights. Yet history shows at the same time that thesecret societies like the 33rd degree of the ScottishRite of Freemasons can be a dangerous power withthe ability to set up and to depose governments andto use secret alliances for global alterations.

Many books have been written about the Illuminati,mostly in English. Personally I disliked the fact that theywere often written by fanatics, fanatical Christians,fanatical Mormons, fanatical Jehovah’s Witnesses, byfanatical rightists or leftists, etc., who had realized whathappened around them, but had argued from theirsubjective view point and in the end pointed just to othergroups or Satan as the culprits. So I tried to collect thefacts from the different fields of politics, religion andfinance that in my opinion were most important and tosummarize them without evaluation, so they are alsoacceptable to non-religious and other free and thinkingpersons and that dealing with the cause can be done byeverybody, whether they be white, black or yellow. Andyou will understand why the Illuminati are interested thata single human being may not know everything.

No author will perhaps 100% succeed in painting acomplete picture of the entanglements upon this planet,therefore the main focus of this book is to show you whatthe persons mentioned want and how they go about it.

As I said, the operations of the Illuminati go back toSumerian times at least, but dealing with that would gotoo far here and would miss the actual point. So wewill start with the Freemasons. It is sufficient to goback three hundred years, for although the names andinstitutions change in the course of history, the powerbehind them remains the same.

In summary we can state already here thatthere are many more secret lodges and orders—andfor a longer time—than will be mentioned in thisbook. This compilation shall let you recognize theintertwining and give you a feeling for the factthat, more than ever, powerful people exist whosesense of values is “a bit different”.

This book shall give you an insight into the negativeglobal entanglement. Since our material world can onlyexist in polarities, we may assume that an equallypowerful potential of positive and constructive forces hasto keep the balance. Only most people are not aware of


these powers and the effects of a purposeful utilisationthereof, and this is one of the reasons why they stillallow themselves to be so misused.

My main goal is to show positive ways tocounter these negative situations so we may freeourselves and develop a new understanding of cosmicforces (cosmos = Greek: “order”), global networking,human relations and personal heightening of theawareness according to the emerging new age.

Please don’t be disheartened if the concentratedbrew of information proves too much for you tostomach in one go. Should you have a problemunderstanding certain passages or feel lost in theentanglements, please do not jump over any paragraphs,because they all help to give a coherent picture. Rathertake the time and read those passages again.

The lists of literature enable you to researchfor yourself and invite you to a further trip throughthe jungle of information. My historical review isjust touching the tip of an iceberg or, to staywithin the context, the tip of a pyramid.

CHAPTER 1

TOO MANY LODGES SPOIL THE BROTH

FREEMASONRY is one of the oldest organizationsstill in existence today. Papyrus scrolls that were foundin 1888 in excavations in the Libyan desert describesecret meetings of similar groups 2000 BC. Thesebrotherhoods had already been involved in the building ofthe Temple of Solomon and fulfilled then their functionssimilar to today’s unions, yet they already had a mysticaltradition. The objective of Masonry is given as the innertransformation through spiritual perfection in reverenceof God. Since Freemasons belong to different religions,they call this God the “Great Builder of All Worlds”.

Further references are found in the Egyptian Bookof the Dead and the God Thoth who had been theirGrand Master. “Grand Master” is the usual title forthe highest leaders. The spiritual knowledge of theFreemasons had been replaced by symbols, allegoriesand rituals which served communication. (A secretlanguage with symbols, e.g., the Masonic ritualhandshake, the pyramid, the pentagram, the use of thenumbers 3, 7, 13 and 33 in coats of arms, emblemsand today in company logos and names.)

The most important symbol in many organizations,including Freemasonry, is the apron. The apron whichat the outset was simple and unadorned was replaced bythe PRIESTHOOD OF MELCHIZEDEK around 2200 BCby a white lambskin and is still used like that today. Inancient Egypt the Gods who according to oldtraditions were flying the “Divine Ships” wererepresented in temple paintings with the apron. Laterthe priests wore the apron as a sign of devotion to the“flying gods” and as a sign of authority, representingthe Gods, over the people. The members of the“BROTHERHOOD OF THE SNAKE” already wore theapron around 3400 BC. to show their submission tothe Gods who came from heaven in “flying wheels”.It is doubtful that the lower grades of the differentlodges today know the initial use of the apron.

Before 1307 the KNIGHTS TEMPLAR—togetherwith the KNIGHTS OF ST JOHN OF JERUSALEM andin part the TEUTONIC KNIGHTS (these two wereoriginally charitable orders)—were the leading

organizations behind the crusades against the Muslims.Although these orders were inimical to each other, theyfought together for Christianity.

It is no coincidence that there is a vagueness aboutthe KNIGHTS TEMPLAR and their historical and occultbackground, for this uncertainty was establishedpurposefully—especially during the past 150 years. Thesecret about the Templars would not be if it had not beenmade to be by circles and powers who had and have anunderstandable interest—from their point of view—tokeep the truth in obscurity.

Thus it came to pass that the Templars shared acommon destiny with their Lord Jesus Christ: As thelatter’s teachings had been perverted and reversed whenthe Old Testament he had so vehemently fought againstwas added to the Christian doctrine, so was the spirit ofthe Order of the Templars also turned. In both cases thecentral point of the falsification was the same. In recenttimes several “neo-pseudo Templar orders” have sprungup. Among these you certainly find people of goodintent, but also charlatans and servants of exactly thatspirit the old Templars had fought. An amalgamation ofthe name and spirit of the Templars with components ofFreemasonry is utterly grotesque, yet is was done (theKnights Templar degree in the York Rite).

Two very pious men stood at the outset of the Orderof the Knights Templar: Hugues de Payens and Geoffroyde St. Omer, a Frank and a Norman. They collected agroup of friends spirited by a faith typical of the MiddleAges, a faith so powerful that we can hardly imagine ittoday. Christmas 1117 this small circle decided to forma group for the protection of pilgrims in Jerusalem. Itwas their only wish to serve the Lord Jesus Christ andthe faith. The group now grown to nine knights stoodrather alone—they had no protection nor adequate funds.

Next spring the group went to Baldwin I., Latin kingof Jerusalem, and to the patriarch. Their intent waslauded, and—after having lived in the “German House”,a hospital run by Germans—they were soon givenquarters on the ancient site of the Temple. And althoughthis earned them the name of KNIGHTS TEMPLAR, theyalways understood themselves to be the BROTHERSOF THE TRUE TEMPLE OF CHRIST by which theymeant the INNER TEMPLE OF THE SOUL.

The history of the Templars would be quite differentand probably rather unimportant had they not discovered inthe ruins of the Temple a rather remarkable find the Knightsdid not at first know what to do with: These were remainsof Hebrew writings, small scraps really, but whosecontents would soon become of utmost importance to theTemplars and the Order’s history from then on. Thesescraps were sent to the erudite Etienne Harding who gotthem translated. And this became the impetus for all thatfollowed. The find proved to be fragments of statementsby Jewish eschaimin (spies) who at the order of thepriesthood reported on the actions of the “cursed mamzer(son of a whore) Jesus” and his “blasphemy against theGod of Israel”. And the contents of these reportsconflicted absolutely with what was commonly preached!

According to them, Jesus called the Hebrew god“JAHVEH” Satan and reproached the Jews for havingmade the devil himself into their only god. Traces of thiscan still be found in the Gospel of John in the NewTestament, where Jesus tells the Jews “You belong toyour father, the devil...” (John 8:44). There had to havebeen an immense falsification of the teachings of Christ!

To understand the profound shock that hit theTemplars one has to think of their strong faith. The Godthat the Church taught as “Father of Christ” was in

Jesus’ own words the devil whom to fight he had cometo Earth! A study of the Bible soon revealed to thecommon sense of the simple Templars that the teachingsof Jesus and the Old Testament were diametricallyopposed and therefore could never belong together.Furthermore the Jews never called their god “Father” but“JAHVEH” and “EL SHADDAI”. El Shaddai, though,was Sheitan, i.e., the fallen angel! (shaddeim = depravity,el = archangel. EL is often wrongly translated withGod. “GOD” however is IL in the old oriental tongues).

[H: Come on, readers, this is all historical factand has NOTHING to do with my translation ofmeaning. We present as it is presented.Furthermore, however, we are in the LAND whereEl Shaddai is the biggest breakoff from the ROMANCatholic sect and must be noted—in the form of“charismatic leader” Brother Mike Velarde, in thePhilippines and now gaining great attention in theUnited States and other places of note. You have tonow understand that the confrontations are betweenLEADERS and again, as throughout history, themasses of citizens are totally without knowing andare manipulated by the power brokers.]

When in the year 1128 the formal founding of theorder took place where Bernard de Clairvaux—later St.Bernard—acted in a sense as patron, the small gatheringalready had a secret: It was their determination to penetratethe truth of the Christ. Up to then there was onlyuncertainty—soon one would know for sure. But one hasto understand this determination as that of a group ofalmost naively pious knights who just wanted to serve theirLord Jesus Christ and to rediscover His true teachings.There was nothing aggressive in this, for they were notinsinuating any evil wrongdoing. It was Bernard who toldthem that their ambitions would be frowned upon and thatit would be wise not to lay their thoughts open.

In the following years no further indications of theoriginal teaching of Christ were found. The Order of theTemplars now took on military tasks. The “secret” soononly lived on in the memories of a few, mainly Provencalbrothers. The practical requirements in the Orient leftlittle time or space to care about the secret.

The closer contact with Islam was giving newimpulses. Some letters attributed to Ali Ibn AbuThalib (Imam Ali) fell into the hands of a Templarunit during an advance on Damascus. In these Alitold of a later falsification of the Koran which helikened to the adulterations in the Gospels of Christ.These papers got to the Provence where the old thoughtresurfaced to search of the truth of the Christ.

Now things happened in quick succession: Adocument was passed on to the Provencal commanderywhich most probably came from Cathar circles. Nowonder then that later the Templars refused to take partin the “crusade” against the Cathars. It was a piece ofthe original Gospel of John, written by the hereticMarcion in 94 AD. A letter was enclosed that gavea brief history of Marcion’s life. Here we should statethat Marcion succeeded in founding an important,purely Christian movement between 90 and 130 AD.that only started to decline after he was murdered.Marcion, who had actually met the apostle John,taught that Jesus Christ was God incarnate, that therewas no “father-god Jahveh”, but that this Hebrew godwas Satan himself. He further said that Jesuspromised the people “self-healing”, so only thegoodwill of an individual was required, but no templesand hence no Church organization.

From then on an “Order within the Order”


established itself, a proper sworn Marcionite group. Thisspecial formation within the Order of the Templars wasmainly made up of Provencals and Germans. Themajority of the Knights Templar at that time certainlynever knew why the cross of the Order was changedfrom the simple equal-armed one to the “Knights’ Cross”.In the beginning the “Knights’ Crosses” known today didnot yet exist. The Templars wore a simple red crossin their white cloaks. Only the surreptitious influenceof the Marcionites made the “Marcionite Cross”—thecross of thorns—the symbol of the Templars!

In early Christian times the cross of thorns had beenthe symbol of the Marcionites; it was the “Heretics’Cross”. It is said that the Evangelist John had fashioneda cross from thorns for the Holy Mother Mary.Marcion then chose the red cross of thorns as a sign ofpure Christianity. To the initiate the Knights’ Cross thenis the symbol Marcion’s. In later times appeared thedouble cross of thorns of the Templars’ esoteric science.

At the same time the Templars’ battle cry “Vive DieuSaint Amour!” (Long live the God of Holy Love) emergedto express the exclusive turning to Christ and therenunciation of the Old Testament “god of revenge” image.

The majority of people both within and without theOrder were of course not privy to the underlying reasonsof all this. The time did not yet appear right; one wasstill awaiting further irrefutable proof in documents ofearly Christianity. And such documents were indeedfound, although in very roundabout ways too complicatedto retell here. Suffice to say that two Templars founda very old Marcionite cache in some ruins in Carthage.They were not there by accident, but following thetrail of Marcion who had been there quite often. Theyfound not just scraps of the original writings of Johnand Matthew but also an old Carthaginian faith andcreation manuscript including the Greek translationprobably by Marcion himself. And in the manuscript,the “Ilu Aschera”, one could recognize the truefoundations of the teachings of Christ.

Of the “Templar revelation” from the year 1236 it isonly important to mention that it heralds a bright realmin the “land of midnight” (Germany) the precursors ofwhich should be the select of the Knights Templar.The revelation occurred when a female manifestationappeared to two knights in a room of the old Carthageand gave them that very message. Because of thisvision Berlin-Temple of (“temple court”) was foundedas the Northern capital of the “New Babylon”.

What creed, what attitude of mind and what view ofthe world did the Templars actually represent?

The medieval Occident rested on three pillars: TheJewish-Christian religion, the finance and trade economybased on the permission to ask for interest given in theOld Testament, and the principle of an absolutist rule.The Templars aimed at pulling those pillars down as soonas time and their growing possibilities for action wereright. So, the elimination of the Jewish-Christian churchand the establishment instead of an early Christiandenomination with the exclusion of all Old Testamentcomponents, resulting from this a revolutionarychange of the financial and economic system and aban on interest, the abolition of the absolutistmonarchies and the establishment of an aristocratic-republican order. This of course shows that the rulingpowers had to seek to destroy the Templars.

After the fall of Jerusalem, which meant the finalvictory of the Muslims, the Knights of the Order of St.John fled the Holy Land and in the following years livedon Mediterranean islands whose names they used in their

titles. So they were first called the “KNIGHTS OFRHODES”, then the “KNIGHTS OF MALTA”. Theybecame an amazing military and naval force in theMediterranean until they were defeated by Napoleon in1789. In 1834 their headquarters had been transferredto Rome, and today they are known as the“SOVEREIGN AND MILITARY ORDER OF MALTA”(SMOM) (the Maltese Cross). Members are, amongothers, the deceased William Casey (Ex-Chief of theCIA 1981-87), Alexander Haig (former U.S. Secretaryof State), Lee Iacocca (Chairman of Chrysler Corp.),James Buckley (Radio Free Europe), John McCone(CIA-Chief under Kennedy), Alexandre de Marenches(Head of the French Secret Service) and ValerieGiscard d’Estaing (former president of France).

Because they failed to save the Holy Land, theKnights Templar fell on difficult times. Therefore in1307 they were persecuted by the Vatican at theinstigation of Philippe IV (“Le Bel”, The Fair). Theywere accused of Satanic and other practices, and ofcourse King Philippe had always envied them theirpower and privileges. So the Knights Templar flewFrance to seek refuge in safer lands like Portugal,England and Scotland where the Vatican’s might wasdiminished. There some of them joined the alreadyexisting Masonic lodges and worked under newidentities for the Protestant Reformation to revengetheir persecution by the Catholic Church.

Another group of Templars was re-established inPortugal. There they changed their name to “Knights ofChrist” and later they were rehabilitated by Pope ClementV. They again gained substantial power.

On March 18, 1314, Philippe IV had the GrandMaster JACQUES DE MOLAY burnt at the stake infront of Notre Dame Cathedral in Paris.

The FRANCISCANS and the DOMINICANS weretwo further institutions at the time of the Crusades. TheFRANCISCANS adopted the robe with the cord andthew tonsure from the Egyptian brotherhood at ElAmarna and were quite humane. The DOMINICANS,however, were the tools of probably the most cruelinstitution ever created by man: The Catholic Inquisition.

In 14th century Germany, the highest initiates of the“BROTHERHOOD OF THE SNAKE”, together with itsbody of knowledge, appeared for the first time under theLatin name of “ILLUMINATI” (the biblical term forsnake, “nahash” derives from the root NHSH whichmeans “decipher, discover”; the Latin term “illuminare”means “to illumine, to recognize, to know”). One of themain branches of the Illuminati in Germany was themystical Rosicrucians who were introduced at thebeginning of the 9th century by Charlemagne. The firstofficial lodge was founded in Worms in 1100 AD. TheRosicrucians had the nerve to pretend to have knowledgeof the (extraterrestrial) origin of humanity and of theEgyptian esoteric doctrine. They were commended fortheir work with mystical symbols and their alchemy.The connection between Rosicrucians and the Illuminatiwas very close, so that rising in the secret initiationdegrees often led to being admitted by the Illuminati.

The reason that ROSICRUCIANS are verydifficult to trace is that every large branch of thebrotherhood worked openly for 108 years after itsfoundation, only to continue the next 108 years insecret. These changing phases created the impressionthat the order had disappeared in the meantime and somade the brothers’ work easier.

Some authors give 1614 as the year the Rosicruciansorder was established because then a document was

published in Hesse announcing their existence and callingfor members to sign up. At this time another phase ofpublic work had started. The document called for peopleto give up false teachers like the Pope, Aristotle andGalen (a popular physician of antiquity); it told thestory of the fictitious “Christian Rosenkreutz”—tosymbolize their founding. Today the latter is oftenfalsely given as the true founder. The system withthe 108-year cycle had been a real success!

The ROSICRUCIANS today are represented byseveral branches who have developed into one of themost positive orders and aim to use their knowledge forthe spiritual and mental deliverance of the individual (e.g.,the AMORC, Antiquus Mysticus Order Rosae Crusis =Ancient Mystical Order of the Rosy Cross).

The Illuminati and the Rosicrucians were the drivingforce behind the religious drive during the years ofpestilence. They were joined by the “FRIENDS OFGOD” who had a strong apocalyptic teaching anddemanded absolute obedience to their rulers. The wholemovement was later passed on to the “ORDER OF ST.JOHN” whom Albert MacKey in his book“Encyclopaedia of Freemasonry” calls a “Freemasonorganization with a secret mission”.

MARTIN LUTHER also had close links to both theIlluminati and the Rosicrucians, which insiders couldrecognize by his seal (a rose and a cross with his initials,like the seal of the Rosicrucians). At this time theCatholic Church was led by Pope Leo X, the son ofLORENZO DI MEDICI. The latter was the head of arich international bankers’ family in Florence. Onegeneration before him Pope John XXII had given theMedici family the task of collecting taxes and tithes forthe Church. This helped the Medici to become one ofthe richest and most influential banking houses in Europe.

LUTHER’s rebellion against the Catholic Church wasjustified because the latter had become a businessinstitution rather than a place of faith. One of the leadingpersonalities of the reformation was PHILIP OF HESSE,called The Magnanimous, who founded the firstProtestant University at Marburg and organized a politicalalliance against the Holy Roman Emperor Charles V.

Under KING JAMES I Bacon coordinated the projectof writing an authorized Protestant English Bible. Thisversion was first published in 1611 and became as the“King James Bible” the most widely used bible in theEnglish-speaking world. [H: Please read that again—1611 and hardly 2000 years ago.]

The Counter-Reformation was led by a newbrotherhood, the Society of Jesus, better known as theJESUITS. These were formed in 1534 by IgnatiusLoyola and they were a militant Catholic secret societywith secret rituals, symbolism and initiation degrees (theoath for the 2nd degree demanded the death of allFreemasons and Protestants). The JESUITS were sentto England to fight against the Protestant heretics.They very busily searched for heretics to punish,which meant that the Freemasons really had to guardtheir secrets else they stood to lose their heads.

The FREEMASONS worked in total secrecy inEngland, Scotland and Ireland and promoted theobservance of human rights and of Protestantism. Thesigning of the MAGNA CARTA was attended by theGrand Masters of the Freemasons and of the KnightsTemplar, and the different lodges were also responsiblefor the Protestant movements in England and in Germany.


In 1717 the London Masonic Lodge began to workin public for they thought England to be safe enough.This time is given in many history books as the start ofFreemasonry. That is officially correct, but their secretwork started thousands of years before, yet, as Imentioned before, the secrecy would have been all butpointless if today everybody would know when andwhere the Freemasons had been up to what.

The public work by the London Lodge caused greatconsternation among the other Masonic lodges whoaccused the Londoners of treason. When this simmereddown, the Freemasons began to spread all over Europeand the New World. Later they emerged in the NewWorld with the Declaration of Independence and with the“Boston Tea Party” which was organized by theBOSTON MASONIC LODGE.

John Locke, for instance, used the Masonic tenantswhen he wrote the constitution of the offered colony ofSouth Carolina, which later became a Masonic bastion.The writings of Sir Francis Bacon also reflect thephilosophies of the Freemasons.

THE ELDERS OF ZION

Another secret organization of immense influencesought to control England. The rich Jewish rabbis, thereligious and political leaders of the crushed Jewishpeople, united their power in a group that becameknown as “THE ELDERS OF ZION”. From 1640 to 1689 the “ELDERS OF ZION” inthe Netherlands planned the “English Revolution” (thedeposition of the Stuarts from the British throne), andloaned money to the many splinter parties. Yearsbefore they had used their influence to haveWILLIAM I. THE SILENT, a German prince of theHouse of Nassau, lead the Dutch army and later tomake him WILLIAM PRINCE OF ORANGE.

They arranged a meeting between him and Mary, the

eldest daughter of the DUKE OF YORK and sister ofCharles II. of England, and with the latter’s brother andsuccessor James II. WILLIAM and MARY weremarried in 1677 and had a son, William III., who latermarried Mary II., the daughter of James II. Now theDutch and British royal houses were related. In 1688they forced the Stuarts, with the aid of the Whigs, aparty of influential English and Scot personalities, fromthe throne, and in 1689 WILLIAM III. OF ORANGE wasnamed KING OF ENGLAND.

William III., who is purported to have beenFreemason, founded in the same year the LOYALORANGE ORDER which is anti-Catholic and aimed atfirmly establishing Protestantism in England. The orderstill exists today and has around 100,000 members inIreland where it is most strongly represented and isfanning the flames of the religious war.

King William III. soon got England involved in costlywars against Catholic France which got England deep indebt. Here was William’s chance to return the favour tothe ELDERS OF ZION. With the aid of the agentWILLIAM PATERSON he persuaded the Treasury toborrow 1.25 million Pounds Sterling from the Jewishbankers who had helped him to the throne.

Since the state’s debts had risen dramatically, thegovernment had no choice but to accept.

The lending conditions were as follows:1. The names of the lenders are to remain secret,

and they are granted the right to establish a “Bank ofEngland” (CENTRAL BANK).

2. The directors of the said bank are permitted toset the gold standard for paper money.

3. They are permitted to lend 10 pounds in papermoney for every pound of gold deposited.

4. They are permit ted to consolidate thenational debt and to raise the sum from the peopleby direct taxes.

Thus the first PRIVATE CENTRAL BANK, the“Bank of England”, was established.

This kind of banking business brought a 50% profiton an investment by the bank of 5%. The English peoplehad to pay for it. The lenders were not at all interestedto have the sums they had loaned repaid for theindebtedness gave them political influence.

England’s national debt rose from 1,250,000 poundsin 1694 to 16,000,000 pounds in 1698.

After William III. the HOUSE OF HANOVERsucceeded to the British throne and they are still theretoday, for the WINDSORS descend in a direct linefrom the House of Hanover. (The Hanoveriansprovided all the monarchs up to 1901, when EdwardVII married the Danish princess Alexandra and thename got changed to “Saxe-Coburg-Gotha”, the nameof Edward’s German father. On July 17, 1917 thisname was changed to WINDSOR, as it still is today.)It is understandable that many English people were“not amused” about the German rule, and severalorganizations tried to bring the STUARTS back to thethrone. Because of this threat the Hanoverians did nolonger allow a permanent army in England and hiredthe necessary troops from their own principality andfrom German friends. Naturally these troops werepaid by the British treasury, which benefited theJewish central bankers. Most mercenaries came fromPRINCE WILLIAM IX. OF HESSE-HANAU who alsowas a friend of the Hanoverians.

In 1567 the English Freemasons split into twolodges, the “York” and the “London”. The mostimportant time in the history of Freemasons though wasthe beginning of the 17th Century, when the character ofa guild of stonemasons changed to that of a mystical andoccult one. The lodges were also opened for “non-masons”, which led to the fact that around 1700 almost70% of all Masons came from other professions.

On June 24, 1717, representatives of the fourBritish lodges met in London and founded theEnglish Grand Lodge, also called the “MotherGrand Lodge of the World”.

The new initiation system had three degrees:Entered Apprentice, Fellow Craft and MasterMason, the so-called “Blue Degrees”.

The Grand Lodge definitely wanted for theHanoverians to remain on the British throne andthus “gave” the first two degrees to Frederick,Prince of Wales, in 1737. Some of the latergenerations of Hanoverians even became GrandMasters (Augustus Frederick, King George IV.,King Edward VII., and King George VI.)

Yet they also had enemies. In 1688, after theover throw of King James I I . , the S tuar t s ’supporters started several groups, among them themilitant JACOBITES, attempting to bring theStuarts back to the throne.

A new branch of Freemasonry, the “ScottishTemplar Lodge” was founded by Andrew MichaelRamsay in 1725 to support James III., and it took informer Knights Templar. This lodge had higher degreesthan the Mother Grand Lodge in London, and by this itwas attempted to draw members from there.

1736 saw the founding of the “Grand Lodge ofScotland” which also limited the guild aspect to aminimum and fostered mysticism. In the Scottishlodges Templar Freemasonry was widely adhered toand later Templar degrees were given.

As we see, there were now two systems ofFreemasonry that were inimical, the Hanoverians in theMOTHER GRAND LODGE in London and the Stuarts inthe SCOTTISH TEMPLAR LODGE. Who could be thethird party with an interest in this conflict?

Mayer Amschel Bauer, a Khazar or NON-HEBREWJEW (will be explained in the next chapter), was born inFrankfurt, Germany in 1743. He was the son of MosesAmschel Bauer, an itinerant moneylender and goldsmithfrom eastern Europe. After working briefly for theOppenheimer bank in Hanover, Mayer opened a shop orcounting house of his own on Judenstrasse (Jews Street)


in Frankfurt. Over the doors he placed a red shield,the emblem of the revolutionary-minded Khazar Jewsof eastern Europe. Shortly after Mayer AmschelBauer changed his name to Rothschild (in German:rotes Schild = red shield). His business becameknown as the House of Rothschild.

Mayer married sixteen year old Gutele Schnaperand fathered five sons and five daughters. The sons’names were Amschel, Salomon, Nathan, Kalman(Charles) and Jakob (James). His rise to fameaccelerated when he was favoured by PRINCEWILLIAM IX. OF HESSE-HANAU in whosecompany he attended Freemasons’ meetings inGermany. Prince William, a friend of theHanoverians, took in large sums for the Hessemercenary armies he had loaned to the English(Hanoverian) king. These were the same troops wholater fought the army of George Washington at ValleyForge. Rothschild became William’s personal banker.

When William had to flee to Denmark because ofpolitical unrest, he left the mercenaries’ pay—600,000pounds—in Rothschild’s bank for safe-keeping.NATHAN ROTHSCHILD (Mayer Amschel’s eldest son)took this sum with him to London in order to establishanother bank there. The gold that was used as securitycame from the “East India Company”. Nathan madefour-fold profit from lending notes to the DUKE OFWELLINGTON who thus financed his militaryoperations. The profits were further raised by the laterillegal sale of the gold meant to serve as security.

This was the origin of the gigantic wealth of theRothschild family. Then they started internationalbanking operations by having each son opening a bankin different countries, Amschel in Berlin, Salomon inVienna, Jakob in Paris and Kalman in Naples.

MAYER AMSCHEL ROTHSCHILD left a willshowing how the family fortune should be handled in thefuture. The men would manage the assets and the eldestwould have the deciding vote in differences and inimportant decisions. All accounts were to be keptabsolutely secret, especially from the government.

It is alleged that in 1773 MAYER AMSCHELROTHSCHILD held a secret meeting in the house in theJudenstrasse (Jews Street) in Frankfurt with twelveinfluential and rich Jewish financial backers (THEELDERS OF ZION) to forge a plan how to control thecomplete fortune of the world.

According to Herbert G. Dorsey, they spoke aboutthe fact that the BANK OF ENGLAND already made asubstantial control of English wealth possible, but thatcomplete control was necessary as the foundation for thecontrol of the fortune of the world. This was thensketched and noted down.

The evidence held by Dorsey and William GuyCarr (Pawns in the Game) shows this to be the planthat later became known as THE PROTOCOLS OFTHE ELDERS OF ZION. The origin of the protocolsactually lies centuries back, but apparently they werereworked by ROTHSCHILD and thus given theirimportance. These protocols were kept secret until1901, when they fell into the hands of the RussianProfessor S. Nilus. He published them under the titleThe Jewish Peril. In 1921 Victor Marsden translatedthem into English under THE PROTOCOLS OF THELEARNED ELDERS OF ZION.

This is referred to as “Pagan” Self-Blessing;but that brings down the narrow of mind whodenounce “Pagan” as being against God and Christ.Often the Pagan is the only one who is for Godand the Christ in reality of truth.

I do not suggest rituals of any manner; however,you must know what to look for when your childrenplay games and when it is projected in front of youreyes. The practice will be distorted if evil in natureand you must recognize of the sign. Often symbolswill be presented in opposite manner—the upsidedown pentagram, the reversal (and currently thecorrect symbol of life and good luck) of the“swastika” will be utilized. The Self-Blessing is usually the first and mostbeautiful to be utilized with the searcher of truth, for itis the most easily used as a lead-in to evil rituals.

It is a most beauteous ceremony that is likelyto evoke deep feelings of inner harmony and peacewithin any person.

The “Mother” invoked in the Self-Blessing Ritual isthe Female Principle of the universe manifested as(traditionally) the Moon Goddess. This deity should beseen as the female aspect of God the Absolute, accordingto the formal instructions. They will tell you thatbecause God the Father has been overemphasized in thepast two thousand years it is important now to honor theMother Goddess, to reestablish balance and harmonybetween the two aspects of the godhead. This cosmicdubiety, observed by most schools of magic, is alsoexemplified in the major ceremony of witchcraft knownas the Opening of the Circle.

The Self-Blessing (Pagan) is one of a group of ritualsconceived by a society of neopagans known as thePagan Way. The aim of the Pagan Way is to spread theroots and teachings of paganism in modern society, asthey believe that the way of the pagan can save theworld. This is why it is so very dangerous—for itwill be the truth of the ANCIENTS which will returngreat balance unto the Earth. But as with any truthwhich is distorted, it is intended to now mislead youinto evil directions. This group practices “whitemagic” and is quite actively opposed to “black magic”(the novice simply cannot know which is which).The philosophy is simple and easy to understand andthe rituals excel in clarity and poetic beauty.

The above is as in your indoctrinated churches;you begin as one thing and end up another—andthe novice is unable to discern where one truthleaves off and the lie begins.

RITUAL OF SELF-BLESSING

Let me just quote at this point so that this canbe verified in your “witches instruction books”.

“This ritual should be performed during thenew Moon, but it is not limited to that phase.Need, not season, determines the performance.There is real power in the Self-Blessing: It shouldnot be used other than in time of need and shouldnot be done promiscuously.

“The purpose of the ri tual is to bring theindividual into closer contact with the Godhead. Itcan also be used as a minor dedication, when aperson who desires dedication has no one who candedicate him. This self-blessing ritual may also beused as a minor exorcism, to banish any evilinfluences which may have formed around theperson. It may be performed by any person uponhimself, and at his desire.

“Perform the ritual in a quiet place, free fromdistractions, and nude.” (Wouldn’t that alone tendto be a distraction since your society does notappreciate nudity and considers it a most eroticstance?) “You will need the following:

more powerful in the sense of gathering energiesfor material manifestations—is the witches’ ritualof Opening the Circle….”

I have already described these other rituals indetail previously, so I will not continue on the matter.

WHERE RITUALS GO ASTRAY

It is most subtle, indeed, how the rituals areturned from truth and beauty and into that which istacky and ugly. When you encounter deviations fromthe ancient traditional aspects of a given ceremony, bemost cautious, indeed. I shall herein compare theabove with a most wondrously respected NativeIndian ceremony of the “sweat lodge”.

The “sweat lodge” to an Indian is most sacred,indeed. A man, or men (humans of same gender),goes within a specially prepared enclosure (varyingwith the tribe), creates heat of intense degree andspends a given amount of time in deep meditationand cleansing. I am not here to describe rituals assuch, I only wish to point out that evil enters—usually simply because of ignorance on the part ofa par t ic ipant who be l ieved the r i tua l mos tbeauteous—pretty soon the unprincipled ones enterthe picture and first thing you know, you have“sweat-ins”, anybody—men, women and childrenall come, strip naked, pay for the experience in ap las t ic hu t and the beauteous r i tua l i s nowprofanely d i r ty . Fur ther , no t only i s i t co-educational but you even get a discount; two foronly one-and-a-half the cost for one alone. Do younot see how very subtle discredit ing can be?Usually the one who brings the offering of theexperience is doing so in integrity, he asks input“from a native Indian” and you are off on yourjourney of the lie. It is most sad, indeed.

Further, along these same lines, in the Indiantradition there are most sacred “oral” traditions.The thief now comes and presents a most sacredceremony in falseness, writes it down and sells thelie—and the wondrous truth is lost to mankind,buried in misconception and the lie of evil. Theterm, the word, the act ion and the pr inciplebecome distorted and soiled.

Give great honor to ones who are caught in theseentrapments of pain and lies, who can remain on thetruthful path, for so little of truth remains—and it isa most difficult and painful journey, indeed, for theseones of truth and honest tradition. The universality of “magical” practices and beliefs formpart of man’s cultural and spiritual heritage. The child willgrow according to its lessons. This is why the reminder:“A father’s sins shall be handed down upon the sons, etc.”If the teachings are deviant from truth then the son shallknow no better. For many centuries magic has beenrelegated by man to the lesser intellects. This is becauseman did not, and yet “does not”, recognize and understandthe workings of his own subconscious mind. Or, he quitefrankly fears the latent powers he can sometimes discernin his mental makeup. The fear gives way to thecuriosity and interest in what occurs within self and asearch gets underway to find that which it might be.

Man cannot seem to accept the God Sourceor power within self, so he looks for that whichis “without” in magic and hocus-pocus, hopingto find the “secret”.

For you who adore “The Beatles”, I would likeherein to point out that in your musical sectors theywere the onset of your unrest and lost directions.The music began to have a deafening noise level,mesmerizing cadence and rhythm and involvementwith magic as well as the addition of mind-alteringsubstances becoming an enhancement to the overall.

The “heavy metal” groups have only becomeextreme in the direction of total evil and now beaware how easily the transition from one to theother could occur—how subtle the entrapment.

The political elements have always been fascinatedwith magic and fortune-telling—but it was kept quiet forfear of being noticed by a public who would be voting.However, you will now note that even the Presidentadhered to fortune-tellers and astrologers. Beforeevery election there is a barrage of ones “guessing”through astrology, who will win, etc. This is all aharmless game until suddenly you find you are beinggoverned by the whims of possibly “infected” seers.

Something has happened, however; some oneshave awakened to see the destruction lying all aboutthe landscape—the devastation through greed and evil,of Mother Nature. Thus, you see a deepening interestin ecology and in the preservation of the naturalthings. Plants and animals are suddenly subjects ofdeep concern, and the preservation of endangeredspecies is urged by both scholars and naturalists.Books a re even be ing wr i t ten on the newlydiscovered sensitivity of plants—and studies arebeing conducted on the biorhythms of Nature.

The increased awareness of the collective mind of therace and the growing concern with things magical canbe seen as an unconscious attempt of man to unite andidentify with the powers of Nature and also marks thebeginnings of a slow but definite return to the magicaltraditions of the ancients. Therefore, you must thenrealize that the term “magic” is distorted and mutilatedjust as you mutilated many of most beauteous wordssuch as “Love” and “Christ”. You would label an Indiana “pagan” who is anti-Christian. Oh, you of littleunderstanding, they know God for who He is and theChristness as the living Sacred Circle of Infinity—theGod balance and harmony with The Creation. IF ONLYMAN WOULD UNDERSTAND HE IS PERFECTIONAND NEEDS NO OTHER—HE IS ALREADYPERFECTION. IT IS PAINFUL THAT MAN DOESNOT UNDERSTAND AND CANNOT FINDACCEPTANCE AND BALANCE WITHIN SELF. INITIATION AND ADEPTHOOD

“A young woman stands naked and blindfolded inthe middle of a darkened room. Her wrists are boundbehind her back with a piece of red string that is alsolooped around her neck. One of her ankles is boundwith a piece of white string that seems to wait dumblyto be secured around the other ankle as well.

“As the girl stands vulnerable and helpless inthe face of the unknown, she feels the cold tip ofa steel blade press itself insinuatingly between herbreasts. A disembodied male voice breaks the totalsilence of the room.

“‘O thou who s tandes t on the th resholdbetween the pleasant world of men and the terribledomain of the dread lords of the outer spaces, hasthou the courage to make the assay?’

“There is a short hesitation before the girlanswers sof t ly , ‘ I have’ . The male vo icecontinues, ‘For I say verily, it were better to rushon my blade and perish, than to make the attemptwith fear in thy heart… Say after me: I have twoperfect words—Perfect Love and Perfect Trust.’

“‘I have two perfect words—Perfect Love andPerfect Trust’, the girl repeats tremulously, and feelswith relief the tip of the blade withdraw from herbreast.” … and, another:

“A Black adolescent stands facing the east, hisexpressionless eyes riveted stoically on theshimmering horizon. The blistering rays of the Sunscorch the yellow African grass upon which the boystands. Gnarled, knotted fingers work slowly anddeliberately, cutting strip after strip of flesh off theboy’s bloodied penis with a large, dull-bladed knife.The boy’s face is bloodied also and some sand isnow rubbed on the bleeding vertical gashes thatdisfigure his cheeks. The boy shifts his weightfrom one foot to the other. His eyes becomeclouded and he blinks once and sets his mouth grimly.Not a sound escapes from his lips.” … and:

“An older woman stands alone facing a homemadealtar created from an old bridge table. Upon it shehas placed two candles still unlit. There is a chair infront of the altar, and a fairly large mirror is suspendedon the wall immediately above the altar’s center.

“With cold but steady fingers the woman strikesa match and lights the candle on her left side. Shewets her lips nervously before pronouncing the wordsshe has so carefully memorized for weeks.

“‘Sacred Light, symbol of the Greater Light ofDivine Wisdom, cast thy rays in the midst ofdarkness and illuminate my path….’

“She now lights the candle on the right side, andcontinues. ‘Unto Light is added Light, that the crossbeams may soften the lines and the shadows andsymbolize the easing of pain and sorrow as did thecoming of the Greater Light of Divine Wisdom to man.’

“The woman sits down on the chair that faces thealtar and stares into the mirror. The light of thecandles in the somber room plays tricks with hervision and she imagines there are living shadowsswirling darkly within the glass. She swallows audiblyand closes here eyes momentarily. Her hands lockautomatically on her lap and she opens her eyesagain. There is a look of quiet determination onher face as she starts to speak once more.

“‘Before I cross the mental and spir i tualthreshold of grea te r unders tanding , I mus tcourageously face those realities, those notions,

that have for so long stood in the shadows of mymind to taunt and thwart me. I now need thestrength of the Divine with me.’

“She stands up again and, leaning over the altar,draws a large cross on the glimmering surface of themirror. When she returns to her chair her face iscomposed and she is no longer nervous. She hassucceeded in meeting the Challenge.”

Do you believe that God or Christ—or evenEvil for that matter—thought up these things? Ofcourse not—man conjures up these things for self-testing—the challenge. At this point in the abovestories it is a willing participation up to the pointof being rendered “controlled” by bindings, etc.,which render your control to that of another.

Evi l enters when i t goes beyond and theindividual is bounded into the slavery unto another’swishes. That can be gained by physical bindingsor by mental restraints.

It is the “challenge” which is basically what anInitiation is about. The candidate is challenged topass the ordeal of the Initiation if he wishes tocontinue in the communion of a given group—if hewishes to enter into the mysteries, and the onlydefense the Initiate has during the often terrifyingexperience of the Initiation ritual is his courage anddetermination. All Initiations into the mystical cultsconsist of either a fearful or a humiliating experienceto the Initiate. The latter quality can be comparedwith the often degrading ordeals that some fraternitiesand sororities plan for their new candidates.

Fear or humiliation are necessary ingredients ofthe Initiation because the aspirant must prove hiswillingness to surrender his entire being during theInitiation process. In reality every Initiation entailsa cycle of life and death in a spiritual and mythicalsense. The Initiate’s “old” personality dies duringthe r i tua l of In i t ia t ion and he is born againspiritually after the ordeal. IS THIS BEGINNINGTO SOUND FAMILIAR TO YOU ONES? I AMEFFORTING TO WORD THESE THINGS SOTHAT YOU SEE INSTEAD OF SKIP THEM OVER.

The spiritual and mental transitions experiencedby the In i t ia te a re fe l t deeply wi th in h i ssubconsc ious mind . What he has , indeed ,accomplished is the first of many unions with hisdeep subconscious being. As a result he haslearned to conquer the fear of physical death andhas realized the far greater importance of hiseternal soul over his material body—OR, HE ISTERRIFIED INTO IRRATIONAL BEHAVIOR. Theincreased mental and spiritual awareness that is theresult of a magical Initiation also brings with it theadded bounty of very real magical powers. Thesepowers were latent in the Initiate but necessitatedthe challenge of the Initiation to develop them andbring them to the surface of his conscious mind.

The first example used above, is an example ofa most traditional witchcraft ceremony that initiatesa young witch into the mysteries called, I believeyour term is, Wicca. The second is the Africanrite of puberty in preparation for courage andendurance in an effort to ready him as a man andwarrior. The last ritual is part of the solitaryInitiation of one of the most famous of the magicalOrders , whose oa th of secrecy forb ids therevelation of their name—now you really get intothe crux of erroneous belief. It matters not that itis hidden as such—but if it is pure and in truth,

why would it be secret? In other words, why doyou ones set up your “secret mystery schools”? Isit a truth you do not wish to share with yourbrother or is it simply to remain exclusive anddisallow your brother from having access to truth?

What all these Initiations have in common is asense of fear, of impending disaster, and the implicitdemand of courage from the Initiate. Once thisdemand is met, the ordeal is over and the door of themysteries opens for the new magician.

NAMES AND LABELS

Here is about the biggest bunch of bug-a-booaround. The acquisition of “new” labels.

Yes, we give unto ones labels to replace their publicname—for protection of the personal existence andsecurity of the person involved. It will have meaning butit means no other in actuality—it matters not who youwere nor who you will be—it only matters what you doin the present with that which has been earned by self.

Of course, in the magic rituals, names are givenfor the similar reason. One of the first things is tochoose a new name that will identify him in his newmagical role. An Initiate will usually choose a namethat fits his aspirations and identify him in his newmagical personality. The name may be symbolic orbe borrowed from one of the ancient gods.

In witchcraft magical names such as Circe andSelene are common, and so are allegorical names likeAlba and Serena. Transcendental Magic, the mostlofty of the magical systems, prefers Latin-inspirednames like Omnia, Vicam and Perdurabo. Thepractice is also observed by primitive magicians.Labels also identify “orders” or clans.

It is wondrous to behold you ones going aboutyour self-induced foolishness. The magical nameis one of the secrets of the magician, and he mustnever reveal it to the uninitiated. It is acceptedthat the powers of the magician can be tapped ifonly his magical name is known.

You end up missing the most important lessons.You play games with those things which have meaningand the evil influence will always see to the ridiculing


and debunking of anything of meaning or value. Aname can be most remarkable in stirring memory ofpurpose and contract agreements made on a muchhigher plane of existence. Your silly rituals of witchesare most often nonsense to confuse and abuse.

The significance of a new name during a magicalInitiation is linked to the rebirth of the personality that isbelieved to take place after the Initiation. The blindfoldand the binding of the hands and feet used in manyInitiation rites symbolize the Initiate’s ignorance of themysteries and his subjection and enslavement to hisimpure material body. When the Initiation is over andthe hands and feet are freed and the blindfoldremoved, the Initiate is face to face with his personalgod, his deep subconscious, and is ready to start onhis new path to knowledge and wisdom—and heusually is also seeing other naked people in all mannerof appropriate or inappropriate activities to insure heunderstands what his “order” or cult is all about.

The mystical death that the magician enduresduring his Initiation is necessary because the new lifecannot begin until the old one has been terminated.He is in a sense rebaptised in the fires of the spiritinstead of the waters of the body. Like religiousbaptism, magical baptism entails a casting out ofspirits and washing away of “sin”. Just as the humanbaby is born and then ritually cleansed of “originalsin” (whatever that might mean), so will the magicianemerge reborn from the womb of matter and becleansed in mind as well as spirit after the Initiation—could you perhaps call it brainwashing?

The ceremony of Initiation, far from being theexclusive achievement of the magician, is a mostsignificant and widespread feature of your society andindicates the status of individuals within it. Whether youmight be a “Mason”, a Baptist, a witch, a Catholic nunor a “pagan” medicine man, makes no difference—aslong as you have passed the proper Initiation and yournew personality has emerged in the form of a newname and a new identity. You are then an acceptedmember of a peer group to whom you are bound bya similarity of beliefs and aspirations.

Dharma, do you better understand your plight andthe recent attack on your work? You are not “initiated”into anything. If at all, the very recent attack on you isa result of mystical and magic initiations which onescannot break away from in truth. Perhaps you couldconsider it your very initiation into truth of self—for ithas caused you to question, understand and know truthwithin. Man, in general, is kept enslaved to his cult’sInitiation. In a manner of speaking and observation, itappears you have confronted and met the challenge—butthat is life, it should not be given into the mysticism normagic—YOU NEED NOTHING BEYOND TRUTH.

It is this most simple truth that man mustremember and accept—personal responsibilityand oneness with Father God within. You neednone of man’s initiations into some cult oranother—if you are attuned with God andCreat ion and pract ice wi thin the Lawsthereof—YE NEED NOTHING BEYOND.

Why? How did this come to be? Let us brieflyexamine a possibility. You have Creationists andEvolu t ionis t s—can we now cons ider a th i rdpossibili ty, please? Let us speak of possible“restoration” of your planet.

Consider that Lucifer got tossed out on his ear forwillfulness of the highest degree against God: “I will beGod,” he proclaimed. Let us so assume that this iscorrect for the obvious reason of discussion. Lucifer andhis band of hoodlums romped through the universe intotal chaos and destruction—evil energy unleashed. Youhave to consider some of the ancient proclamationswhich tend to structure some type of sequence.

It would seem that you have to consider some thingsprior to Genesis in that somehow there must have beensome devastation when God rounded up Satan and hiscohorts and brought them in for a little judgment. Yourown Holy book indicates that all the angelic beings sangtogether, and all the sons of God shouted “for joy”. Thisindicates that there were already “angels”—for they all

were in harmony as they shouted for joy at these events.The chronology indicates that God created the

material universe before the angelic revolt and,consequently, before man’s appearance on the planet.You have two vital points to consider at this juncture—the Earth was created after the angels were and yetbefore the angelic rebellion hosted by Lucifer. Could itbe that there was actually “restoration” of your planetinstead of creation as you recognize your prophecies?Things were obviously in a total state of chaos—without form and void. This expression does notindicate “under- or un-developed”, it indicatessomething that is the result of a major catastrophe.

Some of your scholars consider this as the “Gap”theory—and it is suitable enough for this discussion,for none of your other speculations fit the scenario.This name fits the expanse of time which elapsedat the onset of your history in Genesis.

Let us consider that period of time between theoriginal creation of the Earth and its restoration fromchaos as the “great interval”. Let us consider, if aperfect God should create a very imperfect world—chaotic, waste and desolate, a wreck and a ruin—itwould be a violation of one of the great spiritualprinciples stated by the God Spirit Himself. “Afountain cannot send forth sweet water and bitter.”Let us just suppose now that after the subsequentformation or reconstruction of the same Earthwhich had been turned into chaos, God createdman, and he has now come to center stage.

LOOK WHAT MIGHT HAVE HAPPENED NEXT

In e te rn i ty pas t , there was only ONE“WILL”—THE WILL OF GOD! There was no evilwhatsoever , on ly harmony, ho l iness , andrighteousness. When the second “will” entered theuniverse, generated by the heart of Lucifer, rebellionbroke out. Time, as you know it, began with twowills in existence—check the snake in the garden.

Now, what did I generalize for you about sin? Theshortest definition of “sin” is simply—“I will”. WhenSatan was “born” and stated his proud “I most surelywill”, God invited him right out of his position ofauthority in His government. Lucifer, now calledSATAN, declared war and the fat was in the fire.

Brothers, do not think God is ever unprepared,for He already had his plan ready to activate—“Operation Man”. Further, ye were grantedconsciousness, thought and freewill choice. Man’simmaterial being was created in the very image ofGod. I am sorry, beloved ones, but God does notwander hither and yon with arms and legs. His ownimage is the possession of will, intellect, emotion,moral reason, and everlasting existence—THE SOUL!

Angels also possess these qualities, with a fewsuperior additives which set them apart from humans:Angels have greater mobility, intelligence and frequencythan does man. You are, however, given a vitallyimportant quality in common—you both possess freedomof choice and the intellect to make choices.

The angels watch you humans—study your everyaction, effort at guiding you and always loving you.Why? What might they be learning? THAT GOD IS AJUST GOD. GOD IS UTILIZING THIS SCENARIOTO DEMONSTRATE THAT HE WAS PERFECTLYJUST IN HIS ETERNAL JUDGMENT OF THEM ANDTHAT HIS LOVE IS SO GREAT IT CANNOT BEFATHOMED BY ANY “CREATED” BEING.


Man’s immaterial being will always exist; it willalways live. In that sense, man is also in theimage of God. At the time of his creation, manwas given legal authority to rule himself and all ofthe Earth. BUT, HE WAS FURTHER GIVENRESPONSIBILITIES AND RULES.

Ah, ha! Now we have a great drama in themaking. You need no identified tree with some tastyfruit—the subject at hand is that these new humanlingswere given instructions to avoid a specific item. Itwas a grand test set by God to demonstrate Hisjustice and His love to his angelic realms.

Man was specifically told that if he ate from theparticular named tree he would die. There was no evilin the tree—it was not sprayed with insecticide whichwould poison the fruit as might well happen this day andtime. The evil was in rejecting God’s revealed will andconsequently rejecting fellowship with God.

The stage was set, Satan entered the scene andhe was equally prepared. He had worked out hisscheme well beforehand. He apparently thoughtthat the whole on-stage contest revolved around thesimple act of making man “fall”.

You must remember something most important—Satan may be extremely clever and wise in his choicesbut he is battling against a far wiser being—far wiser!When Satan caused man to fall, he played right into thehands of God. Far from defeating God, he set a trap forhimself. He set up a situation through which God coulddemonstrate his justice and His love to the infinite degree.

God did not want man to fall, but He wasn’t inthe least surprised that he did so. He still had aplan—a plan to save man from his own rebellious state.

SATAN AT WORK

Well, you can bet Satan was not some slimyserpent. He was a most beauteous creature, for hewas going to lure Eve, I believe the myth continues.He made sure she was completely curious about thattree—a trait that gets most of you into trouble.Just a little curiosity and a peek into the forbiddenand wham, you are stuck. Well, Satan had alreadyput into this lovely mind the suggestion to just lookat the tree. He uses the same ploy to this day—he needs never change his line of approach—foryou fall every time, to the lies and temptations.

Satan, the superior intelligent being, invented one ofthe most clever attacks of all time before or after—thepower of suggestion, the ability to put thoughts into yourminds about things you already desire. He knows yournatural weaknesses; he knows the areas where desire isstrongest in you. He knew there was basic curiosity,and he hit dead on center. Let us look carefully at howand what Satan is credited with saying to Eve: “Indeed,has God really said, ‘You shall not eat from every treeof the garden?’” The question will never be right on—it will always be clever and stated in such manner as tostart the doubt gnawing at your minds. Therefore, allSatan had to do was focus on the only forbidden itemto set the trap. SATAN IS THE ALL-TIMEUNIVERSAL MASTER AT THIS TRICK!

SATAN’S CLEVER POISON

Satan is the master at planting seeds of doubtand question. He fogs you in and you becomeconfused. He probably surely did no less withSister Eve. Now note that when Eve responded to

the “serpent” she added a note or two, “From thefruit of the trees of this garden we may eat; butfrom the fruit of the tree which is in the middle ofthe garden, God has said, ‘You shall not eat from—or touch it, lest you die’”.

Hold up right here a minute, you lovely readers.She added her own embellishment to the originalcommand as stated in Genesis. She added “or touchit”. She showed instantly that she didn’t have theslightest notion about what the real issue was; shethought there was something in the tree itself that wasevil. She made sin something material or tangible,rather than a choice of the mind. Let us just say thatshe was really “psyched out”! Right from thebeginning the wrong issue came under point.

Satan could see that he had her helpless and zeroedin with an outright denial of the word of God. Hesimply came along with a direct repudiation of what Godsaid and stated, “You surely shall not die!” Satan takesclear truth and drops just enough poison in it to kill you.

BUT WHAT OF THIS “ADAM” CHARACTER?

Well, poor dear thing, Eve ate from the treeand immediately things began to happen and shebecame totally confused and flustered. Therefore,you can say that the woman was confused, thatshe was deceived and, therefore, wasn’t legallyresponsible for sin. However, where is Adam’sexcuse—ones are so permanently ready to blame poordear Eve—what about that Adam? There was noexcuse for the man at all and it was further laid forthas, “And it was not Adam who was deceived, but thewoman being quite deceived, fell into transgression”.

Adam, therefore, gave in without a fight! Therewas not one word given directly to the man, not onetemptation. He walked into transgression with histwo eyes wide open. It seems that he simply choseto stay with Eve rather than continue with God. Hemade a cold and calculated decision to reject God.Adam had the legal power of attorney over himselfand the world, but he betrayed the trust God had givenhim and forfeited his authority to Satan.

FLAT FOR THE COUNT

In defying God, man was instantly lost to the count.In remarkable manner he did exactly what wasprojected—he died in important ways. He lost spirituallife, the most important sphere of life that you have.Man is made up of body, his material being; soul, hisimmaterial life; spirit, his spiritual life with which he isable to communicate with God. The instant mandisobeyed God, he lost this spiritual life and severed thatdirect line of communication with his Maker.

Secondly, man received a nature of se l f -centeredness and rebellion against God. You cansee this result throughout the history of mankind.God describes it as man’s heart being desperately sick.

Thirdly, Satan became man’s absolute master;man became the slave. It is really a heavy scene,but according to all the records you have, Satan isruling all those who have rejected God.

Lastly, when man rebelled, the world was legallyhanded over to Satan. Adam actually became theBenedict Arnold of the universe. When he obeyed Satan,he turned the deed of himself, all his dominion, and allhis descendants over to Satan and, therefore, now youhave it—Satan is the ruler of the world!

WHAT OF THE CURSE OF EVE?

Oh, yes, back to the Gap theory—in exchangefor Eve’s foolishness, God gave her as punishmenta more severe time in childbearing and thus andso.—Worse than what? To be relative and beworse than… indicates that there was alreadysomething present! So be it.

I trust I have laid forth enough information foryou to consider that possibly you have a problemwith a most clever, evil character. You have a farmore potent God with unlimited ability—but youcontinue to limit Him.

My intent is to allow you to see “how” itcomes to be in the temptations and the traps. Thefarther you go, the deeper you get into the mire—for you fail to turn around and see that you have help.You march forth like Eve, missing the point entirely.

There is only one way into safety and security—and that is to turn about and into the strength of theCreator God. You may think you have dipped to thedepths and there is no way out of your quagmire—nay, simply turn about and ask for the Light intruth and desire and it shall come forth. You area “willing” victim; the minute you cease to be awilling victim, ye shall find your freedom.

I am going to finish this document in a mostunpleasant manner. The items of Satanic horror arekept from you. I need not linger over very manyinstances—I shall just quote from a few as they havebeen brought public and give you some insight as towho and how the game of Satanic experiences isspread. I am going to get gory, bloody and as violentas the words which come from the printed papersand accounts; I have no notion to spare your sensesin the least—read it and please weep for thehorribleness herein. Weep for yourselves, if you areinvolved in the lie; weep for your brother, your sister,your parents, your children and all mankind—for thisis a terrorist story beyond all. Ye have refused tolook and see too long. YOU WILL EITHERCHANGE IT OR IT WILL NOT BE CHANGED.YOU HAVE BECOME THE TRAPPED ON THETREADMILL OF VIOLENCE LEADING TO MOREVIOLENCE AND YE ARE SLOWLY DEADENED SOTHAT WHAT WAS ONCE, ONLY A SHORT WHILEAGO, UNACCEPTABLE AND VULGAR NOLONGER EVEN INTERESTS YOU.

THE UNDERGROUND MILITARY

The military facility in Iquitos, Peru is not a U.S.airbase, nor does it appear in any list of U.S. militaryfacilities. The Americans providing real-time trackinginformation to the Peruvian air force are notgovernment or military personnel.

So, who are the gaggle of Iquitos “contractors”employed by a company named Aviation DevelopmentCorporation, a company which is located on Maxwell AirForce base in Montgomery, Alabama, but is not a partof the U.S. Air Force? Who are the contractorsoperating a specially outfitted Cessna Citation Vsurveillance plane that flies the U.S. flag but does notbelong to the U.S. government? Who are the contractorsoperating from a hangar built by a Peruvian companypaid by the U.S. Army Corps of Engineers?

They are the fighters in our drug war!The American people are supposed to believe that

Peruvian operations to stem the cocaine flow into theUnited States are innocuous, but we cannot know whothe players are or what they are up to until disasterstrikes. When the destroyer USS Cole met disaster inYemen last October, or the Navy EP-3 was attacked offof Hainan island, we were similarly educated aboutunderground activities of the U.S. military.

In his election campaign, President Bush vowed toreduce the American military presence around the world.It’s a particularly tough task when much of the“presence” isn’t acknowledged or official. Takenindividually, each country like Peru or a Yemen may havea justification for secrecy. But when one adds up all thePeru’s and Yemen’s, it becomes apparent that the U.S.military is increasingly everywhere and nowhere.

At the same time Peru was in the headlines, therewere press reports that the United States and Israelhad conducted an unusual joint military exercise in theNegev desert. Jane’s Defence Weekly called itIsrael’s “first” exercise with the U.S. Air Force.The Jerusalem Post called it a “marked boost inmilitary cooperation”. Neither assertion is true, butthat is the problem of an underground military policy.It is hard to know exactly what is going on.

In fact, the United States and Israel have a regularseries of military exercises, going under the code namesJuniper Stallion, Juniper Cobra, Noble Shirley, and otherJuniper variations. A month before March’s JuniperStallion exercise, another American contingent was inIsrael for Juniper Cobra, a tactical missile defenseexercise which included test-firing Patriot missiles whilethe U.S. Navy Aegis destroyer USS Porter operated offthe coast. The exercise, perhaps coincidentally, endedjust five days before the February 16 U.S. and British airattacks against Iraqi air defense sites.

Last year’s Juniper Stallion exercise involved theaircraft carrier battle group USS Eisenhower, and wasfrom March 19-26. Eight U.S. aircraft operated fromNevatim airfield in Israel and U.S. Navy SEALs wentashore to train with their Israeli counterparts. DuringJuniper Stallion 2000, according to the Eisenhower

public affairs office, U.S. aircraft were able to drop livebombs at two desert ranges in Israel, giving crewsvaluable experience given the temporary prohibition fromdropping live ordnance on Vieques Island in Puerto Rico.

Juniper Stallion 99, held in August 1999, was an evenmore extensive, and secret, exercise. U.S. Air Forcemunitions personnel from Italy were deployed to officiallynon-existent sites where they inspected and maintainedthe $500 million worth of ammunition the United Stateskeeps in Israel for wartime contingencies. Their bases,called Sites 51, 53, and 54, don’t appear on any map.Their specific locations are classified and highly sensitive.

And it’s not just munitions. The United States has“prepositioned” vehicles, military equipment, even a 500-bed hospital, for U.S. Marines, Special Forces, and AirForce fighter and bomber aircraft at at least six sites inIsrael, all part of what is antiseptically described as“U.S.-Israel strategic cooperation”.

Such cooperation may or may not enhance Americansecurity, may or may not be a prudent part of planningto defend a close friend. The extent of U.S. involvementmay or may not be known and understood by U.S.decision-makers and the Congress. But the reason forall the secrecy is clear: All around Israel, in Egypt,Jordan, Saudi Arabia, Oman, and the Gulf states, theU.S. has newly built up an enormous and yet officiallynon-existent military presence.

Here is the web we weave: The Germany-based22nd Fighter Squadron, the main U.S. Air Force unitto participate in the March Juniper Stallion exercise inIsrael, returned from a 90-day tour in Saudi Arabia inlate November. The squadron’s mission flying thesouthern Iraqi “no-fly” zone during its Saudideployment warranted a press release and a couple ofstories in military newspapers. But its foray intoIsrael was—and is—“classified”.

If the Air Force issued a press release about theIsrael exercise, the 22nd might not be allowed back intoSaudi Arabia next time. Not to worry much though. Asthe Persian Gulf has effectively become an Americanmilitary protectorate, the U.S. had built up more than afew, officially non-existent facilities and “classified”operations in this part of the world as well. It is secrecythat allows our Saudi hosts to ignore the U.S.-Israelrelationship, but also to maintain the fig leaf that they donot permit military bases on their soil.

On the surface, it’s all about “containing” Iraq, butunderground, tens of thousands of U.S. militarypersonnel (and “contractors”) have flooded the entireregion: an Army battalion mans the border north ofKuwait City; “expeditionary” air units fly from airbasesin Kuwait, Saudi Arabia, Bahrain, Qatar, the United ArabEmirates, and Oman; an aircraft carrier battle group pliesthe waters in and around the Gulf, more and more depotsfill up with stockpiled weapons and munitions ready toaccommodate reinforcing ground and air units.

After the missionary plane shootdown in Peru,government spokesmen and CIA officials were quickto justify their counterdrug arrangements (“vital”,“working”, blah, blah blah). Their explanationsrevealed not only a labyrinth at Iquitos but at least adozen additional officially non-existent air bases,

radars, command centers, and who knows whatextending from Honduras and El Salvador down toEcuador, Peru, Bolivia, and Colombia and back northto Curacao, Puerto Rico, and the Bahamas.

From Central and South America to Israel to theGulf, more than 200,000 U.S. military personnel (andwho knows how many “contractors”) are out thereworldwide. Since the waning days of the Cold War, thenumber has declined by about half. Yet about 90 percentof the cuts occurred as a result of reductions inEuropean-based forces, mostly in Germany. In mostplaces outside Europe, there have been significantincreases in the underground presence.

After the 2000 election, Colin Powell and otherincoming Bush administration foreign policy officialsdecried U.S. forces being stretched thin. “Our plan,”Powell says, “is to ... take a look not only at ourdeployments in Bosnia but in Kosovo and many otherplaces around the world, and make sure thosedeployments are proper.”

Though Congress has now indicated it will launch abroad review of U.S. drug interdiction efforts, theDefense Department’s “strategic review” is notexamining the new American realm in any comprehensiveway. Will disaster have to strike somewhere else beforewe get a thoughtful look at the extent of our secretoverseas presence and commitments?[JR: Since 1982 the U.S. has maintained two militarybases in the Sinai that are manned by highly trainedelite troops. During the Gulf War we took controlof Saudi Arabia, Kuwait and Bahrain and haveestablished permanent occupational forces in thearea. We have now extended our presence in Israelby (secretly) participating in accelerated jointmilitary exercises. Do you get the picture that wehave set ourselves up to protect Israel and the oilfields? When did you ever hear of a joint Israeli-U.S. military exercise in the U.S. to protect U.S.cities and its citizens? LIKE NEVER! It will takea tragedy of untold proportions, even greater thanthe USS Liberty, to jolt this administration and ourCongress to face the fact that Israel uses us and isno friend or trusted ally. Sharon and his LikudParty would not hesitate to sacrifice any number ofAmericans and their cities (as he would the Arabs)to defend Israel and grab it all. Sharon would justifysuch military actions as necessary collateral damage.That’s military jargon for WHO CARES.]

IDEA TO TAKE LAND FUELS ENERGY FIRES

If you’re still wondering how much of an impactthe nation’s energy needs can have on you, VicePresident Dick Cheney has added this possiblescenario: You could be forced to sell your property ifit lies on transmission routes sought by electricitysuppliers. That notion fueled the energy fires thatcontinued Wednesday with a Senate hearing and thepossibility of more rolling blackouts in California.

Cheney, Speaking Tuesday on CNN, said hisWhite House task force on energy is looking at theidea of requiring private property owners to selltheir land for the good of the nation’s power grid.

“The federal government already has the authority,eminent domain authority, with respect to gaspipelines,” Cheney said. “The issue is whether or notwe should have the same authority on electrical


transmission lines—that’s never been granted previously.That’s one of the issues we’ve looked at.”…

The issue is part of a larger debate that comesdown to this: Democrats and environmentalists seeenergy conservation as key; the Bush administration andRepublican lawmakers believe the answer lies withincreasing energy supplies and infrastructure, like powerlines. “We can’t conserve our way to energyindependence,” Bush said Tuesday night in a speech tothe Electronic Industries Alliance.

As part of boosting the nation’s power grid,adminis t ra t ion sources sa id a f te r Cheney’scomments, the task force will indeed propose neweminent domain legislation, arguing that the lack offederal authority often requires electricity suppliersto go through long approval processes involvingstates and numerous local jurisdictions.

Utilities, not the government, would own theproperty, one official said.

Earlier this year, two Republican energy bills in theSenate and House had included federal eminent domainauthority for power lines. But the provision later wasdeleted due to objections by other lawmakers.

Cheney and others have cited a shortage oftransmission lines as one reason for bottlenecks in theelectricity grids and a shortage of power in areas of highdemand. New lines also are expected to be needed toconnect new power plants to the grid.

While utilities have lobbied for federal eminentdomain over the siting of power lines, state and localgovernments, which have their own eminent domainlaws, have opposed it as a federal intrusion.

Democrats and environmentalists said they couldn’tbelieve a conservative Republican like Cheney wassuggesting even the possibility of property takings.

“It’s one of the most astonishing things I’ve hearda Republican say in a decade,” said Ralph Cavanaugh, anenergy analyst for the Natural Resources DefenseCouncil. States already have eminent domain powers,Cavanaugh argued, and while regional cooperation needsto be improved there’s no need for a federal takeover.

Rep. Bill Pascrell, D-N.J., had a similar reaction,noting that he had just spent 2 ½ years to defeat acompany that tried to take private and public land in NewJersey for natural gas pipelines.

“Utilities for most part think they can do whateverthey want,” Pascrell added. “It would be the samesituation with electrical lines.”

“This is a fast track approach,” he said, “andunfortunately citizens get shortchanged wheneverthere’s a fast track.”

Free-market analysts also expressed some concern.Roger Pilon, vice president of legal affairs at the

libertarian Cato Institute, said he’d be worried if thefederal government were to actually delegate eminentdomain power to utilities seeking transmission lines.

And Paul Georgia, an environmental policy analyst atthe Competitive Enterprise Institute, noted “a lot ofabuse” in the past over property takings.

“Hopefully,” he said, “the administration will respectpeople’s property rights” and ensure they get a fair valuefor any property taken from them.

Cheney also blamed California’s troubles on what hecalled a misguided focus on conservation instead ofbuilding new power plants.

“They’ve taken the route of saying, ‘Well, we canconserve our way out of the problem. All we have todo is conserve; we don’t have to produce any morepower,’” Cheney said. “So they haven’t built any

electric power plants in the last 10 years in California,and today they’ve got rolling blackouts.”

California Gov. Gray Davis, a Democrat, laterissued a response, insisting that while new powerplants will provide long-term relief, conservation isthe best short-term solution.

“We need a twin program of more production andmore conservation,” he stated. “Conservation is criticalfor this summer—and beyond.”

New figures released by California show that thoseefforts had indeed reduced peak-time energy use bynearly 9 percent during February through April.

Davis acknowledged no large plants were builtin the 12 years before his term, but he added thathis administration has approved 13 new plants.“No state in America is building more power plantsthan California,” he stated.

The governor also chided the Bush administration forignoring its own experts. Citing an Energy Departmentreport from last November, Davis noted that it“concluded that a government-led conservation programcould cut growth in energy consumption almost in halfusing proven technology.”

In his interview, Cheney went to lengths to say thetask force’s recommendations include “a lot” ofconservation programs, but would focus on thedeficiencies in the nation’s supply of domestic oil, naturalgas, nuclear, hydro and coal.

“Well, you’ll find that most of the financial incentivesthat we recommend in the report go for conservation orrenewables, for increased efficiencies,” Cheney said.

“Now, we don’t have a lot of new financialincentives in here to go out and produce more oil and gas,for example, so, we believe in conservation, we believein renewables, we believe in wind and solar and all ofthose other technologies.”

But, Cheney added, even if renewable sourcestripled they would still only amount to 6 percent ofthe nation’s needs.

Cheney also elaborated on what he saw as a need tobuild 1,300 new power plants over the next 20 years tokeep pace with an expansive economy.

Some of the new plants might be nuclear-powered,he noted, possibly setting the stage for the first newnuclear plant applications in some 25 years.

Cheney added that the task force will ask theEnvironmental Protection Agency to review rules thatlimit emissions from older, dirtier power plants.

Those standards were written into the Clean AirAct in 1990 to limit pollution from power plantscreated by upgrades in equipment.

On rising gasoline prices, Cheney insisted thatthe administration has “worked with OPEC” tomaintain adequate supplies of petroleum.

The bottleneck, he said, is the fact that there arefewer refineries to turn crude into gasoline. “The factis today we can’t blame the problem on OPEC interms of current gasoline prices,” he said.“Production levels and the price of oil through thespring have been fairly stable. In fact the biggestproblem comes back to refinery capacities.”

The disagreements over how to handle energypolicy were visible Wednesday at a Senateconfirmation hearing for three top Energy Departmentnominees, who were peppered with questions onconservation, production and renewable energy.[JR: It never seems to fail that some kind of crisisis created either by various industries or our ownfederal government to implement some controversial

development program or legislation. Like theAlaskan pipeline in the ’70s “oil crisis” which wassecretly designated for export only to help our tradeimbalance, which is even worse today. In this so-called energy crisis, both the oil and power industrieswill benefit because the government will step in andsubsidize (with taxpayer dollars) new power plants,refineries, electrical grid towers and pipe lines thatthese billion dollar monopolies failed to build decadesago. They used all their profits merging and buyingout their competitors. These politically influentialconglomerates must feel very secure for them tomismanage their business, neglect the need forconstruction of new facilities and plants just to meettheir basic business demands. They knowWashington will step in under the “NationalSecurity” mandate and not only bail them out butsubsidize their future expansion. Now on top of theoil and power companies ripping off the Americanpeople, we also have Cheney pushing for federaleminent domain authority to confiscate privateproperty for the Utility companies, like they wouldstop at just the power grids once they obtain thatawesome power and authority. Even withouteminent domain authority our federal governmentalready is confiscating thousands of acres of privateproperty annually through bogus RICO charges andforcing people off their lands using environmentallaws and the Endangered Species Act, to name afew, that are bankrupting thousands of family-owned farms and homesteads. Today when thegovernment shows up on your property they arenot there to help you but to relieve you of yourland. In the 1940-60s Uncle Sam used to wantyou; today he wants your land. At the rate we aregoing, it won’t be long before we all becomesharecroppers or serfs to our government.]

WHY DID ISRAEL’S ANTI-MISSILE PROGRAMSUCCEED SO MUCH FASTER THAN AMERICA’S?

Key technology for building non-nuclear missiledefenses was demonstrated 15 years ago. Yetdespite spending nearly $60 billion on a variety ofmissile-defense programs since Ronald Reaganlaunched the Strategic Defense Initiative in March1983, America still has no operational defensesystem beyond the Patriot used in the Gulf War.

This fact seems inexcusable—especially whenyou cons ider what I s rae l has been ab le toaccomplish in the meantime.

Last month, I attended a reception at the IsraeliEmbassy in Washington to celebrate the developmentof Israel’s “Arrow” ballistic-missile-defense system,which became operational last fall . Arrowdevelopment began in earnest on my watch as SDIDirector, in response to Iraqi Scud attacks on Israel.

The Israeli record shows what can be donewi th pers i s ten t , endur ing pol i t i ca l wi l l andcompetent technical and management skill, even inthe face of limited resources.

Indisputably, Israel has had unwavering politicalwi l l s ince the Gul f War demons t ra ted i t svulnerability to missile attack. Israeli leaders ofdifferent political parties all strongly support theneed to defend the Israeli people. After early testfailures, the Arrow program management and


engineering team got its act together. Several successfultests led to Arrow’s operational status last year.

For less than $2 billion (three-quarters ofwhich came from the U.S. taxpayer), Israel nowhas its own homeland defense against ballisticmissiles—a capability shared only by Russia.

Contrast this with America’s development of theTheater High Altitude Area Defense (THAAD) system,intended to protect our overseas troops against missileattack. Development began at about the same time.THAAD already has cost the U.S. taxpayer severaltimes what the Israelis spent on Arrow, and recentPentagon reports say it will be 2007 before THAADachieves operational capability—no doubt with adoubling of our investment to date.

THAAD also has had bipartisan support—sufficient to press ahead even after its first six flighttests ended in failure. (The primary cause of thosefailures: inadequate quality control and errors inemploying technology that U.S. engineers masteredmore than 30 years ago.) As with Arrow, theTHAAD engineers eventually succeeded. After twoconsecutive successful tests in June and August 1999,THAAD entered full-scale engineering development.

Why should it take until 2007 to begin THAADoperations, some 15 years after formal R&D began—almost twice the time it took Israel to build its firstArrow defensive base? THAAD is more sophisticated,to be sure, but it should not take twice as long to build,especially given our much larger investment.

We need technical and management personnel whounderstand what it takes to build and test complexsystems rapidly—and not only for THAAD. Inparticular, we need a streamlined engineering managementorganization to rapidly build sea-based defenses to protectnot only our overseas troops, friends and allies, butAmericans at home.

With the right management and technical skills, theNavy can provide our earliest opportunity to join Israeland Russia with our own homeland defense and beginprotecting U.S. cities against ballistic missiles. The Navyshould adopt an engineering-management approach likethe Polaris project, which built our first strategic nuclearsubmarine and its associated submarine-launched ballisticmissile in only four years in the late ’50s and early ’60s.That was a far more daunting engineering challenge thanbuilding sea-based missile defenses is today.

With modest additional funding ($2 billion to $3billion), a new Navy team that adopts the rigorous,risk-mitigating engineering discipline of the originalPolaris team can build and begin operating wide-areasea-based defenses in three to four years. Also likePolaris, such initial sea-based defenses could beimproved—e.g., with faster booster rockets and morecapable interceptor kill vehicles (again at modestcost)—to provide a robust global defense.

President Bush wants to build effective missiledefenses at the earliest possible date—as, indeed, the1999 National Missile Defense Act commands him to do.Meeting his goal demands a commitment to use topengineering skills, necessary resources and persistent,enduring political will to get the job done.

That’s what worked for the Israelis and inAmerica’s past high-priority development programs.It will work again—but only as soon as it’s tried,not sooner.[JR: Since 1983 and $60-billion-plus dollars the U.S.has yet to build a defensive weapons system toprotect us here at home. To hint that our weapons

engineers and technical staff don’t come up to parwith the Israelis is nonsense. When the Patriotmissile battery didn’t do enough to totally protectIsrael during the Gulf War, Congress did nothesitate to hand over three-quarters of the fundsneeded to assist Israel in building her “Arrow”missile defense system in record time. Why are ourown development programs plagued with delays andcost overruns—and who benefits from these foul-ups? The Zionocrats who own and run the U.S. don’tcare if we are unprotected or not. Not so? Askwhose interests were and are being served by thefollowing—Indyk, Rubin, Freeh, Albright, Cohen,Schumer, Feinstein, Lieberman, Holbrooke,Rumsfeld, Wolfowitz and Sir Powell to name a few.Add to that list the avid supporters of Israel in ourCongress. Israel has taken all and left us with debtand a lot of red ink in our account at their bankcalled the Federal Reserve.]

THE U.S. HELPED TO CREATEITS OWN UN PROBLEMS

At the global affairs club that is the UnitedNations, Uncle Sam has alternately been a godfatherto orphaned nations, protector of the abused anddowntrodden, bully to misbehaving despots, andtyrant demanding its own way.

Now, after failing to win re-election to twocrucial UN commissions on human rights andnarcotics in recent weeks, the United States isshowing a ruffled diplomatic face that in the longrun could damage its foreign relations efforts.

“Crybaby,” is one word being thrown about bysome UN observers to describe the United States.

Reacting with hurt feelings, and seemingly pining forvengeance, the Bush administration and some keymembers of both branches of the U.S. Congress arespanking the world’s peacemaking body withunapologetic, and even dismissive, arrogance.

It’s more than a volley of nasty words that has lefteven America’s most loyal allies befuddled.

On Thursday, Congress voted 252-165 to tiethe payments of the $244 million it owes in UNdues next year to the United States being returnedto the human-rights panel.

In U.S. eyes, there is outrage at how the UnitedStates is becoming a diplomatic punching bag after morethan half a century of UN activism.

“I don’t like our diplomats at the UN walking aroundwith a little sign on their back that says ‘kick me’,” Rep.Henry Hyde (R.-Ill.), chairman of the House InternationalRelations Committee, said last week.

But, in the view of UN observers, withholdingUN dues and continuing to refuse to pay $1.6billion in UN peacekeeping assessments will behurting the nations America actually wants to help.

Several influential and longtime U.S. lawmakershave long criticized—and sometimes moved topenalize—the UN for its bloated organization andcheckered fiscal accountability.

Still , “the more the United States movesungraciously, the more it will take it on the chin,” saidM. Cherif Bassiouni, a DePaul University lawprofessor who headed a UN legal commissioninvestigating abuses in the former Yugoslavia.

“Not only will the United States not accomplish its

goals toward bettering international relations, it willbecome the laughingstock of the world.”

U.S. representatives, however, say the United Statesis getting a bad rap for trying to keep misbehaving UNmembers in line. It is a role the United States hasrelished and cherished since the UN’s inception in 1947.

It is the United Nations that is acting in outrageousdisregard for human suffering, U.S. officials say.

Not only was the United States removed this monthfrom the 53-member Human Rights Commission, Sudanand Libya—two of the most blatant human-rightsabusers—won seats. Human-rights groups reacted withunbridled indignation, likening the vote to packing a jurywith murder suspects facing a trial.

To make matters worse for the Americans, theUnited States also was voted off the InternationalNarcotics Control Board, while Iran—an increasing hubfor drug smuggling—was added to the panel.

The deciding ballots were secret. And theresul ts caught the U.S. delegat ion off-guardbecause allied voting nations assured them inwriting that the U.S. had the votes to remain.

The snubs, however, should not have come asa surprise.

The Bush administration has yet to establish its UNteam—including an ambassador. It was unprepared toparticipate in delicate behind-the-scenes diplomatic dancesneeded to prevent such a loss of prestige and power.

The U.S. delegation “didn’t do their job,” saidWilliam H. Luers, a former U.S. ambassador toCzechoslovakia and Venezuela and now president ofthe United Nations Association of the USA.

“Now the U.S. is not dealing well with the falloutand it is only adding to the perception of other nationsthat the U.S. acts like a street bully.”

Even before the votes , though, many UNpartners had long grown weary of the selfishnessof U.S. interests.

The United States, for decades acting withdisregard toward the interests of other countries, isnow even testing its relationship with its Europeanfriends, according to its critics.

During the Cold War, the United Nations was astage upon which the United States set a moralagenda by rallying its allies for diplomatic duelswith China and the Soviet Union.

In recent years, though, the world has becomea more complicated place. Under both Democraticand Republican leadership, the United States hasbeen less of a leader and more of a lone ranger.

The United States has refused widespreadcooperation on treaties to abolish land mines andhas been generally unsupportive of the establishmentof an international judicial system.

Bush angered foreign friends and foes alikesince January by backing off a global warmingagreement, promoting a U.S.-dominated missiledefense system and waffling on international requeststo increase the availability of AIDS medicines.

So when it came time to fill geographic slots incommission rotations, there was little love lostwhen the United States was left out.

“It has to be a wakeup call to the United States,”said Michael Colson, executive director of UN Watch inGeneva, an independent monitoring group. “The world,especially a unifying and more assertive Europe, is notgoing to move to the U.S. tune anymore.”

Eventually, the United States will have littlechoice but to reach out in compromise to key UN

Instead of pressuring the UN to regain lostseats on the commission, the United States shouldembark on a strategy to promote human rights andant i -drug smuggl ing e f for t s by swaying thecommissions with strong outside lobbying.

The United Nations, too, needs to bend. It cannotthrive without the U.S. leadership or the financial supportfrom the American government, UN advisers say.

“Hopefully, the U.S. will stop trying to be sobossy and the United Nations will relent to U.S.pressures to streamline,” said Joshua Goldstein, aprofessor of international relations at AmericanUniversity in Washington.

“Hopefully, they can both learn to get along.”[JR: If the U.S. is being perceived by othermembers of the UN as being testy, bossy, a bully,selfish, demanding, arrogant, deceitful, abusive,aggressive and disdainful of other countries, weare only a reflection of the policies of our closestally Israel and our Zionist-controlled governmentin D.C. MACEDONIA, SERBIA PLEDGETO WORK AGAINST REBELS

SKOPJE, MACEDONIA (AP)—Macedonian andSerbian leaders pledged to work together to fight ethnicAlbanian rebels on both sides of the border with Kosovo,as the army pressed its assault Thursday against theinsurgents in northern villages. Troops sporadicallyshelled targets in the village of Slupcane, 15 miles northof the capital, Skopje. Col. Blagoja Markovski, an armyspokesman, said troops destroyed a rebel bunker.Markovski said the rebels had stopped fighting to burycomrades who had been killed.

The government again urged civilians to leaveSlupcane and two other villages believed to be guerrillastrongholds, but no one was seen leaving the area. Thearmy claims the rebels are forcing civilians to stay ashuman shields, a charge the rebels deny.

Thousands of frightened villagers have beenstreaming from the area of the fighting and intoKosovo on the Yugoslav side of the border. About8,000 people, mostly ethnic Albanian women, childrenand old men, have fled across the border sinceMonday, the UN refugee agency said Thursday.

Macedonian Prime Minister Ljubco Georgievskiand his Serbian counterpart, Zoran Djindjic, metThursday in Skopje and said they had agreed tocooperate in their efforts to contain ethnic Albanianmilitants, who also have been carrying out attacks inSerbia and in the Yugoslav province of Kosovo.

The Macedonian government and Western observershave linked the rebels in Macedonia with members ofthe former Kosovo Liberation Army. Djindjic accusedthe rebels of serving under a joint command.

“The terrorists are well-coordinated,” he said.“That means that we have to cooperate at leastjust as closely and coordinate our actions.”

Georgievski agreed, calling for “coordination”between Macedonia and Serbia, the dominant Yugoslavrepublic, by exchanging information that could lead to the“stifling of terrorism”. They did not elaborate or indicatewhether they were considering any joint military action—

a step that would anger other Balkan nations.Macedonia’s key political parties have been trying to

form a national unity government to present a unitedfront to the rebels. But the Party for DemocraticProsperity, an influential ethnic Albanian opposition party,has refused to join unless the army halts its offensive.

Georgievski said a “prolonged cease-fire” was out ofthe question. “It would allow the terrorists to regroup,”he said, giving the party until Friday to make up its mindabout joining the coalition ahead of a Saturdayparliamentary session to announce the new government.

In a statement issued Thursday by SwedishForeign Minister Anna Lindh, the European Unionurged party leaders to join the coalition, saying it“would serve as a joint platform against the violentactivities of the extremists and a forum for dialogue.”

Party spokesman Zekir Bektesi said theinternational community instead should focus on“creating conditions for an end of military operations.”

On Thursday, Kosovo’s high court released 44ethnic Albanians who had been arrested by Germanpeacekeeping troops along the border in March onsuspicion of involvement in the fighting in Macedonia.UN spokeswoman Susan Manuel said the suspectswere freed because of a procedural error duringtheir detention. She did not elaborate.[JR: The pledge of cooperation by Macedonia andthe Serbs was vital if Macedonia was to survive asa country. On May 13th the MacedonianParliament was successful in forming a unitygovernment to challenge and defuse the Albanianincursions into Macedonia. If the Macedonianshad waited for the UN and NATO forces to involvethemselves they would have been overrun andtaken over. I’m sure the 44 ethnic Albaniansthat were arrested by the Germans and whosereleases were urged by the UN on “proceduralerrors” certainly says a lot about the UN’s intentionstowards insuring the peace for that region.]

HAVEL ASSAILS RUSSIA ON NATO EXPANSION

BRATISLAVA, SLOVAKIA—In a sharp rebuttal ofRussian objections to NATO expansion, CzechPresident Vaclav Havel said today that the allianceshould quickly invite Lithuania, Latvia and Estonia tojoin, a move that would put NATO inside the bordersof the former Soviet Union for the first time.

Failure to do so, Havel said, would amount toreturning to the 1939 pact between Nazi Germanyand the Soviet Union that forcibly turned the threeBaltic countries into Soviet republics until thedisintegration of the Soviet Union in 1991.

“I find it almost absurd that such a large andpowerful country [as Russia] should be alarmed by theprospect of three small democratic republics at itsborders joining a regional grouping which it does notcontrol,” said Havel, a former anti-communist dissidentwho embodied the struggle against Soviet domination.

Speaking at a conference here in which nine centraland East European countries reaffirmed their desire tojoin NATO, Havel said it was his “profound convictionthat Russia does not deserve that we behave towards itas we would toward a leper, an invalid or a child whorequires special treatment and whose whims, no matterhow dangerous, must be understood and tolerated.”

Havel’s speech was the strongest statement yet

on the merits of NATO expansion into the Balticregion by a leading politician from the alliance, whichthe Czech Republic joined two years ago along withPoland and Hungary. It was clearly designed toaccelerate discussion of NATO expansion, an itemlikely to assume ever greater importance on theagenda of the Bush administration.

The next invitations to join NATO are likely tobe issued in 2002. Russia, which opposed buteventually acceded to the NATO expansion twoyears ago, has insisted that NATO not admit anystates that once were part of the Soviet Union.

Some European count r ies fear tha t theaccession of the Baltic countries in particular willheighten Russian fears of isolation and encirclementand spark a nationalist backlash that could hinderdemocratization and economic reform.

Some Europeans have advocated a “Slo-Slo” policy,admitting Slovenia and Slovakia in 2002 but holding outonly the prospect of further expansion for the Balticstates as well as Romania, Bulgaria, Albania andMacedonia. Croatia is a new applicant.

But invoking the bloody expansionism of Hitler andStalin, Havel said that yielding to Russia on the Balticswould “amount to returning to the Ribbentrop-Molotovpact,” in which the two totalitarian systems marched tonew borders with each other in September 1939 aftersecretly dividing central Europe.

The Baltic countries, and other aspirants, argue thatto bow to Russia would give it a de facto veto overNATO decisions and acknowledge a Russian sphere ofinfluence where it deserves none.

“If none of the Baltic states are invited, that actionmeans Russia has a veto,” Lithuanian Prime MinisterRolandas Paksas said in an interview, adding that NATOmembership was a matter of “historical justice”.

In a letter to the conference participants, PresidentBush said “no part of Europe will be excluded becauseof history or geography,” provided countries showcommitment to meet NATO standards. Officials from allthree Baltic states say their countries will have doneenough technically to merit an invitation by the time ofthe Prague summit, and the decision, in the end, willemerge from the interplay among the United States,Western Europe and Russia.

Russian concerns greeted delegates when theyarrived this morning. A letter from the RussianEmbassy in Slovakia had been placed on every deskat the conference, rebutting comments in a whitepaper that was also circulated to delegates by theCenter for Strategic and International Studies inWashington and the Slovak Foreign Policy Association.

The white paper said Moscow is subvertingpolitical and economic institutions in NATO candidatecountries by, among other things, promoting“organized criminality.” The editors of the reportwere obviously worried about the allegation becauseit is followed by an editorial aside that remained in thetext: “(This last statement about criminality is a bitstrong and should be toned down.)”

It wasn’t, and the Russians were outraged. Theembassy said, “It is… deplorable if the image of enemyis being created in such a way with the aim to prove thenecessity of NATO expansion.” The embassy also said,“NATO’s enlargement plans [are] a grave mistake,provoking negative changes [on the] military-strategiclandscape and division lines in Europe.”

But Havel said NATO’s territory, as well as the areainto which it can and should expand, “extends from


Alaska in the West to Tallin [Estonia] in the East.” Heargued that Russia needs to come to terms with thelimits of its domain, and suggested that it may actuallybenefit from having NATO on its doorstep.

“Russia must finally realize that NATO’s missionposes no threat to it and that if NATO moves closer toRussia’s borders, it brings closer stability, security,democracy and an advanced political culture, which isobviously in Russia’s essential interest,” Havel said.

The Czech president, however, rejected the idea,occasionally offered in the West, that Russia itself mightone day join the alliance, saying that any endlessexpansion of NATO would render it toothless.

“Personally, I find it rather difficult to imagineRussia as a NATO member,” he said. “Moreover,I do not think that its membership would serve anygood purpose.”[JR: Evidently the Eurocrats feel threatened byRussia and want to create the attitude that she is adanger to Europe and needs to be isolated andcontained. They paint her as still being a closed andbackward nation who has yet to acquire the socialgraces of European politics. To insure that Russiais closed in, they are busily incorporating all thelittle countries that surround her into the NATOfamily of puppet nations and advising/warning Russiato get used to NATO as a neighbor. Russia has beenstruggling to recover from the transition to the freemarket system that caused an economic meltdownduring Yeltsin’s tenure. Under Putin, she hasmade great progress on advancing her positionwith alliances and successful trade agreementswith China and other countries abused andignored by the Western powers. Maybe that iswhy NATO and the Eurocrats want the Russianbear kept out of their forest of influence.]

BUSH ENVOYS FACE SKEPTICISMOVER MISSILE DEFENSE PLAN

MOSCOW—President Bush’s emissaries fannedout across the world this week seeking support for,or at least acceptance of, his plans to build amissile defense system, a gesture of inclusionwelcomed by allies and others fearful he wasdeveloping a go-it-alone foreign policy.

But if he hoped to win converts to his vision ofa nuclear shield, Bush might be disappointed whenhis representat ives return home. Leaders inWestern Europe expressed lingering skepticism,while Russia continued to warn that constructionof a comprehensive anti-missile system couldunravel decades of arms-control agreements.

“I would put it like this: We still have more questionsthan answers,” Russian Foreign Ministry spokesmanAlexander Yakovenko said after Bush aides met withsenior officials in Moscow on Friday. But he added,“The most important thing is that consultations havebegun and are going to be continued.”

The sweep of the Bush team was unusually wideas envoys from Washington sat down withcounterparts around the globe, from Moscow’sKremlin to New Delhi, capital of one of the world’snewest nuclear powers. The State Department saidthat in addition to Friday’s consultations in Moscowand New Delhi, the envoys have met with officials inLondon, Paris, Rome, Warsaw, The Hague,

Copenhagen, Istanbul, Tokyo and Seoul, and havescheduled meetings in Canada and Ukraine.

The outreach campaign contrasted with Bush’sunilateral decision in March to renounce the Kyoto globalwarming treaty, a move that engendered bitterness, evenamong friends of the United States riled that he wouldmake such a decision without consulting them. Missiledefense seemed to be shaping up along the same lines,but last week Bush promised to seek advice and inputfrom key countries, including not just U.S. allies but alsooutspoken opponents of missile defense.

In many of the meetings over the last several days,the U.S. delegations have explained Bush’s rationale forcreating a defense against missiles developed by hostile,small nations such as North Korea, and then listened tooften detailed and sometimes pointed questions posed bymilitary and civilian leaders from host countries.

“We presented our point of view, but we werevery, very interested in what the Turkish side hadto say,” Undersecretary of State Marc Grossmansaid Friday after a meeting in Istanbul, where hehoped to win the support of a NATO ally in aneighborhood that includes two of the nations mostworrisome to the Pentagon, Iran and Iraq.

In Moscow, Deputy Defense Secretary PaulWolfowitz and deputy National Security Adviser StephenHadley emerged from the Russian Foreign Ministry toreport what they called “good, substantive discussions”,the first of what they promised would be more to come.

“The fact that we are meeting and opening thisdialogue between the Bush administration and theRussians is a sign of progress,” Hadley said. “TheRussian side has great, serious and important questions.We began to give them some answers to those questions.We’ve done a lot of thinking about the subject; we’llobviously have more thinking to do.”

Russian Foreign Minister Igor Ivanov heads toWashington next week for the first time since Bush tookoffice. “But it is not clear to us how to solve theproblem of international security if we break all the[arms-control] agreements,” Yakovenko said. “Theycan’t answer this question. That’s the problem. Theyhave no clear idea how to solve the problem ofinternational security without having all the internationaltreaties in the field of disarmament.”

Western European leaders were only somewhatless blunt in voicing their doubts. The Frenchgovernment issued a terse statement saying, “Ourposition and our questions are well-known; werepeated them to the American delegation.”

Michael Steiner, foreign policy adviser to ChancellorGerhard Schroeder, told reporters that Germany’squestions have not been answered either.

U.S. officials received a warmer response in India,where the government has embraced the larger conceptsof Bush’s strategic plan, if not the specifics. [JR: The handlers in the Bush administration(like Wolfowitz and Armitage) are pulling out all thestops to sell the rest of the world on our missiledefense system. Seems like they don’t have a lot ofanswers to sooth the furrowed brows of our friendsand allies like France and Germany or the everwatchful Russians. Notice they didn’t botherconferring with Russia’s ally China. Turkey, I’msure, will go along with us if we pay her enough and

will do her part to maintain the peace in the MiddleEast. The Bushites would like this missile defensesystem operational by 2005 but have conceded it maynot be a go until 2010 given the complexities of thesystem. We seem to be the only ones paying forthis missile defense system to protect the world.We taxpayers should heartily object.]

1. On the topic of the International Criminal Court,I have two questions. I am pleased that theadministration, as well as the Chairman of thisCommittee, have spoken against the ICC treaty as aninfringement upon U.S. sovereignty. As a policy matter,can you explain why the administration has not spokensimilarly against the WTO, the International War CrimesTribunal, or the idea of fighting wars based on UN orNATO resolutions and why these instrumentalities areany less threatening to our sovereignty? Also on the ICCtopic, if the administration is not going to pursueratification of the treaty, will you support my resolution,H Con Res 23, calling on the President to declare to allnations that the United States does not assent to thetreaty and that the signature of former President Clintonshould not be construed to mean otherwise?

[JR’s Powell: The WTO is promoting globalmarkets around the world and is in the bestinterest of the U.S. As for our participation inthe UN and NATO we are fulfill ing ourresponsibilities as a superpower and as a worldleader. We lead and the world follows. We objectto the ICC because it subjects our troops andadministrators serving overseas to possible criminalprosecution by a foreign court system. As tosupporting your resolution I will withhold commentuntil the issue is brought up by the President.]

2. Since World War II, each of our Presidents haveengaged in wars—both big and small, from Korea to thecontinued bombing of Iraq—without an explicitdeclaration of war from Congress. Yet, the Constitutionclearly vests the decision to go to war (as opposed to itsexecution by the commander-in chief, once declared),with the Congress. If, however, the “war decision” isallowed to come from Presidential directives or UNresolutions, of what value to the American people is theConstitutional constraint upon a President who wouldotherwise wage war without Congressional approval? Doyou believe the War Powers Resolution isunconstitutional? If so, why? If not, why not?

[JR’s Powell: No, the War Powers Act is notunconstitutional because Congress granted thosepowers to the President to make unilateral decisionsto fulfill our obligations under the treaties we sign.]

3. Is it not clear that a U.S. treaty, although itis called the law of the land, was never intended tobe used to amend our Constitution?

[JR’s Powell: That’s a matter for Congress to debate.]4. Why do we trade and subsidize a country like

China, pursue talks with Iran and North Korea, and act


as a conduit for peace in the Middle East while all weseem to know what to do with Iraq is bomb, kill, andimpose sanctions? Surely we are not expected to believeSaddam Hussein is the only totalitarian in power today?

[JR’s Powel l : The U.S. posi t ion is thatSaddam is as much a threat to the peace in theMiddle East today as he was 10 years ago.China, Iran and North Korea have not movedin a hostile manner towards their neighbors.]

5. Is not the continued bombing of Iraq an act ofwar? Where does the administration get its authorityto pursue this war? Is this policy not in violation ofour Constitution that says only Congress can declarewar? There is not even a UN resolution calling for theU.S.-British imposed no-fly zone over Iraq. Our allieshave almost all deserted us on our policy toward Iraq.Is it not time to talk to the Iraqis? We talked tothe Soviets at the height of the Cold War, surelywe can do the same with Iraq today. We tradewith and subsidize China and we talk to theIranians, surely we can trade with Iraq...?

[JR’s Powell: Congressman Paul, I respect yourconcerns but I don’t have the time to debate thesecomplex issues you presented today.]

6. If investors of a foreign nation had a stake in oilproduction in the Gulf of Mexico and their country wasdependent on oil imports for subsistence, is that countryjustified in militarily dominating the Gulf and use of U.S.soil for basing operations? My guess is Americanswould be furious even if done with our governmentofficial’s approval. Yet we expect the Arab world—a world quite different from ours—to accept ourpresence and domination. Is it not possible for ourpolicy in the region to show more “humility” ratherthan pursue a policy that incites Islamicfundamentalists against us leading to what they see asacts of self defense and we see as acts of terrorism?

[JR’s Powell: We were invited by the Saudisto protect their interests.]

7. How would you, the U.S. government, and theAmerican people respond if a foreign power subsidizedsubversive groups whose goal it was to overthrow ourgovernment as we are doing with the Iraqi National Congress?

[JR’s Powell: We would take appropriatemeasures that would circumvent any such activities.]

8. In your earlier remarks before this committee yousaid that you regard the military as a vital component ofU.S. foreign policy. I am wondering if you, as a formermilitary officer, would comment on the antiquated ideaof a military draft and selective service registration. Ibelieve you have spoken against the draft in the past. Doyou still hold that a draft is unwarranted? Would yousupport ending draft registration?

[JR’s Powell: That problem has not presenteditself as yet.] With respect, I thank you, Mr. Powell.

LIBYA ACCUSES 6 BULGARIANSOF INFECTING KIDS WITH HIV

WARSAW—It all sounds too bizarre for anyone to takeseriously. But for six Bulgarian medical workers imprisoned inLibya, outlandish accusations by Libyan leader Col. MoammarGadhafi about a plot to spread AIDS are no joke.

A Libyan prosecutor is seeking the death penalty againstthe five nurses and one doctor, who are charged withintentionally infecting 393 children with HIV at a hospital in theLibyan city of Benghazi. The indictment says the Bulgarians

sought to undermine the security of the Libyan state.The trial, which opened in February but has

repeatedly been adjourned, is scheduled to resumeSunday. The proceedings in Libya have promptedoutrage by the government and public in Bulgaria,where the charges are seen as mot ivated byGadhafi’s political calculations.

In a speech to the African summit on HIV/AIDSheld in Nigeria in late April, Gadhafi told of a vastconspiracy in which the CIA created HIV, the virusthat causes AIDS; Western pharmaceutical companiesprofit from it; and the Bulgarians gave it to Libyanchildren for experimental purposes, perhaps at thebehest of U.S. or Israeli intelligence services.

In a possible clue to his motivations, Gadhafivaguely linked the prosecution of the Bulgarians to therecent trial in a Scottish court of two Libyan suspectsin the 1988 bombing of Pan Am Flight 103 overLockerbie, Scotland, that killed 270 people.

The Bulgarians will face “an international trial, like theLockerbie trial,” Gadhafi said, without elaborating.

The Scottish court convicted one Lockerbiedefendant and acquitted the other. Many observerssuspect Gadhafi ordered the aircraft’s bombing inrevenge for a U.S. bombing raid on Libya in 1986 inwhich two of his sons were wounded and his 15-month-old adopted daughter was killed. Washington said the raidwas aimed at a Libyan terror network.

Bulgarian Foreign Minister Nadezhda Mikhailova metMonday with Arab ambassadors in Sofia, the Bulgariancapital, to complain that Gadhafi appeared to be seekingpolitical benefits from the trial of the medical personnel.

“The analogy made with the Lockerbie trial promptsthoughts about political moves aimed at turning theBulgarian citizens into scapegoats for settling scores withother countries,” Mikhailova said.

Bulgaria will ask the World Health Organization, theInternational Committee of the Red Cross, the RedCrescent Society and relevant bodies of the UnitedNations to get involved in medical aspects of the case,Bulgaria’s state-run radio reported.

[JR: Col. Gadhafi of Libya is not likely to declarehimself a friend of Israel or the U.S. Gadhafi’s chargethat the HIV/AIDS virus was developed jointly by theU.S. and Israel as a biological weapon, is not withoutmerit. The same charges have been raised here in theU.S. and elsewhere. If the UN/WHO want toinvestigate the charges and become involved it mightmake things even more interesting. The WHO hasbeen ineffective in combating the AIDS pandemic thatis rampant in South Africa and in otherunderdeveloped countries. If Libya is a targeted foeand the Bulgarians are involved, one could speculatethat there might be some truth to Gadhafi’s charges.Bulgaria has been involved in one of the world’s mostfamous political intrigue incidents (i.e. the shooting ofthe Pope). Are the Bulgarians still in this intriguegame and has Gadhafi nailed the right culprits?]

THE EUROPEAN COURT OF HUMAN RIGHTSRULED AGAINST TURKEY

BRUSSELS, BELGIUM (AP)—The European Courtof Human Rights ruled Thursday that Turkey was guiltyof 14 violations of its human rights convention in a casebrought by the Cypriot government over the 27-yearTurkish occupation of the island’s north.

The court’s panel of judges in Strasbourg,France, voted 16-1 to hold Turkey responsible forrights violations on the island.

The Turkish government had argued it does not havejurisdiction over northern Cyprus, claiming responsibilitylies with the Turkish-Cypriot administration, which is notrecognized by any other nation apart from Turkey.

Complaints upheld against Turkey includedfailing to investigate the disappearance of GreekCypriots after the 1974 invasion; inhuman treatmentof the family of missing Greek Cypriots; denyingGreek Cypriots the right to return to their homes;fa i lure to compensa te for loss of proper ty ;interference with freedom of religion; restrictionson education and discrimination against GreekCypriots living in the Karpas Peninsula in theTurkish-controlled North.

However the court rejected Cypriot claims Turkeyviolated other clauses in the European Convention onHuman Rights, including those relating to slavery andforced labor, and freedom of assembly.

Turkish troops invaded Cyprus in 1974 afteran abortive coup on the island by Greek Cypriotssupporting union with Greece.

In the wake of the invasion, 180,000 GreekCypriots fled or were expelled from the north,where Turkey maintains 35,000 troops in supportof the local Turkish government.

The Greek Cypriot government in the south is theonly administration on the island with internationalrecognition. I t brought similar cases againstTurkey three times in the 1970s and was backed bythe court, but there was no follow-up because underrules at the time the verdicts were not binding.

Changes in the rules during the 1990s meanthe new ruling should be binding on Turkey.

However, the Turkish authorities have refusedto abide by a previous binding ruling on Cyprus.In 1998, the court found in favor of a GreekCypriot woman, Titinia Loizidou, who was forcedfrom her home after the invasion. It orderedTurkey to pay her $611,000 in damages.

Turkey has re fused to do so , d rawingcondemnation from other members of the Councilof Europe and a threat by Cyprus that it will seekTurkey’s expuls ion f rom the 43-memberorganization set up in 1949 to promote Europeanunity, democracy and human rights.

Scores of other Greek Cypriot individuals havealso brought cases against Turkey.

The Cyprus issue and Turkey’s human rights recordare major hindrances to Turkey’s progress in seekingmembership of the 15-nation European Union.[JR: After 30 years Turkey has yet to abide bythe edicts handed down by the European courtregarding Cyprus. For over 300 years Turkeywas the sole ruler of Cyprus until she lost the warwith Britain in 1915. After carving up what isnow Saudi Arabia, Britain annexed Cyprus anddeclared it a British colony after first offering itto the Greeks. The Greeks refused the offerbecause they didn’t want to take sides withBritain against the Serbs. Doesn’t it all seemconnected to events occurring today? Britain stillhas influence in Cypriot affairs as she has retainedsovereignty over the two military bases she has inSouth Cyprus at Dhekhelia and Akrotiri. After85 years nothing has changed in the Elite’s plansto manipulate the events in this region.]


In recent discussions we have focused on thechanges being put in place through Senate Bill 51regarding corporate entities in Nevada by the currentbiannual session of the Nevada Legislature. This bill hasnow been passed by the Assembly by a vote of 41-0 andawaits signing by the Governor to become “the law”, atwhich point we will know the date on which its provisionswill become effective—probably July 1, 2001.

In broad summary:1) There will be little changed with regard to C

corporations. The most noticeable change isthat corporations will go into revoked statusafter 2 years instead of just 9 months.

2) LLCs are becoming an increasinglyinteresting corporate form with the additionof a provision for “noneconomic member”status, through which any member may haveprivate control without ownership. This willmake possible many additional strategies andas a result we expect the popularity ofLLCs to increase dramatically.

3) The biggest changes by far are in the areaof mergers, where it will now be possiblefor virtually ANY entity—whether registeredor not and no matter where in the world itis located—to “clone” itself as any type ofNevada-based entity. Then, if desirable, theentity in the foreign jurisdiction may bedissolved, thus accomplishing a fullwithdrawal to the haven of Nevada with itsprotective statutes. These changes areexpected to result in nothing less significantthan Nevada becoming the incorporationcapital of the world, with much of the moneythat has fled to offshore “tax havens”coming to Nevada instead.

The merger provisions appear to be aimed atopening up a back door for those with offshoreentities to move their structures to the haven ofNevada without running the risk of “moneylaundering”. There is no doubt that there will bemuch activity of this kind once the implications ofthe new legislation are widely understood.

How does all this affect the “little guy” with acorporation (or ten) already in place but withoutsophisticated (and now imperiled) “offshore”structures? Know that the privacy of Nevadacorporate shelters is only being enhanced and thatyour investment in a Nevada shelter is looking betterand better all the time—whether you are presentlyusing it or not.

These changes will probably add significantly tothe demand for aged “shelf” corporations, so if youare sitting on one or a few of them you might soonstart to feel a bit like the goose with the golden egg.If you might be interested in parting with a shelter

Itcould take a while for the demand to really be felt,however, so just sit tight and don’t expect toimmediately find the best price. The market forthese entities is relatively “thin” right now with fewbuyers and sellers but again, this is expected to changeas global interest in Nevada shelters picks up.

For those of you without any golden eggs—thewriting appears to be on the wall, so perhaps youshould consider establishing a corporation (or ten) totake advantage of the expected changes. Up ’tilnow, shelf corporations have been appreciating byanywhere from $1,000 to $1,500 per year, onmaintenance costs of less than $500 per year,everything included. What could happen to theseappreciation numbers as demand exceeds availablesupply is anyone’s guess—but it does bode well forthose with any supply at all.

It is hard to imagine a better legacy to leave asone’s estate than a bushel of tremendously versatilefinancial shelters, none of which needs to passthrough the probate process to provide your heirswith some truly amazing benefits.

For those of you working with Nevadacorporations, you already know the benefits ofliability protection—and, no doubt, significant taxsavings—firsthand. But let’s consider the impact ofthe new statutes on possible strategies for you, too.

We have often said that there is great benefit tobe derived from staying small and keeping a lowprofile. Thus, as your non-Nevada business grewyou might have spun off, say, a marketing company,which had a corresponding, private Nevada Ccorporation with which it did business. Then, asyour business got bigger still, you might have spunoff a new company to handle opportunities in a newmarket area. It, too, might have done business witha corresponding, private Nevada C corporation insuch a way that profits were earned in Nevadainstead of your home-state jurisdiction. An addedbenefit has been that assets have been accumulatedin Nevada, where liability protection is strongest.This approach has worked well but now, as theNevada LLC “comes of age” through the newchanges in the laws, perhaps another strategy canbe made to work even better.

One of the risks in the past has been IRC 482,which allows the Internal Revenue Service to deemany group of companies to be a “controlled group”,regardless of actual cross-ownership or lack thereof.Thus, structuring a separate, new, correspondingNevada C corporation for each entity in the home-state jurisdiction tended to stand out as a potentialapplication for IRC 482.

A different approach would be to have the

home-state entity do business with a Nevada LLCset up as a partnership—and thus, non-taxable.Each member of the LLC—which can have virtuallyany number of members, each of which constitutesa separate “pocket” for tax purposes—could be aprivate Nevada C corporation. This arrangementformalizes the separate nature of the members andshould virtually eliminate attempts by the IRS toimpose IRC 482.

Taking this approach further in light of the newprovision for “noneconomic member” status (controlwithout ownership) and other new provisions, theNevada LLC could be directed to flow incomethrough to its members in virtually ANY proportion.(In the past this had to be pretty much in proportionto membership interest, which was quite restrictive.Three equal members of the LLC would, prior tonow, have to be apportioned income equally,regardless of other considerations.)

In addition to this benefit of being able tocontrol the flow of income out to the privatemembers of an LLC, liability protection, alreadygood, can now be even better. When a litigant winsa suit against a member of a partnership (as thisexample is structured), all the successful litigant canobtain is a “charging order” against anydisbursements made to that particular member.Now that there is a measure of control over thedisbursement of income from a Nevada LLC, canyou see how it can be possible to prevent thecharging order from ever having any actual effect?

Summing up this example for those withsuccessful and growing businesses in foreignjurisdictions: The new provisions affecting LLCsnow make it desirable to use a Nevada LLC as theprinciple correspondent entity for a home-statebusiness. For this purpose the Nevada LLC shouldbe set up to flow-through its income to any numberof private Nevada C corporations. A Nevada LLCset up for management by its members is the idealintermediary for income splitting AND can preventsuccessful litigation against any of its members.

If this approach appeals to you but you arecurrently set up with a Nevada C corporation—don’tworry! One of the new provisions in Nevada’scorporate statutes allows for any domestic entity toconvert itself into any other type of entity, so the Ccorporation could merely “change its spots” andbecome an LLC—but you would want to have at leasta couple of members of the LLC in any case forpartnership treatment and flow-through income.Alternatively, the C corporation could become amember of a new LLC, alongside any other members.

What if you are just setting up a new, smallbusiness in a jurisdiction outside of Nevada? It isalways wise, of course, to establish a correspondingNevada entity with which that “foreign” companycan do business. Because of the new ability tospot-change, it really doesn’t matter much whichtype of entity is first established as the Nevadacorrespondent. A C corporation is perhaps easierto understand and can always be used as yourbusiness grows and the need for more complexstructuring evolves.

in traffic—it SHOULD be based in the haven ofNevada! Reaching a little, let’s say you have aweb-site design and consulting company in Pakistanbut you sell your company’s services over theInternet. First, it might be good to acknowledge thatno matter what your level of national pride, U.S.-based products and services are generally both morehighly regarded and they command a higher price.

Perhaps you thrive on and enjoy being anunderdog—but do you really have to accept thatrole and less pay in order to compete from aninferior position? You certainly don’t have to andthat is made even more clear by the upcomingchanges in Nevada’s corporate statutes. You mighthave the competitive advantage of being able tounderbid U.S. competitors by a large margin due tothe low wages paid to your talented programmers—but what if you could underbid your U.S. competitorsAS a U.S.-based entity? It certainly should lead tobetter profit margins.

As part of the forthcoming changes in Nevadalaw, ANY FOREIGN ENTITY CAN DUPLICATEITSELF AS ANY TYPE OF NEVADA ENTITY.That company of yours in Pakistan or anywhere elsein the world can instantly materialize right here inNevada, properly hold itself out as a U.S.-basedbusiness and completely change its presentation.

Instead of bidding skilled jobs at $10-$15 per hour,a high rate at home, the same programming could bedone on behalf of a Nevada-based entity consideredvery competitive at $50 per hour. That money couldbe made in a Nevada LLC set up for flow-throughtreatment of income—and the flow could be directedin the most desirable way. Flow some through to theworkers for their needs, of course (a raise might be inorder), and split some off for yourself and maybe, justmaybe, start to build a little into a private C corporation(or several) in Nevada for future business ideas anddevelopment. The effect of this splitting of incomewithin any kind of graduated-income-tax system is,of course, much lower tax rates. Some Canadians,for instance, have experienced a reduction from toprates near 62% (yoiks!!!) to the corporate rate ofjust 15% on the first $50,000 of net income inNevada—that’s a saving of 47%!

Eventually you might choose to dissolve thehome-state business while retaining its Nevadabase, thereby availing yourself of Nevada’s pro-business, “haven” status.

Another great advantage for foreign nationalswith a corporation based in the U.S., of course,is the potential for special working visas. Themost advantageous of these might be the 3-yearL visa, which allows IBM, for instance, to movea worker f rom London today to New Yorktomorrow. Under this type of visa, a corporationmay bring in any manager or executive to workwithin its U.S. operations.

Is all of this some kind of “magic”? No,although perhaps devised by certain behind-the-scenes, would-be magicians, it’s just the natureof the new corporate world, within which youcan play the role of a corporate slave—or acorporate manager. The best part is that the“little guy” can have all of the advantages of the“Big Boys” with one in addition: the ability toremain small and keep a low profile.
