The Philippine Statistics Authority (PSA)
• constitutes the existing major statistical agencies engaged in primary data collection and compilation of secondary data:
• National Statistics Office (NSO)
• National Statistical Coordination Board (NSCB)
• Bureau of Agricultural Statistics (BAS)
• Bureau of Labor and Employment Statistics (BLES)

Headed by the National Statistician,
Dr. Lisa Grace S. Bersales
The PSA is composed of:
a. Sectoral Statistics Office (SSO);
b. Censuses and Technical Coordination Office (CTCO); and
c. Civil Registration and Central Support Office (CRCSO)
including the Field Statistical Service comprising of the Regional Statistical Service Offices and Provincial Statistical Offices

II. Advocacy and Coordination
Sec. 6 of RA 10625 (Philippine Statistical Act of 2013)
• Mandates the PSA to prepare the Philippine Statistical Development Program (PSDP)
Philippine Statistical Development Program
• sets the directions, thrusts and priorities of the PSS for the medium term for the generation and dissemination of statistical information used in policy and decision-making
• identifies priority statistical development activities to be undertaken to support the data requirements of the medium-term national development plan

II. Advocacy and Coordination
Philippine Statistical Development Program
• aims to:
– achieve overall development and improvement in the operations of the PSS
– address critical information needs of various stakeholders
– address data requirement needs of national and sectoral development plans as well as programs in line with the country’s international commitments
• The Philippines equivalent of the National Strategy for the Development of Statistics (NSDS) advocated by the international community as an instrument for “setting the vision for where the NSS should be in five to ten years and will set milestones for getting there”
• Long before the NSDS, we already have the PSDP

Core Set of Economic Statistics
• The updating of the PSDP is usually done every six years once new administration comes
• The PSDP is released one year after the formulation of the Philippine Development Plan (PDP)
• The PSDP supports the statistical requirements of the PDP. Updates on core sets of economic statistics will be updated in line with the PDP
• The next PSDP will be released in 2018 which will cover statistical programs for 2018-2023

• Data generation has remained fragmented and uncoordinated in some sectors;
• Policies and guidelines on administrative-based data have remained weak and insufficient

III. Improvements in Statistical Capacity
• Formulation of policy and appropriate mechanisms to ensure interconnectivity and facilitate data sharing among administrative-based data systems based on the principle of public good;
• Establishment of competency standards for statisticians to identify core skills training needed to improve organizational and job performance;
• Institutionalization of competency-based human resource capacity building program for statistical human resources
• Improvement of interagency mechanisms to initiate and coordinate the development of economic statistics;

• Participate in international cooperation and capacity building programs/projects, international conferences, workshops and expert group meetings;
• Strengthen the institutional coordination within the PSS and between PSS and budget department, legislative bodies, and development partners to ensure funding for continuous improvement of economic statistics; and
• Implementation of a data quality assurance framework (DQAF) for economic statistics;
• Upgrading of ICT resources to support automation of collection,
processing and dissemination of economic statistics.

Role of Statistics in Society
• Statistics must inform decisions!
• Statistics must serve as a tool towards good governance!
• Statistics, both positive and negative, must be communicated!
• Statistics must be relevant to society!
• Statistics must contribute to the measurement of genuine
progress of society!
• Statistics must be able to answer the question:
Are we achieving our targets…our commitments?

- Input to the preparation of the Philippine Development Plan

- Will serve as reference on appropriate programs by Line
