Overview of the Athletics Coach Accreditation Framework
The Athletics Coach Accreditation Framework is designed to progressively introduce the coaching skills required to develop athletes from beginner to elite level. The framework is designed to allow coaches of all levels to master their coaching, be it at the beginner level or the advanced level.
Athletics Australia has developed two separate coaching frameworks to cater for traditional track and field coaches and coaches interested in training athletes for fun run, half marathon and marathon events.
These two pathways are the Track and Field Framework and the Recreational Running Framework.
The general progression through the Track and Field Framework is as follows:
1. Level 1 Community Athletics Coach
2. Level 2 Intermediate Club Coach
3. Level 2 Advanced Coach – Event Group Specific
4. Level 3 IAAF Coach – Event Group Specific
5. Level 4 Senior Coach – Event Group Specific
The general progression through the Recreational Running Framework is as follows:

2. Level 2 Intermediate Recreational Running Coach

NSW ALL SCHOOLS CHAMPIONSHIPS RULES
1. ENTRIES
1.1 NSW athletes must attend a NSW Secondary School and be between the ages of 12 and 19 years inclusive i.e. born between 1998 and 2005. Interstate athletes must attend a Secondary School in their state and be between the ages of 12 and 19 years inclusive.
1.2 Events will be conducted in age groups 12, 13, 14, 15, 16, 17 & 19 years of age. Age is determined as at 31 December 2019. 1.3 The following events are offered for para athletes; 100m, 200, 800m, Shot Put, Discus Throw & Long Jump. Results will be determined as a percentage of the Athletics Australia multi disability scoring tables for each athlete’s classification in the Senior (16-19 year) & Junior (12-15 year) age categories. 1.4 Athletes in the 12 & 13 year age groups must not compete in the following events: 5000m, 200m hurdles (13yrs exempt), 400m hurdles, steeplechase, 5000m walk. 1.5 Athletes are not permitted to compete in more than one age group in the same event. Athletes who wish to compete up an age group may do so (providing they are eligible, see rule 1.4) but are not permitted to also compete in their own age group. Example: a 17 years boy may compete in the 19 years shot put but cannot also compete in the 17 years shot put. For the purpose of this rule the following events are considered to be the same event: 3000m & 5000m; straight hurdles; 200m H & 400m H; 3000m Walk & 5000m Walk. 1.6 Entries must be submitted online via www.nswathletics.org.au. 1.7 The athlete entry fee is $20.00 per event. Confirmation of entry is available by looking at the entry lists on the Athletics NSW website www.nswathletics.org.au.The final timetable and entry lists will be published on the Athletics NSW website. All athletes must check the website after close of entries to confirm the start times of their events. 1.8 Entry fees and merchandise fees are non-refundable, regardless of circumstance. 1.9 Entries close on Wednesday 11th September 2019 at 9am. Faxed entries will not be accepted. Online entry is available via www.nswathletics.org.au. 1.10 Late entries are not guaranteed and are only accepted on the approval of the Athletics NSW Competition Manager or Technical Delegate. Athletics NSW reserves the right to refuse late entries. 1.11 The initial timetable is only a DRAFT. Athletes will not be individually notified of changes to the draft timetable. All athletes must check the website after close of entries to confirm the start times of their events.

1.12 Spectators will be required to pay gate entry, Adults - $10.00 per person per day and U18’s / pensioners - $5.00 per person per day. Competing athletes will be able to gain free access, with their name listed at the gate.
2. RULES AND PROCEDURES 2.1 The Championships will be conducted in accordance with the 2019/20 IAAF & IPC Rules subject to minor modifications approved by Athletics Australia and Athletics NSW, and as modified below. 2.2 Athletes are to wear their school athletics uniform, school PE uniform or their Senior Athletics Club uniform (Little Athletics uniforms and regional uniforms may not be worn). Athletes not wearing their correct uniform WILL NOT be allowed to compete. 2.3 Athletes must sign in at Athlete Check-In at least 60 minutes before the start of each of their events to confirm their entry. Failure to check in may result in the athlete being scratched from the event. Athletes are encouraged to check-in at the commencement of each day for all of their events for that day. 2.4 Athletes will receive their competition numbers when they check-in for their first event, on their first day of competition. Athletes not wearing an official competition number WILL NOT be allowed to compete. 2.5 If an athlete confirms (i.e. checks in) but does not participate or does not compete in all rounds of an event for which they have qualified, the athlete may not be permitted to compete further in the competition as outlined in IAAF Rule 142.4. When participating, athletes must compete honestly with a bona fide effort. The decision on this ruling will be to the discretion of the Competition Manager and Technical Deligate. 2.6 Athletes must report to the competition area at least 10 minutes prior to the starting time for track events and 20 minutes for all field events except pole vault which is 45 minutes. 2.7 Starting blocks must be used for all events up to and including 400m, for athletes in the 14 years age group and older. Only blocks provided by the venue may be used. 2.8 Spikes must be no longer than 9mm for High Jump and Javelin, or 7mm for other events. 2.9 Athletes who wish to include their own throwing implements in the Championship equipment pool MUST lodge them with the Technical Manager at the Technical Room no later than 90 minutes before the scheduled starting time of the particular event. Athletes must collect their implement/s from the Technical Room after the event. Athletes are expected to provide their own vaulting poles. Athletics NSW will not provide vaulting poles. 2.10 Where heats are scheduled, if there are insufficient entries at the close of entries (9am on Wednesday 13th September) the final will be run at FINAL time. If on the day of competition a heat is no longer required due to athlete(s) failing to check in the final will be run at HEAT time. 2.11 In all FIELD events, except for the high jump and pole vault, each athlete will be allowed three attempts and the eight athletes with the best valid performances will be allowed a further single attempt. Competition management may reduce the number of attempts if circumstances require. 2.12 The increments for both High Jump and Pole Vault to be determined by the referee and athletes advised at the beginning of the event.

2.13 Lane draws and qualification in track events: 2.13.1 The progression from heats to finals for events up to and including 800m (including hurdles) is as follows: i. If there are two (2) heats, 1st, 2nd, & 3rd from each heat and fastest others qualify. ii. If there are three (3) heats, 1st & 2nd from each heat and fastest others qualify. iii. If there are four (4) or more heats, winners from each heat and fastest others qualify. iv. In events up to 110m where heats are held, ten (10) athletes will advance to the final. v. For events between 200m to 800m inclusive, nine (9) athletes will advance to the final. 2.13.2 Lanes will be drawn as follows for events up to and including 800m (including hurdles): i. In the first round, athletes will be allocated to heats based on advice of best times since October 1st 2018. A draw by lot will be made for the order of heats and the lane of each athlete. ii. For the final, athletes will be ranked according to their positions and times in accordance with IAAF Rule 166.3(a). Then three draws will be made: One for the four highest ranked athletes or teams to determine placings in lanes 4, 5, 6 and 7 another for the fifth & sixth ranked athletes or teams to determine placings in lane 8 and 9, and another for the three lowest ranked athletes or teams to determine placings in lanes 1, 2, 3. NB- When 10 lanes are used for finals, fifth, sixth & seventh ranked athletes will be drawn in lanes 8-10, with the three lowest-ranked athletes drawn in lanes 1-3. 2.13.3 For 1500m events, the progression from heats to finals and lane draw is as follows: i. If there are two (2) or three (3) heats, 1st, 2nd, 3rd & 4th from each heat and fastest others qualify. ii. Twelve (12) athletes will advance to the final if there are less than 30 athletes in the heats; fifteen (15) athletes will advance to the final if there are 30 or more athletes in the heats. iii. In the first round, athletes will be allocated to heats based on advice of best times since October 1st 2018. A draw by lot will be made for the order of heats and the starting position of each athlete. iv. For the final, a draw by lot will be made for the starting position of each athlete. 2.13.4 In track events that become timed finals, athletes will be allocated to finals based on advice of best times since October 1st 2018. A draw by lot will be made for the order of finals and the starting position of each athlete. 2.14 If an athlete is entered in both a track and field event held at the same time (or two field events), the athlete may move between the two events. An athlete may be allowed to take a trial in field events in a different order in all except the final round of competition. If an athlete misses an attempt and the competition continues into the next round, the athlete will be deemed to have passed that attempt. Please note, the Little Athletics rule of track taking precedence over field does not apply to IAAF rules and hence, to this competition. Athletes will need to manage their own events and liaise with relevant event officials. 2.15 The Competition will be conducted under the IAAF false start rule for athletes in the 19, 17, 16, 15, and 14 year age groups. A dispensation has been granted for athletes in the 12 and 13 year age groups. To dispel confusion, the false start rule will be as follows; 12, 13 age groups: - any athlete responsible for a false start shall be warned. Only one false
start per race shall be allowed. Any athlete who causes a second false start in the race will be disqualified.
19, 17, 16, 15, 14 age groups: - immediate disqualification of any athlete causing a false start (one false start incurs disqualification).
Please note - athletes competing up an age group will compete under the rule for the particular age group of competition.

2.16. Protests (IAAF Rule 146) 2.16.1 Any enquiries regarding entries will be handled firstly by the Administration Delegate, then the Jury of Appeal if required. 2.16.2 Any protest regarding competition must be made orally to the Referee by the athlete or by a person acting on his/her behalf within 30 minutes of the official announcement of the result. The Referee may decide on the issue or refer the matter to the Jury of Appeal. The athlete has the right to appeal to the Jury but this must be in writing and submitted to the Administration Manager in the administration area within 30 minutes of the announcement of the referee’s decision. This protest must be accompanied by a deposit of $20 which will be forfeited should the protest not be upheld. Copies of the Protest Form are available from Administration. 2.16.3 In a field event, if an athlete makes an immediate oral protest against having an attempt judged as a foul, the Referee may, at his discretion, order that the trial be measured and the result recorded, in order to preserve the rights of all concerned. The attempt will be recorded as a fail.

TRELOAR SHIELD
The Athletics NSW Treloar Shield is a club-based competition where athletes score points for their club. The emphasis is on participation and enjoyment, aiming to attract athletes of all abilities (including para athletes) and standards to compete in an organised track and field competition. 1. DATES, VENUES & EVENTS During the 2019/20 season, there will be 7 full Treloar Shield rounds. The schedule for the Treloar Shield is as follows;

2. POINT SCORES In 2019-20, two (2) separate point scores will be in operation; Age Pennants and the Treloar Shield.
1. Age Pennants
2.1.1 Three age pennants will be offered throughout the 2019/20 Treloar Shield; in the form of Open, Junior and Masters. There is no overall pennant winner but rather a junior pennant recipient, an open pennant recipient and a master’s pennant recipient.
2.1.2 The open pennant is for athletes competing in Open Competition. For point scoring purposes, the open category is athletes aged 20-29. The junior pennant is for athletes competing in the Under 20, Under 18, Under 16 and Under 14 age groups. The master’s pennant will be for athletes competing in the 30-39, 40-49, 50-59 and 60+ age groups. Athletes may compete out of their natural age group (up an age group for juniors, or down an age group for master’s athletes) and will score points in the age group of the event selected. i.e. an U18 athlete competing in U20 would score points in the U20 age group. Any change of age group must be provided to the Athlete check in area prior to the commencement of the event, on an “Age/Gender Change Form”.

2.1.3 Each week, the points scored in each age group, by each club, across all venues, male and female, will be added together to yield the weekly point score for each pennant. At the completion of the series, the club with the most points will be the winner.
2.1.4 Points will be awarded for places 1st through to 20th in each of the nine (9) age groups (U14, U16, U18, U20, Open, 30-39, 40-49, 50-59 and 60+) as indicated in the table below.
2.1.5 There is no limit on the number of athletes or relay teams which may score event points for a Club.
2.1.6 The 5000m walk will only be scored in the U20, Open and 30-39 and 40-49 age groups. The 3000m walk will be scored in the Under 14, Under 16, Under 18, 50-59 and 60+ age group. The 1500m walk will only be scored in the Under 14 age group.
2.1.7 The 90m and 80m hurdles are only available for males U14 or 70+, and for females U16 and 40+.
2.1.8 Relays will only be scored in the Open age group. 2.1.9 Any para-athlete specific events (i.e. ambulant para-athlete/wheelchair para-athlete
events) will be scored separately to able-bodied events, in the Junior, Open, and Masters age groups stated above.

2. Treloar Shield
2.2.1 Point scoring for the Treloar Shield will be based on the points achieved by the club
after each competition round. The competition round points are determined by the total point score from each age pennant category, adjusted to give equal weighting to each category being scored (Open pennant points (with 1 scoring age group) are multiplied by 4, Master’s and Junior pennant points (with 4 scoring age groups) are multiplied by 1.
2.2.2 Treloar Shield Points will be allocated after each competition. The club with the most Treloar Shield Points accumulated will be the winner of the Treloar Shield for the 2019-20 season.

ANSW Treloar Shield & All-comers Competition Rules
The Treloar Shield and All-comers are track and field meets for athletes of all ages, abilities, and aspirations. Athletes compete as open athletes and will be placed in events based on ability (track events and jumps) and according to weight division in throws events. Each Treloar Shield and All-comer competition has Athletics Australia Permit Status allowing athletes to qualify for National and International competitions and set state and national records. 1. 1. Entries and Events
2.1.1. Ages are calculated as at December 31 of the year of competition for all age groups (including junior and masters age groups).
2.1.2 The entry fee for All-comers and Treloar Shield rounds is $10 online for Athletics NSW members for unlimited events. Online entry requires credit card payment. On the day entry is available but not guaranteed and will only be offered in events if space exists in the event. On the day entry will incur a higher fee of $20 for members and $30 for non members . Track event entry must be completed one (1) hour prior to the athlete’s first event and it is requested that you have your bib numbers and events ready when entering on the day. Field event athletes must submit their on the day entry request to athlete check in at least sixty (60) minutes prior to the scheduled start time. An entry may only be accepted if space exists in the event. The decision of the chief official is final. Payment for the field event entry must be paid to athlete check in at the commencement of the event.
2.1.3 The initial timetable is only a DRAFT. The final timetable will be published no later than 5pm the day prior to the competition. All athletes must check the website to confirm the start times of their events.
2.1.4 All athletes in TRACK events must report to athlete check in to advise of their intention to compete at least sixty (60) minutes before the scheduled starting time of the event. Failure to check in may result in the athlete being scratched from the event. Once races have been seeded no late arrivals will be accepted, regardless of circumstance. Any athlete who reports to the race start area may be disqualified if their entry for that event cannot be verified.
2.1.5 Athletes entered in FIELD events only, are not required to report to athlete check in. Instead field event athletes must report directly to the field event site at least twenty (20) minutes before the scheduled start time.
2.1.6 Athletes registered outside of NSW are encouraged to compete. 2.1.7 Registered Athletics NSW club members must wear their correct club uniform. Any
athlete observed to not be wearing their correct club uniform may be disqualified. 2.1.8 Members must have their Athletics NSW 2019-20 registration numbers sewn on or
attached with 4 pins front and 4 pins on the back (except in jumps events where only one bib is to be worn on the front or the back), so they can be easily read. Temporary numbers, valid for one day only, may be issued by the ANSW staff to current registered athletes in order to be eligible to compete. It is unacceptable to fold the number so the Athletics NSW and/or sponsor endorsement cannot be read. Athletes may be asked to adjust the number before competition commences. Non-members will be provided with a temporary bib at athlete check in free of charge.
2.1.9 On each day, athletes may only enter and contest one pool or race in an event. 2.1.10 On each day, an athlete may only use one weight implement in shot, javelin, discus
or hammer events. 2.1.11 On each day, an athlete may run in only one 80m/90m/100m/110m hurdle race and
in one 200m or 400m hurdle race. 2.1.12 An athlete may not run more than one relay leg or for more than one relay team. 2.1.13 Events are offered in the open division only (all ages). 2.1.14 Athletes may use implements or race in accordance with event specifications for
that athlete’s age. 2.1.15 U14 athletes cannot compete in the 5000m, 400m hurdles, and steeplechase. 2.1.16 Events may be cancelled if the Technical Delegate considers the equipment or site to be unsafe. 2.1.17 Para Athletes have the opportunity to compete in any Treloar Shield or All-comers
event. However, if an athlete needs any assistance, or the use of any specific equipment (such as throwing platforms), the athlete is requested to contact the

Athletics NSW office at least three (3) days prior to competition. In throwing events, Para Athletes throw the implement weight according to their age and classification.
2.1.18 Field Events- a. Field reporting time is 20 minutes before the start time at the event site, to allow
warm up attempts to occur prior to the scheduled start time. b. Field event pools are arranged by implement weight, starting height, take off
board, or distance expected to be jumped. c. Events begin at the time scheduled. Athletes who report later may receive fewer
warm up attempts. Athletes who report after the commencement of the competition may only be permitted to compete at the discretion of the event referee.
d. In all events, there will be 4 rounds (time permitting), and each athlete may have one attempt in each round. If the chief judge, in conjunction with the field referee, deem there to be insufficient time for 4 rounds of comeptition, a reduced amount of rounds will be offered. There will be no reverse rankings after 3 rounds.
2.1.19 Track Events- a. Track reporting time is 10 minutes before the start time, at the event start
area, to provide time to seed races. b. Competition order for track events is female first then male except for
hurdles which will be 110m followed by 100m, 90m, 80m and 400m hurdles, men followed by the women and the 0.914m hurdle steeplechase will precede the 0.762 hurdle steeple chase; the 3000m and 2000m will be run concurrently if fields are small (as determined by the Technical Delegate).
c. Races will be seeded, with the lanes drawn by lot (IAAF Rule 166.8). d. If small fields exist, some long distance events may be combined i.e. 3000m
and 5000m walk and run, 2000m and 3000m steeple chase. 2.1.20 Relays-
a. A Club is to advise relay teams 30 minutes prior to the scheduled start time to allow athletes and umpires to be advised of the lane draw. The athletes’ names and running order do not need to be declared.
2.1.21 Resolving Ties- a. Count back rules will be applied across pools in field events to determine
overall event places. b. Equal times in the same heat of a track event may be given separate places
by the judges. c. When times are equal and track judges have not awarded a dead heat in a race, the judge’s placing will be used. Equal times in different heats of a track event will gain the same place as the higher placed athlete with that time in other heats.
2.1.22 If an athlete is entered in both a track and field event held at the same time (or two field events), the athlete may move between the two events. An athlete may be allowed to take a trial in field events in a different order in all except the final round of competition. If an athlete misses an attempt and the competition continues into the next round, the athlete will be deemed to have passed that attempt. Please note, the Little Athletics rule of track taking precedent over field does not apply to IAAF rules. Athletes will need to manage their own events and liaise with relevant event officials.
2.1.23 The Competition will be conducted under the IAAF false start rule, however, dispensations will be offered for U14 and masters athletes only. This is only applicable for athletes competing outside of the first heat in an open event. 2.1.24. Protests (IAAF Rule 146)
a. Any enquiries regarding entries will be handled firstly by the Administration Delegate, then the Jury of Appeal if required.

b. Any protest regarding competition must be made orally to the Referee by the athlete or by a person acting on his/her behalf within 30 minutes of the official announcement of the result. The Referee may decide on the issue or refer the matter to the Jury of Appeal. The athlete has the right to appeal to the Jury but this must be in writing and submitted to the Administration Manager in the administration area within 30 minutes of the announcement of the referee’s decision. This protest must be accompanied by a deposit of $20 which will be forfeited should the protest not be upheld. Copies of the Protest Form are available from Administration.
c. In a field event, if an athlete makes an immediate oral protest against having an attempt judged as a foul, the Referee may, at his discretion, order that the trial be measured and the result recorded, in order to preserve the rights of all concerned. The attempt will be recorded as a foul.
2.1.25 No field athlete is permitted to commence warm ups at the field site without the presence of the appointed official. 2.1.26 Master competitors are not required to use starting blocks or a crouch start or have both hands in contact with the track for the start of any race. 2.1.27 For matters not addressed above, IAAF and AA rules apply. 2 Competition Officials-
3.3.1 Athletics NSW will endeavour to appoint as many technical officials as possible,
however every club which has athletes competing at a venue is expected to provide officials and/or volunteers as required/requested by the Meeting Manager.
3.3.2 Events will be cancelled if insufficient officials/volunteers are available. 3.3.3 Any volunteers must have enclosed footwear on the field of play.

Throughout the summer season, Athletics NSW conduct a number of standalone Distance
Running and Walking Championships on the Track which are conducted at various venues around
the metropolitan area.

1. NSW 3000m Track Championships
To be held at SOPAC on the evening of Saturday 9th November 2019. The NSW 3000m Track Championships is one of the highlights on the NSW distance running calendar. For most of the last decade, the event has been held away from NSW State Championships, appealing to athletes whose favourable distances range from 800m - 10,000m. In recent years, the event has proven to have national appeal, with more and more interstate athletes competing. 2.1.1 The NSW 3000m Track Championships is conducted in the Open age group only, however
athletes of all ages may contest the event, as all races are seeded based on previous performance, so athletes will compete against athletes of a similar ability. 3000m Championships for underage and masters athletes (where applicable) are conducted at the relevant State Championship.
2.1.2 All entries must be submitted online by 10am Wednesday 6th November 2019. 2.1.3 State Championship entry fee is $20. Athletes without a credit card or internet access
should contact the Athletics NSW office well in advance of the closing date to arrange an alternative entry.

To be held at the Mingara Athletics Track on the evening of Saturday 11th January 2020 at the conclusion of the All Comers meet. The NSW 10 000m Walk is one of two State Open Championships for walking on the track, the other being the 5000m held with the State Championships in March 2020. 2.2.1 The NSW 10,000m Walk Championships will be held in the Open age group, incorporating
the Under 20 age group. Athletes are eligible to win both the Open and Under 20 medal. 2.2.2 State Championship entry fee is $20. Entries will be accepted on the day only at the venue
and must be completed 60 minutes prior to the event. 2.2.3 Athletes must provide a lap scorer, who must report to the finish line area at least 10
minutes prior to the start of the race.
3. NSW Mile Championships To be held at Bardon Park, Wollongong, on the evening of Saturday 11th January 2020. The NSW Mile Championships provides a state Championships for athletes over the historic and magical mile distance. 2.3.1 The NSW Mile Championships will be held in the Open, Under 14, Under 16, Under 18,
Under 20 and 35+ age groups. 2.3.2 All entries must be submitted online by 10am Wednesday 8thth January 2020. 2.3.3 State Championship entry fee is $20. Athletes without a credit card or internet access
should contact the Athletics NSW office well in advance of the closing date to arrange alternative entry.

NSW RELAYS CHAMPIONSHIPS
1. ENTRIES 1.1 Athletes competing must be registered for the 2019-20 season and wear their 2019-20
registration numbers. Interstate athletes must be registered with their relevant state athletics body for 2019-20. Any interstate team entry is subject to approval from the Athletics NSW Competition Manager.
1.2 The NSW Relay Championships is conducted in the Under 14, Under 16, Under 18, Under 20, Open and Masters age categories. With the exception of Masters, see rule 1.3, all age groups are determined by age of the athlete on the 31st December 2019.
1.3 Masters ages are determined as at the first day of competition. All team members must be over 30 years as at 23rd November 2019. For the purpose of Relay Championships, Masters ages are determined by adding together the ages of each team member in whole years. Masters track events consist of the following: Men – 120+ years, 160+ years, 200+ years and 240+ years. Women – 120+ years, 160+ years and 200+ years. Masters field events include Masters Shot Put and Javelin Throw only. The Masters Shot Put and Javelin Throw teams are made of masters athletes of any masters age.
1.4 All team entries must be submitted via the online entry portal, by Wednesday 13th November 2019 at 10:00am. All club entries must be submitted online via the registration portal, accessable at www.nswathletics.org.au
1.5 The entry fee for the Relay Championships is $38 per team per event. 1.6 Late entries will only be accepted if space exists and will cost $45 per team per event
and will be at the discretion of the Technical Delegate/ANSW Competition Manager. Late entries must be lodged 90 minutes prior to the start of the event on the official entry form.
1.7 Athletes may compete in more than one age group and females can compete in male teams, providing at least 50% of the male team members are male.
1.8 Athletes from non-metropolitan clubs may, with the approval of Athletics NSW, combine with athletes from other clubs in their geographical area to form regional teams.
1.9 NSW Masters Association (NSWMA) members who are also members of an ANSW
Athletics club may compete for the NSWMA only with the written consent from the
Team Manager of both their first claim club and the NSWMA. Such athletes may only
compete for one club for the duration of the NSW Relay Championships.
1.10 If Clubs/Regions have more than one team in a race, either in the same age group or where age groups are combined in one race, each team must wear a distinctive uniform or wear a ribbon, provided at check in.
1.11 Athletes may compete in two or more teams of differing age-gender groups. However, if the events are conducted concurrently or have been combined, an athlete will only be eligible to compete in one team in that event and must nominate the age-gender group at the time of checking in.
1.12 Athletes must compete with their club if selected in their club’s team(s). An athlete may not compete in an event for a region team against his/her own club.
1.13 Individual athlete registration is not available on the day at the Relay Championships. 1.14 Spectators and Athletes will be required to pay gate entry, Adults - $5.00 per person per
day and U18’s - $3.00 per person per day.

2. RULES AND PROCEDURES IAAF Rules will be used throughout the competition, as modified by Athletics Australia and the following specific rules: 2.1 A representative of each track relay team and each field relay team must report to
Athlete Check-in at least sixty (60) minutes before the scheduled starting time of the event to advise of their intention to compete. Failure to check-in may result in the team being scratched from the event. The team representative may check-in teams for events held in the morning of Day 2 on Day 1.
2.2 Field event relay teams must declare their competing order to the event judges prior to the commencement of the event.
2.4 The athletes’ names and running order for track events do not need to be declared except in the 4 x 1500m and 4 x 1500m walk to allow lap-scoring sheets to be prepared. The competing order must be provided 60 minutes before the event start time.
2.3 Clubs/Regions entering teams in the 4 x 1500m and 4 x 1500m walk events must provide a lap scorer. Lap scorers are to report to the Chief Umpire in the start area at least 10 minutes prior to the event start time.
2.5 When heats are not required, the final will be conducted at the heat time. 2.6 Heats in Junior and Masters age events will only be conducted in the 4 x 100m. Where
there are more teams in the underage and overage events than can be accommodated in a straight final, timed finals will be conducted. Heats will be conducted in all open track events for 4 x 100m and 4 x 200m.
2.7 Track teams must report at least ten (10) minutes prior to the scheduled start time of the event. The first runner reports to the start area and other runners to their respective changes where assembly is on the outside of the track.
2.8 Teams in FIELD EVENTS are to report to the start of their event at least twenty (20) minutes prior to the scheduled start time of the event so that warm ups can be completed before the scheduled start time. Athletes who report later may get fewer warm up attempts.
2.9 In field events, each team has four athletes from a Club/Region. Except for the High Jump, each athlete will be allowed three trials. The winning team is determined by adding together the best performances recorded by each athlete in the team.
2.10 In field events, all ties that cannot be resolved on a count back will stand, including first place.
2.11 The starting heights for High Jump will be as follows; - U18 Female : 1.25m
- U18 Men & Open Female : 1.35m - Open Male : 1.45m
Increments will be 5cm. 2.12 Athletes must throw the weight for the age group they are entering. For example; a 14
year male athlete competing in the Open male shot put must throw a 7.26kg shot. Similarly, a female competing in a male event, must throw the implement weight for the male’s age group entered. This does not include the masters throwing events (see rule 2.13 below).
2.13 Athletes entered in the masters throwing events will throw the implement weight for their 5 year age group. There may be athletes throwing different weights within a team, with no further adjustment of the recorded distance to determine placing.
2.14 When events are combined in the timetable, an athlete will only be eligible to compete in one team in that event and must nominate the age-gender group at the time of checking in.
2.15 In horizontal jumps and throws events when the number of entrants is deemed too large for the time allotted for that event, the Technical Delegate may elect to reduce the number of jumps/throws for each athlete.
2.16 An incomplete team may start in an event but will be recorded as Did Not Finish.

2.17 WMA starting rules apply to masters events (120+). IAAF Starting rules apply to all other age groups with the dispensation for U14 athletes applying only to teams entered in the U14 age group.
2.18 All 4x800m changes will be run under IAAF Rules 170.19 and 170.20.

NSW CHAMPIONSHIPS
1. AGE GROUPS 1.1 Athletics NSW offers competition in the following age groups for male and female athletes,
unless otherwise advised. Please refer to the specific event programs for events available for each age group: • Open, U23** U20, U18, U16 and U14 with the age as at 31 December of the year of competition. • Masters - over 30 years in 5 year age groups, i.e. 30-34, 35-39, 40-44 etc. to 95+, with the age as at the first day of competition. ** Medals for the Under 23 Championships will be awarded based on results from the Open Championship. The first three athletes aged 20, 21 or 22 (in the calendar year of the event) will be awarded the Under 23 medals.
2. ENTRIES 2.1 Entry for all Athletics NSW State Championship events will be available online. This is a
safe and easy way of submitting your competition entry and takes just minutes. In order to submit your entry online, visit the Athletics NSW website www.nswathletics.org.au and click on the ‘Events – ANSW Calendar’ tab, available on the home page, and locate the event you wish to enter. Should you experience any difficulties whilst entering online, please contact the Athletics NSW office. Athletes without a credit card or internet access should contact the Athletics NSW office well in advance of the closing date to arrange an alternative entry.
2.2 Entries should be made online by the closing date. 2.3 State Championship entry fee is $20. 2.4 The entry fee for all events, except the State Relays, includes the gate entry fee for athletes
who enter by the closing date. Athlete names will be on a gate entry list to receive entry into the venue free of charge.
2.5 Late entries are not guaranteed and are only accepted on the approval of ANSW
Competition Manager. Late entries cost $35 per event and must be lodged prior to the advertised late entry closing date. Athletes are encouraged to contact the Athletics NSW office after the close of entries to confirm their interest/availability in the event.
2.6 All Athletes must check the start lists and final timetable which is posted on the ANSW
website after the close of entries. Please Note - all State Championship timetables in the summer handbook are DRAFTS ONLY and may change. It is each athlete’s responsibility to check the start time of their event closer to the competition date.
3. ELIGIBILITY 3.1 NSW Athletes intending to compete at any of the NSW Championships must be registered
for the 2019-20 season.

3.2 Athletes registered outside of NSW are encouraged to compete in NSW Championship events.
4. RULES AND PROCEDURES The procedures below apply to all ANSW State Championship events, unless otherwise indicated in the specific event information. 4.1 The State Championships will be conducted in accordance with the IAAF, IPC and WMA
Rules, subject to minor modifications approved by Athletics Australia and Athletics NSW and as printed below.
4.2 All participants must be registered with Athletics NSW or an Athletics Australia Member
Association if the athlete is from outside NSW. 2019-20 registration numbers must be worn front and back and must be clearly visible (except for jumps competitors who must wear one current registration number). It is unacceptable to fold the number so the Athletics NSW and/or sponsor endorsement cannot be read.
4.3 All athletes in ALL EVENTS must report to Athlete Check-in to advise of their intention to
compete at least sixty (60) minutes before the scheduled starting time of the event. Failure to check-in by this time may result in the athlete being scratched from the event by the Technical Delegate.
4.4 For seeding purposes, all athletes competing in track events are to advise the Check-In
officials of their best performance for the season, unless otherwise indicated on their entry form.
4.5 Heat allocations and lane draws for track events will be conducted sixty (60) minutes before
the scheduled starting time of an event. i) State Open Championships – when it is determined that heats are not required, the
final will be run at the Final Time. ii) NSW All Schools, Masters Championships, State Relay and NSW Junior
Championships – when it is determined that heats are not required, the final will be run at the heat time, unless otherwise advised.
4.6 Late entries may be accepted at a cost of $35 per individual event, or $45 per relay, at the
discretion of the ANSW Competition Manager. Late entries must be lodged prior to the advertised late entry cut off time.
4.7 If an athlete confirms (i.e. checks in) but does not participate or does not compete in all
rounds of an event for which they have qualified, the athlete may not be permitted to compete further in competition as outlined in IAAF Rule 142.4. When participating, athletes must compete honestly with a bona fide effort. This ruling may be enforced at the discretion of the Competition Manager or Technical Delegate.
4.8 Track athletes must report to the start of their event at least ten (10) minutes prior to the
scheduled start time of the event. 4.9 Athletes in FIELD EVENTS are to report to the start of their event at least twenty (20)
minutes prior to the scheduled start time of the event, so that warm ups can be completed before the scheduled start time. Athletes who report later may get fewer warm up attempts.
4.10 Athletes are permitted to compete for only one (1) First Claim Club in any NSW
Championship event during any one Track & Field Season.

4.11 In events where athletes compete for their club – e.g. State Relays, Country Championships, and State Championships – athletes must wear the approved uniform of their first claim club, including current registration numbers. Event officials will advise the Technical Delegate prior to the start of the event when an athlete appears to have competed in other than a recognisable Club uniform. The Athlete may be disqualified. Also refer to – IAAF Rule 143: “A competitor must not wear clothing which could impede the view of the judges”.
4.12 Starting blocks must be used for all events up to and including 400m except as provided for
in the IPC and WMA Rules. Only blocks provided by the venue may be used. 4.13 Spikes must be no longer than 9mm for High Jump and Javelin, or 7mm for other events. 4.14 Field events and hurdles specifications for Championship events are included on the ANSW
website i) In the State Relays or Club Championships, athletes must throw the weight for the
age group they are entering. For example, a 14 year male athlete competing in the Open shot put must throw a 7.26kg shot. Similarly, a female competing in a male event, must throw the implement weight for the male’s age group entered.
ii) In all Para throwing events the implement weight used will be the weight for that event not the weight for the athlete’s age group. For example, if a male athlete classified F38 and aged U18 wished to compete in the Para Open Men’s Shot Put he would use a 5kg shot instead of a 4kg shot.
4.15 In all field events, except for the High Jump and Pole Vault, each athlete will be allowed
three trials and the eight athletes with the best valid performances will be allowed a further three trials (IAAF 180.5). Competition management may reduce the number of attempts if circumstances require.
4.16 State Championship medal presentations will be held at the conclusion of each event. 4.17 Para events will be full multi-disability medal events. Medals will be awarded based on each
athlete’s performance as a percentage of the World Record as at 1 October each year for Open events and the Athletics Australia multi disability scoring tables as at 1 October each year for underage events. The athletes will be ranked according to the percentages; the athlete with the greatest percentage will be the winner.
4.18 If an athlete is entered in both a track and field event held at the same time (or two
field events), the athlete may move between the two events. An athlete may be allowed to take a trial in field events in a different order in all except the final round of competition. If an athlete misses an attempt and the competition continues into the next round, the athlete will be deemed to have passed that attempt.
4.19 Should events be combined in the timetable, an athlete will only be eligible to compete in
one age group in that event and must nominate the age group at the time of checking in. i) Every endeavour will be made to limit the number of masters age groups combined
into one race/event. However, the Technical Delegate reserves the right to combine age groups if necessary.
4.20 Lane draws and qualification in track events:
4.19.1 In events up to 800m where heats are held, nine (9) athletes will advance to the
finals (at SOPAC) ii) If there are two (2) heats – then 1st, 2nd and 3rd from each heat and fastest others
qualify.

iii) If there are three (3) heats – then 1st and 2nd from each heat and fastest others qualify.
iv) If there are four (4) or more heats, winners from each heat and fastest others qualify. iv) The preferred lanes are 4,5,6,7 4.19.2 For events up to 800m, lanes will be drawn as follows; i) In the first round, athletes will be allocated to heats based on advice of best times
this season. A draw by lot will be made for the order of heats and the lane of each athlete.
ii) For the final, athletes will be ranked according to their positions and times in accordance with IAAF Rule 166.3(a) or in the case of 800 metres, 166.3(b). Then three draws will be made:
- One for the four highest ranked athletes or teams to determine placings in lanes 4,5,6 and 7,
- another for the fifth & sixth ranked athletes or teams to determine placings in lane 8 and 9, and
- another for the three lowest ranked athletes or teams to determine placings in lanes 1, 2 or 3.
4.19.3 In the case of 1500m, not less than twelve (12) athletes will advance from one round to the next. i) If there are two (2) heats – then 1st, 2nd, 3rd & 4th and the fastest others to bring the next
round number to twelve (12). ii) If there are 3 heats then 1st, 2nd and 3rd and the fastest others to bring the next round
number to twelve (12). 4.19.4 Where possible, B Finals will be conducted when entries exceed 40 athletes. (This is at the discretion of the Technical Delegate or ANSW Competition Manager.)
4.21 Protests:
4.21.1 Protests concerning the status of an athlete to participate must be made prior to the closure of entries for the event to the Technical Delegate, with a right of appeal to the Jury of Appeal. 4.21.2 Any protest regarding competition must be made orally to the referee by the athlete or by a person acting on his/her behalf within 30 minutes of the official announcement of the result. The referee may decide on the issue or refer the matter to the Jury of Appeal. The athlete has the right to appeal to the Jury, but this must be in writing and submitted to the Administration Manager within 30 minutes of the announcement of the referee’s decision. This protest must be accompanied by a fee of $20 which will be forfeited should the protest be dismissed. Copies of a suitable Protest Form are available from the Administration Manager. 4.21.3 Please note, in a field event, if an athlete makes an immediate oral protest against having an attempt judged as a foul, the Referee may direct that the attempt be measured and the result recorded, in order to preserve the rights of all concerned. (IAAF Rule 146.4) However, the attempt will be recorded as a foul.
4.21.4 Any protests regarding programming, order of events or timetabling must be made to Athletics NSW at least three (3) weeks prior to the first day of competition.
4.22 Private Implements. Athletes who wish to include their own throwing implements in the championship equipment pool MUST lodge them with the Technical Manager at the Technical Room, no later than 90 minutes before the scheduled starting time of the particular event. Private implements will be returned to the Technical Room at the

conclusion of the event. Athletes can collect their implement/s from the Technical Room after the event. Athletes are to provide their own vaulting poles. The Organising Committee will not provide poles.
4.23 Starting heights will be as follows:

ANSW PERMIT MEETS
The Permit Series aims to meet the demands of local athletes and coaches, by providing regular competition in all event disciplines in a friendly and relaxed environment. Increased number of competitions during the summer will allow all athletes; little athletes, school athletes, senior and master athletes, from various ages, abilities and locations; to have access to more regular competition whilst also accommodating athletes attempting to qualify for major national competitions. The Permit Meets provide a perfect medium to attract athletes from Little Athletics and the school system to merge into the Athletics NSW club structure, while allowing clubs the ability to grow and increase the number of knowledgeable volunteer officials and/or administrators. The series also allows for smaller venues to hold more prominent meets. Club conducted Permit Meets, as part of the Permit Series, will be granted ANSW permits ratifying the event and allowing athletes to qualify for Australian Championships. Clubs can benefit from hosting a Permit Meet through various opportunities where;
- a percentage proportion (based on the club hosting agreement), through either entry fees or from the canteen, is kept by the club
- the clubs venue is granted more usage by running more high profile meets - clubs are given the potential to up skill their volunteers by utilising the meet to gain superior
knowledge and skills - there is the ability to attract athletes to an existing club competition series, with the
possibility to retain them for future meets - it is possible to strengthen the club by being given the task to officiate and direct in high
level competition, allowing the club to grow and operate more efficiently, creating the ability to hold further meets
- the event itself will be slightly more relaxed, creating the perfect environment for clubs (and ANSW) to forge links with Little Athletics clubs and schools.
ANSW can provide the following to the hosting club;
- ratify the competition by granting an ANSW permit - provide a list of events which should be conducted, with clubs given the opportunity to add
other events at their discretion - provide clubs a checklist to satisfy ANSW standards of holding a quality meet - promote the meet through the ANSW website and the e-athlete - provide assistance with sourcing other officials if necessary - publish results of the meet on the ANSW website, providing they are forwarded within two
days of the meet to [email protected]. - offer any other advice in order for the club to run a successful meet including advice of
meet manager and other technical matters - provide the club with support and encouragement.

NSW COMBINED EVENTS CHAMPIONSHIP
1. ENTRIES 1.1 Athletes competing must be registered with Athletics NSW for the 2019-20 season and wear
their 2019-20 registration numbers and club uniform. 1.2 Athletes registered outside of NSW are encouraged to compete as long as written approval
from the relevant member association is sought prior to the athlete competing. 1.3 The NSW Combined Event Championships is conducted in the Under 14, Under 16, Under
18, Under 20, Open, 30+ and 50+ age categories. Ages for all under age and open age groups are determined by age of the athlete on the 31st December 2020. Masters ages are determined as at the first day of competition, the 25th January 2020.
1.4 Entry for the NSW Combined Event Championships will be available online. This is a safe and easy way of submitting your competition entry and takes just minutes. In order to submit your entry online, visit the Athletics NSW website www.nswathletics.org.au and click on the ‘Events – Calendar’ tab, available on the home page, and locate the event you wish to enter. Should you experience any difficulties whilst entering online, please contact the Athletics NSW office. Athletes without a credit card or internet access should contact the Athletics NSW office well in advance of the closing date to arrange an alternative entry.
1.5 All entries with accompanying payment must be submitted by Wednesday at 10am. 1.6 Entry fees are non-refundable, regardless of circumstance. 1.7 Combined Event State Championship entry fee is $40 for athletes competing in the
Decathlon, Heptathlon or Pentathlon. 1.8 Registration is not available on the day at the Combined Event Championships. Athlete
registration is to be organised before the competition. 1.9 Late entries are not guaranteed and are only accepted on the approval of the Athletics NSW
Competition Manager. Late entries cost $65 and must be lodged prior to the advertised late entry close off date. If this is the case, athletes are encouraged to contact the Athletics NSW office after the close of entries to confirm their interest/availability in the event.
1.10 All Athletes must check the entry lists and final timetable which is posted on the ANSW website after the close of entries. It is each athlete’s responsibility to check the start time of their event closer to the competition date.
2. RULES AND PROCEDURES 2.1 The Championship will be conducted in accordance with the IAAF and WMA Rules, subject
to minor modifications approved by Athletics Australia and Athletics NSW and as printed below.
2.2 2019-20 registration numbers must be worn front and back (except for jumps events) and must be clearly visible. Interstate/International athletes will be issued a bib number upon checking in.
2.3 All athletes must report to Athlete Check-in to advise of their intention to compete at least sixty (60) minutes before the scheduled starting time of the combined event. Failure to check-in by this time may result in the athlete being scratched from the event by the Technical Delegate.
2.4 Athletes withdrawing are required to inform the Combined Events Referee as soon as possible and especially at the conclusion of day one.

2.5 For track events, athletes are to report to the start area at least ten (10) minutes prior to the start time of the event.
2.6 For field events, athletes must report to the event site at least twenty (20) minutes prior to the advised start time of the event to allow for warm ups to be completed.
2.7 Starting blocks must be used for all events up to and including 400m except as provided for in the WMA rules.
2.8 The athletics track is a synthetic track, therefore spikes must be no longer than 9mm for High Jump and Javelin, or 7mm for other events.
2.9 Field events and hurdles specifications for Championship events are included on the ANSW website and in the online Summer Handbook.
2.10 The Combined Events Referee, in consultation with the athletes, will determine the starting heights for High Jump and Pole Vault.

NSW COUNTRY CHAMPIONSHIPS
1. ENTRIES 1.0 Athletes competing in the senior component of the Championships must be registered with
Athletics NSW for the 2019/20 season; - through membership of a Country Athletics Club. A Country Club is a Member Club with its main training or competition venue more than 75km by road from the Sydney GPO. - as an independent athlete from country areas currently registered with Athletics NSW - as a masters athlete from Country areas currently registered with Athletics NSW via NSW Masters Athletics. 1.1 Athletes competing in the Little Athletics component of the Championships must be
registered with a Little Athletics NSW country centre for the 2019/20 season. 1.2 Senior club members must wear their correct club uniform. Athletes must have their
Athletics NSW 2019/20 registration numbers attached on the front and back (except in pole vault and high jump events). Athletes competing in the U9, U10 and U11 age groups must wear their Little Athletics uniform. Temporary bib numbers will be provided for LA members at athlete check in on the day.
1.3 The age groups for the senior club component of the Championships are Under 12, Under 13, Under 14, Under 15, Under, Under 17, Under 18, Under 20 and Opens. The age group is determined by the age you will be by December 31, 2020. Masters age groups; 30-39, 40-49, 50-59, 60-69 and 70+ years, ages determined as at the first day of competition, the 17th January 2020. The age groups for the Little Athletics NSW component of the Championships are Under 9, Under 10 and Under 11. The age group is determined by the age you will be by December 31, 2019.
1.4 Entry for the NSW Country Championships will be available online and via paper manual entry. Individual entry costs $20 for the first event and $10 each subsequent event with a $100 cap. Family entries will be capped at $120. Please note, online entry requires credit card payment, and family entries cannot be accepted online.
1.5 All entries with accompanying payment must be submitted by Wednesday 8th January 2020 at 10am.
1.6 Entry fees are non-refundable, regardless of circumstance. 1.7 Registration with Athletics NSW is not available on the day at the Country Championships.
Athlete registration is to be organised before the competition. 1.8 There will be no gate fees for spectators or athletes. 1.9 Late entries are not guaranteed and are only accepted on the approval of the Athletics NSW Competition Manager or Technical Delegate. 1.10 Masters athletes may compete in their own age group and open events, however, if the events are conducted concurrently or have been combined on the timetable, an athlete will only be eligible to compete in one age group in that event and must nominate the age group at the time of checking in.
1.11 Junior athletes may compete in their own age group and one other age group for which they are eligible, however, if the events are conducted concurrently or have been combined, an athlete will only be eligible to compete in one age group in that event and must nominate the age group at the time of checking in.

1.12 Athletes 12 years and younger must not compete in the 200m hurdles. Athletes 13 years and younger are not permitted to compete in the 5000m, 400m hurdles, and steeplechase. Athletes 15 years and younger are not permitted to compete in the 400m hurdles.
1.13 All Athletes must check the entry lists and final timetable which will be posted on the ANSW website after the close of entries. It is each athlete’s responsibility to check the start time of their event closer to the competition date.
2. RULES AND PROCEDURES Please refer to the Athletics NSW State Championship procedures and the amendments/additions as printed below. 2.1 All athletes in TRACK events must report to athlete check in to advise of their intention to
compete at least sixty (60) minutes before the scheduled starting time of the event. Failure to check in may result in the athlete being scratched from the event by the Technical Delegate.
2.2 Heat allocations and lane draws for track events will be conducted 60 minutes before the scheduled starting time of an event. When it is found that heats are not required, the final will be run at the heat time.
2.3 Once checked in, TRACK athletes must report to the start of their event at least ten (10) minutes prior to the scheduled start time of the event.
2.4 Athletes in FIELD EVENTS are to report to the start of their event at least twenty (20) minutes prior to the scheduled start time of the event, to allow warm ups to be completed. Athletes who report later may get fewer warm up attempts.
2.5 Starting blocks must be used for all events up to and including 400m except as provided for in the IPC and WMA Rules, and for athletes in the U9, U10 and U11 age groups. Only blocks provided by the venue may be used.
2.6 The venue is a synthetic track, therefore spikes must be no longer than 9mm for High Jump and Javelin, or 7mm for other events.
2.7 In all FIELD events, except for the high jump and pole vault, where there are more than six athletes, each athlete will be allowed three trials and the six athletes with the best valid performances will be allowed a further one trial, with the exception of athletes in the U9, U10, U11, U12 and U13 age groups who are only allowed three trials each.
2.8 A DRAFT timetable has been set, however events may be held earlier than programmed at the discretion of the Meeting Manager.
2.9 Relay entries will be accepted from Club or Regional teams. Entries must be submitted no later than 90 minutes prior to the scheduled start time. Relay entry forms will be available from athlete check- in.
2.10 The Jumps referee, in consultation with the athletes, will determine the starting heights for High Jump and Pole Vault.
2.11 The minimum triple jump take off board is 5 metres and the minimum long jump board is 2 metres.
2.12 Lane draws and qualification in track events: 2.12.1 In events where heats are held, as far as possible, not less than eight (8) athletes
will advance to the finals. i. If there are two (2) heats - then 1st, 2nd, & 3rd from each heat and fastest others qualify. ii. If there are three (3) heats - then 1st & 2nd from each heat and fastest others qualify. iii. If there are four (4) or more heats, winners from each heat and fastest others qualify. 2.12.2 For events between 100m to 800m inclusive, using 8 lanes, lanes will be drawn as
follows: - i. In the first round, athletes will be allocated to heats based on advice of best times this
season. A draw by lot will be made for the order of heats and the lane of each athlete. ii. For the final, athletes will be ranked according to their positions and times in the previous
round. (See IAAF Rule 166.4) Then three draws will be made:

- one for the four highest ranked athletes or teams to determine placings in lanes 3, 4, 5 and 6,
- another for the fifth & sixth ranked athletes or teams to determine placings in lane 7 and 8, and
- another for the two lowest ranked athletes or teams to determine placings in lanes 1 or 2.
2.13 Country Championship medals are able to be collected at the conclusion of each event. Medals not collected during the weekend will not be forwarded to clubs or individuals.
2.14 If an athlete is entered in both a track and field event held at the same time (or two field events), the athlete may move between the two events. An athlete may be allowed to take a trial in field events in a different order in all except the final round of competition. If an athlete misses their attempt and the competition continues into the next round, the athlete will be deemed to have passed that attempt. Please note, the Little Athletics rule of Track taking precedent over field does not apply to IAAF rules. Athletes will need to manage their own events and liaise with event officials.
2.15 The false start rule, which is now in place internationally, will be adhered to at the NSW Country Championships. Athletics Australia has introduced a dispensation for athletes under 14 and for athletes in masters events. To dispel confusion, the false start rule will be as follows;
U14 age groups - any athlete responsible for a false start shall be warned. Only one false start per race shall be allowed. Any athlete that causes the second false start in the race will be disqualified.
U20, U18, U16 age groups - immediate disqualification of any athlete causing a false start (one false start incurs disqualification).
Masters age groups – if competing in a masters event each athlete will be permitted one false start per race and an athlete will be disqualified if they false start on a second occasion.
Please note - if an athlete competes up an age group, they will compete under the rule for that particular age group.
3. AWARDS Points to be allocated as follows; seven (7) points for first, five (5) points for second, four (4) points for third, three (3) points for fourth, two (2) points for fifth, one (1) points for sixth. THE HOOPER CUP Shall be awarded to the Club gaining the most points in the Masters, Open, Under 20, Under 18, Under 17, Under 16, Under 15, Under 14, Under 13 and Under 12 male and female events at the Country Track and Field Championships.

CLUB CHAMPIONSHIPS
1. ENTRIES 1. The following NSW Club Championship events will be conducted in 2019/20 for the following
age groups: U11 - 100m, 200m, 800m, Swedish Relay, High Jump, Shot Put. U14 - 100m, 200m, 800m, Swedish Relay, High Jump, Long Jump, Shot Put. U17 - 100m, 200m, 800m, 3000m, Swedish Relay, 2x2x400m, High Jump, Long Jump, Discus, Shot put. U20 - 100m, 200m, 800m, 3000m, Swedish Relay, 2x2x400m, High Jump, Long Jump, Discus, Shot Put. Open - 100m, 200m, 800m, 3000m, Swedish Relay, 2x2x400m, High Jump, Long Jump, Discus, Shot Put. Masters 40 - 100m, 200m, 800m, 3000m, Swedish Relay, 2x2x400m, High Jump, Long Jump, Discus, Shot Put. Masters 50 - 100m, 200m, 800m, 3000m, Swedish Relay, 2x2x400m, High Jump, Long Jump, Discus, Shot Put. Each team must have one (1) team member in each of the above events for that age group, and two (2) team members for the 100m, 200m and 800m events.
2. The following event positions are required to be filled from each age group:
U11 – 8 individual positions U14 – 9 indiviudal positions plus relay U17 – 11 individual positions plus relay U20 - 11 individual positions plus relay Open - 11 individual positions plus relay Masters 40 - 11 individual positions plus relay Masters 50 - 11 individual positions plus relay
Where the 100m, 200m and 800m must have 2 athletes compete in each of these events. 3. Team compositions have minimum and maximum limits. The following team number limits are
as follows: U11 – 4-8 athletes U14 – 5-9 athletes U17 – 6-10 athletes U20 – 6-10 athletes Open – 6-10 athletes Masters 40 – 6-10 athletes Masters 50 – 6-10 athletes A team must start with the minimum number of athletes for their age division.

4. Ages are calculated as at December 31 of the year of competition for all age groups (including
junior and masters age groups). 5. Athletes competing must be registered with Athletics NSW for the 2019/20 season and wear
their 2019/20 registration numbers and club uniform. Athletes who do not wear their club uniform will be disqualified. Event officials will advise the Technical Delegate by way of note on the event sheet when an athlete appears to have competed in anything other than a recognisable club uniform.
6. Club administrators are to enter teams online entry free of entry cost. 7. Online entry closes 10am Wednesday 11th December 2019. 8. All athletes will be charged $10 at the gate for their entry into the NSW Club Championships.
Spectators of the event may enter the venue for free. 9. Any club that wishes to have their athletes not pay for their entry fee at the gate must contact
Athletics NSW no later than 5pm, Thursday 12th December, 2019, to arrange for the club to be invoiced for their athletes’ entry fees after the competition.
10. No late team entries will be accepted on the day of competition under any circumstance. 11. Team Managers must confirm the names of the athletes from each team that intend to
compete to compete at Competition Management at least one (1) hour prior to the each team’s first event, on the team list template forms supplied via e-mail/at Competition Management.
12. Country clubs will be able to enter regional teams, as long as members of the team are not required to fill positions by their first claim club.
13. An athlete may enter no more than 4 individual events. 14. An athlete may only compete in one team within the same age/gender division. 15. Athletes will have the ability to either age up (Juniors teams) or age down (Masters teams).
Athletes are able to age up/down multiple age groups, except the U11 and U14 age groups, who may only able to age up one age group category.
16. An athlete may not run more than one relay leg or for more than one relay team in an age/gender division.
17. Athletes are required to use implements and race in accordance with event specifications for that team’s age division. Masters age divisions will use implement weights based on the athlete’s age division. Performances will be recognised for point scoring in the Under 11, Under 14, Under 17, Under 20, Open, Masters 40 and Masters 50.
18. Masters age groups are calculated based on the average age of the team. A master’s athlete must be at least 30 years of age.
19. The 3000m will not be offered in the Under 11 or Under 14 age groups. 20. Two athletes from each club are eligible to score points in the 100m, 200m and 800m events.
The two point-scoring athletes will be determined on the basis of their placing in each event. One athlete from each club is eligible to score points in all other events offered in their age division.
21. If a club cannot field an athlete for an event, they will be automatically attributed last place for that event and attributed the last place points for that event.
22. If an athlete is disqualified, does not finish, or does not start a track or field event, they will be automatically attributed last place for that event and attributed the last place points for that event.
23. In track events, if there are multiple timed finals in an age division, points will be attributed based on the overall placings of the compiled results from that event.
24. In the event of a tie, points will be split in between the relevant number of athletes who achieved an equal placing (i.e. if 1st place is shared by two athletes, the points will be split 1.5 between the clubs of those two athletes). This is in reference to a result that cannot be split via photo finish, for track events, or via the countback method by the Field Referee, for field events.
25. Athlete registration with Athletics NSW is not available on the day at the Club Championships. 26. Events may be cancelled if the Technical Delegate considers the equipment or site to be
unsafe.

27. If an athlete is entered in both a track and field event held at the same time (or two field events), the athlete may move between the two events and where appropriate the referee may change the field event competition order in any given round. 2. RULES AND PROCEDURES
Field Events- 1. Field reporting time is 20 minutes before the start time at the event site, to allow warm up
attempts to occur prior to the scheduled start time. 2. Events begin at the time scheduled. Athletes who report later may receive fewer warm up
attempts. Athletes who report after the commencement of the competition may only be permitted to compete at the discretion of the field event referee.
3. For all field events, there will be 3 rounds and each athlete may have one attempt in each round.
2.2 Track Events- 1. Track reporting time is 10 minutes before the start time, at the event start area, to provide the
start area officials time to seed races. 2. Races will be seed based on overall standings at that point of the competition program (i.e. the
club in that age division who is placed first prior to a track event, will be seeded in the top timed final for that event).
3. The first track event for all age divisions will be randomly seeded. 4. Multiple teams from one club may be seeded in the top timed final. 5. The order of the timed finals will be based on the overall standings with the top seeded teams
competing in the last of the timed finals. 6. Races for all age groups may be combined if there are insufficient numbers for separate races. 2.3 Relays-
a. A Club is to advise relay teams 60 minutes prior (on the supplied team list mentioned in 1.11) to the scheduled start time to allow athletes and umpires to be advised of the lane draw. The athletes’ names and running order do not need to be declared.
2.4 Resolving Ties- a. Count back rules will be applied in field events to determine overall event places. No
jump offs will apply in vertical jump events. b. Equal times in the same timed final of a track event may be given separate places
by the judges. c. When times are equal and track judges have not awarded a dead heat in a race, the judge’s placing will be used. Equal times in different timed finals of a track event will be attributed the same place, and therefore, share those place points for that event.
3. POINT SCORING 1. Seven age divisions will be offered at the 2019/20 NSW Club Championships; U11, U14, U17,
U20 Open, Masters 40, Masters 50. There is no overall winner but rather a division winner per age group.
2. Teams will be awarded points based on placings in each event for their respective age division. Points will be scored from first to last place in event.
3. Points will be awarded for places 1st through to 20th (when applicable) in each of the seven (7) age divisions (U11, U14, U17, U20, Open, Masters 40, Masters 50) as indicated in the table below. The point score allocation will be as follows:

4. The club team with the least points will be the winner of the age division. 5. If there are multiple teams that are disqualified/do not finish/do not start an event, then those
teams will share equal last place points depending on how many teams are entered for that event. E.g. if three teams do not finish, they will share the points of those last three positions.
6. Medals will be presented for 1st place, 2nd place, and 3rd place in each of the seven (7) age divisions once the final results have been determined for that age division.

NSW JUNIOR CHAMPIONSHIPS
1. ENTRIES 1. Athletes competing must be registered with an Athletics NSW club for the 2019/20 season and
be between the ages of 12 and 19 years inclusive i.e. born between 2001 and 2008 inclusive.
2. Athletes are to wear their 2019/20 registration numbers front and back and their Athletics NSW club uniform.
3. Events will be conducted in the Under 14, Under 15, Under 16, Under 17, Under 18 and Under 20 age group, with age groups determined by age of the athlete on the 31st December 2020. For example, if an athlete is 15 years old on the 31st December 2020, he will be competing in the Under 16 age group.
4. The following events are offered for para athletes; 100m, 200, 800m, Shot Put, Discus Throw,
Javelin & Long Jump. Results will be determined as a percentage of the Athletics Australia multi disability scoring tables for each athlete’s classification in the Senior (16-19 year) & Junior (12-15 year) age categories.
5. U14 athletes must not compete in the following events: 5000m, 400m hurdles, steeplechase,
5000m walk. U16 athletes must not compete in the 400m hurdles.
6. Athletes are not permitted to compete in more than one age group in the same event. Athletes who wish to compete up an age group may do so (providing they are eligible, see rule 1.5) but cannot also compete in their own age group. Example: a 17 year old boy may compete in the U20 shot put but cannot also compete in the U18 shot put. For the purpose of this rule the following events are considered to be the same event: 3000m & 5000m; straight hurdles; 200m H & 400m H; 3000m Walk & 5000m Walk.
7. Entry for the NSW Junior Championships must be submitted online via
www.nswathletics.org.au. Athletes without internet access or credit card should contact Athletics NSW for an alternative method of entry. The entry fee is $20 per event. An entry fee cap of $70 applies to all entries.
8. All entries with accompanying payment must be submitted by Wednesday 12th February 2020
at 10am. 9. Entry fees are non-refundable, regardless of circumstance.
10. Registration with Athletics NSW is not available on the day at the Junior Championships.
Athlete registration is to be organised before the competition. 11. Spectators will be required to pay gate entry, Adults - $7.00 per person per day and U18’s -
$4.00 per person per day. Competing athletes will be able to gain free access, with their name listed at the gate.

12. Late entries are not guaranteed and are only accepted on the approval of the Athletics NSW Competition Manager or Technical Delegate. Athletics NSW reserves the right to refuse late entries. If a late entry is accepted, it will cost $35 per event and must be lodged prior to the advertised late entry cut off time.
13. Entry lists and FINAL timetable will be available on the Athletics NSW website
www.nswathletics.org.au by Monday 17th February, 2020. All athletes must check the website after close of entries to confirm the start times of their events.
2. RULES AND PROCEDURES Please refer to the Athletics NSW State Championship procedures and the amendments/additions as printed below. 1. Athletes must report to Athlete Check-In at least 60 minutes before the start of each of their
events to confirm their entry. Failure to check in may results in the athlete being scratched from the event. Athletes are encouraged to check-in at the commencement of each day for all of their events for that day.
2. Athletes will receive their competition numbers when they check-in for their first event, on their first day of competition. Athletes not wearing an official competition number WILL NOT be allowed to compete.
3. If an athlete confirms (i.e. checks in) but does not participate or does not compete in all rounds of an event for which they have qualified, the athlete may not be permitted to compete further in the competition as outlined in IAAF Rule 142.4. When participating, athletes must compete honestly with a bona fide effort.
4. Once checked in, TRACK athletes must report to the start of their event at least ten (10)
minutes prior to the event starting time. 5. Once checked in, FIELD athletes must report to the start of their event at least twenty (20)
minutes prior to the scheduled start time of the event, to allow warm ups to be completed. Athletes who report later may get fewer warm up attempts.
6. Starting blocks must be used for all events up to and including 400m. Only blocks provided by
the venue may be used. 7. Spikes must be no longer than 9mm for High Jump and Javelin, or 7mm for other events.
8. Athletes who wish to include their own throwing implements in the Championship equipment
pool MUST lodge them with the Technical Manager at the Technical Room no later than 90 minutes before the scheduled starting time of the particular event. Athletes can collect their implement/s from the Technical Room after the event. Athletes are expected to provide their own vaulting poles. Athletics NSW will not provide vaulting poles.
9. In all FIELD events, except for the high jump and pole vault, each athlete will be allowed three
trials and the eight athletes with the best valid performances will be allowed a further three trials. Competition management may reduce the number of attempts if circumstances require.
10. The increments for both High Jump and Pole Vault to be determined by the referee and
athletes advised at the beginning of the event. 2.11 Lane draws and qualification in track events:

2.11.1 In events where heats are held, as far as possible, not less than nine (9) athletes will advance to the finals. i. If there are two (2) heats - then 1st, 2nd, & 3rd from each heat and fastest others qualify. ii. If there are three (3) heats - then 1st & 2nd from each heat and fastest others qualify. iii. If there are four (4) or more heats, winners from each heat and fastest others qualify.
2.11.2 For events between 100m to 800m inclusive, using 9 lanes, lanes will be drawn as follows: - i. In the first round, athletes will be allocated to heats based on advice of best times this
season. A draw by lot will be made for the order of heats and the lane of each athlete. ii. For the final, athletes will be ranked according to their positions and times in the previous
round. (See IAAF Rule 166.4) Then three draws will be made:
- one for the four highest ranked athletes or teams to determine placings in lanes 4, 5, 6 and 7,
- another for the fifth & sixth ranked athletes or teams to determine placings in lane 8 and 9, and
- another for the three lowest ranked athletes or teams to determine placings in lanes 1, 2 and 3.
Where heats are scheduled, if there are insufficient entries at the close of entries the final will be run at FINAL time. If on the day of competition a heat is no longer required due to athlete(s) failing to check in the final will be run at HEAT time. 2.12 If an athlete is entered in both a track and field event held at the same time (or two field
events), the athlete may move between the two events. An athlete may be allowed to take a trial in field events in a different order in all except the final round of competition. If an athlete misses an attempt and the competition continues into the next round, the athlete will be deemed to have passed that attempt. Please note, the Little Athletics rule of track taking precedent over field does not apply to IAAF rules. Athletes will need to manage their own events and liaise with relevant event officials.
2.13 The Competition will be conducted under the IAAF false start rule for athletes in the Under 20,
Under 18, Under 17, Under 16 and Under 15 age groups. A dispensation has been granted for athletes in the Under 14 age group. To dispel confusion, the false start rule will be as follows;
U14 age groups: - any athlete responsible for a false start shall be warned. Only one false start per race shall be allowed. Any athlete who causes a second false start in the race will be disqualified.
U20, U18, U17, U16, U15 age groups: - immediate disqualification of any athlete causing a false start (one false start incurs disqualification).
Please note - athletes competing up an age group will compete under the rule for the particular age group of competition.
2.14 Protests (IAAF Rule 146) 2.14.1 Any enquiries regarding entries will be handled firstly by the Administration Delegate, then the Jury of Appeal if required. 2.14.2 Any protest regarding competition must be made orally to the Referee by the athlete or
by a person acting on his/her behalf within 30 minutes of the official announcement of the result. The Referee may decide on the issue or refer the matter to the Jury of Appeal. The athlete has the right to appeal to the Jury but this must be in writing and submitted to the Administration Manager in the administration area within 30 minutes of the announcement of the referee’s decision. This protest must be accompanied by a deposit of $20 which will be forfeited should the protest not be upheld. Copies of the Protest Form are available from Administration. 2.14.3 In a field event, if an athlete makes an immediate oral protest against having an attempt judged as a foul, the Referee may, at his discretion, order that the trial be measured and the

result recorded, in order to preserve the rights of all concerned. The attempt will be recorded as a foul.

NSW MASTERS CHAMPIONSHIPS
1. ENTRIES
1.1 Athletes competing must be registered with an Athletics NSW club for the 2019/20 season, or
registered with the NSW Masters Association, and be aged 30+ as at the 7th February 2020.
1.2 Athletes are to wear their 2019/20 registration numbers front and back and their club uniform.
1.3 Events will be offered in 5 year age groups i.e. 30-34, 35-39, 40-44, 45-49, 50-54, 55-59, 60-64,
65-69, 70-74, 75-79, 80-84, 85+ with each athlete’s age group determined at the first day of
competition, 7th February 2020. Throughout the Championships, an athlete shall compete in the
age group for which they qualify for and in no other age group.
1.4 Entry for the NSW Masters Championships can either be submitted online via
www.nswathletics.org.au, or paper entry. Entry is $20 per event, with an entry fee cap of $70
applying to all entries. There is a levy of $25 which applies to athletes who are not registered
with an Athletics NSW club. If the levy applies to you, you will not be able to submit your entry
online, rather you will be required to fill out a paper entry and post it to Athletics NSW.
1.5 All entries with accompanying payment must be submitted by 10am 29th January 2020.
1.6 Interstate athletes and Masters Association only athletes will be issued a temporary number at
check-in.
1.7 Entry fees are non-refundable, regardless of circumstance.

2.8.1 In events where heats are required (60m, 100m, 200m), where possible, not less than
nine (9) athletes will advance to the finals.
i. If there are two (2) heats - then 1st, 2nd, & 3rd from each heat and fastest others qualify.
ii. If there are three (3) heats - then 1st & 2nd from each heat and fastest others qualify.
iii. If there are four (4) or more heats, winners from each heat and fastest others qualify.
2.8.2 For events between 100m to 800m inclusive, using 9 lanes, lanes will be drawn as
follows-
i. In the first round, athletes will be allocated to heats based on advice of best times this

ii. For the final, athletes will be ranked according to their times in the previous round and shall

iii. If a group goes to a straight final, lane assignments shall be per seed marks (except if heats

2.9 The Competition Director or their designee may alter the composition of heats, as well as the
number of participants per heat, depending on the number of competitors actually reporting.

2.10 In track events longer than 1500 metres, competitors may be restricted to the two outer lanes
at any time within five minutes of the scheduled commencement time of the next track event at that
venue.
2.11 If heats are not required after confirmation of entries during the course of the Championship,
the final will be held at the heat time.
2.12 If an athlete is entered in both a track and field event held at the same time (or two field
events), the athlete may move between the two events and where appropriate the referee may
change the field event competition order in any given round. However, if an athlete misses
their attempt and the competition continues into the next round, the athlete will be deemed to
have passed that attempt. Athletes will need to manage their own events and liaise with event
officials.
2.13 The Championships will be conducted under the WMA false start rule: in any race, individual
athletes who are charged with a false start shall be warned. Individual athletes who are
charged with their second false start in the same race shall be disqualified.
2.14 The Championships will be conducted in accordance with the 2019/20 IAAF rules, WMA rules
and Athletics NSW State Championship rules, with modifications as printed above.
