EVOLUTION

I. GUAM Group – established 10 October 1997II. GUUAM Association – created 7 June 2001 (in 1999-2005 included also the

Republic of Uzbekistan)III. Organization for Democracy and Economic Development – GUAM – instituted

as a regional organization since 23 May 2006 with a permanent Secretariat in Kyiv inaugurated on 26 February 2009

CONCEPT

Initial priorities – including, inter alia, those related to ensuring a secure and effective functioning of a Europe-Caucasus-Asia GUAM Transport Corridor, peaceful

settlement of protracted conflicts as well as creating GUAM FTA – were extended at the Baku 2007 GUAM Summit towards the CREATION OF A COMMON SPACE OF

INTEGRATION AND SECURITY IN THE GUAM AREA

MAIN PURPOSES AND PRINCIPLES OF GUAM

Promoting democratic values, securing the rule of law and respect for human rights Ensuring sustainable development Strengthening international and regional security and stability Deepening European integration for the establishment of common security space as

well as broadening economic and humanitarian cooperation Developing social-economic, transport, energy, scientific-technical, and

humanitarian potential of the Parties Intensifying political interaction and practical cooperation in spheres of mutual

interest

The GUAM Member States are guided by the principles of respect for sovereignty and territorial integrity of the states, inviolability of their internationally recognized borders and non-interference into their internal affairs as well as other universally recognized principles and norms of international law.

CONSULTATIONSCHS addresses the most pressing international issues and takes corresponding decisions or recommendations as well as decides on GUAM interaction with other states and international organisations

CMFA holds consultations in the field of foreign policy on the issues of mutual interest

COMMON POSITIONThe Provisional Procedure of Agreeing on GUAM Joint Statements (4 December 2006) determines the order and mechanisms of getting agreement on joint statements and speeches on behalf of GUAM

PRINCIPLES OF RESOLUTION OF PROTRACTED CONFLICTS

Settlement of conflicts on the territories of the GUAM states should be carried out exclusively on the basis of respect for sovereignty, territorial integrity and inviolability of internationally recognized borders of the GUAM states

Establishment of peace and security, promotion of the rule of law and respect for human rights and fundamental freedoms in conflict-affected territories of the GUAM states in order to create necessary conditions for the earliest possible return of forcibly displaced persons in safety and dignity that will be accompanied by comprehensive rehabilitation, including economic rehabilitation of these territories in order promote reintegration of returnees

Recognition of absolute necessity of providing normal, secure and equal conditions of life for all communities of respective territories that will allow the relevant GUAM states to built up effective democratic system of self-governance, while respecting territorial integrity, within internationally recognized borders of the GUAM states

OTHER ELEMENTS OF GUAM POSITIONON CONFLICT SETTLEMENT

Territory of a state may not be a subject of acquisition or military occupation, resulting from threat or use of force in breach of relevant norms of international law. No territorial acquisition and resulting self-declared entities may be recognized as legal under any circumstances whatsoever

Non-interference with the affairs of any state and non-exertion of military, political, economic or any other pressure

Lack of prospects and malignancy of separatism and disintegration, incompatibility of the use of force and practice of ethnic cleansing and territorial seizures with universal and European values, the principles and ideals of peace, democracy, stability and regional cooperation

Consolidation of efforts of the GUAM states and the international community to settle protracted conflicts

Demilitarization of conflict zones and establishment of security therein with the help of multinational peacemaking forces deployed under the UN or OSCE auspices to provide conditions for return of population and peaceful coexistence of ethnic communities

Status of self-rule for the communities that constitute population of uncontrolled territories will create necessary conditions for effective exercise of their rights to equal participation in administration of state affairs, including that one through formation of legitimate regional authorities at all levels, can be determined exclusively within legal and democratic process
