National Association of Energy Services Companies (NAESCO) Wendel has received accreditation as an Energy Service Company (ESCO) by the National Association of Energy Service Companies (NAESCO.) Our firm is 1 of only 19 companies in the United States to receive such status. We have held this accreditation since 2008. Wendel underwent rigorous examination of its technical competence and business practices by an accreditation committee comprised of energy industry experts independent of NAESCO and unaffiliated with NAESCO member companies. Consultations with various Wendel Energy Services clients were also conducted. The committee determined that our company possesses both technical and managerial competence to develop comprehensive energy efficiency projects, provide a full range of energy services and develop performance-based projects.

Department of Energy (DOE) Wendel Energy Services has been qualified by the Department of Energy (DOE) and on their Qualified List of Energy Service Companies. Wendel went through a comprehensive application process established in accordance with the Energy Policy Act of 1992. This qualification status allows Wendel to provide Energy Savings Performance Contracting services at Federal agencies. We have been on the qualified list since 2014.

Wendel’s Services and Expertise

Wendel has the in-house capabilities to perform the full range of services required for identification, development and implementation of an energy project. These services include preliminary assessments, utility benchmarking, investment grade audits, design (engineer of record), construction management, commissioning, measurement and verification, O&M training and support. Our team has completed numerous energy projects that have included scopes of work similar to what is expected from this solicitation. Our engineers are skilled in a variety of energy conservation measures such as Interior/Exterior LED lighting, Lighting occupancy/vacancy controls, daylight harvesting, LED Street and Parking Lot Lighting, HVAC control system replacement/optimization, HVAC equipment replacement/optimization, retro-commissioning, sub metering, smart metering and water conservation. The project experience that we have is with: municipal (village, city, town, and county) buildings; correctional facilities; airports and public transportation facilities; hospitals; K-12 schools, colleges and universities; as well as water and wastewater treatment facilities. Our services, offerings and delivery methodologies are summarized on Form RFP-16 located in Section 4 of this proposal.

Our familiarity and experience performing projects of a similar nature will allow us to focus our activities on the best opportunities to save energy and reduce implementation costs. Our post-construction performance monitoring expertise covers a spectrum that ranges from specifying and designing smart metering systems to designing custom performance verification platforms that allow real-time monitoring of sub-system and building performance. The synergy of energy efficiency engineers, design engineers, and construction management professionals working together in one company will be a benefit to the Connecticut Department of Administrative Services by providing a variety of utility analysis and design services with a “one stop shop” full service approach.

Summary of Wendel’s Recent Energy Contracts and Projects

The following provides a sampling of energy projects recently performed by Wendel that are similar in nature to what is expected from this contract. Additional project summaries specific to a particular facility type and/or technology can be provided upon request:

1. NYS Department of Corrections & Community Supervision

Wendel was selected to complete Energy Master Plans for 32 correctional facilities across New York State for the Department of Corrections and Community Supervision (DOCCS). These projects include over 1,600 buildings totaling approximately 15M square feet. Wendel’s responsibilities during the first phase of this contract included a walk-through audit, ASHRAE Level II audit, and development of an Energy Master Plan for each campus and their associated buildings. The Energy Conservation Measures identified include:

Wendel’s responsibilities during the second phase of this contract include development of design documents, material and installation labor bidding, construction management and commissioning. The various campus projects are currently at different points in their timeline including study, design and construction. The project costs and savings are being evaluated for each site on a case by case basis. This is estimated to be a $90 million program in total with overall savings in excess of $8 million annually. Of the $90 million, $10 million is associated with Retro/Re-commissioning which will yield $1 million of the $8 million in savings.

Wendel is presently engaged in two projects for the Port Authority of NY & NJ. The first is an LED Lighting project and Boiler Replacement project for the NY/NJ Port Authority’s Marine Terminal at LaGuardia Airport. The lighting project encompasses over 1.3 million square feet of varied interior and exterior space including: the main hanger space, office and storage spaces at Hangar 7; all areas within buildings 39 and 84 at Hangar 11 (i.e. offices, electrical shop, welding shop and auto shop); Lighting for the Fuel Island Station; Lighting for Parking Fields 6, 7 and 10. The boiler project involves replacement of the two existing 1,440 MBH hot water boilers at the Marine Terminal building with two 1,000 MBH gas fired condensing boilers, associated piping, primary and secondary loop pumps, integrated VFD’s, and boiler controls. Wendel’s scope included audit and design verification, bid package preparation and construction services. Bid package preparation included development of a qualified list of bidders, directing contractor walk-throughs, open book pricing, bid tabulation and award recommendation. Wendel’s construction services included coordination and management of all on-site construction trades, equipment start-up, commissioning and operator training. Construction, start-up and commissioning is complete for the two boilers that were replaced. Construction is nearing completion for the lighting work, with final completion expected in December 2018. This is a $1.7 million dollar project with savings of $213,000 annually.

Kennedy Airport- Air Train Terminal located at the LIRR Jamaica Train Station. Wendel’s scope for the Air Train Terminal includes parking field, office, mechanical equipment rooms, atrium and the portal area. Wendel’s design will include the latest in LED lighting technologies as well as daylighting control for the atrium. Wendel will complete 30%, 60% and 90% design submittals as well as final construction plans and specifications; management of the bid process including development of a qualified list of bidders, directing contractor walk-throughs, open-book bid tabulation and award recommendation. Wendel’s construction services will include coordination and management of all on-site construction trades, equipment start-up, commissioning and facility operator training. This project is currently in the bidding phase with estimated costs at $1.2 million and savings of $89,300 annually. Construction is expected to begin in February 2019.

Wendel is presently engaged in developing and implementing energy-related capital improvements at seven (7) NYC Metropolitan Transportation Authority (MTA) Bus Depots within the boroughs of New York City. Wendel’s goal is to aid the City with meeting its PlaNYC 2030 goals, as well as comply with Local Law 87

requirements. The MTA facilities within our scope are: MJ Quill, Grand Avenue, Ulmer Park, Manhattanville, Castleton, Charleston and Spring Creek.

Wendel’s scope of services include: ASHRAE Level II comprehensive energy studies; design development including production of construction documents and specifications; open-book bid process development including producing the bid package, managing contractor walk-throughs, bid tabulation result review and award recommendations; technical design support throughout construction, construction management and coordination of the construction trades; start-up, commissioning and operator training.

The above projects are at various stages of completion with most either finishing design or beginning/ending construction. Wendel identified many cost-effective measures that are being implemented throughout these facilities which will significantly reduce energy consumption, operating costs, and greenhouse gas emissions. Total estimated costs for all seven depots is $49.6 million with total cumulative savings of $3.8 million annually. These energy saving measures include:

Wendel, through our implementation contract with the New York Power Authority, has performed and continues to perform significant energy management work at various New York State Office of General Service (OGS) Buildings.

Empire State Plaza—Lights and Motors Wendel audited, designed, and constructed lighting improvements for the expansive concourse areas, meeting rooms, and large theater (The Egg). Other lighting related improvements included in the project were the replacement of large dimmer systems found in conference rooms and in the Egg Theater. In addition, a complete electric motor replacement was completed as part of a second phase of work for this project. In total 9,000 lighting fixtures and 1,500 electric motors were replaced as part the final scope. Project costs were $6.1 million. Empire State Plaza—Chiller Replacements Wendel was selected to upgrade the Plaza’s (4) 4500 Ton steam driven chillers. During the energy audit phase we analyzed various upgrade options. These included: rebuilding the existing steam chillers and converting refrigerant to R-134A; installing new electric chillers; installing new steam chillers; and installing a combination of new electric and steam chillers. We are currently in the design phase of OGS’s preferred option of a combination of new steam chillers and electric chillers. The $78.5M project is expected to go to construction in early 2019.

Harriman Campus—Central Plant Upgrades Wendel was selected to replace the chillers and upgrade the boiler plant at OGS’s Harriman Campus. The study and design phases have been completed and the project is expected to move into the construction phase in the fall of 2018. The scope to be implemented includes new chillers with combined capacity of 10,000 Tons, chiller plant optimization controls, a 600 BHP summer boiler, and new boiler controls. Project value is $17.7 million. 55 Hanson—Lighting & Chillers Wendel was selected to upgrade the lighting & chillers at OGS’s 55 Hanson office building. The study and design phases have been completed and the project is expected to move into the construction phase in the fall of 2018. The scope to be implemented includes (2) new 500 Ton chillers, chiller plant controls, and upgrading 3500 lighting fixtures to LED. Project value is $2.8 million. Wendel is under a five year contract with Yale University where the campus utility engineering group and Wendel have set annual goals to reduce power plant consumption by identifying, evaluating, designing and implementing operational improvements campus wide. Wendel’s role was to initially evaluate 21 central and west campus buildings to identify energy conservation improvements that would then be further analyzed, for feasibility and cost effectiveness, and prioritized for design and implementation over a five year period. Wendel’s staff explored a wide range of facilities including dorms, gyms, libraries, laboratories, artifact collection spaces, offices, classrooms and lecture halls. Wendel’s evaluations resulted in two categories of improvements:

a) Category 1 - system based upgrades that include items such as LED lighting, lighting controls, variable speed drives, insulation of steam lines, local system control sequence improvements, laboratory ventilation and air distribution changes, etc.

b) Category 2 - Holistic investigations of buildings exhibiting operability inefficiencies to determine specific building-wide remedies and improvements.

Wendel’s holistic building evaluations require deep investigative dives to identify building operability anomalies when using code and university standards as a basis for the evaluation. A detailed report is written that is then vetted in a round table discussion with the utility engineering staff and building stakeholders to identify specific strategies, and to reach agreement on improvements prior to their design and implementation. This process results in either further investigation of specific sub-systems, sub-system re-commissioning, or design and implementation of defined energy saving measures.

Whether a Category 1 or 2 measure, once agreement is reached regarding going forward with the improvement, Wendel then proceeds with formulation of a 50% and then final design submission along with an update to project economics. Wendel then competitively bids the installation labor, material and equipment, proceeds with implementation and oversees construction. Actual savings and performance are monitored annually. Contract value is $3.4 million annually with savings goals of 40,000 MMBTUs for each year. This is an on-going contract in year 4 of the five year program with actual savings to date in excess of goals.

Pricing and Fees

The actual pricing and fees will be established after contract award on a site-specific case by case basis. Pricing Structure for the type of retrofit project/services performed:

• Walk-Through Investigations (to determine project feasibility) are performed at no cost. • Preliminary Audits are performed for a low cost, lump sum value. The value is based on the size

and complexity of the building. • Energy Audits are typically performed on a dollar per square foot basis. • Retro-Commissioning Plans are developed on a dollar per square foot basis. • Retro-Commissioning Plan Implementation is performed on a time and materials not to exceed

basis, specific to the scope. • Design is performed as a percent of the unburdened construction cost. • Construction Administration/Management is performed as a percent of the unburdened

construction cost. • Measurement and Verification is performed as an annual fee based on the magnitude of scope

and the particular IPMVP methodology to be employed.

Cost Markups Unburdened construction cost is the actual raw cost for Project related material, equipment and installation labor. The fee for design and construction administration/management (as identified above) would be a negotiated percentage directly applied to the unburdened construction costs with no additional hidden costs or markups added. Other Costs Maintenance and monitoring costs will be determined on a case by case basis. Utility Rebates or Other Incentives Wendel will prepare applications for available utility rebates and/or other available grants and incentives. Wendel will coordinate meetings with all appropriate grant/incentive/rebate representatives. Any grants/incentives or rebates that Wendel successfully obtains will be passed directly to the end use customer as directed by the Connecticut DAS.
