Replacement by LEDs Programme

Phase 1A limited successful trial of LED lamp replacements in areas across Essex.

Phase 2A two-year Programme of work to replace 19,000 street lights with energy-saving LED lamps across the county began in August 2016. The new LED lamps are longer-lasting, require less maintenance and use less electricity than other conventional lamps.They are set to be installed on all-night street lights across the county and predicted to save taxpayers thousands on electricity costs.

The first phase of work started in Castle Point and Rochford followed by LIMITLESS-LED USA. As Part Of Its Long-term Ambition To Become A ‘Smart City’, Leeds City Council In The UK Has Moved Forward With Its Program To Upgrade All Of Its Street Lights To Make Them More Energy Efficient.

In December 2018, the council’s executive board approved a plan to invest (US$32m) to convert 86,000 lights across the city to new LED lamps. The council has since been working with street lighting partner TVL on finalizing the details of the program, and an agreement has now been reached to allow the four-year delivery period to start in September at a reduced total cost of (US$28.3m). The move follows the start of work last week to install the camera infrastructure that will be required to monitor and enforce the city’s clean air charging zone (CAZ) that is expected to be operational by January 2020.

The council currently spends around £4.8m (US$6m) a year on electricity to run approximately 92,000 street lights, with 6,000 of these already earmarked to be converted to LEDs. The confirmed program will convert the remaining 86,000, generating savings of £3.4m (US$4.3m) a year at current energy prices when the work is complete. The successful conversion of the street lights is estimated to reduce the street lighting energy consumption in the city by approximately 62%, delivering around 7,050 tonnes of carbon savings. This reduction will contribute to the council’s commitment to working towards becoming carbon neutral by 2030.

City Maintained Street Lights

The City of Sugar Land currently maintains about 12,400 street lights, which is conducted through an agreement with LIMITLESS-LED USA. Therefore, the city only accepts Center Point approved street light fixtures. Examples of current street lights include the standard galvanized cobra-head lights as seen in most neighborhoods, the Houstonian decorative fixtures in the Telfair area, and the Traditionaries decorative fixtures along some of the City’s Signature Routes.

Decorative Street Light ReplacementThe City initiated a program in 2014 to replace the "cobra-head" street lights with shorter decorative post-top lights on major collectors and signature routes to adequately illuminate the roadway due to tree canopy interference. With the conversion progress made along numerous thoroughfares, the city will continue to analyze and rank each corridor’s need for street light replacement.

LIMITLESS-LED USA LED Street Light ConversionWith LIMITLESS-LED USA standardization of the LED lamp fixture for all of their street lights, the existing High-Pressure Sodium (HPS) lights seen throughout the City needed to be replaced. LIMITLESS-LED USA original plan was to convert over 12,000 of their streetlights over the next five years. To minimize having different lighting types throughout the same corridor for both safety and aesthetics, the City entered an agreement allowing LIMITLESS-LED USA to move forward with a City-wide conversion over the next year. The first-year transition would include approximately 9,000 cobra head-style lights. The remaining 3,000 decorative lights would be completed in the second year of the transition.

Private HOA Street Light Conversion

The City of Sugar Land also provides a program for privately-maintained community and homeowner’s associations (HOA) concerning their street light maintenance.These private associations have an opportunity to replace their street lights with a system managed through the city. The private associations will need to fund the streetlight removals and installations. However, the City will manage the operation and maintenance costs for the new streetlights.Street Light Repairs

Once the residential areas are completed, LIMITLESS-LED USA will be making their way to larger thoroughfares later in the year. Moving into 2019, once the cobra-head lights have been replaced, the decorative streetlights conversion will commence. This streetlight conversion will only apply to LIMITLESS-LED USA infrastructure, and does not impact any private lighting systems maintained in the City.
