WELCOME

Dear Delegates,

On behalf of The Police ICT Company and the National Police Technology Council (NPTC) we have great pleasure in welcoming you to Hinckley Island Hotel for our second joint Police ICT Summit.

Following on from the hugely successful 2017 Summit, our focus this year is on “Delivering the Future” - demonstrating progress in delivering ICT reform across policing and its law enforcement partners, in line with the Policing Vision 2025.

As the title suggests, “Delivering the Future” will focus on what a transformed service should look like and how we are working together to deliver ICT that supports UK policing to:

• Provide public protection that is informed by community priorities and evidence-based analysis;

• Decide resource deployment taking into account both rapid protection of communities and vulnerable people at the same time as providing value for money;

• Build a workforce of confident, able, autonomous, accountable professionals;

• Enable easy public contact and make better use of digital intelligence and evidence right through to a successful conclusion;

• Pave the way for police and partners to work together consistently.

Key to all of this is our supply community – many of whom are represented at this event – and what contribution they can make to aid this transformation.

Our programme promises to deliver an exciting and varied agenda with sessions involving experienced and knowledgeable senior stakeholders in policing, across Government and industry. We have listened to your feedback from last year’s summit and, over the next two days, we hope to share successful approaches, allowing policing delegates to see and feel what the future looks like, share best practice and lessons learned, where possible using relevant examples of partnership working.

Our collective mission is to provide the tools necessary to deliver the best possible police service locally and nationally. The Police ICT Summit provides a unique opportunity for us to spearhead positive change by being at the forefront of the conversations, sharing best practice and exchanging innovative ideas.

SPEAKER PROFILESDay One:

KATY BOURNE: POLICE AND CRIME COMMISSIONER FOR SUSSEX AND CHAIR OF THE POLICE ICT COMPANY

Katy is the Police and Crime Commissioner for Sussex. She was elected by the public to serve a second term in office in May 2016.

As Police and Crime Commissioner, Katy sets the strategic direction and priorities for policing in Sussex. She is also responsible for setting the police budget and the local police precept as well as holding the Chief Constable to account for the delivery and performance of the force. In addition, Katy has a statutory duty to commission support services for victims of crime and deliver community safety initiatives and crime reduction grants.

Katy is Chair of the national Police ICT Company and holds the national police, technology and digital portfolio on behalf of Police and Crime Commissioners. She is also Chair of the Sussex Criminal Justice Board, a member of the Home Secretary’s National Domestic Abuse Oversight Group.

NEIL ROBERTS: CHIEF INFORMATION OFFICER (CIO) FOR SURREY AND SUSSEX POLICE AND CHAIR OF THE NATIONAL POLICE TECHNOLOGY COUNCIL

Neil is the Chief Information Officer for Surrey and Sussex Police and is the Chair of the National Police Technology Council (NPTC), a position he has held since September 2016. The NPTC is the technical design authority for policing within the Information Management and Operational Requirements Coordination Committee (IMORCC) governance structure.

Neil was born and bred in Liverpool but has spent more than half of his 20 year IT career in public service in the South East. He has worked across central and local government, the health service and Parliament, driving efficiency and interoperability to improve services and benefit the public.

Since joining the policing world, Neil has developed an IT strategy for both of his home forces that necessarily creates capabilities across the wider South East region. This will provide a sustainable and future-proofed IT platform for Surrey, Sussex, Thames Valley and Hampshire.

The experience that Neil brings to bear from his merger and acquisition background is of the greatest relevance for policing. Driving forward a shared and cohesive national and regional landscape is critical and policing IT is responding to the challenge in a way never before seen.

RT HON. NICK HURD MP: MINISTER OF STATE FOR POLICING AND THE FIRE SERVICE

Nick was elected Conservative MP for Ruislip, Northwood and Pinner at the General Election in 2010. Since then he has served as Minister for Civil Society and as a Minister in the Department of International Development.

In June 2017 he became Minister of State at the Home Office and has recently been appointed to the Privy Council.

PADDY TIPPING: POLICE AND CRIME COMMISSIONER FOR NOTTINGHAMSHIRE AND CHAIR OF THE POLICE REFORM AND TRANSFORMATION BOARD (PRTB)

Former MP, Paddy was elected as Nottinghamshire’s first Police and Crime Commissioner (PCC) in November 2012 and re-elected with an overwhelming majority in May 2016.

He has been at the forefront of the national discussions on police funding since he was elected to this role and is currently Chair of the Association of Police and Crime Commissioners’ Resources, Efficiency and Strategic Finance Standing Group. He is one of 12 members of the National Advisory Group, set up to look at the challenges posed by the ongoing austerity measures, comprising experts from across the policing landscape and was closely involved in the ‘Reshaping Policing for the Public’ report.

Paddy also chairs the Specialist Capabilities Governance Sub-Group set up to oversee the work of the Specialist Capabilities Programme funded by PCCs and the Home Office.

As an MP he undertook a number of efficiency studies for the then Prime Minister Tony Blair and was closely involved in setting up the Lawrence Inquiry.

CHIEF CONSTABLE GILES YORK QPM: SUSSEX POLICE

As Chief Constable, Giles engages closely with the Police and Crime Commissioner in Sussex and leads the Chief Officer Team.

Giles is the force lead for Diversity. He is the national police lead for the Workforce Development, Intellectual Property Crime and Digital First.

Giles started his service with Kent Police before being appointed as Assistant Chief Constable with South Wales Police; he was promoted to Deputy Chief Constable in Sussex Police in 2008.

RICHARD THWAITE: MANAGING PARTNER, CHAUCER DIGITAL

Richard heads up Chaucer Digital within the Chaucer Consulting Group.

Richard spent 21 years at Ford Motor Company and was the Chief Information Officer for Ford of Europe for over five years. In a later move to UBS, Richard worked for five years as CIO of the Global Asset Management Division. More recently, Richard was CIO for the Metropolitan Police Service in London for two years, where he helped transform their technology strategy and implement tablet devices for front-line officers to record crime and witness statements.

OWEN WHITE : CHIEF OF STAFF FOR THE NATIONAL POLICE CHIEFS’ COUNCIL NATIONAL ENABLING PROGRAMMES

Owen served as a sergeant in the Metropolitan Police Service for around 19 years before being seconded to the NPTC and has been with the National Enabling Programmes since its formation. Previously, he has worked in 16 different roles across London since starting his career at Stoke Newington Division and latterly worked as Crypto Custodian and Capability Advisor for SCO35, Covert Intelligence.

COMMISSIONER IAN DYSON QPM: CITY OF LONDON POLICE AND CHAIR OF INFORMATION MANAGEMENT AND OPERATIONAL REQUIREMENTS COORDINATION COMMITTEE (IMORCC)

Joining the Metropolitan Police in 1983, with service as Assistant Chief Constable in Surrey Police from 2008, Ian moved to the City of London Police as Commander in 2010.

Leading on organisational change and economic crime, he also led the national rollout of the 101 non-emergency number. Assistant Commissioner from 2012 leading performance, cultural change and leadership in the force, he was promoted to Commissioner in January 2016 and awarded the Queen’s Police Medal in the New Year Honours.

From June 2016, Ian stepped up further from his Information Assurance Portfolio and took National Policing Lead for Information Management and Information Technology.

IAN BELL: DIRECTOR OF INFORMATION FOR BEDFORDSHIRE, CAMBRIDGESHIRE AND HERTFORDSHIRE POLICE AND PROGRAMME DIRECTOR FOR THE NATIONAL ENABLING PROGRAMMES

Ian is the Chief Information Officer for Bedfordshire, Cambridgeshire and Hertfordshire Police and the Programme Director for the National Enabling Programmes. Ian joined Cambridgeshire Constabulary in September 2008 as Head of ICT Service Delivery.  His remit was to create a cohesive Service Delivery Team and substantial opportunity for cashable savings, whilst creating a platform for new technological opportunities.

He became Head of ICT in Cambridgeshire on 1 October 2011 and subsequently the Head of ICT for Bedfordshire, Cambridgeshire and Hertfordshire Police in July 2014. Ian is the vice-chair of the National Police Technology Council and in November 2016 became the Director of the National Enabling Programmes at their inception.

Ian’s previous roles included Chartered Accountant, Head of Services at Associated British Foods, managing both internal IT teams and multi out-sourced services.

DR STEVE HAVARD: ASSISTANT DIRECTOR ICT, DYFED-POWYS POLICE (DPP)

Steve is currently the Assistant Director ICT at Dyfed-Powys Police and Chair of the NPTC Standards Working Group.

Steve has a strong background in mathematics and computing, having completed his PhD in Computational Fluid Dynamics in 1989, followed by four years at IBM in Portsmouth.

In 1994, Steve joined DPP to lead the Software Development Team, which has delivered a rich set of applications for the force. In 2011, he became the Joint ICT Manager for Carmarthenshire County Council and DPP, before returning full time to DPP as the Assistant Director of ICT in 2015.

AMAZON WEB SERVICES (AWS): CHARLENE-ELISE ANDERSON, JUSTICE AND PUBLIC SAFETY LEAD

Charlie joined Amazon Web Services in 2017 as the Lead for Justice and Public Safety for the UK, supporting rapid innovation to the UK Public Sector. Prior to this role she led a number of projects to identify challenges to enabling the front line of emergency services and multi-agency partnerships. An ex-police sergeant with the Metropolitan Police Service with fifteen years’ experience across a variety of roles, Charlie is working hard to change Police ICT solutions for the better, with a focus on innovative solutions that break down proprietary shackles and enable the emergency services to derive intelligence from data.

AXON: JEREMY HABBERLEY, UK COUNTRY MANAGERJeremy is the UK Country Manager for Axon Public Safety, part of TASER international. He is responsible for driving sales of CED, Axon body worn cameras for public safety organisations across the UK. Jeremy has over 15 years’ experience selling technical solutions into the blue light market, having worked previously at Sepura PLC and Global RadioData Communications. He is passionate about providing innovative, leading edge solutions that allow the police to take advantage of the exponential growth in computing power available today.

VMWARE: ANDY TAIT, HEAD OF STRATEGY, UK GOVERNMENT AND PUBLIC SERVICES

Andy left the Cabinet Office in April 2011 to take up his role with VMware where, as an evangelist for the journey to cloud for public services, he is able to support the adoption of VMware’s unique capabilities, accelerating the transformation of Government ICT. In addition, Andy manages the relationship with Cabinet Office, Crown Commercial and GDS. Andy’s previous roles in the delivery of operational IT, make him ideally placed as an advocate for adopting new cloud based agile platforms and the efficient delivery of tomorrow’s infrastructure and IT services. Previously, Andy was the Deputy Director for the G-Cloud, Data Centre Consolidation and Application Store Programme, the Director of Technical Services Delivery for IPS, Director of Operations for Exodus and Head of Internet Services for BBC Technology where, amongst other innovations, his team helped developed the prototype for the now hugely successful iPlayer.

HITACHI VANTARA: MATT COOPER, GLOBAL OFFERING MANAGER AND VISIONARY

Matt is the Global Offering Manager and Visionary for Hitachi Vantara’s Digital Evidence Management Platform. Having spent the past 20 years delivering solutions into the global public sector marketplace, including both domestic and international law enforcement organisations, Matt joined Hitachi Vantara in October 2016 to develop their Digital Policing Platform vision. The Hitachi Digital Evidence Management Platform is the first data agnostic platform that allows police forces to handle both static and real time evidence to deliver greater insight and improved decision making. Matt is a passionate supporter of UK policing and believes officers should be provided with the most innovative but appropriate tools to help improve the lives of our fellow citizens.

NETMOTION: JOHN KNOPF, VICE PRESIDENT OF PRODUCT

John has led the strategy and direction of NetMotion’s product portfolio since 2002. He has over 30 years’ of software industry experience with early and mid-stage companies and has led numerous products from inception to launch, with commercial success. John has a Bachelor of Arts degree from Brigham Young University and was once shot in the chest (we think accidentally, but the jury’s still out). Clearly, he survived.

DELOITTE: BEN FITZSIMONS, TECHNOLOGY PRACTICE MANAGERBen is a Manager in Deloitte’s Technology Practice and has worked across both the private and public sector, most recently within the criminal justice sector. Ben’s experience of data modelling and use of analytical and machine learning based tools, combined with user centric design and prototyping principles has allowed him to develop a number of innovative solutions and insights to challenges within the criminal justice sector. Prior to joining Deloitte, Ben completed the Teach First Leadership Development Programme and was also involved in a start-up social enterprise, helping them to develop external partnerships in the local community.

MELISSA RUSSHARD, BUSINESS TRANSFORMATION CONSULTANTMelissa is a Senior Consultant in Deloitte’s Public Sector Operations Team. She joined Deloitte following extensive industry experience in a variety of roles across local authorities, emergency services, prisons and an independent inspectorate. Melissa is passionate about delivering sustainable change and identifying new ways of working that are innovative and customer focused. Prior to joining Deloitte, Melissa was Head of Continuous Improvement at a London Borough and led on the development of Target Operating Models for all services. She brings experience of nationally leading, innovative police programmes in private sector partnering and emergency services collaboration and previously trained at Bramshill.

VIRGIN MEDIA BUSINESS: ALISON BROWN, SENIOR SEGMENT MANAGERA strategic marketer with over 20 years’ experience working for and with the public sector. Alison is passionate about using technology to enable the transformation of public services. With experience that spans both technology providers and public sector organisations, Alison believes in working directly with customers to gain an in-depth understanding of their individual needs and challenges, in order to communicate solutions that enable them to achieve their goals. When working with the police sector, the insight that has been achieved through research directly with key organisations has enabled her to work closely with colleagues to develop propositions to support the digital transformation in the sector.

O2: JOSEPH LANGFORD, HEAD OF DIGITAL DEVELOPMENT

As Head of Digital Development for Telefonica O2, Joseph has commissioned a portfolio of services which serve to address some of the challenges faced in modern policing. Bluelight Digital Services, a proposition which brings real-time interactive working to the hands of UK police officers, helps them to protect their communities more efficiently. With a wealth of experience across the public sector, Joseph is passionate about making a difference.

ALASTAIR MCMAHON, ANALYTICS DIRECTOR

Alastair began his career studying architecture and cities at UCL’s Bartlett School of Architecture. With 15 years’ experience of working on built environment and infrastructure projects. He is currently an Analytics Director for the Telefonica O2 Data Unit, providing data driven insights for public sector infrastructure, transport, environment and strategic planning projects. Alastair previously worked in city planning for Atkins on UK transport infrastructure assessment and overseas development projects across the world.

Rt Hon. Nick Hurd MP: Minister of State for Policing and the Fire Service Over the last six months, Nick Hurd, the Minister for Policing and the Fire Service, has spoken to every

police force in England and Wales to better understand the demands on forces and how these are best managed. It is clear that demand on our police forces has risen and shifted into more complex and resource-intensive crimes. The Government has a responsibility to respond to that shift and is committed to supporting the sector-led transformation of policing towards the goal of achieving its 2025 Vision, particularly in the digital space.

To date, the Government has allocated £16.8m of the Police Transformation Fund specifically to begin the critical work of setting up a comprehensive and joined-up programme of digital transformation across policing. Digital transformation and fit-for-purpose IT will enable interoperability and increased information sharing, thus building resilience, efficiency and effectiveness - and crucially, increasing public confidence and trust. However, successful digital transformation depends upon buy-in from all forces and a collective approach across policing. This will require a shift in policing culture to achieve an end-state where notable practice is shared and - wherever appropriate - scaled up to maximise benefits, deliver efficiencies and ultimately deliver a better service for communities.

DR MAGGIE ADERIN-POCOCK MBE: SCIENTIST AND BROADCASTER

Dr Maggie Aderin-Pocock is a scientist and broadcaster referred to as the BBC’s ‘Face of Space’. She is the presenter of the astronomical institution The Sky at Night, has fronted a number of space documentaries and regularly appears on science and non-science programmes.

From a modest background and diagnosed with dyslexia, Maggie overcame the naysayers to study at Imperial College where she obtained her degree in Physics and a PhD in Mechanical Engineering. After her studies, she toured the UK speaking to inner-city schools about what scientists do and why and how to be one with the aim of inspiring the next generation of physicists.

Since then she has spent her career making novel, bespoke instrumentation in both the industrial and academic environments. These instruments have ranged from hand-held land mine detectors to an optical subsystem for the James Webb Space Telescope (the replacement for the Hubble space telescope). She has worked for the MoD on missile warning systems and for aerospace giant European Aeronautic Defence and Space Company (EADS) on a range of projects to monitor the Earth’s atmosphere.

Maggie is a research fellow and an Honorary Research Associate at University College London and continues her work to engage the public with science. She augments her ‘Tours of the Universe’ presentations to young and old with regular TV and radio appearances.

As well as fronting The Sky at Night, Maggie has appeared in programmes including Stargazing Live, The Science of Doctor Who, and In Orbit: How Satellites Rule Our World. An engaging and passionate speaker, Maggie’s enthusiasm for science and learning is infectious. As well as looking at the wonders of space and what it can teach us, she also tackles science education and public understanding and women in science and engineering.

Katy is the Police and Crime Commissioner for Sussex. She was elected by the public to serve a second term in office in May 2016.

As Police and Crime Commissioner, Katy sets the strategic direction and priorities for policing in Sussex. She is also responsible for setting the police budget and the local police precept as well as holding the Chief Constable to account for the delivery and performance of the force. In addition, Katy has a statutory duty to commission support services for victims of crime and deliver community safety initiatives and crime reduction grants.

Katy is Chair of the national Police ICT Company and holds the national police, technology and digital portfolio on behalf of Police and Crime Commissioners. She is also Chair of the Sussex Criminal Justice Board, a member of the Home Secretary’s National Domestic Abuse Oversight Group.

NEIL ROBERTS: CHIEF INFORMATION OFFICER (CIO) FOR SURREY AND SUSSEX POLICE AND CHAIR OF THE NATIONAL POLICE TECHNOLOGY COUNCIL

Neil is the Chief Information Officer for Surrey and Sussex Police and is the Chair of the National Police Technology Council (NPTC), a position he has held since September 2016. The NPTC is the technical design authority for policing within the Information Management and Operational Requirements Coordination Committee (IMORCC) governance structure.

Neil was born and bred in Liverpool but has spent more than half of his 20 year IT career in public service in the South East. He has worked across central and local government, the health service and Parliament, driving efficiency and interoperability to improve services and benefit the public.

Since joining the policing world, Neil has developed an IT strategy for both of his home forces that necessarily creates capabilities across the wider South East region. This will provide a sustainable and future-proofed IT platform for Surrey, Sussex, Thames Valley and Hampshire.

The experience that Neil brings to bear from his merger and acquisition background is of the greatest relevance for policing. Driving forward a shared and cohesive national and regional landscape is critical and policing IT is responding to the challenge in a way never before seen.

MARK BURNS-WILLIAMSON OBE: POLICE AND CRIME COMMISSIONER FOR WEST YORKSHIRE

In November 2012, Mark was elected to be the first Police and Crime Commissioner for West Yorkshire and re-elected in May 2016 with 300,000 votes. Mark has instigated a number of initiatives, including establishing the Safer Communities Fund, where assets seized from criminals (POCA) are used to support hundreds of local community projects. He was key in establishing a dedicated police Human Trafficking Team in West Yorkshire and leading the co-ordination of the National Anti-Trafficking and Modern Slavery Network at the Home Office, which he chairs. In 2012, Mark was awarded an OBE for services to the community and policing.

ANDREW MCDONNELL MCSFS: REGIONAL CCTV MANAGER, WEST YORKSHIRE POLICE

Andrew is responsible for service delivery of CCTV - evidential recovery, processing, enhancement and analysis to assist criminal investigations across four police forces in the Yorkshire and the Humber region.Andrew has seven years communications engineering in the RAF and then 12 years in broadcasting as an engineering manager, designing and building TV studios, outside broadcast facilities and transmission centres in UK, Germany and Indonesia. For the last 15 years he has managed teams undertaking imaging work at major crime scenes, developed multimedia presentations, 3D modelling and animations, injury-mapping, and presentation of complex financial, digital and mobile data.

ABBY TURNER: HEAD OF INFORMATION MANAGEMENT, DERBYSHIRE CONSTABULARY AND DATA PROTECTION REFORM PORTFOLIO, NATIONAL POLICE CHIEFS’ COUNCIL (NPCC)

With over 20 years of managing data protection in a criminal justice environment, Abby has worked on national issues for the police service since 2002, as part of the National Policing Portfolio for Data Protection, Freedom of Information and Records Management. She is currently leading the Data Protection Reform Working Group, working closely with the Home Office and Information Commissioner’s Office to consider the impact of the new EU General Data Protection Regulations and Law Enforcement Directive for policing.

He has a background delivering complex business solutions in commercial/wholesale banking. His experience covers both the programme and project direction, through to the construction of architectural road maps and their subsequent delivery along with overall delivery and departmental strategy.

His major responsibility in the Home Office is to direct the design, build and deployment of national law enforcement systems, ensuring that they are highly effective, efficient systems which leverage modern digital technologies and provide world-class law enforcement capabilities.

Jules is the IT Director for Essex Police and Kent Police, leading on technology to ensure that the investment in digital transformation can enable major operational efficiencies and improvements for front-line policing; whilst also providing a future-proofed infrastructure platform through a cost-effective combination of in-house and managed IT services. Jules is also the Chair of the National Police Technology Council People Working Group, developing the skills, capabilities and professional recognition of a valued police IT workforce. Prior to 13 years of working in Police Transformation, Jules worked in IT programme delivery in the private sector.

CHIEF CONSTABLE GILES YORK QPM: SUSSEX POLICE

As Chief Constable, Giles engages closely with the Police and Crime Commissioner in Sussex and leads the Chief Officer Team.

Giles is the force lead for Diversity. He is the national police lead for the Workforce Development, Intellectual Property Crime and Digital First.

Giles started his service with Kent Police before being appointed as Assistant Chief Constable with South Wales Police; he was promoted to Deputy Chief Constable in Sussex Police in 2008.

David moved to BT Cellnet in 1999, where he had responsibility for developing “pay monthly” propositions through BT’s high street retail channel. In 2001, he moved to global services where he took various sales and business development roles in Central Government accounts, including the Fire Service and the Maritime and Coastguard Agency. David joined the police team in 2009 to lead on proposition and business development and in April 2012 became sector lead for BT’s police business.

Police forces are facing ever decreasing budgets at exactly the same time as increased and changing demands on their services, with greater threats to national security from home grown and imported terrorism along with a massive increase in cyber criminality and fraud. This is all in the context of hugely increased scrutiny and changes to the manner in which the public wish to interact and engage with the police either as concerned citizens or as customers of the police services. In 2018, we intend to build on this insight and partner with police organisations to drive digital transformation and develop solutions that work for the sector.

COPS Care of Police Survivors ‘Rebuilding Shattered Lives’COPS is a UK registered charity dedicated to helping the families of police officers who have lost their lives on duty rebuild their lives. It aims to ensure that survivors have all the help they need to cope with such a tragedy and that they remain part of the police family. ‘While realising the dangers of policing, no officer expects to lose their life on duty. When such a tragedy occurs, the surviving family endures emotions which can include denial, bewilderment, anger and depression. They also encounter many practical difficulties in respect of such sudden loss. Eventual isolation from the police environment often exacerbates such situations, and leaves survivors thinking that no one understands. The police service does not have the resources to maintain support beyond the immediate aftermath of the death. That is where ‘Care of Police Survivors’ (COPS) comes in. It connects bereaved families with others who truly understand, by virtue of having been in the same situation themselves. This peer based support is the mainstay of COPS activity, but is enhanced by projects aimed at providing survivors with the support needed to rebuild their lives.’
