Preface

Since its early days in the 1950s, the Joint FAO/ECE Working Party on Forest Economics and Statistics has been regularly dealing with conversion factor problems . The reasons for this are easy to understand, given its mandate to improve the international comparability of international forest and forest products statistics and the quality of the information which is collected by FAO and ECE from countries and published in the FAO Yearbook of Forest Products and the FAO/ECE Timber Bulletin . '

At its fifteenth session in August 1985, the Working Party reviewed the results of the latest 4-yearly enquiry on conversion factors. The Working Party considered that the results of the enquiry should be revised, completed and published . Accordingly, countries were invited to check the information already provided. The present document has been revised and completed in the light of comments received.

CONVERSION FACTORS FOR FOREST PRODUCTS, 1983

Background to the enquiry

Over the years, three types of conversion factor have received the attention of the Joint FAO/ECE Working Party on Forest Economics and Statistics:

( 1) those used to convert from one measurement system to another (e.g. cubic feet to cubic metres; acres to hectares) or from a particular unit of a system to another unit of the same system (e.g. square kilometres to hectares);

( 2) those used to change from one kind of measurement to another (e.g. metric tons to cubic metres) or from one measurement technique to another (e.g. stacked volume to solid volume);

(3) those relating the output of the product to the input of the raw material.

The first two categories of conversion factor are mostly fixed or static. FAO and ECE publish these standard conversion factors in the FAO Yearbook of Forest Products and the FAO/ECE Timber Bulletin. They are set out in tables 19 to 21.

Conversion factors in the third category may vary considerably with the quality of the raw material, methods and efficiency of processing, desired size and quality of the product and other operational, economic and technical exigences. Hence, the conversion factor, the input/output coefficient, varies considerably from mill to mill , and even over time within the same mill. The coefficients established at the national level are therefore averages and apply to a given period. For specific industrial studies, it is important that only those conversion factors are used which take into account the particular circumstances covered in the studies.

The national conversion factors in the third category - input/output coefficients - are important in the derivation of national wood balances and the estimation of requirements of wood and fibre in total and of wood from the forest. These conversion factors are, in consequence, of two types, according to the use to which they are put:

(1) the relationship between one measurement unit of the processed wood product and the total amount of wood or fibre equivalent, irrespective of the nature of the assortment(s) concerned (wood, round or split, industrial residues, chips and particles, etc.);

(2) the relationship between one measurement unit of the processed wood product and the actual volume of wood coming from trees in or outside the forest, but omitting all recycled or mill residue materials.

For some products, such as sawnwood and veneer sheets, the conversion factors of types (1) and (2) above are the same, since all the input material comes directly from the tree. For others, such as woodpulp, particle board and firbreboard, the conversion factor of type (1) will be higher than of type (2) when part of the raw material input is recycled mill residues. To take an example, if in a given country an average of 4. 8 m3 EQ of wood raw material is used to produce 1 m.t. (air-dry) of chemical woodpulp, of which 3.2 m3 EQ is wood from the forest and 1.6 m3 EQ is recycled mill residue, the conversion factor of type (1) is 4.8 m3 EQ/m.t. and of type (2) 3.2 m3 EQ/m.t.

The Working Party agreed that the collection of the third category of conversion factors should be continued on a periodic basis and that a 4-year interval between enquiries would be sufficient to show possible long-term changes in the factors for the reasons mentioned earlier. This periodicity has been more or less followed, information having been collected for the years 1972, 1975, 1979 and 1983. Before that, enquiries had been conducted in 1963, 1967 and 1970 but on a different basis than the more recent enquiries , so that the results are not strictly comparable.

The approach adopted by the Working Party for the four most recent enquiries has been to collect data of raw material input and product output from which to derive an empirical conversion factor for a given year.

While this approach is conceptually simple, and the majority of countries in the ECE region have been able to provide the statistics asked for, it is still not entirely satisfactory for a number of reasons. These were explained in some detail in notes accompanying the reply to the enquiry by the Federal Republic of Germany1/. In brief, the type of problems which may arise from following the raw material input/product output approach to calculating conversion factors may be grouped under the following headings:

(1) incomplete data coverage;

(2) linked with (1), inconsistency of the relative input and output data;

(3) differences in measurement methods of both the raw material and the product.

Notes on tables

Altogether, 15 countries provided information for the survey: Canada; Cyprus; Finland; France; Germany, Federal Republic of; Hungary; Ireland; Italy; Luxembourg; Norway; Poland; Portugal; Spain; Sweden; Yugoslavia. This is not as full a response as for the previous survey, to which twenty-one countries replied. There is no obvious reason for the less complete response in the latest survey, unless it could be that it was undertaken at a time of intense activity

linked with the preparation of European Timber Trends and Prospects to the Year 2000 and Beyond (ETTS IV)11 , for which national offices were being asked to provide substantial quantities of information. Amongst other things they were invited to check the conversion factors used in ETTS IV for the calculation of national wood material balancesl1 . These factors have been reproduced in this document as tables 15 to 17.

As may be seen in the summary table of the results for the European countries responding to the enquiry for 1983, the coverage ranged from 36% of European production, in the case of non-coniferous sawnwood, to 70% in the case of plywood . With information missing from a number of major producers, the average conversion factors shown on the summary table for 1983 cannot be taken as reliable averages for Europe as a whole. Nor are they strictly comparable with the averages for 1979 taken from the previous survey, because the country coverage in the two surveys is different. Nonetheless, the averages, taken together with the range of conversion f actors also shown in the summary table, are helpful in indicating , in broad terms, the relationship between wood raw material input and product output in the region. In this connection, see also the comments below on tables 15 to 17.

These show comparable conversion factors for a limited number of countries from the enquiries for 1972, 1975, 1979 and 1983 . The intention is to provide indications of possible changes in the input/output coefficients over time. Unfortunately, the coverage is too low, and uncertainties as to the true comparability of the data for different periods too great, to allow any firm conclusions to be drawn as to possible trends.

Changes in conversion factors over time may be due to one or several of the following:

(1) changes in the quality, dimension, density or assortment composition of the raw material input

(2) changes in the quality, density or assortment composition of the product

(3) changes in processing technology

(4) statistical anomalies in the input and/or output data for one period or the other (or both).

There is some indication that conversion factors have been rising (i.e. yields have been falling) in some countries over the past decade or so for sawnwood, plywood and veneer sheets. The most likely explanation is (1) above, including the trend to the greater use of smaller diameter sawlogs. The same trend may have been occurring in conversion factors for particle board and fibreboard. In the case of fibreboard, the declining share of insulating board with its low density, in total output is a likely explanation ((2) above). For particle board, there does not seem to be one reason more probable than the others: it could be a combination of all four.

For certain grades of woodpulp, including semi-chemical and paper pulp, conversion factors have shown a downward tendency, i.e. yields have improved. This may be partly linked to ( 3) - improvements in technology, but a more important factor may have been (2) - the greater use of non-coniferous raw material, with a higher average density than coniferous.

An approximate idea of the direction taken by conversion factors in Europe as a whole between the beginning and the end of the 1970s may be obtained by comparing the weighted common conversion factors used in European Timber Trends and Prospects, 1950 to 2000 (ETTS III), published in 1976, with those of the latest long-term study, ETTS IV, issued in 1986. The former conversion factors are applicable to a period around 1970; the latter to a period around 1980. The two sets are shown below.

In ETTS III, the same common conversion factor was used for all countries, although it was recognized that it could lead to distortions at the country or country group level. In ETTS IV, with greatly expanded computing capacity, it was possible to work at the country level. The actual country figures used are shown in tables 15 to 17. The averages weighted on the basis of European countries' importance as producers, were not used in ETTS IV, but are shown here for comparison with the ETTS III conversion factors.

In addition to points (1) to (4) above that can explain changes over time in conversion factors, another factor which may affect average conversion factors is the change in countries' share of total European output of the product in question, especially where appreciable differences exist in the conversion factors between countries. This may have been an influence in the rise in the conversion factor for plywood, for example, and the fall in that for chemical (paper) woodpulp.
