CMA Online Framework The applications within the online framework will facilitate the

administration and management of:

• State Aviation Activity Questionnaires ( SAAQs)

• Compliance Checklists (CCs),

• Protocol Questions (PQs)

• Mandatory Information Requests (MIRs)

• Finding and Recommendations (F&Rs)

• Significant Safety Concerns (SSCs) and

• Corrective Action Plans (CAPs)

• Sign a MoU; • Identify a National Continuous Monitoring Coordinator

(NCMC) (previously NSOC); • Manage the online State Aviation Activity Questionnaire

(SAAQ); • The NCMC and other State personnel receive training on

using the CMA online framework; and, • Periodically update their USOAP audit corrective action plan

The CMO Section is responsible for managing the overall development, transition, implementation and quality of the USOAP CMA.

• ICAO Regional Offices – Within the scope of USOAP CMA, the ICAO ROs are

actively involved in the continuous monitoring process, and specifically in facilitating effective communication between ICAO HQ and States.

– This permits ICAO to monitor the implementation and status of CAPs and/or mitigating measures with respect to generated F&Rs and SSCs.

• ICAO Member States – Sign an MOU with ICAO to confirm their full support of

the USOAP CMA process and to commit to actively participating in all USOAP CMA activities.

– Facilitate USOAP CMA onsite activities by making appropriate staff from its Civil Aviation Authority (CAA), or other relevant entities, available for interview by the USOAP CMA mission team, as required.

• ICAO Member States - cont’d – Facilitate the work of the USOAP CMA mission team by

providing all necessary resources, documents, information, administrative and support functions.

– Secure adequate resources to fulfill all the conditions of the MOU.

– Member States are encouraged to enter into agreements with ICAO for long-or short-term secondment of auditors and technical experts for USOAP CMA activities.

• National Continuous Monitoring Coordinator (NCMC)

– In order to support the USOAP CMA, each State is responsible for identifying one or more qualified NCMC(s) to act as primary point(s) of contact for all USOAP CMA processes and activities.

• National Continuous Monitoring Coordinator (NCMC) cont’d – The NCMC is responsible for maintaining and updating the

information to be provided by the State to the CMO Section on an ongoing basis, including, but not limited to:

• SAAQ; • CCs; • State responses to PQs; • State responses to MIRs; • CAPs to resolve F&Rs;

• National Continuous Monitoring Coordinator (NCMC) cont’d

• mitigating measures taken by the State in response to SSCs;

• the latest information regarding the SSP; and

• other relevant safety information, as requested by ICAO.

• Continue ongoing efforts to fully implement the Corrective Action Plan from the ICAO USOAP audits as this will be utilized as one of the indicators under the CMA.

• Utilize CTA to provide support for follow-up on USOAP audit results where required.

*If required and subject to availability of resources, COSCAP-NA will engage short-term experts in the areas of USOAP/CMA implementation.

COSCAP-NA States

• Ensure that you keep the Compliance Checklist current, complete your State Aviation Activity Questionnaire’ (SAAQ) and use the EFoD system as an alternative means for the filing of differences to all Annexes.

• The COSCAP-NA CTA will assist member States with the use of iSTARS and the implementation of the CMA on-line framework during regular missions.

COSCAP-NA States

• Computer based Training (CBT) familiarization course on USOAP CMA for NCMCs is now available on line. • One NCMC per State can enrol to the course free of charge. Any additional

NCMC(s) or experts nominated by the State can take this course for an enrolment fee of $1000.

learn about the learning objectives and benefits. • Please also refer to the Electronic Bulletin (EB 2011/44) published in

October 2011 which explains how this CBT can train experts which a State can second to ICAO on a short-term or a long-term basis.

Training

• 4.1 COSCAP-NA to continue to provide regular updates to Member States on developments concerning the ICAO USOAP CMA programme.

• 4.2 Ongoing efforts to fully implement the Corrective Action Plan from the ICAO USOAP audits should be sustained as this will be utilized as one of the indicators under the CMA.

• 4.3 COSCAP-NA Member States are encouraged to utilize COSCAP-NA to provide support for follow-up on USOAP audit results where required. If required and subject to availability of resources, COSCAP-NA will engage short-term experts in the areas of USOAP/CMA implementation.
