July 2004 Roberts Bank Container Expansion Program The Roberts Bank Container Expansion Program is a Vancouver Port Authority initiative to expand container-handling facilities at Roberts Bank in Delta, B.C. The Program will add a third berth to the existing Deltaport container terminal and develop a new three- berth container terminal known as Terminal 2. The Roberts Bank program is part of a broader initiative to expand container terminal capacity at the Port of Vancouver, and capture the significant increase in container volumes predicted over the next 20 years for the benefit of workers, companies and communities in the Lower Mainland and throughout B.C. Roberts Bank Container Expansion Program

The Roberts Bank Container Expansion Program is aVancouver Port Authority initiative to expand

container-handling facilities at Roberts Bank in Delta,B.C. The Program will add a third berth to the existingDeltaport container terminal and develop a new three-

Project Description for DeltaportTerminal Expansion

The Vancouver Port Authority (VPA) has now defined theDeltaport terminal expansion project which will add athird berth to the existing container terminal at RobertsBank including:

Over the past year, the VPA has continued to meet with alllevels of government, local First Nations, business,environmental and community organizations, as well asinterested individuals in the community. Input from thesemeetings has assisted in defining the scope of the impactassessment studies that are currently underway.

As part of our ongoing commitment to involve the localcommunity, public open houses were held in North andSouth Delta on June 15th and 16th. Approximately 230people attended these events to learn more about theprogram and ask questions. The public was provided anopportunity to comment on preferred sites forthe Deltaport terminal expansion and Terminal 2development. Support was noted for the preferred sites.

The primary focus of discussions related to road and railtraffic impacts of the proposed projects. The Port willcontinue to work with transportation authorities toidentify options for short and long-term local road andrail improvements.

Input was also received regarding potential communityimpacts, including noise and light, as well as impacts onfish, wildlife and eelgrass. These concerns will beaddressed through the environmental assessment process.

Public Consultation

The VPA is committed to consultation with First Nationswith traditional interests in the program area, including:Tsawwassen First Nation, Musqueam Indian Band, KatzieFirst Nation, Semiahmoo First Nation and Sto:lo Nation.

Over the past year, the Port has continued to meet withFirst Nations who have expressed an interest inthe program. Discussions have focused on definingconsultation programs that are responsive andappropriate to the participating First Nations. As well, theVPA has encouraged First Nations involvement in theimpact assessments pertaining to environment, culture,heritage and archaeology. The Port will continue to workwith interested First Nations in an effort to maximizeopportunities and mitigate concerns.

Site Selection for Deltaport TerminalExpansion and Terminal 2 Development

Environmental Impact Assessment

Program Studies UpdateA comprehensive study program for the Deltaportterminal expansion and Terminal 2 projects is currentlyunderway. The study program includes:

◆ environmental studies, e.g. air quality, marineenvironment, terrestrial environment, waterfowl andcoastal seabirds, water and sediment quality

◆ socio-community studies, e.g. archaeological/heritage resources, noise, socio-economic impacts,transportation and traffic (road, rail and marine),and visual and lighting impacts

◆ technical studies, e.g. coastal geomorphology, windand waves, and seismic conditions

It is anticipated that the VPA will complete technical,environmental and social studies for the Deltaportterminal expansion this summer, and submit its ProjectApplication for government and public review in late fall2004. The impact assessment studies will continue forthe proposed Terminal 2 project and should be completedin 2005.

Addressing Road and RailRoad TransportationThe VPA continues to work with the Gateway Program,the Corporation of Delta, the BC Ministry ofTransportation, Transport Canada and TransLink toinvestigate options for short-term and long-term localroad improvements in the area. This collective approachto transportation management will address regionaltraffic issues, including the impacts of the Deltaportterminal expansion.

By 2012, when Deltaport is at full operational capacity,truck traffic is expected to increase from 1800 trips perday (900 in and 900 out) to 2400 trips per day (1200 in and1200 out). Although the existing road infrastructure on theRoberts Bank causeway and along Deltaport Way issufficient to accommodate this additional traffic, the VPAcontinues to work with the Corporation of Delta, BCMinistry of Transportation and other transportationauthorities to identify potential improvements toHighway 17. Improvements currently under assessmentinclude signal operation enhancement at the LadnerTrunk Road/Highway 17 intersection and operationalchanges to improve HOV occupancy and traffic flow fromLadner Trunk Road to Highway 99.

More comprehensive road improvements will be requiredin the future to accommodate the proposed Terminal 2project, ferry traffic and other regional growth. TheGateway Program has proposed road improvementoptions that include the South Fraser Perimeter Roadfrom Highway 91 to the intersection of Highway 17 andDeltaport Way.

Rail TransportationThe VPA continues to work with BC Rail, CP Rail, CN Railand the municipalities of Delta, Surrey, Langley andLangley Township to ensure that additional rail traffic toand from Roberts Bank will not adversely affect localcommunities. At full capacity, the Deltaport terminalexpansion will result in an increase of three containertrains per day (to a total of 21 trains per day, including coaland container traffic). Approximately 23,000 feet ofadditional track along the Roberts Bank causeway, andalong BC Rail’s existing right-of-way east of Arthur Driveto 64th Street are required.

Additional rail infrastructure and potentialimprovements to road-rail crossings will be required toaccommodate the proposed Terminal 2 project. Furtherstudies will determine the scope of these requirements.

Selecting the preferred site for both the Deltaport terminalexpansion and Terminal 2 projects required theconsideration of multiple factors including environment,community and First Nations, engineering, project costsand operational considerations. Initially, the VPA had

The Deltaport terminal expansionenvironmental review is currently at thepre-application stage of the process.The impact assessment studies areanticipated for completion thissummer, followed by submission ofthe Deltaport terminal expansionProject Application this fall.

Terminal 2 is also in the pre-application stage of the review process.The proposed Terminal 2 development’simpact assessment studies are underway.

Upon completion, these studies will form the basis for theProject Application for the Terminal 2 development, to besubmitted next year.

Opportunities for public input on the Deltaport terminalexpansion and the Terminal 2 development will continue,

both before and after the filing of theProject Applications.

In addition, the EAO continues to workwith the Biophysical Technical

Working Group and Socio-economic/Community WorkingGroup with representation fromfederal, provincial, and localgovernments and First Nations.Working group meeting minutes canbe found on the EAO’s website at:
