Impact assessment of Deen Dayal Antyodaya Yojana

• TheSwarnjayanti GramSwarozgar Yojana (SGSY)- startedin1999- aimedatprovidingsustainableincometoruralBPLhouseholdsthroughincomegeneratingassets/economicactivitiesinordertobringthemoutofpoverty.• Aajeevika - NationalRuralLivelihoodsMission(NRLM)waslaunchedbytheMinistryofRuralDevelopment(MoRD),GovernmentofIndiainJune2011.• AidedinpartthroughinvestmentsupportbytheWorldBank,theMissionaimsatcreatingefficientandeffectiveinstitutionalplatformsoftheruralpoor,enablingthemtoincreasehouseholdincomethroughsustainablelivelihoodenhancementsandimprovedaccesstofinancialservices.• Inaddition,thepoorwouldbefacilitatedtoachieveincreasedaccesstorights,entitlementsandpublicservices,diversifiedriskandbettersocialindicatorsofempowerment. DAY-NRLMbelievesinharnessingtheinnatecapabilitiesofthepoorandcomplementsthemwithcapacities(information,knowledge,skills,tools,financeandcollectivization)toparticipateinthegrowingeconomyofthecountry.

• InNovember2015,theprogramwasrenamedDeendayal Antayodaya Yojana (DAY-NRLM).

• Deen Dayal Upadhyaya Antyodaya Yojana or DAY isanewschemeoftheModiGovernmenttoreplacetheNationalRuralLivelihoodMission(Ajeevika)andNationalUrbanLivelihoodMissionimplementedbyMinistryofRuralDevelopmentandMinistryofHousingandUrbanPovertyAlleviationrespectively.

• Deendayal Antyodaya Yojana-NationalUrbanLivelihoodsMission(DAY-NULM):• Toreducepovertyandvulnerabilityoftheurbanpoorhouseholdsbyenablingthemtoaccessgainfulselfemploymentandskilledwageemploymentopportunities,resultinginanappreciableimprovementintheirlivelihoodsonasustainablebasis,throughbuildingstronggrassrootslevelinstitutionsofthepoor.The missionwouldaimatprovidingsheltersequippedwithessentialservicestotheurbanhomelessinaphasedmanner.In addition,the missionwouldalsoaddresslivelihoodconcernsoftheurbanstreetvendorsbyfacilitatingaccesstosuitablespaces,institutional credit,social securityandskillstotheurbanstreetvendorsforaccessingemergingmarketopportunities.

‘Antyodaya’,meaning‘servingthelastmaninthequeue’,isaconceptdevelopedbyDeen DayalUpadhyaya andaimsatreachingouttothemostmarginalised sectionsofthesociety.

• MAINHIGHLIGHTSOFTHESCHEME• EmploymentthroughSkillTrainingandPlacement - Anexpenditureof Rs.15,000perpersonisallowedontrainingofurbanpoorwhichis Rs.18,000inNorth-EastandJ&K.Moreover,Trainingurbanpoortomeettheenormousdemandfromurbancitizensbyimpartingmarket-orientedskillsthroughCityLivelihoodCenters.• SocialMobilizationandInstitutionDevelopment - ItwillbedonethroughformationofSelf-HelpGroups(SHG)fortrainingmembersandhandholding,aninitialsupportof10,000isgivenforeachgroup.Assistanceof Rs.50,000isprovidedtoRegisteredAreaLevelFederations.• Subsidytourbanpoor - Aninterestsubsidyof5%- 7%forsettingupindividualmicro-enterpriseswithaloanofupto2lakhandforgroupenterpriseswithaloanlimitofupto Rs.10lakhs.• Sheltersforurbanhomeless - CostofconstructionofsheltersforurbanhomelessisfullyfundedundertheScheme.• Othermeans - Developmentofvendormarketsandalsothepromotionofskillsforthevendorsthroughsettingupinfrastructureandspecialprojectsfortheragpickeranddifferentlyabledetc.

“IfIndiaistoemergeasthemanufacturingbasetomeetglobalneeds,theonlycertainwayistoempowereveryyouthofthecountrywiththenecessaryskills.Skilldevelopmenthasmultipleoutcomesincludingenhancingemploymentopportunities,stimulatingeconomicgrowth

andpromotingself-worthofbeneficiaries.’’

• NRLMsetoutwithanagendatocover• 7Croreruralpoorhouseholds,across600districts,6000blocks,2.5lakhGramPanchayatsand6lakhvillagesinthecountrythroughself-managedSelfHelpGroups(SHGs)andfederatedinstitutionsandsupportthemforlivelihoods

collectivesinaperiodof8-10years.

KeepinginviewthattheMissionhadbeenunderimplementationforthepastfiveyearsandthatithadmadesignificantprogress,anassessmentoftheMissionwascarriedout.Thetask

ofcarryingouttheassessmentwasentrustedtoInstituteofRuralManagement,Anand(IRMA),Gujaratwiththefollowingbroadtermsofreference:

i. Toevaluatethekeydesignfeatures,components,implementationarchitectureand

systemsestablished,strategies,andkeyprocessesadoptedbytheMission;ii. Toassessthekeyprocessesadoptedandemergingresultsofthemissionin

differentcomponentareasviz.,socialinclusion,institutionbuilding,financialinclusion,livelihoods

promotion,andentitlementsandconvergence;iii. Tostudythefunctioningofcommunityinstitutionspromoted;

iv. Toassesspreliminaryoutcomes/impactsoftheintervention;andv. Toassesstheimplementationstrategy,functioningandintermediateoutcomesof

RuralSelfEmploymentTrainingInstitutes(RSETIs)

ThestudyindicatesthatthehouseholdscoveredunderNRLM:

(i) haveahighernumberoflivestockassetsascomparedtouncoveredareas;

(ii) showahigherproclivitytosaveinformalinstitutions,thoughthedifferenceinthequantumofsavingsisnotstatisticallysignificant;

(iii) haveahigherloansize(about67%morethantheloansizeintheuncoveredareas)andaremorelikelytoborrowfromformalfinancialsources;(iv) spendlessonfoodconsumptionbutmoreoneducation.However,

thetotalhouseholdconsumptionexpenditureissimilarincoveredanduncoveredareas.

(v) have22%higher(net)incomethanthehouseholdsintheuncoveredareas,largelyduetoincomefromenterprises.Infact,thepropensityscoresestimatethatcoveredvillagesonanaveragehave25enterprisescomparedto

anaverageof14enterprisesintheuncoveredvillages.

MGNREGAisthelargestsocialsecurityschemeintheworld— guaranteeing100daysofunskilledmanualworktoallruralhouseholdsinIndiaBudget2017- ₹48,000crorefortheMahatmaGandhiNationalRuralEmploymentGuaranteeAct(MGNREGA)scheme.

• Till2015end,15-yearcycleoftheanti-povertyMillenniumDevelopmentGoals(MDGs)

• The17SDGsbuildontheeightMDGs,whichspecificallysoughtby2015:toeradicateextremepovertyandhunger;achieveuniversalprimaryeducation;promotegenderequalityandempowerwomen;reducechildmortality;improvematernalhealth;combatHIV/AIDS,malariaandotherdiseases;ensureenvironmentalsustainability;anddevelopaglobalpartnershipfordevelopment.

86%timelywagepaymentunderMGNREGSin2017-18

UnderMGNREGS,ApriltoJune,2017hasseenasignificantdemandforwagelabourspeciallyforwaterconservationworks.Nearly75CrorepersondaysofworkhasalreadybeencreatedThismeansthatnearly80lakhsto1croreworkersarecomingeverydayforworkindifferentpartsofthecountryunderMGNREGS.Over86%ofthemarepaidwithin15days.Thisisaremarkableimprovementcomparedtoearlieryears.99%paymentsareontheelectronicFinancialManagementSystem(e-FMS).TheCentralGovernmenthasensuredtimelyreleaseoffundsandStateshaverespondedbystrengtheningtheimplementationmachinerytoprovidetimelypayments.

Thethrustonagricultureandalliedactivities,isshowingatthefieldlevelwith74%expenditureontheseworks.2,264waterstressedblockshavereceivedspecialattentionforNaturalResourceManagement,WaterHarvestingandWaterConservation.2.62lakhwaterconservationworkshavebeencompletedintheCurrentFinancialYearincluding1,31,789FarmPondsacrossthecountry.MGNREGShascreatedover91lakhhectaresirrigationpotentialinthelast2yearswhichiscurrentlybeingevaluatedbytheInstituteofEconomicGrowth(IEG),NewDelhi.Thereportisexpectedby30thSeptember,2017.

• 1.45croreassetsofMGNREGShavebeengeo-taggedsofarandareinthepublicdomain.• 5.2croreworkersarealreadyontheAadhar-basedPaymentSystem(ABPS)andover9croreworkershaveseededtheirAadhar detailswithconsentinNREGASoftMIS.

• 87%jobcardshavebeenverifiedand1.1crorejobcardshavebeendeletedsofaraftergivingreasons.Therehasbeenaregistrationof89lakhnewjobcardstoensurethatdeprivedhouseholdsgetwork.• 24StateshavesetupindependentSocialAuditUnitsand3100StateResourcePersonshavebeentrainedtoconductsocialauditasperauditingstandards.LargescaletrainingofSelf-HelpGroupwomenasVillageResourcePersonsforsocialauditisbeingundertaken.5,245BareFootTechnicians(BFT)havebeentrainedsofarin19Statestoprovidetechnicalsupportatfieldlevel.StresshasbeenlaidonpublicinformationandCitizenInformationBoardsatallworksitesisbeingensured.Recordmaintenancehasbeensimplifiedandover90%GramPanchayatshavealreadyadoptedthesimplifiedsevenRegisters.• ConcertedeffortstomoveMGNREGSworkersontheskillingladderthroughplacement-basedwageemploymentunderDDUGKYandself-employmentwithBanklinkagethroughRuralSelf-EmploymentTrainingInstitutes(RESTIs)havealsobeengoingoneffectivelyacrosstheStates.DiversificationoflivelihoodsthroughwomenSelf-HelpGroupsisthecorethrustofMGNREGSforsustainableeconomicwell-beingofthepoorhouseholds.

NSAPTheNationalSocialAssistanceProgramme(NSAP)whichcameintoeffectfrom15thAugust,1995representsasignificantsteptowardsthefulfillmentoftheDirectivePrinciplesinArticle41oftheConstitution.Theprogramme introducedaNationalPolicyforSocialAssistanceforthepoorandaimsatensuringminimumnationalstandardforsocialassistanceinadditiontothebenefitsthatstatesarecurrentlyprovidingormightprovideinfuture.NSAPatpresent,comprisesofIndiraGandhiNationalOldAgePensionScheme(IGNOAPS),IndiraGandhiNationalWidowPensionScheme(IGNWPS),IndiraGandhiNationalDisabilityPensionScheme(IGNDPS),NationalFamilyBenefit

Scheme(NFBS)andAnnapurna.

loanamounts upto Rs 12lakhs.• (c)AffordableHousingthroughPartnerships:Underthiscomponent,financialassistancetoEWS(EconomicallyWeakerSection)houseswhenits
