1.0 EXECUTIVE SUMMARY
The project involves construction of Group Housing Project “Palm Springs” promoted by
Adarsh Build Estate Limited. This is a violation case. The project is situated at Village -
Humhama, Tehsil & District-Budgam, Srinagar (J&K).
The total plot area of the project is 15,768.70 sq. m and the total built up area of the project
is 31,688 sq. m. with 226 flats in six blocks with maximum building height of 26.05 m.

(iv) Need for the project and its importance to the Country and or Region
Due to the tremendous potential for both industrial and residential investment, Srinagar
has become the cynosure of the private developers. The recent inundation of private
developers has greatly reduced the supply of land, and has driven land prices to reach
sky high levels. Currently there is no process that formally involves private developers
into developing the Master Plan, or requires that they contribute to social or public
infrastructure. Yet the residents of the upscale housing and workers in the
multinational industries are also putting pressure on, and require the social and public
infrastructure that is currently under the preview of the government.
The need of proposed project is quite eminent as it will:
Increase the infrastructure of the area.
Provide healthy, aesthetic and safe premises.
Provide a better living to the people along with amenities like commercial buildings.
(v) Demand and Supply Gap
The project is for group housing and the demand for the same increases day by day. Due to
change in the preferences of customers and the expected higher demand for apartment
homes, these become a better option for investment.
(vi) Imports v/s Indigenous Production
None, the project is for development of Group Housing.
(vii) Export Possibility
None, the project is for development of Group Housing, only selling and purchasing of
flats will take place.

(viii) Domestic/Exports Markets
The project is for development of Group Housing and the market is growing day by day
as everybody is looking at investing in a property which fits their requirements (location
from office/budget/future appreciation etc) and which has all basic amenities (school /
supermarket / bank / ATM / hospital / nursing home / pharmacy) within campus –
irrespective of it being a Group Housing project.
(ix) Employment generation (Direct & Indirect) due to the project
Large number of employment opportunities will be generated due to Group Housing
project. The project will directly and indirectly generate employment opportunities for
200 people. Local people will be preferably employed for the proposed project.

(vi) Raw material required:

infrastructure (roads, service areas, administrative office) development.

The project involves building construction work in which the proponent is being/will be
responsible for resource optimization / recycling of wastes. Wastes such as drywall, wood,
plastics etc is being reused at the project site efficiently.

The water demand will be met through ground water. Total water demand is 176 KLD (fresh
water: 103 KLD and the recycled/reused water demand: 73 KLD).

(xi) Quantity of wastes to be generated (liquid and solid) and scheme for their
management/ disposal.
There is/will be generation of municipal solid waste during the operational phase of the
project which will be responsibly managed by respective authority as per Solid Waste
Management Rules, 2016.

(iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including
area under CRZ), shortest distances from the periphery of the project to periphery of
the forests, national park, wild life sanctuary, eco sensitive areas, water bodies
(distance from the HFL of the river), CRZ. In case of notified industrial area, a copy
of the Gazette notification should be industrial area, a copy of the Gazette notification
should be given.
The land use has been duly converted for the construction of Group Housing project.

(vi) Soil Classification
The soils of the Kashmir Valley are broadly divided into two types viz, Hapludalfs &
Ochraqualfs and the same is true for the Srinagar district also. These soils are described
below:-
i) Hapludalfs
These soils are found on Karewa tops & uplands with a slope variation of 1-3%,
These are very deep soils, well drained with moderate permeability. These soils
are severely eroded resulted in the formation of gullies and ravines. These are
medium to fine textural soils and the surface texture varies from clay loam to

silty clay loam. The colour of the soils varies from Yellowish Brown to dark
Brown. These soils are mostly used for cultivation of Wheat, Maize & pulses.
ii) Ochraqualfs
These soils are found in plain to mid upland topography. These soils are
moderately fine textured with clay loam as the predominant surface texture. The
extent of erosion on such soils is much less. These are dark brown to dark
yellowish Brown in colour. These soils are mostly used because of their low
permeability for the cultivation of Paddy, Mustard & at places Wheat.
(vii) Climatic data from secondary sources
Srinagar district falls under the Temperate to Mediterranean type of climate and is
characterized by mild summers and chilling winters. Due to latitudinal variation from
1,600 meters to 5,000 meters above mean sea level there is a wide variation in climatic
Conditions in different parts of the district experiencing a typical temperate climate in
high altitude which experience snowfall and severe cold in the winter and tropical
climate at low altitude. The winter commences from early November and lasts till end of
March.
Most of the precipitation received during this period is in the form of snow & the
temperature, at times falls as low as –130C. In December-January the minimum
temperature is generally below freezing point. The period from March to June
constitutes warm summers with temperature rising upto 330C. Precipitation takes place
in the form of rainfall as well as snow with occasional hailstorms. The average rainfall
in the district is about 680 mm. About 60 to 70% of the precipitation is received in the
form of snow during December to February. March to April are the months of heavy
rainfall. May to September are relatively dry months.
5.0 PLANNING BRIEF

Facilities include temporary rest shelter, first aid center proposed in the area. The
project is well connected with road network. Site development is a continuous
process at the location. Other facilities such as power, transportation and
communication, social infrastructure facilities are locally available near project site.
(ii) Population Projection
The project has employed most of the workers from nearby areas. Local people from
nearby villages were given preference.
(iii) Assessment of Infrastructure Demand (Physical & Social)
The road facility is already available which shall be used and properly maintained.
The project is well connected with state highway and national highway. The Project
in the area envisages employing 200 people. Labors have been employed from
nearby areas. Clean drinking water and medical facilities have been made available
at project area and in nearby areas.
(iv) Amenities/Facilities
Communications facilities such as post office, telecommunications are available in
nearby areas.
PROPOSED INFRASTRUCTURE
(i) Resident Area (Processing Area)
The project is for group Housing project.
(ii) Green Belt
Plantation activities will be carried out in an area of 3154 sq. m i.e. 20 % of the total
area.
(iii) Drinking Water Management (Source & supply of water)
Water required for drinking purpose will be met through municipal water supply.
Approx 103 KLD water will be required for drinking and domestic purposes.

(iv) Solid Waste Management
Total solid waste generated, will be around 560 kg/day which will be sent to District
municipal corporation site for safe disposal.
6.0 REHABILITATION & RESETTLEMENT (R&R PLAN)
(Policy to adopted (Central/State) in respect of the project affected person including
home oustees, land oustee and landless labour (A brief outline to be given).
There is no need of rehabilitation and resettlement plan.
7.0 PROJECT SCHEDULE AND COST ESTIMATES

The construction activities of the project have already been done.
ii. Estimated project cost along with analysis in terms of economic viability of the
project
It is estimated that the whole development of the project will incur Rs. 5931.00 Lacs.
8.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)
Financial and social benefits with special emphasis on the benefit to the local
people including tribal population, if any, in the area.
