This ELT transmits on 121.5 and 243 MHz frequencies. As of February 1, 2009, the international COSPAS-SARSAT satellite system discontinued satellite-based monitoring of the 121.5 and 243 MHz frequencies, in part because of a high number of false signals attributed with these frequencies. ELT systems transmitting on 406 MHz in compliance with TSO-C126 are now the satellite monitored standard. In response to this change Liberty Aerospace has completed FAA certification of the Cobham Avionics (Formerly Artex Aircraft Supplies) model ME406, TSO-C126 compliant ELT. This unit is a dual band model transmitting on both 406 MHz and 121.5 MHz. 1.2 Model XL-2 aircraft with serial numbers prior to 127 are eligible for the Artex model ME406 ELT installation option by means of an upgrade kit, Liberty Aerospace P/N 135A-05-207. This SID provides installation instructions for the ELT upgrade kit. SECTION 1 - OBJECTIVE 1.1 The Liberty Aerospace XL-2 model aircraft prior to serial number 127 are standard equipped with

an Ameri-King model AK-450, TSO-C91a compliant Emergency Locator Transmitter (ELT). This ELT transmits on 121.5 and 243 MHz frequencies. As of February 1, 2009, the international COSPAS-SARSAT satellite system discontinued satellite-based monitoring of the 121.5 and 243 MHz frequencies, in part because of a high number of false signals attributed with these frequencies. ELT systems transmitting on 406 MHz in compliance with TSO-C126 are now the satellite monitored standard. In response to this change Liberty Aerospace has completed FAA certification of the Cobham Avionics (Formerly Artex Aircraft Supplies) model ME406, TSO-C126 compliant ELT. This unit is a dual band model transmitting on both 406 MHz and 121.5 MHz.

1.2 Model XL-2 aircraft with serial numbers prior to 127 are eligible for the Artex model ME406 ELT installation option by means of an upgrade kit, Liberty Aerospace P/N 135A-05-207. This SID provides installation instructions for the ELT upgrade kit.

SUBJECT 406 MHz ELT Upgrade Kit Installation

SECTION 3 - PREPARATION OF THE AIRCRAFT This procedure prepares the aircraft for removal of currently installed ELT system components.

Before starting this procedure, the tail of the airplane requires support. Failure to support the airplane’s tail with a padded stand may cause damage to the airplane’s tail section when accessing any area aft of the passenger compartment.

3.1 Position the aircraft on a level surface and install a tail support stand.

3.2 Position the aircraft master switch – OFF.

Several work steps in this SID call procedures from the Liberty Aerospace Aircraft Maintenance Manual (AMM), Liberty P/N 135A-970-100. The latest version of this manual may be obtained on the Liberty Aerospace web site www.libertyaircraft.com Support section. Please have your owner log in available to access Technical Publications. A CD version of the manual is also available by contacting Liberty Aerospace Customer Support. Refer to the last page of this SID for contact information.

3.3 Remove the aircraft belly panel in accordance with Liberty Aerospace AMM Chapter 53, Fuselage, belly panel procedures section.

3.4 Remove the baggage bay carpet (if installed) by separating VelcroTM strips securing the carpet to the floor.

3.5 Remove the baggage bay access panel by removing seven (7) size 10 pan head tapping screws as shown in Figure 1. Remove the panel and hardware from the aircraft.

3.6 Remove the baggage bay floor panel by removing four (4) size 10-32 truss head machine screws as shown in Figure 1. Remove the panel and hardware from the aircraft.

With the baggage bay floor panel removed, electrical and flight control system components are exposed to damage by falling objects and movement of personnel in the baggage bay. When not accessing below floor systems, place a temporary load bearing cover over the floor opening made from materials capable of supporting the weight of personnel.

This completes the preparation of the aircraft procedure.

SECTION 4 - MODEL AK450 (121.5/246 MHz)) ELT SYSTEM REMOVAL

This procedure removes the Ameri-King Model AK450 ELT components currently installed.

4.1 Perform removal of the Ameri-King model AK450 ELT in accordance with Liberty Aerospace AMM Chapter 25, Equipment and Furnishings 121.5/243 MHz ELT Service Procedures section.

4.2 Perform removal of the ELT antenna in accordance with Liberty Aerospace AMM Chapter 25, Equipment and Furnishings ELT Antenna Procedures section.

4.3 Remove the cabin aft bulkhead split seal assembly shown in Figure 2.

4.4 Remove ELT antenna cable AELT01 from bulkhead wire tie mounting bases as shown in Figure 2.

4.5 Remove transceiver radios from their respective avionics panel chassis.

4.6 Remove the audio panel from the avionics panel chassis.

4.7 Remove the transponder from the avionics panel chassis.

4.8 Remove eight (8) 8-32 machine screws retaining the avionics panel as shown in Figure 3. Slide the avionics panel assembly out of the instrument console until access to the ELT remote switch cable connection is possible.

4.10 Remove four, size 4-40, ELT remote switch retaining screws and slide the remote switch out of the avionics panel assembly.

4.11 Temporarily slide the avionics panel back into the instrument console.

The step to follow will remove the Ameri-King ELT remote switch cable. This cable runs adjacent to aircraft aft fuselage, space frame and instrument console wire harnesses. Care must be taken to prevent adjacent wire harness damage while removing wire ties and other securing hardware.

4.12 Remove ELT remote switch cable, Ameri-King P/N 4500041-1, from the space frame and aft fuselage. Loosen or remove clamps, spiral wrap and wire ties as required. Refer to Figure 4 for cable routing.

4.13 Remove all Ameri-King model AK450 ELT hardware from the aircraft.

This completes the Ameri-King model AK450 (121.5/246 MHz)) ELT system removal procedure.

5.1 Install the remote switch cable assembly, Liberty P/N 135A-81-361. Route from the aft fuselage ELT mounting location to the avionics panel remote ELT switch mounting location shown in Figure 4. Secure assembly with clamps and spiral wrap removed previously. Install wire ties as required to complete the installation. Verify routing is clear of interference with moving components.

In the following steps, RG400 grade coaxial antenna cable will be secured using wire tie systems. Do not tighten wire ties to the point of deforming the cable. A deformed cable will degrade ELT transmission performance.

5.2 If not already performed, remove the baggage bay split seal assembly shown in Figure 6.

5.3 Install and secure 406/121.5 MHz ELT antenna cable AELT01 using MS3367-5-9 (or eq.) wire ties through existing mounting bases following routing previously shown in Figure 2 and with reference to Figure 6.

5.4 Install the cabin aft bulkhead split seal assembly shown in Figure 6. Torque hardware to 30 +/-5 in/lbs.

5.5 Install the ELT antenna assembly, Artex P/N 110-773, in accordance with Liberty Aerospace AMM Chapter 25, Equipment and Furnishings ELT Antenna Procedures section.

5.6 Remove the Artex model ME406 ELT from its mounting tray assembly by releasing a VelcroTM strap surrounding the unit.

5.7 Install the Artex ELT tray assembly, Liberty P/N 135A-11-235, to the B battery box with hardware shown in Figure 7. Safety wire bolt heads to anchor points provided in the 135A-11-235 assembly.

5.8 Attach the ME406 ELT mounting tray, Artex P/N 452-3034 to the Artex ELT tray assembly, Liberty P/N 135A-11-235, with hardware shown in Figure 7.

5.9 Install the Artex model ME406 ELT unit in accordance with Liberty Aerospace AMM Chapter 25, Equipment and Furnishings 406/121.5 MHz ELT Service Procedures section. Do not perform test procedures at this time.

5.10 Install self adhesive ELT remote switch placard, Liberty P/N 135A-08-308, as shown in Figure 8.

5.11 Install the ELT remote control switch assembly, Liberty P/N 135A-81-360, in the avionics panel. Use four (4), 4-40 machine screws provided in upgrade kit 135A-05-207 with LoctiteTM LT242 thread locker or equivalent.

5.12 Slide the avionics panel assembly out far enough to gain access to the ELT remote switch connections shown in Figure 9.

5.13 Connect ground ring terminal RT212 using existing hardware shown in Figure 9.

5.14 Connect P76 of the remote switch cable assembly, Liberty P/N 135A-81-361, to the ME406 ELT remote switch as indicated in Figure 9.

5.15 Connect P79 of the remote switch cable assembly, Liberty P/N 135A-81-361, to the ME406 ELT remote switch wire harness, Liberty P/N 135A-81-360, J79 connector as shown in Figure 9.

5.16 Slide the avionics panel assembly into the console and secure with eight (8) 8-32 machine screws removed previously.

5.17 Insert transceiver radios in their respective avionics panel chassis and secure.

5.19 Insert the transponder in the avionics panel chassis and secure.

This completes the Artex model ME406 (406/121.5 MHz) ELT system installation procedure.

SECTION 6 - ELT OPERATIONAL CHECK This procedure performs an operational check of the ME406 ELT 121.5 and 406 MHz transmissions and remote control switch.

Start and complete the following tests between the top of the hour and five (5) minutes past the hour. This is the only time during each hour to perform this test without alerting monitoring agencies. Conclude this test after no more than three (3) sweeps of the transmitter (approx. one second) or monitoring agencies may consider the signal a valid distress call and initiate rescue action.

6.1 Perform the ELT 121.5 MHz Transmitter Test in accordance with Liberty Aerospace AMM Chapter 25 Equipment and Furnishings 406/121.5 MHz MHz ELT Service Procedures section.

The following step requires use of a suitable test set capable of reading and decoding 406 MHz ELT transmitted signal messages. Artex test set part number 453-1000 or the Aeroflex model IFR 4000 NAV/COM test set are recommended for this purpose. Facilities qualified for C126 compliant ELT service will be equipped with these or equivalent units. A test performed by a qualified facility may be performed in place of the follow step.

6.2 Perform the ELT 406 MHz Transmitter Test in accordance with Liberty Aerospace AMM Chapter 25 Equipment and Furnishings 406/121.5 MHz MHz ELT Service Procedures section.

6.3 Position the avionics master switch – OFF.

6.4 Position the aircraft master switch – OFF.

6.5 Install the aircraft belly panel in accordance with Liberty Aerospace AMM Chapter 53, Fuselage.

6.6 Install the baggage bay floor access panel as shown in Figure 1 using four (4) size 10-32 truss head machine screws removed previously.

6.7 Install the baggage bay bulkhead closeout as shown in Figure 1 using seven (7) size 10 pan head tapping screws removed previously.

6.8 Install the baggage bay carpet (if previously installed) by aligning carpet and floor VelcroTM Strips and pressing into place.

This completes the ELT operational check procedure.

SECTION 7 - ELT REGISTRATION This procedure provides guidance required to register the ME406 ELT with the appropriate civil authorities.

7.1 All ELTs operating on 406 MHz must be registered.

406 MHz ELT units provided with Liberty kit 135A-05-207 are factory programmed for registration in the United States. For ELTs that will have a country of registration other than the USA, contact the appropriate Civil Aviation Authority in that country for guidelines and documentation needed to assure proper registration. Always follow the national procedures.

7.2 In the United States, the National Oceanic and Atmospheric Administration (NOAA) is the agency that administrates beacon registration. Upon registration, NOAA will issue a “Proof of Registration” label as shown in Figure 10. When received from the registering agency, affix this label to the ELT in a visible location.
