THE DILG CAR IN FY 2017: Sustaining a development-oriented local
government through SUCCESS 2017
I. Introduction
To impress the change that the administration promised to the Filipino people, the
DILG CAR recognized the need to usher LGUs to be development oriented. To realize such task, the DILG CAR devised a guidepost coined SUCESS 2017 or “Stepping-Up to
Challenges and Changes thru Excellent and Sustainable Strategies” to make DILG CAR
more effective, relevant and responsive to the needs of the LGUs.
II. Significant Accomplishments
LOCAL GOVERNMENT SECTOR
A. PEACEFUL, ORDERLY AND SAFE LGUs
a. Mamamayang Ayaw Sa Anomalya, Mamamayang Ayaw Sa Ilegal na Droga (MASA MASID)
1. Community watch and volunteerism through MASA MASID was observed by the 686 barangays with MASA MASID teams organized
throughout this region while 12 municipalities have organized their
Community Rehabilitation Network as of March 31, 2017. For 2nd Qtr, MM
teams were organized in 471 barangays. In total, 1157 barangays have
organized MMTs EO 2nd Semester.
2. 21 municipalities have organized CRN for 2nd Qtr. In total, as of EO
2nd semester, there were 33 CRNs organized in this region.
3. As of 2nd Semester, 2383 from the five provinces and 1 HUC of CAR
registered as MM volunteers.

All 15 PAMANA LGUs in this region successfully drafted their POPS plan.
d. Provision of Secretariat Services to the Peace and Order Council
All 65 NON PAMANA LGUs in this region successfully drafted their POPS plan while Abra municipalities of Bucay and Penarrubia have approved POPs plan.
As of 2nd semester, additional 10 LGUs have approved POPs plan. LGUs were
Kalinga Province, Tanudan, Rizal, Balbalan, Tinglayan, Apayao Province,
Calanasan, Pudtol, Conner, and Luna.
e. Comprehensive Local Integration Program (CLIP) – Continuing
For 1st Qtr, 100% or 10 surfacing former rebels from Boliney, Bucay, Lacub, Licuan-Baay, Malibcong and Sallapadan, Abra were provided with financial
assistance. Six FRs surfaced in Abra, Kalinga and Mt. Province for the 2nd Qtr
were provided with financial assistance.
f. Others:
1. In support to the Comprehensive Social Benefits Program for the
AFP and PNP (CSBP) which attempts to provide the necessary assistance to uniformed officers and soldiers of the police and armed service who are
killed and wounded while in action (KIA-WIA), employees (1) attended the
CSBP Roll out conducted on March 23-25, 2017 in Pasay City. Along this
line, one KIA WIA beneficiary was hired by this region.

B. SOCIALLY PROTECTIVE LGUs
a. BUB Other Infra FY 2015
One (1) remaining project for this program, which is the Purchase of Rescue
Equipment for Baguio City, targeted to be completed for the 4th quarter this year was successfully completed 1st quarter. 100% of projects for this
program was already complete.
b. BUB Others FY 2016
A total of 5 projects were under this program, however one project was
completed in 2016. The status of implementation of the four remaining
project this year are as follows:

e. SALINTUBIG FY 2013
A total of eight projects were lined-up for this program. However, the one
remaining project which is the CONSTRUCTION OF PANTIKIAN WATER
SYSTEM in Balbalan, Kalinga amounting to P1,696,000.00 was successfully
completed this quarter. All or 100% of the projects were completed.
f. SALINTUBIG FY 2014
There were three remaining on-going projects last FY 2016 for completion
this year. Out of the three projects, two were already completed while one is still on-going as of 1st quarter. 1 SP was completed for the 2nd Qtr, causing
the completion of all SPs under this program.

C. Accountable, Transparent, Participative and Effective Local Governance
a. Transition Towards Federalism
1st Quarter
The DILG CAR is constantly pushing our LGU functionaries to be more active in the drive towards Federalism. The IEC on federalism was a ride-on activity
during the conduct of barangay assemblies of 570 barangays of this region.
Also, Federalism which was presented by ARD Jonathan Paul M. Leusen, Jr.,
was also included as one of the topics in the following activities:
i. MASA MASID orientation in the provinces of Abra and Kalinga
ii. Radio guesting in Radyo Natin, Abra
iii. Turn-over of DILG completed projects in Tubo, Abra attended by
five barangay captains and their kagawads.
iv. BUB stakeholders’ forum in Bontoc, Mt. Province and for the
province of Benguet
v. Autonomy and Federalism conducted by NEDA CAR (together with Atty. Tomas Kiwang, Jr.) in Paracelis, Mt. Province attended by
municipal officials and functionaries, teachers, policemen, barangay
officials and CSOs

b. Full Disclosure Policy
The Full Disclosure Policy (FDP) has been seriously observed by all levels of
local governments in the Cordillera. 99.9% of PCMs and 89% of barangays in our
region are fully compliant to FDP while 100% were FDP compliant as of 2nd quarter.
c. Performance Challenge Fund
2015 – There are eight total SPs under PCF 2015. Out of the 8 SPs, 4
projects are for continuing this year. Hereunder table depicts the details:

a. Regulatory Simplification for Local Governments- ENHANCED BPLS
As of 1st quarter, 88% of CAR LGUs were oriented on JMC- 1-2016 while 29% of LGUs were coached on BPLS standards.
b. Local Investments and Incentives Code (LIIC)
1. RFP attended the LIC ToT in Manila on March 28-31, 2017
E. Environment-Protective, Climate Change Adaptive and Disaster Resilient LGUs
1st Quarter
a. DILG CAR is continuously giving technical assistance and trainings on mainstreaming CSPP and sectoral concerns in the Comprehensive
Development Plan as well as Mainstreaming DRR-CCA in the Local
Development Plan. As of 1st quarter nine municipalities (i.e. Licuan Baay, Abra;
Asipulo, Ifugao; Alfonso Lista, Ifugao; Tinoc, Ifugao; Tanudan and Tinglayan,
Kalinga; Besa, Bontoc and Paracelis, Mt. Province) were provided with TA on CDP formulation.
b. The Regional Planning for Provincial Preparedness Dialogue and Regional
Disaster Preparedness Planning Workshop was conducted last February 1, 2017 at the Nene Pimentel Hall, DILG-CAR, Upper Session Road, Baguio City.
All provinces of CAR successfully conducted their Provincial Preparedness &
Listo Partnership Dialogue as well. Schedule of said activity were as follows:

4. Ifugao March 7, 2017
On June 6-7, 2017, the Provincial Government of Abra was assessed and validated for the
2017 SGLG. ARD Jonathan Paul M. Leusen, Jr., LGMED DC Daisy Amoy and RFP Florinda
Garcia served as the Regional Assessment Team (RAT) together with Stat II Danilo Azarcon
and Engr. Nathaniel Lubrica as members.

c. The assessment of the nominees for the Gawad Kalasag Award was effectively
conducted on March 2017.
2nd Quarter
a. LGOO V M. Griba attended the Coaches Training on Post Disaster Recovery
April 17-22 and the initial workshop to develop the Contingency Plan for 7.2M earthquake April 23-26 at Manila
III. Strengthened Internal Organizational Capacity
1st Quarter
a. The 1st Regional Management Conference (RMC) was conducted on January
19, 2017. On February 24, a special RMC was conducted as a venue for the
DILG CAR COA Auditors to present their Audit Observation Memo for FY 2016
as well as to update management on the accomplishments of this year’s PPAs. In addition, the regional management welcomed SILG Ismael Sueno on
February 25. The SILG interfacing activity with DILG CAR family and the PRO-
Cor Regional Director was conducted on the same date.
b. The 13 DILG CAR 50th Batch LGOO II trainees presented their outputs during
the Component 2- Phase II- Field Immersion. Trainees also attended the
Component 3- Part I: Paper and Pen Examination and Part 2: Simulated Exercise and Interview of the said training.
c. The January-February 2017 issue of the Gongs and Drums, which is the official publication of the DILG CAR, was published as of 1st quarter.
d. To continuously learn and be capacitated employees attended various technical trainings called for by Central Office bureaus and other agencies as well as
seminar/workshops relating to stress management.
2nd Quarter
e. Two FAD employees attended the Managing Stress and Experiencing Inner
Peace at Tagaytay on March 29-30, 2017.
f. Competency assessment was administered on all employees at the Regional
office as well as FOUs.
g. Conducted 2nd Quarter RMC on April 24, 2017 in Baguio City and 2nd special RMC cum on-site visit on LFPs in Kalinga province and participation to the
Pagpupugay at Pasasalamat for R2 RD J. Castaneda on May 21-23, 2017.
h. 13 50th Batch LGOO trainees attended the Revalida and Graduation of 50th
Batch on May 14-20, 2017 at LGATC, Los Baňos
Participants from DILG Benguet, PRO-Cor, BJMP Benguet, Municipal Mayors and MDRRMOs from 13 municipalities of Benguet and PDRRMO from Benguet Province during the Operation Listo Partnership Dialogue at the Jewel Igorot Building last March 9, 2017.
