1. JOHN OSTROWSKI - Facilitator John Ostrowski is a semi-retired Management Consultant who was Public Works Director in Vancouver, Washington for 17 years. He was a 1998 APWA Top Ten Public Works Leader and served on APWA’s Engineering & Technology and Leadership & Management Committees. He’s been active in development of Public Works Institutes in Washington, Oregon, California and Arizona. His five books include “Everything You Need to Know to be a Public Works Director” and “Lessons from the Life of Jack Pittis” published by APWA. 2. DAN BOSS Dan Boss has been in public works for 38 years, 34 of those in Tualatin, Oregon as Operations Director. In 2007 Dan spent 8 ½ months as the City’s Interim Finance Director. In 1989 Dan led the effort to establish Tualatin’s Road Utility (one of the nation’s first) and develop their first Emergency Management Plan. He helped establish the Oregon Chapter Scholastic Foundation; received the 2000 William Bowes Award (the chapter’s highest); was the 1995 Chapter President, Tualatin’s 2003 Business Person of the Year, 2001 Most Valuable Partner Award from the Business Education Compact and was recognized in 2004 as an APWA Top 10 Public Works Leader of the Year. In 2012 Dan retired from the City of Tualatin and is pursuing other endeavors that include Public Works Education. 3. ERIC JONES Eric Jones is Public Affairs Manager for the Eugene Public Works Department. He oversees community and media relations for the department. He is active in the APWA and is an accredited member and past president of the Public Relations Society of America (PRSA). Prior to joining the City of Eugene in 1990, Jones served as the editor of The Springfield News. He is a 1981 graduate of the University of Oregon; School of Journalism. 4. JEANNE NYQUIST Jeanne Nyquist is the President of Nyquist and Associates, Inc., a management consulting firm providing services to public, private and non-profit organizations. She has over 30 years’ experience managing public works and parks services in Oregon. Jeanne is an accomplished speaker and trainer who uses her managerial and life experiences to illustrate leadership concepts that will enhance organizational, personal and professional development.

The Northwest Public Works Institute is a program of instruction for public works professionals who would like to attain a higher degree of proficiency as leaders and managers.

The Washington and Oregon Chapters of the American Public Works Association and the Oregon Technology Transfer Center jointly operate and sponsor the Institute.

The program consists of three courses offered in Oregon and Washington that, taken in their entirety, provide public works professionals with skills needed to advance in supervisory and management positions up to and including Public Works Director.

While it is recommended that students take all three courses leading to a Certificate of Competency, the individual courses also satisfy the needs of public works professionals at different stages in their career.

APWA Class Cancellation and Refund Policy:

100% Refund - up to fourteen (14) business days prior to the class. 50% Refund - up to seven (7) business days prior to the class. No refund and no cancellation accepted within seven (7) days of the class. Substitution of another person allowed any time. Note: No cancellation and no attendance will result in full charge. Late Payment Policy:

Total due in 15 days. Overdue accounts are subject to a service charge of 1% per month.

In consideration of being allowed to participate in the APWA-Oregon Chapter NWPWI, including any related events, tours and activities (collectively the “APWA-Oregon Chapter NWPWI”), I acknowledge that I am voluntarily undertaking participation in the APWA-Oregon Chapter NWPWI and by doing so I agree to observe and obey all posted rules, regulations and warnings; assume all risk and take full responsibility for my own well-being. Further, I agree to take full legal and financial responsibility for damage to personal property or the facilities utilized during the APWA Oregon Chapter NWPWI or injury to another (including death) caused by my own negligent, reckless or willful actions.
