About This Course Guide

The purpose of this Course Guide is to supplement the Contingent Owned Equipment (COE) Freight Costs for Military and Police Units course, and to detail the steps required to complete the following activities:

• Input the cost per cubic meter in US dollars and volume for transportation by sea. • Input the cost per cubic meter in US dollars and volume for transportation by air. • Input the cost per cubic meter in US dollars for transportation by ground. • Allocate the COE Freight Cost by location.

About this Form

The MPU Contingent Owned Equipment freight costs form is used to plan for freight costs associated with moving COE between the mission area and the troop and police contributing countries.

This form it is not to be used for moving COE within mission area for operational reasons.

The form allows the user to input the freight cost per cubic meter and the volume in cubic meters of COE to be freighted between the mission area and the relevant troop and police contributing countries.

Standard Global Process Dependency

The Troop and Police Reimbursement Cost form makes use of the variables calculated in the Deployment by Month form MPU_R0003, together with the applicable standard reimbursement rates for a given period.

Logging in to the Application

Under the MILITARY_AND_POLICE_UNPLAN data connection, in the EPM tab, open the following form(s) from the From the Server Input Form Folder: MPU0013 COE Freight Cost.xlsm *If this is your first-time logging into BPC, please review the Logging into BPC User Guide.

COE Freight Cost tab

1. After opening the workbook, the COE Freight Costs form is displayed on the first tab.

Before the form displays, a blank excel table may appear on your screen, if there is lag. When this occurs, you can minimize the window if it does not disappear within a few seconds.

2. When you access the COE Freight Costs form, you will notice that the planning parameters are pre-filled with default information. These are default values provided by the application, as all fields must be populated for the form to open. You will be required to change this information to correspond to the task at hand.

3. The top right of the form provides contextual summary information related to the last three years’ approved budgets and expenditures.

4. Upon refresh, if there are any previously saved budgets and expenditures, the values will be displayed.

Remember: Only yellow cells are accessible. All other colored cells are NOT for entering data or double clicking.

5. Double-click on the Fund field to display the list of funds.

6. Select the fund for the mission. The fund will highlight in blue and have a green checkmark on the left.

7. Click OK to accept the selection.

The list of Funds you will be able to view on the Fund depends on your authorization; you may see several, or only one or two funds.

8. Double-click the Cost Object field to display the list of Cost Object.

The Cost Object corresponds to the Cost Center or WBSE that will hold or manage the amounts for which we are formulating the budget.

9. Select the Cost Object from the list by scrolling through the list or click the search icon and enter the name of the Cost Centre.

11. Double-click on the Budget Period field to select the relevant Budget Period.

The Fund type which was previously selected drives the drives the available Budget Period types. Peacekeeping Budget Period value will start with the letter “P” followed by the year while, non-peacekeeping budget value, starts with a “Y” followed by the

year.

12. Double-click the Unit Type field.

13. From the dropdown list select the type of unit being deployed. In this example, the Enabling units are being deployed.

Military Police Units are categorized as: Infantry, Enabling, and Formed Police Units (FPU). Military Police Units do not include: Individual Uniformed Personnel, HQ Staff Officers, Military Observers, Individual Police, Government Provided Personnel, and Civilian Electoral Observers.

14. Double-click the Version field

15. Select the Version from the available list. The version you're working on depends on your role in the budget formulation process. Since in this scenario the user is a planner, the Version level of the plan, L1, remains unchanged.

17. Ongoing budgets are always continuing in scope or scale, for this scenario, the default Content, Continuing SCE, will remains unchanged.

11. Click Refresh to pull any information from related forms and any previously saved information.

18. The page refreshes with previously saved information from related forms such as Unit IDs, Unit Names, and Planned Troop Strengths.

19. Enter the Cost per Cubic Meter in U.S. dollars for sea transport and the estimated volume in cubic meters, and same for air transportation.

This form is currently designed with the assumption that the contracts are all in US Dollars.

20. Enter the Cost per Cubic Meter in U.S. dollar for sea freight in column N.

21. Enter the estimated Volume of the COE in Cubic Meters for sea freight in column O.

22. Repeat the entries associated with for air freight in columns Q and R

23. Enter the Cost per Cubic Meter in US dollar for ground freight in column T.

Once all the costs per cubic meter and the estimated volumes are entered, the subtotals

are calculated automatically.

24. If all equipment is to be freighted by Ground Transport only you will be required to enter the estimated volume under Sea Transport or Air Transport without any Cost per cubic meter.

25. And then, enter the Cost per cubic meter for the freight under the Ground Transport section.

The rationale here is that irrespective of the means of transport, there is ground freight involved. For example, from the origin to the sea port and from the sea port to the destination.

26. The total Estimated Volume of Ground freight is the sum of the Sea and Air freight volumes. However, you can override the number of cubic meters in the Ground freight field to reflect the actual volume of COE moved by road.

27. Once competed all your entries the total COE Freight Cost are updated automatically.

28. You may add any comments in the Comments fields as needed.

29. Allocate the costs to mission area locations by choosing between the available options: • COE Major Equipment Costs. • Planned Strength by Location.

30. Click Save.

31. A message indicating the number of records to save will appear.

33. After the records have been saved, the Save Results window appears.

36. Click the Refresh button to generate the table.

38. Review the entries to verify if the allocation is as expected.

39. Click Save to post the cost to the selected cost object.
