INDEX - Problem Main Goal - Project design: Concept and Methodology Action - Technical Component
1. Analysis and Triple Helix Matrix
2. MED BLUE economy maps and hypothesis of scenario potentialities
3. TOWARDS 2014-2020 – Recommendations
PROBLEM Leading Maritime traditional sectors and Blue economy new ones represent a vital and unique element for Mediterranean prosperity and economic growth
Maritime clusters have key potentialities to foster this economic growth
However
Maritime cluster is still a new concept in the Mediterranean Basin as single area and even though, locally, there are some advanced eXamples, a Med basin approach is missing
In this framework, R&D, which is one of the core driving factors for successful maritime clusters, has not been fully exploited yet
MAIN GOAL
Tackle R&D gaps as driving factor of maritime clusters
identifying and contextualizing them through Blue
economy sectors & geographical ecosystemic
synergies at national and transnational level
PROJECT DESIGN – 3 STEPS METHODOLOGY
RESEARCH METHODOLOGY
TRIPLE HELIX MATRIX
APPLICATION OF THE RESEACH METHODOLOGY:

RESEARCH METHODOLOGY Though
TRIPLE HELIX MATRIX
1. Quantitative and qualitative indicators delineating the concept of maritime cluster within MED Area 2. Regional/national mapping of existing MED area maritime clusters 3. From regional/national mapping to comparative transnational analysis
1. Definition of a benchmarking methodology 2. Mapping other EU Sea basins and international maritime clusters 3. Benchmarking report defining prerequisites/conditions leading to successful maritime clusters
1. Definition of qualitative and quantitative indicators of triple helix matrix as research methodology 2. 1st meeting of the Scientific Committee - Validation of triple helix matrix
Phase 2: BLUE Economy Maps and Hypothesis of Blue Economy Scenaria
LOGIC ACTIVITIES
National and MED BLUE ECONOMY MAPS
Through TRIPLE HELIX MATRIX
application
HYPOTHESIS OF BLUE ECONOMY SCENARIA
Through Eco-systemic
geographical and sector combinations of MED Blue Economy maps
1. Elaboration, by each PP, of 7 Blue Economy maps, with focus on R&D, in the sectors: Shipping, Maritime & costal tourism, Maritime surveillance, Aquaculture, Blue biotech, Blue energy, Marine mineral resources
2. Definition of 7 Blue Economy maps at MED level – discussed and validated through PPs technical meeting
1. Validation of 7 Blue Economy maps at MED level – 2nd meeting of the Scientific Committee
2. Elaboration of Hypothesis of Blue Economy Scenaria
Phase 3: TOWARDS 2014-2020 Recommendations - Draft ToR
From HYPOTHESIS OF BLUE ECONOMY SCENARIA
To RECOMMENDATIONS
for MED Programme and National/Regional
Authorities
Provide methodology to test the HYPOTHESIS OF
BLUE ECONOMY SCENARIA though pilot
project
1. Elaboration of Med Region action plan 2. Elaboration of Regional reports
1. Elaboration of ToRs for next Programming Period: mixing bottom up and top down approach to ensure the involvement of all relevant stakeholders
