In Myanmar, the 3W is compiled by the Myanmar Information Management Unit every six months based on reports provided voluntarily by contributing agencies. The 3W shows which organizations (WHO), are carrying out which activities (WHAT), in which locations (WHERE), project status – whether planned, ongoing or completed (WHEN) project beneficiary focus – whether IDP focused or focused on other vulnerable communities. The 3W provides information at a number of different levels: (WHO) Organizations are disaggregated by agency type - UN, International and National NGOs, Community-based organizations, Border-based Organizations (BBOs), Red Cross agencies, as well as Donors and Embassies directly implementing interventions. (WHERE) The location of activities to State, Township, Village Tract and Village/Camp level. The MIMU 3W describes projects at village level (data files), at Village Tract level (sector and sub-sector static maps, village tract dashboard), and at township level (township implementation and technical assistance dashboards and sector-level static maps and tables). All of these products can be found on the MIMU website http://www.themimu.info/3w-maps-and-reports. The Myanmar 3W uses Place codes (Pcodes) – or unique location identifiers – to combine data from different sources. The Aug’19 3W is based on the MIMU P-code release (Version IX) which provides unique P-codes and standard English transliterations of names for settlements across the country as well as IDP camps/sites in Rakhine, Kachin and Shan (North). What is the 3W The “Who does What Where” database, or 3W, is a tool which tracks the implementation of humanitarian and development projects to support coordination, planning and efficient use of resources. In Myanmar, the 3W is compiled by the Myanmar Information Management Unit every six months based on reports provided voluntarily by contributing agencies.

The 3W shows ➢ which organizations (WHO), ➢ are carrying out which activities (WHAT), ➢ in which locations (WHERE), ➢ project status – whether planned, ongoing or completed (WHEN) ➢ project beneficiary focus – whether IDP focused or focused on other vulnerable communities.

The 3W provides information at a number of different levels: ➢ (WHO) Organizations are disaggregated by agency type - UN, International and National NGOs, Community-based

Availability of 3W products The Aug’19 3W will be released as various information products: 1) Dashboard of All Project Activities– these tools have been developed by the MIMU to provide an at-a-glance view of the

3W results by agency, sector and location of all projects (planned, ongoing, suspended and completed). They include ▪ Township level dashboard - http://themimu.info/3w-dashboard ▪ Village tract/town level dashboard - http://themimu.info/3W_Dashboard_by_Village_Tract

2) Dashboard of Technical Assistance Activities– this tool, developed by the MIMU, reflects Technical Assistance activities (i.e. to or through Myanmar’s Government) by agency, sector and Township location of projects. http://www.themimu.info/3w-db-tech-assist The MIMU Technical Assistance dashboard also integrates data collected by the Mohinga Aid Information Management System on TA provided by the wider set of Development Partners.

3) Static (pre-prepared) Maps and Tables – can be downloaded from the MIMU website and are also disseminated on DVDs for those with limited internet access. The main products are; ▪ Sector coverage presented by Township and by Village Tract, ▪ Detailed State/Region breakdown showing concentration of activities by Village Tract ▪ Detailed Village Tract products on specific geographic areas including the Dry Zone, Southeast and specific

States/Regions with higher levels of agency activity. 4) Additional detail – additional information on completed and planned activities, can be drawn from the MIMU 3W Data

file, and can be visualized in different ways by the MIMU on request.

5) 3W Analytical Overviews – the MIMU team provides a series of overviews on specific areas of the country which include analysis of the current 3W results compared to earlier 3W rounds.

Village + Camp-level Results The Aug’19 3W provides a snapshot of active project implementation as of August 23, 2019 in villages and IDP camps across Myanmar as reported by implementing agencies. Information on planned and recently completed projects can be found in the 3W Data, available as an Excel file, and are also reflected on the 3W Dashboards. For this 3W round, individual requests were sent to the 620 agencies registered in the MIMU Contact List, 226 of whom responded (36%). There was a very good rate of response from agencies who had previously contributed, and non-responders tended to be national NGOs who have never contributed in the past. Based on their inputs, 129,624 records were updated in the MIMU 3W database. This Overview covers Village and Camp-level results (i.e. activities for all beneficiaries of agency interventions - displaced and non-displaced).

Who: 226 agencies contributed information to this 3W round – 1 more organization reported over the past 6 months.

➢ NGOs, the main implementers at field level, contributed 83% of

the 3W inputs (116 INGOs, 54 NNGOs and 19 BBOs).

➢ The MIMU continued to actively seek information on activities in the southeast region; inputs were received from 19 Border-based organizations (BBO). BBOs were active mainly in the Agriculture, WASH, Protection, Mine Action and Governance sectors.

➢ 1 donor contributed 3W inputs on projects they implement directly, and information on the technical assistance activities of a further 15 Development Partners was added from the Mohinga Aid Information Management System website.

This very high level of reporting is unique globally and credit goes to the many agencies contributing detailed information on their projects on a regular basis. The MIMU team provides a variety of tools and visual and analytical products to make the 3W information more accessible, as well as training sessions to support data entry. 34 agencies (41 participants) took advantage of the six 3W Support Sessions offered in Yangon for this round. Donors have also promoted the 3W and P-codes as tools to limit duplication, whereas the Village Tract products have made the 3W still more useful for contributing agencies.

What: This 3W covers 22 sectors and 155 sub-sectors as defined by sector working groups.

➢ Agencies continue to be most numerous in the Health sector (38% of reporting agencies), followed by Livelihoods

(28%), Agriculture and Education (27% in each), Protection (25%), Governance and WASH (23% in each), DRR and Environment (14% in each), Peace Building / Conflict Prevention (13%), Nutrition (12%) and Food (10%).

➢ Sectors with the lowest number of active projects were Responsible Tourism (0.5%), Non-Food Items, CCCM and Coordination (1% in each), Food, Shelter, Infrastructure, and Social Protection (2% in each) and Mine Action and Private Sector Development (3% in each).

➢ NGOs are most active in Health, Livelihoods, Agriculture, Education, Protection and WASH sectors. INGOs are engaged in Health, Livelihoods, Agriculture, Protection, WASH and Education sectors. United Nations agencies reporting in this round were mainly engaged in Health, Education and Protection.

Where: Activities were reported in 83% (11,923) of the 14,306 Village Tracts/Towns across the country.

➢ This 3W uses, as a base, the administrative divisions published by the General Administration Department, Ministry of

Home Affairs. (More details can be found in the MIMU Pcode IX release, http://themimu.info/place-codes). In addition to the 330 gazetted Townships, the administrative divisions used in the MIMU 3W also reflect the 26 townships within the Wa and Kokang Self-Administered Zones (gazetted as 6 TS in Wa and 2 TS in Kokang).

➢ Village Tract level 3W maps include agency, sector and sub-sector coverage. To note that there is a wide variation in

the size of Village Tracts and project activities may be concentrated in relatively small areas of a Village Tract.

Overview of Activities by State / Region

➢ Contributing agencies reported ongoing activities in 353 Townships in all States and Regions, with field-based implementation reported in 11,923 (83%) village tracts/towns countrywide. INGOs, NNGOs and UN agencies show the widest geographical coverage, being active in all States and Regions. The actual village reach is likely to be higher as some agencies did not report to this level.

➢ Yangon and Kayin had the largest concentration of agencies, with 94 or more organizations active in these states. These were followed by Rakhine (84 agencies), Mandalay (76), Mon (74), Ayeyarwady (72), Shan North (71), Kachin and Shan South (68 in each), Bago East and Tanintharyi (60 in each), Magway (59), Sagaing (56), Kayah (55) and Chin (47).

➢ The lowest agency presence overall continued to be in areas with lower populations – Shan East (26) and Nay Pyi Taw (35) and Bago West (36).

➢ The activities of the 19 Border-based agencies contributing in this round were mainly concentrated in Kayin and Mon (10 agencies in each), followed by Tanintharyi (8 agencies), Kayah (6), Bago East (3), Shan North (2) and Shan South (1).

An approximate comparison of the number of projects against State/Region population indicates a general trend of more projects in the more populated areas, and lower numbers of projects in areas with lower population, with the exception of Rakhine, Kayin and Kachin. Among the projects reported in Rakhine, 35% are focused on displaced populations/host communities and 65% are focused on development or other (non-displaced) vulnerable groups.

Summary by Sector The 22 Sectors in the MIMU 3W are classified into 155 sub-sectors based on definitions developed by the cluster/sector working groups; the number of subsectors varies – from 19 in Health to only one sub-sector defined for the Infrastructure sector. This summary considers only the most frequently reported sub-sectors. Information on the full range of 155 sub-sectors is available through the MIMU website or on request.

This Countrywide Overview covers activities for development and IDP-focused activities. Note that one project may have several sectors and sub-sectors and a number of locations. Note also this data reflects the spread of the agencies' activities and not the extent to which needs are covered.

1. Health Health continued to be the largest sector in terms of agencies and project interventions countrywide: 85 agencies – corresponding to 38% of the total 226 agencies contributing to the 3W – reported 199 active health projects across the country in 12,029 villages/wards and 124 IDP camps. Implementing agencies’ activities are most concentrated in Kayin, Yangon, Kachin, Magway, Mon, Shan (North), Ayeyarwady, Rakhine, Sagaing, Shan (South), Tanintharyi, Mandalay, Bago (East), Kayah and least concentrated in Bago (West), Chin, Nay Pyi Taw and Shan (East).

Maternal and Child Health activities are the most frequent Health sector activity with 35 projects active in 132 townships. This is followed by Health Education (25 projects in 67 townships) and Basic Health Care (24 projects in 37 townships).

Reproductive Health Care projects were reportedly the most widespread at township level, being present in 71% of townships. Maternal/ Child Health activities were the most numerous at village level (132 townships and 6,062 villages/wards). This is followed by Malaria Programme activities (244 townships and 3,753 villages/wards), TB Programme (240 townships and 1,141 villages/wards) and HIV/AIDS Programme (244 townships and 1,105 villages/wards).

2. Protection The second largest sector of agency intervention is Protection (56 agencies reported 144 Protection-related projects in 3,524 villages/wards and 184 IDP camps). The main sub-sectors are Child Protection (28 projects) and Promoting Gender Equality and Empowerment of Women (25 projects). Implementing agencies are most concentrated in Kachin and Yangon (23 agencies in each), Kayin (21), Shan North (17), Kayah (16), Mon and Rakhine (15 in each) and Ayeyarwady and Mandalay (12 in each). Child Protection Activities were the most widespread, reported as present in 34% of all townships, and being implemented in 1,060 villages/wards and 445 VTs/towns.

3. Livelihoods The third largest sector, 63 agencies reported 135 livelihoods-related projects as being underway across the country. Income Generation Support, Vocational Education and Training, Support to CSOs and Micro-finance are the most frequent project activities in this sector. Implementing agencies are most concentrated in Rakhine (24 agencies), Kayin (20), Ayeyarwady and Yangon (19 in each), Magway (15), Mandalay and Kachin (14 in each), Shan North and Shan South (11 in each) and Mon (10). Microfinance activities are the most widespread (15,455 villages/wards in 5,620 village tracts/towns across 266 townships), with a significantly lower number of interventions in other sub-sectors - Income Generation Support interventions in 1,506 villages/wards in 759 VTs/towns, Vocational Education and Training in 1,038 villages/wards in 449 VTs/towns.

4. Agriculture The fourth largest sector of agency intervention is Agriculture, with 115 projects currently being implemented by 27% of the reporting agencies (61). Activities were mainly focused on Agriculture Development, Capacity Building, Crop Inputs, Livestock and Poultry Inputs and Irrigation Water Resources. Implementing agencies are most concentrated in Ayeyarwady (18 agencies), followed by Kayin (17), Chin (14), Bago East (12), Mandalay and Shan South (11 in each), Magway (10), Mon (8), Bago West, Rakhine and Shan North ( 7 in each) Tanintharyi and Yangon ( 6 in each) Kayah and Sagaing (5 in each) Kachin and Shan East ( 4 in each) and Nay Pyi Taw (3). Activities related to Irrigation Water Resources were the reportedly the most widespread, in 4,156 VTs/towns across 215 townships. This is followed by Capacity Building activities in 2,476 VTs/towns and Crop Inputs (1,200 VTs/towns).

5. Education The fifth largest sector, 60 agencies reported 104 Education projects countrywide. At village level, agencies were most active in Food/Cash for Education and Quality Basic Education/Formal Education. Implementing agencies are most concentrated in Yangon (19 agencies) and followed by Rachine (12), Ayeyarwady (11), Chin (10), Kayin, Magway, Mandalay, Shan North and South (9 in each), Kachin (8), Kayah, Mon and Sagaing ( 6 in each), Tanintharyi (5) and least concentrated in Bago East, Bago West, Nay Pyi Taw and Shan East (2 in each). Quality Basic Education/Formal Education activities are the most widespread at township level (implemented in 37% of Townships), and Food/Cash for Education is the most frequent village-level intervention, present in 1,715 villages/wards and 1,545 VTs/towns. To note that this data reflects the spread of the agencies’ activities and not the extent to which needs are covered.

6. Water, Sanitation and Hygiene / WASH The sixth main sector of intervention is WASH with 86 projects underway by 51 agencies, reaching a reported 3,882 villages/wards and 146 IDP camps. The majority of activities are focused on Hygiene Promotion & Behaviour Change and Water Supply – Community. There continue to be significantly less activities and agencies implementing Environmental Sanitation and Excreta Disposal/Treatment/Management – Communal/Institutions. Implementing agencies are most concentrated in Rakhine (17 agencies) and Kayin (13) followed by Kachin, Ayeyarwady, Magway, Chin and Shan (North).

Water Supply - Community is currently the most widespread WASH intervention with these activities underway in 2,454 villages/wards in 171 Townships. This is followed by Hygiene Promotion & Behaviour Change (1,470 villages/wards in 93 townships) and Environmental Sanitation activities (328 villages/wards in 43 Townships). To again note, the 3W may under-report village spread of activities, and does not indicate the extent to which these activities meet the needs of populations in these areas.

8. Governance 52 agencies reported 65 Governance-related project initiatives as being underway across the country. The main sub-sectors were Strengthening Civil Society (29 projects), followed by Institutional Strengthening and Public Administration Reform (16), Human Rights Promotion and Advocacy (13) and Access to Justice (12). Agencies implementing Governance interventions were most concentrated in Yangon, Mon, Kayin, Mandalay, Shan North, Ayeyarwady, Bago East, Shan South, Kayah and Tanintharyi. Village-level Governance sub-sector activities were reported to be reaching 3,583 villages/wards across 185 of Myanmar’s 356 townships, mainly through the Institutional Strengthening and Public Administration Reform (2,616 village/wards) and Civil Society Strengthening activities (495 villages/wards).

Disaster Risk Reduction 31 agencies reported 43 Disaster Risk Reduction projects, the majority focused on Community-based Disaster Preparedness and Risk Reduction, followed by Preparedness and Response Programs, Mainstreaming of Disaster Risk Reduction into development and Public Awareness, Education and Training. 10. Environment 31 agencies reported 41 Environment sector projects spread across 2,408 villages/wards in 209 townships. Environment activities were reported in almost of all states and regions (except Kayah) and implementing agencies tend to be more concentrated in Tanintharyi, Mandalay, Chin, Mon, Rakhine, Sagaing, Ayeyarwady, Bago East, Magway, Shan South, Kayin and Yangon. Shelter Shelter activities are being implemented by 13 agencies across 16 projects in 129 villages/wards and 165 IDP camps in 30 townships, principally Shelter Coordination which is reportedly underway in (56 village tracts/towns and 140 IDP camps), followed by Shelter Assessment (56 village tracts/towns and 140 IDP camps in 19 townships). Agencies were more concentrated in Rakhine (7 agencies), followed by Kachin (5), Shan North and Yangon (2 in each), Chin, Kayin and Tanintharyi (1 in each).

18. Coordination 11 agencies reported Coordination activities through 12 initiatives. Most projects cover either General Coordination or Information Management, or both. Implementing agencies are most concentrated in Yangon (5 agencies), Kachin (4), Kayin, Rakhine and Shan North (3 in each), Chin (2), Ayeyarwady, Kayah, Magway, Mandalay, Nay Pyi Taw and Sagaing (1 in each). Some activities such as policy reform, technical assistance, government capacity building cannot be easily located to a geographic area. With these types of interventions becoming more prevalent, the MIMU is looking at more useful ways to present these projects and will release new information products as they become available.

Finally, the detail to which the MIMU can provide additional data depends on the quality of data provided by agencies. Where agencies do not provide their reporting to village level, their work is not included in the village level summaries. Where P-codes have not been used, we are unable to provide a more concise mapping of projects below Township level.

How can my Agency participate? If an agency is not represented in the 3W results, please check the reason with us. Common reasons:

- No inputs were provided → no data in any 3W products including the 3W data file. - Late inputs → agency information will appear only in the online products (Township level and Village Tract level

3W Dashboards), but will not appear in the widely disseminated static maps and country overviews - Incomplete inputs → agency data will appear only at the level to which it is provided (i.e. if provided only at

Township level, the agency will not appear in some of the Maps, Tables and dashboards).

3W inputs can be submitted at any time using the specific MIMU 3W formats. Any data provided after the deadline for the 3W rounds in February and August will be reflected in the Township and Village tract 3W Dashboards but not in other products.

The MIMU provides 3W Support Sessions at the start of each 3W round to support agencies in preparing quality 3W inputs that are clearly reflected in all of the products. For more information on how you can contribute to the 3W, please contact [email protected]
