Procedure: Though the time for a mem­ber .to ·speak on his election as ·Chairman of Committees has passed, he may proceed with the leave of the House, 18.

At the opening of a session, it is essen­tia1 for Ministers to give notices of motions, so that the Government's business will be placed before the House. Mr: Speaker's inclination would be to be.gin the fort_y-five minutes of question t'ime after the notices have been given, and the question of a liberal interpretation of the standing orders to this end is one for his determination, 19.
