CONTAMINATED LAND MANAGEMENT SECTOR GROUP STEERING COMMITTEE NOMINEES 2016 MICHELLE BEGBIE Scientist, Land and Soil Waikato Regional Council Michelle is a scientist in the Land and Soil Science team at the Waikato Regional Council where she specialises in contaminated land management and Council’s HAIL register. Her role requires her to form close relationships with the territorial authorities in the Waikato Region, along with the consultancy sector, other regional councils and the Ministry for the Environment. She has experience in risk communication to the general public through a variety of projects ranging from consultation of HAIL information to large scale contaminated land investigations. Michelle was a former member of the Contaminated Land Management Sector Group Steering Committee, has participated in various MfE reference groups, previously administered the Regional Waste and Contaminated Land Forum and also convenes the Waikato Contaminated Land Liaison Group. Michelle has worked with the Waikato Regional Council for eight years, having been with the Otago Regional Council previously. Michelle has a BSc (Tech) in Earth Science and Chemistry from the University of Waikato, and an MSc in Geology from the University of Otago. GREGORY BECK Principal Contaminated Sites Advisor Environment Canterbury Greg is a senior environmental scientist with over 19 years of experience in environmental management in the United States and New Zealand. For the first 15 years of his career, Greg held positions in both the private consulting and regulatory sides of the environmental industry in the United States. For two and a half years following his shift to New Zealand in 2011, Greg was the Senior Environmental Scientist with Aurecon in Wellington before joining Environment Canterbury as their Principal Contaminated Sites Advisor in October 2013. In addition to his other duties, Greg served on the Ministry for the Environment’s review board for Contaminated Land Management Guidelines No. 5, is currently engaged in coordinating Environment Canterbury’s policies and procedures related to stormwater and passive discharge consenting and continues to work with Christchurch City Council and other interested parties on contaminated land issues related to the Christchurch rebuild. He has recently been certified as a Contaminated Land Specialist under the Certified Environmental Practitioner scheme administered by the Environment Institute of Australia and New Zealand. JAMES CORBETT Principal Contaminated Land Specialist Auckland Council James is the principal contaminated land specialist in the Engineering and Technical Services unit, Operations, at Auckland Council. He works with the team managing risk in relation to Council’s portfolio of 200 plus closed landfills and provides operational contaminated land risk management advice to Council’s business units. James has an established work history in contaminated land through working within local government across science, public health and planning fields with planning, regulatory and operational experience. He has an active interest in effective development and implementation of the NES and has been, and is currently involved in a number of reviews, workshops and industry training. James enjoys working with the cross- industry WasteMINZ’ Contaminated Land Management Sector Group to implement its work programme. He is particularly focussed on ensuring legislative frameworks to manage human health, environmental and health and safety outcomes are fit for purpose to enable industry to operate effectively and efficiently, and that WasteMINZ continues to lead the development of SQEPs and provides relevant CPD.

KELLY DEIHLDirectorEnvironmental Management Solutions Ltd

Kelly is a qualified scientist with

extensive experience working in the

regulation of contaminated land.

Specialising in Resource Management

(National Environmental Standard for

Assessing and Managing Contaminants

in Soil to Protect Human Health)

Regulations 2011 (NES)), she has a

sound technical understanding and

an in-depth knowledge of council

processes, with a very good grasp of

the issues faced when implementing

the NES in accordance with associated

guidelines. Kelly has been integral in

the development and implementation

of three very successful national

workshops, and is currently working with

WasteMINZ to develop further training

material. She is an elected member of

the Contaminated Land Management

Sector Group Steering Committee and

NES Working Group, was a member of

the reference group for the review of

CLMG 5 and sits on the current focus

group responsible for the NES reforms.

In addition, she is a member of the

Australasian Land and Groundwater

Association (ALGA) and WasteMINZ.

HIRAM GARCIAGeologist/Environmental Scientist/Independent Commissioner Team Leader – Site Investigation Remediation and AuditingGolder Associates NZ Ltd

Hiram is a professional geologist for the

State of California (USA), environmental

scientist and the leader of the Golder

Site Investigation Remediation and

Auditing team. He has over 22 years’

experience in contaminated land

assessment and remediation in USA

and New Zealand combined. Project

experience includes the investigation,

assessment, remediation, and closure

of sites impacted by light non-aqueous

phase liquids (LNAPL), metals,

volatile organic compounds (VOCs),

semi-volatile organic compounds

(SVOCs), and chlorinated compounds,

assessment of vapour risks associated

with future occupation of commercial

buildings, and negotiation of site specific

risk assessment criteria.

Hiram manages a wide range of clients

(oil industry, property developers and

commercial clients) and understands

the commercial/environmental

drivers each client faces. Hiram works

collaboratively with both the client

and the regulatory agencies to develop

the right solution and looks forward to

bringing enthusiasm and experience to

the Contaminated Land Management

Sector Group Steering Committee.

JAMES COURTRemediation Management Project Lead BP Oil New Zealand Ltd

James manages BP Oil New Zealand’s

soil and groundwater environmental

responsibilities and provides

environmental advice to the various BP

business units.

James has over 19 years’ resource

management experience in industry,

consultancy and local and central

government roles. Prior to BP, James

spent 10 years at the Ministry for

the Environment where he led the

development of water quality guidelines,

contaminated land guidelines and

national environmental standards,

including the standard for assessing

and managing contaminants in soil to

protect human health.

James is still keenly interested in

improving contaminated land policy

and practice in New Zealand. His recent

advocacy efforts include working with

regional councils to establish clear and

comprehensive controls in regional plans

for discharges from contaminated land.

ANNA LUKEYPrincipal Environmental Scientist Christchurch Team Leader – Geosciences Remediation ServicesAECOM

Anna is a principal environmental

scientist and the leader of the AECOM

Christchurch Geosciences Remediation

Services team. Anna has worked in the

environmental engineering field since

the mid-1990s and in the environmental

industry both as a consultant and as

an employee of an oil company, where

her role was environment manager. Her

work experience includes investigation,

assessment and remediation of

contaminated sites, risk assessment,

environmental management, and project

management. Anna has experience

in project managing a wide variety of

environmental projects, including large

scale terminal remediation projects.

Anna looks forward to contributing to

the evolving contaminated land industry

in New Zealand through participation

in the steering committee for the

Contaminated Land Management Sector

Group.

TERRE MAIZEPrincipal Land and Water Quality Consultant4Sight Consulting

Terre has over 25 years of experience

in environmental management. She is

a CEnvP, with a specialist certification

in Contaminated Land and holds a

Bachelor of Science Degree in Civil/

Environmental Engineering. Originally

from the US, Terre has been in New

Zealand for eight years and has

developed a good understanding of

the New Zealand environment and

regulatory setting.

Terre’s background includes

contaminated land assessment and

remediation, waste management and

minimisation, occupational exposure

monitoring, health and safety planning,

and project management. Her projects

have included preliminary and detailed

site assessments throughout New

Zealand, Australia, and the US and she

has been involved with major soil and

groundwater remediation projects with

a variety of contaminants including

hydrocarbons, metals, chlorinated

solvents, dioxins, asbestos, and

polychlorinated biphenyls.

Terre has been involved in numerous

projects, including Transmission Gully

and Waterview Connection Highways

and City Rail Link. She has also

introduced new methods for asbestos

and mercury removal to New Zealand,

and has an extensive background in risk

assessment.

SHANE MOOREPrincipal Environmental ScientistTonkin + Taylor Ltd

Shane is a principal environmental

scientist with Tonkin + Taylor. He

is a hydrogeologist, with 20 years’

experience specialising in the

assessment, management and

remediation of contaminated land and

groundwater in New Zealand. Shane has

worked widely across New Zealand’s

consulting industry and understands

the pressures and drivers from both

practitioner and client perspectives.

Shane’s experience crosses many

commercial sectors. He provided expert

evidence at two of the highest profile

contaminated land cases, which have

appeared before New Zealand’s High

Court. Shane also continues to provide

specialist regulatory review and advice to

both local and central government.

Shane is passionate about the

advancement of the profession of

contaminated land specialists in

New Zealand. Recent changes in our

legislation have commoditised some

of the work we do. While appropriate

in some areas, as an industry we need

to continue to maintain the highest

possible technical and professional

standards. We also need to ensure

that we are delivering holistic solutions

that reflect our unique physical and

commercial environments.

Shane is looking forward to the

opportunity to assist the WasteMINZ’

Contaminated Land Management Sector

Group Steering Committee with its

ongoing work meeting these challenges

and continuing to develop our sector.

GRAEME PROFFITTDirectorPattle Delamore Partners Ltd, Wellington

Graeme is a civil engineer with 36

years’ experience, the last nearly 25

years principally in contaminated

land assessment, water resources

and hazardous waste management.

He is a director of Pattle Delamore

Partners Ltd and manages PDP’s

Wellington office. Graeme has a PhD

in fluid mechanics and early in his

career spent several years on major

projects on environmental, geotechnical

and groundwater investigations, and

construction management.

Graeme has carried out and supervised

hundreds of contaminated land projects

from simple desktop studies through to

complex investigation, site management

and remediation over a wide range of

site types. He has a particular interest in

contaminated land policy and assisted

MfE to develop the contaminated

soil NES, including deriving the soil

contaminant standards. Graeme also

co-authored CLMG Nos. 3 and 4 and is

currently involved with updating CLMG

Nos. 1 and 5.

Graeme has been a member of

WasteMINZ since at least 2002,

regularly contributing to conferences

and workshops. He is a current steering

committee member of WasteMINZ’

Contaminated Land Management

Sector Group and was a member of

the WasteMINZ working group that

assisted the development of the CL

Specialist CEnvP certification. Graeme

has a particular interest in promoting

better practice in contaminated land

investigation and assessment.
