    INTRODUCTION

    The regulator has given banks the go-ahead to offer doorstep services tocustomers. Banks can now deliver cash and drafts to customers homes andoffices as well as collect cash, cheques and other instruments. The decision willmake life easier for retail customers and corporates.

    Some of the banks were earlier offering these services. However, the stoppedafter the central bank began reviewing the services.

    !eserve Bank of "ndia permitted banks to carr out doorstep banking not onlto individuals and corporates, but also government departments, public sectorunits and others. The can deliver the mone against cheques received at thecounter or through other channels like phone banking and internet banking.

    !B", in #ebruar, had allowed banks to pick up cash, instruments and deliverdemand drafts to individual customers. $t that point it had not allowed cashdeliver to individuals. #or corporates and other customers, !B" had thenallowed pick up of cash and instruments, deliver of cash against cheques

    received at the counter and also deliver of demand drafts.#or ears banks have been offering doorstep cash deliver for corporatecustomers, especiall to factories in far-off locations. "n recent ears, foreignand private sector banks began offering these services to high-end retail

    customers. Besides differentiating themselves, some banks found it a wa todiscourage customers fromcrowding branches.

    %Banks had started doing pick-up and deliver of cash for retail customers likeshopkeepers as man of them used to crowd the branches towards the end ofthe da. B offering cash pick up, banks could pick the cash at their ownconvenience and also prevent customer queues at the counters. $lso, man ofthe high networth customers and some of elderl customers preferred deliverof cash and demand drafts at their residence or office,& said a senior privatesector banker.

    This move b !B" will give a big boost to rural banking plans of banks such as"*"*" Bank which was looking at doorstep banking as one of the models to tapthe rural market. #oreign banks, which cannot freel e'pand branch network,

    can also use this route to e'pand their business.

    The guidelines also prescribe service levels in terms of the time for deliver.$ccording to !B", cash collected from a customer should be acknowledged bissuing a receipt on behalf of the bank and credited to the customers accounton the same or ne't working da depending on the time of collection.

    RBI paves way for doorstep banking

    $fter a gap of + ears, the !eserve Bank of "ndia has once again alloweddomestic banks to offer doorstep banking, to their customers but with its priorapproval.

    $ circular issued on $pril stated that, /$ scheme for providing services at thepremises of a customer within the framework of Section + of the Banking!egulation $ct 010 ma be formulated b banks with the prior approval of theirboard and submitted to the !eserve Bank for approval/.

    The practice was banned in 2a +1,03 whereb banks were advised not toe'tend an banking facilities at premises of their customers without priorapproval of the !B".

    The decision, the circular stated, has been taken in view of several requestsreceived from government departments such as railwas and representationfrom banks.

    Till the time a separate scheme is worked out, agenc banks in the business of

    conducting government business ma continue to lift cash and collect creditinstruments from premises of central and state government departments.

    RBI issues norms for doorstep banking

    Banking services will now be available at the doorstep. "ndividual customers canhave cash and other bank instruments picked up from their home or office whileonl demand drafts will be delivered. *orporate customers can additionall havecash delivered against cheque received at the bank6s counter.

    The !eserve Bank of "ndia on (ednesda issued guidelines for banks on/7oorstep Banking/ allowing banks to either deplo their emploees or hireagents to e'tend these services.

    The new guidelines allow banks to e'tend cash deliver services to corporateclients, public sector units and departments of *entral and state governmentsagainst the receipt of cheque at the branch, and not based on telephonicrequests. "ndividual customers cannot, however, avail of this facilit.

    Similarl, the deliver of demand drafts for both individual and corporatecustomers will be done b debiting the account on the basis of requisition inwriting or cheque received and not against cash collected at the doorstep.

    The !B" has, however, cautioned banks about risks arising out of these servicesand asked them to prescribe cash limits. /Banks are advised to take intoaccount the various risks that ma arise on account of offering doorstep bankingservices to customers directl or through agents and take effective steps tomanage the same. Banks ma specificall consider prescribing cash limits fortheir agents and customers in this regard,/ sas the circular.

    $ccording to the guidelines, banks have been asked to acknowledge cashcollection b issuing receipts and ensuring that it is credited to the customer6saccount on the same da or the ne't working da.

    The charges for these services would have to be prominentl indicated onbrochures.

    These services will be provided onl to those customers who have adequatelfulfilled the bank6s /8now 9our *ustomer/ norms.

    Banks will now have to prepare their own schemes based on the guidelines withthe approval of their board. The central bank has also asked banks to appoint a4rievance !edressal 2achiner for redressing complaints about servicesrendered b its :agents.6 The name and the telephone number of the designatedofficer should be made available to the customers on the bank6s website.

    Banks have been asked to educate their :agents6 about the incidence ofcirculation of forged notes, particularl of high denominations. /Banks areadvised to take suitable steps to educate their /$gents/ to enable them to detectforged and mutilated notes so as to avoid frauds and disputes with thecustomers,/ said the circular.

    "t ma be ensured that the agreement entered into with the customer doesnot entail an legal or financial liabilit on the bank for failure to offerdoorstep services under circumstances beond its control. The servicesshould be seen as a mere e'tension of banking services offered at thebranch and the liabilit of the bank should be the same as if the

    transactions were conducted at the branch. The agreement should notprovide an right to the customer to claim the services at his doorstep.

"n order to ensure transparenc in respect of the rights and obligations ofcustomers, uniformit in approach and to clearl delineate the risks involved, ithas been decided to la down general principles and broad parameters to befollowed b banks while offering /doorstep/ services to their customers,

    $ccordingl, banks ma prepare a scheme for offering /doorstep/ bankingservices to their customers, with the approval of their Boards, in accordancewith the guidelines enclosedto this letter.

    . $ttention of banks is also drawn to the incidence of circulation of forgednotes, particularl, high denomination notes, in the market. "f an "nstruction through facsimiletransmission issent b the *lient otherwise than on "*"*" Bank6s printed form and is acceptedb "*"*"Bank, such "nstruction shall be subEect to the terms and conditions on "*"*"Banks

    printed form.

    . The *lient agrees and undertakes to dul compl with its obligations in termsof theprocesses as detailed in service request form sent b "*"*" Bank, and to dulremit thepaments for the Services rendered b "*"*" Bank as detailed in service requestform.

    1. The *lient agrees and understands that "*"*" Bank shall act upon the

    "nstructions sentb facsimile onl if in the opinion of concerned officer of "*"*" Bank such"nstructionsare clear and unambiguous. The decision of the officer of "*"*" Bank whetheran such "nstructions are clear and ambiguous or not and all actions of "*"*"Bank thereofshall be conclusive and binding on the *lient. This clause shall not preclude"*"*"

    D. The *lient agrees and acknowledges that transmission of information throughfacsimile or telephone is not a secure means of sending information and ma be

    subEect to tampering and unauthorised access, fraudulentl or mistakenlwritten,altered or sent, and not be received in whole or in part b the intended recipient,which ma be including but not limited to=i. the "nstructions ma be fraudulentl written or altered.ii. the "nstructions ma reach "*"*" Bank in Eumbled state or in a manner orshapethat it ma be misunderstood.iii. the "nstructions ma not be received b "*"*" Bank or the facsimile machinema

    be unattended to at the time of receipt of "nstructions and;or ma be received b"*"*" Bank onl partiall.iv. there ma be a mistake in understanding the message.

    . The *lient shall continue to be bound b all or an action of "*"*" Bank incomplingwith the "nstructions given to "*"*" Bank b facsimile even if such "nstructionhas beencountermanded b a subsequent "nstruction or an written order or direction of

    the*lient, if "*"*" Bank has alread commenced acting upon the first of such"nstructions>without preEudice to it having received and acted upon a subsequent "nstructionorwritten order or direction? or even in the event the facilit as specified ofreceiving"nstructions has been discontinued or suspended.

    G. "*"*" Bank shall not be liable for an inaccurac, error or dela in, or omission

    insurrection, riot, labour dispute, accident, action of government,communications,power failure, equipment or software malfunction? or an other cause beondthereasonable control of "*"*" Bank, and in case of tampering and unauthorisedaccess toproviding of "nstruction, "nstructions that are fraudulentl or mistakenl written,altered or sent, and that the "nstruction ma not be received in whole or in partb theintended recipient.

The *lient agrees that "*"*" Bank shall not be liable if=i. the *lient has breached an of the Terms and *onditions, contained herein orii. the *lient has contributed to or the loss is a result of failure on part of the*lient toadvise "*"*" Bank within a reasonable time about unauthorised access of orerroneous transactions in the $ccount b use of the ServicesCThe *lient agrees that "*"*" Bank ma at such times as "*"*" Bank ma deemfit,

    request the *lient to approach "*"*" Bank branch with the acknowledgementprovidedb the agent to the *lient at the time of the e'ecution of the "nstruction.

    0. "*"*" Bank ma, at its sole and absolute discretion, act on an request or"nstructionmade b the *lient to "*"*" Bank, or which "*"*" Bank reasonabl believes tohavebeen made b the *lient.

The *lient agrees and acknowledges to waive off its Fright to claim for theServices tobe provided at its doorstep and that "*"*" Bank is under no obligationwhatsoever toaccept an "nstruction through facsimile transmission or telephonicall. #urther,without limiting the generalit of the foregoing, "*"*" Bank shall not be deemedtohave accepted an "nstruction unless and until "*"*" Bank receives the

"*"*" Bank shall not berequired toindependentl verif the veracit, authenticit or validit of the "nstructions. "*"*"Bankshall have no liabilit if it does not or is unable to stop or prevent the carring outofor the e'ecution;implementation of an "nstruction that is subsequentl
