Clustering :an enabler for Micro & NanoElectronics
• Micro and Nano-Electronics can survive and grow within the highly
competitive Semiconductor environment only through Clusters,
with:
- continuous interactions between resources from Education,
Research & Industry
=> innovation
- proximity of the Co-Actors of the solution, easy communication,
same culture, shared vision
=> speed, fast time-to-solution
- sharing of means, complementarity of know-how, contribution of each
local Actor to the full value chain
=> cost competitiveness
- strong support from regional authorities and institutions
=> growth, investment, projects
CLUSTER = CRITICAL MASS + SPEED + FOCUS = COMPETITIVENESS

Cluster cooperation in Europeseveral dimensions
• Each Cluster is specific, with its own history, organization, strengths and
competences
• A Cluster cooperation either within a Country, either within a Continent
or at WW level shall be beneficial to both parties if the cooperation is
driven by joint projects leveraging the respective strengths of the Partners
• In Europe, this Cluster cooperation has got several dimensions :
- One-to-one cooperation. ( Best example is Grenoble-Dresden case )
- Within European Projects ( Best example is “Silicon Europe” project
with 6 clusters )
- At a larger scale, between all clusters, through the European
Semiconductor Cluster Forum and the Silicon Europe Alliance

Cluster cooperation in Europesome historical milestones
• The cluster cooperation in Europe is a long and endless journey :
Years 2008/2009 : - cluster cooperation highlighted by SEMI Europe Advisory Board as a way to strengthen Semiconductor Industry in Europe
- June 2009 : Grenoble : first European Forum about Cluster A
 March 2010: Kick-off of Grenoble-Dresden Cluster cooperation B
October 2011: first European Semiconductor Cluster Forum (ESCF) during SEMICON Europa at Dresden
 March 2012: kick-off of “ Silicon Europe “ project
Years 2012-2015: . ESCF running twice a year . “Silicon Europe” working-out a Joint Action Plan
August 2015: First “ European Semiconductor Cluster Position Paper “
October 2015: kick-off of “Silicon Europe Alliance”
 2016 : ????

Grenoble and Dresden: a success story
Alain Astier DG CONNECT Workshop : European Clusters and Regions Dresden, October 7th 2015
• development of many personal relationships, by sector of activity, allowing easy and efficient one-to-one contacts and BtoB opportunities.
• mutual trust between the two communities, favorable to joint projects ( example : KET Pilot Line project )
• joint initiative from industrial actors : cross-visits, benchmarking exercise ( example : utilities consumption between Wafer Operations of both cities)
• joint advocacy of Semiconductor Industry by Authorities and Key Actors of both Clusters ( example KET , …)
• joint initiative of European Semiconductor Cluster Forum (ESCF) .
• rotation of several Conferences ( DATE, ISCDG,…) and events ( SEMICON Europa ) between the two Cities
• solid foundations for “Silicon Europe” project
Dresden & Grenoble Cluster Cooperation : main added value
12
Alain Astier DG CONNECT Workshop : European Clusters and Regions Dresden, October 7th 2015
• mutual enrichment through exchanges, benchmarking, sharing of best practices
• launch joint initiatives that will benefit both clusters,
mainly in selected areas (Education, Research, Industrial)
• contribute to the strengthening of the whole European
Semiconductor Industry around its top clusters
• attract more attention and support from European Authorities,
through a joint lobbying process
• increase the awareness of public opinion about the European semiconductor industry and the two clusters
• improve the international image of the two clusters
as pillars of the European semiconductor industry

European Semiconductor Cluster Forum:a great opportunity for networking Regions 16
• Initiated by Grenoble and Dresden Clusters in october 2011,
with strong encouragement of SEMI Europe and European Commission.
• Involving 11 European Semiconductor Clusters (see list),
• open to other ones
• Running twice a year :
• - spring : at a different cluster location ( Cork/MIDAS in 2014,
• Grenoble/MINALOGIC in 2015 )
• - autumn : at location of SEMICON Europa ( Dresden/Grenoble )
• Agenda of the Forum ( see attached ) mixing Information Sharing and
• Workshops
• Gouvernance : open, transparent, flexible, no hierarchy, everyone counts forone

• After 9 Forums conducted up to now, main benefit has been:
- the recording of the various clusters with contact references,
- a mutual cross-knowledge about vision, membership, competences,
activities...
( to be extended during the visit of a Cluster during the spring session )
- a sharing of information (events, BtoB meetings, project preparation, ...)
- cross-visits of Members during B-To B meetings
- the mutual enrichment with the experience of “ Silicon Europe “ project
- the set-up of “ Allée des Clusters “ at each SEMICON Europa
- the edition of a common “Cluster Position Paper“
- the foundations for building the “Silicon Europe Alliance“
- the awareness that Clusters should be :
+more visible within the panorama of European Semiconductor Industry,
+more advocated in front of European Authorities and Bodies
+more organised for providing more benefit to their Members (SME‘s )

European Semiconductor Cluster Forum :next steps
• To take benefit of past ESCF experience :
- open to any cluster dealing with Semiconductor in some way,
without any criteria : free access
- unformalism, openness, free speaking, one cluster = one voice
- mutual respect, mutual trust, mutual acceptance of differences
. To embed ESCF within “Silicon Europe Alliance“ context :
- to keep it open to potential Members of Silicon Europe Alliance
- to make it part of regular Silicon Europe Alliance meetings
- to complete it with Action Plan Review
....for becoming “ Silicon Europe Forum‘‘ as on now

Conclusion
Clusters are vital for our Industry,
since providing at Regional level a significant competitive advantage
in agility, innovation capability and support to SME’s
Clusters are on the way to organize their cooperation with “One Single Voice”:
from the European Semiconductor Cluster Forum and its Position Paper
up to the new Silicon Europe Alliance and its Mission
Clusters are expecting a strong European Incentive Cluster Policy
for getting competiveness and developing inter-regional cooperation
THE EUROPEAN MICROELECTRONICS STRATEGY WILL NOT SUCCEED
WITHOUT CONSIDERING THE CLUSTERS AS ITS REGIONAL PILLARS.
