11 BPCL has confirmed the Bill of quantity document will override the technical specification document in case of any discrepancy

12 BPCL has also confirmed that the acceptance criteria for other bought out item shall be against TPIA approved documents .

13 In case of instruments , items manufactured outside India , the scope of Third party Inspection will be limited to review of Test and calibration Test Certificates with serial Number and Country of Origin by the Indian Third Party Agency as per the approved list of TPIA ( ref : BQC Document ).However , the acceptable manufacturing unit outside India shall be of vendors appearing in our list only and no deviation of the same shall be accepted .

14 Bidders have been instructed / informed to correlate the System Architecture drawing for Safety automation system for safety PLC , Detailed scope of work as per BQC ( Bid Qualification Document ) and Technical Bid document , System Architecture Drawing for Tank farm management system , PLC I/O counts , Tender purpose general arrangement drawings , equipment layout drawings and detailed Price Schedule of Quantities during submission of Three Part Bid tender.

15 All the Bidders are requested to Fill up Source of Supply Forms as provided in Page No.54 & 55 of Technical Document No. I with Option I & II including Country of origin during submission of the tender document based on approved vendor list including make , model number, country of origin with de- codification sheet .This is a mandatory requirement from BPCL side . Deviation in the enclosed Format in not acceptable to BPCL.

16 Special Condition of Tender : The testing and acceptance of the system shall be carried out on the mutually agreed procedures and criteria based on these guidelines and vendor standard procedures. Following Instrumentation is to be covered for the Inspection & Testing: a. Programmable Logic Controllers – Manufacturer`s premises b. UPS systems- Manufacturer`s premises c. Integrated Safety PLC Automation System- Manufacturer`s premises d. Hi-Hi Level Switch- Manufacturer`s premises e. All bought out items eg. cable trays , Junction Boxes etc to be tested at manufacturer`s premises through Third Party Inspection Agency f. In case of instruments , items manufactured outside India , the scope of Third paty Inspection will be limited to review of Test Certificates with serial Number and Country of Origin by the Indian Third Party Agency as per the approved list of TPIA ( ref : BQC Document ).However , the acceptable manufacturing unit outside India shall be of vendors appearing in our list only and no deviation of the same shall be accepted . NOTE : Third Party charges towards inspection of above items( excluding b above) shall be borne by vendor as part of main job.

17 a. During the AMC period, vendor will take complete responsibility for any defect observed in the system ( i.e. in instrumentation, software, hardware, communication & networking media`s/ protocol interfacing with OIC, any minor debugging required in software for better compatibility with OIC system (in case it undergoes any changes), any other equipment & services related to the Safety PLC system & rectify/replace the same immediately, free of cost, during start-up and on-line operation of OIC Loading facilities, within the Warranty period. The price for this shall be also inclusive of all the cost including travel, stay, incidental expenses etc. complete. b. Any software modification due to installation of any hardware module in Vendor`s SIL PLC based automation system for new BPCL requirement any time is in vendor`s scope of work.

18 PAYMENT TERMS : 6.1 SUPPLY PART i. 80% of order value ( Supply part) will be paid within 30 days after supply & against submission of Performance Bank Guarantee of 10% of supply order value inclusive of all taxes with a validity of 2 years. The performance bank guarantee shall be required to be extended suitably so as to provide guarantee for system performance till end of the comprehensive maintenance contract (CMC) period of 5 years. The last Bank guarantee shall be valid for 6 months after completion of CMC period.

ii. 10% of order value ( supply part) on erection. If erection is delayed for no fault of the successful contractor beyond 90 days of supply, payment shall be released by BPCL on receipt of BG for equivalent amount. iii. 10 % order value (supply part) after commissioning & successful SAT. If commissioning is delayed for no fault of vendor beyond 90 days of supply, payment shall be released by BPCL on receipt of BG for equivalent amount.

19. PAYMENT TERMS : 6.2 ERECTION & COMMISSIONING SERVICES: i. 90% of order value (erection & commissioning services) on completion of erection after submission of PBG equivalent to 10 % of order value towards erection & commissioning services, valid for 2 years. ii. 10 % order value (erection & commissioning services) after commissioning & successful SAT. If commissioning is delayed for no fault of the vendor beyond 90 days of supply, payment shall be released by BPCL on receipt of BG for equivalent amount. 6.3 Annual Comprehensive AMC charges shall be paid by Installation Managers during AMC period of 5years post comprehensive warranty period quarterly. 6.4 After successful completion of 6 years (1 years comp. warranty + 5 years comp. AMC), PBG shall be returned.

20. PERFORMANCE CRITERIA / MEASURES: System availability shall be 95 % or more during Comprehensive Warranty (1 years) & Post Warranty AMC period (5 YEARS) as per technical & operating specifications of the tender 9.1 Criteria for determining availability of proposed automation system: SAFETY PLC BASED CENTRALIZED AUTOMATION SYSTEM :50% UPS SYSTEM : 10% FIELD INSTRUMENTATION (VENDOR‟S SCOPE OF SUPPLY) : 15% FIELD INSTRUMENTATION (BPCL SCOPE OF SUPPLY –INTEGRATED BY VENDOR WITH SAFETY PLC)) : 25%. EXCEPT FOR FILED INSTRUMENTATION OF BPCL SCOPE OF SUPPLY AND EXISTING INSTRUMENTS , THE FUNCTIONALITY OF ENTIRE LOOP IS TO BE ENSURED BY VENDOR.

21. BPCL has confirmed all the Bidders are required to maintain the system during warranty period which starts after SAT( Site acceptance test ) and resident engineer is required to be posted during warranty period .

22. Radar level transmitter ( SIL2 certified relay output) and Hi level switch ( SIL2 certified relay output ) are to be connected with two DI Modules of safety PLC( i.e. logic solver). Logic solver( DO Module) will be hardwired with ROSOV(SIL 2 certified ) . This entire loop is to be treated as safety instrumented loop per tank .Design , engineering of these loops are to be done by vendor in order to ensure SIL2 levels of such Loops as per IEC 61511. Bidder is also required to carry out „SIL verification study‟ of such Safety instrumented Loops by the Global agencies authorized for conducting such SIL verification studies( eg .TUV, EXIDA , HIMA ) prior to commissioning . .For ROSOV SIL certification reports with SFF values and other relevant values will be provided by BPCL . The above requirement is also valid for SIL2 certified HC Detectors which will be free issue items by BPCL. Also note that Safety PLC shall be provided with SIL 2 certified floating power supplies (18-32 Volt DC range ) to provide power to HC detectors.

23. SIL Requirement for RADAR type Level Transmitter to be issued as free issue item are as follows : 1. SIL 2 Certificate by TUV/ EXida as per IEC 61508/ 61511 along with Test Reports specified in the certificate. 2. The functionality of overfill protection (i.e. Relay Output ) of Level Transmitter has to be certified minimum SIL 2 (as per IEC 61508/61511) in mono mode. 3. The Level Transmitter shall also satisfy the criteria for SIL 2 certification according to IEC 61508 Part 2, Table 3 (i.e. Hardware Safety Integrity: Architectural constraints on type B safety related sub-systems). SIL Requirement for Vibrating Fork type High Level Switch to be supplied by Bidders are as follows : : 1. SIL 2 Certificate by TUV/ EXida as per IEC 61508/ 61511 along with Test Reports specified in the certificate. 2. The functionality of overfill protection (i.e. Relay Output ) of Level Switch has to be certified minimum SIL 2 (as per IEC 61508/61511) in mono mode. 3. The Level Switch shall also satisfy the criteria for SIL 2 certification according to IEC 61508 Part 2, Table 3 (i.e. Hardware Safety Integrity: Architectural constraints on type B safety related sub-systems).

24 Requirement of SIL Verification Study of Safety Instrumented Loops SIL verification to be done by Bidder through TUV/ EXIDA/HIMA or alternate equivalent competent agencies approved by BPCL. Bidder shall arrange certification of all SIL loops by TPIA . All the safety relevant data for each components of SIF ,eg PFD , failure rate ( safe and dangerous failure ) DC (% Safe and dangerous detected ) needs to be provided by vendor for their supplied SIL 2 certified instruments ( eg . Safety PLC , Hi Level switch). In this regard BPCL will provide such data for ROSOV ,Hydrocarbon Detectors and Radar level transmitters. The main safety instrumented loop for which SIL verification study upto SIL level 2 is to be conducted consisting of radar Type level transmitter and Hi Level switch ( Primary sensors) , safety PLC ( Logic solver) and ROSOV ( Final Control element ). Proof Test interval certified by TUV is to be submitted by vendor . In case if , Proof testing is to be done during warranty , same is to be carried out by the vendor through TUV/EXIDA/HIMA or alternative equivalent agencies as approved by BPCL. Note : The design engineering of all SIF loops with an objective to ensure SIL2 level for the entire safety instrumented loop as per IEC 61511 is in vendor`s scope .This detail engineering will be part of FDS documentation and the performance of the SIL verification study at site to comply IEC 61511 for the SIF loop compliance as per IEC 61511. Note1: ROSOV Open / Close Status Indication will be provided thru P+F make SIL Certified Proximity type limit switches. In order to hardwire / interface these limit switches corresponding Zener safety barriers of P+F make (SIL certified) are to be provided at Safety PLC cabinet by the bidder. Such loops will require 8 VDC as Interrogation Voltage which is to be provided by bidder thru their Safety PLC System. Note 2 :Bidders to provide P&F make „Switch Amplifiers[Model No. KFA6-SR2-Ex1.w] in their Safety PLC cabinets for hardwiring/ interfacing Limit switches of ROSOVs with safety PLC. These Switch Amplifier ( KFA6-SR2-Ex1.w) are SIL 2 Certified & will require 230 V AC UPS power supply & the the O/p voltage of these Switch Amplifiers is 8 V Dc over which ROSOV (Limit switches ) will be hard wired with these Switch Amplifies.

Note 3: Bidders to note that the‟ P&F‟ make inductive proximity switches [ Model No. NJ2-V3-N] will be provided on ROSOVs ( open / close Limit switches ). These are SIL 2 certified. Note 4 : Each ROSOV will be provided with two solenoid valves (230 VAC power supply, SIL4 certified, Herion-Norgen make). One of the these solenoid valves will be with manual reset feature and same will be used for ESD purpose. Other solenoid valve (without manual reset feature) will be used for opening / closing of ROSOV during Normal Operation.

25 All the bidders are advised to ensure that the entire SIL 2 certified PLC cabinet/ system including Input/ output modules, interposing relays, zener safety barriers, signal isolators, Power supplies & any other active component shall have proper SIL2 certification to meet the requirement of IEC 61508 / IEC 61511 / SIL2 compliance for all the field instrumentation (analog & digital loops) to be interfaced with the Safety PLC system as per I/O details / system architecture drawing provided for the purpose.

26 Clause of Limitation of Liability as per clause no 31 of NIT document to be accepted by Bidders .The final payment by the OWNER in pursuance of the CONTRACT terms shall not mean release of the CONTRACTOR from all his liabilities under the CONTRACT. The CONTRACTOR will be liable and committed under this CONTRACT to fulfill all his liabilities and responsibilities, till such time Contract cum- Equipment Performance Bank Guarantee is released by the OWNER. The total liability of the contractor shall be limited to the contract value and the contractor shall not be held liable for consequential damages.

Note : All the Bidders are requested to upload the Corrigendum Annexure –I duly signed and stamped in Technical Bid of the Tender Document.

No deviation is accepted in BQC criteria of selection .The same is also mentioned in the condition of e tender document .

M/s Honeywell understand that surge protection needs to be provided only for those in our scope of supply under this contract and for existing Networking system supply of surge protection devices shall be in the scope of BPCL.

BPCL clarifies that surge protection devices at Control room to be provided by the Bidders for all filed instruments including BPCL free issue instruments as per the scope of work and as per system architecture drawing.

functional requirements of all MOVs , HC detectors, ROSOVs , Hi-Hi Level switches, Batch controllers Barrier Gates, Pumps, Fire fighting equipments, Field instruments etc. complete

M/s Honeywell understand that supply of cables shall be as per SOQ quantity. Any variation in the same shall be on mutually agreed terms. Kindly confirm.

BPCL will supply cables for the subject job as per actual length required after detailed engineering carried out by vendor . However the scope of work remain unchanged .Unit rates for laying cables will be considered for any variation .

Field instrumentation /scope of work will include following

M/s Honeywell understand that their scope is limited to supply of instruments accessories for those instruments in our scope of supplies. Also kindly request M/s BPCL to provide the details of free issue items. Any mechanical structures including access platform required for mounting of HC detectors shall be in the scope of M/s

HC detector erection is in the scope of vendor including its termination. BPCL clarifies that Bidders to follow scope of work of the tender .

Supply and laying of all cables including ferruling, dressing, glanding and termination etc. as per Plant layout & finalized cable routes.

M/s Honeywell understand that all required cables shall be free issued to us by M/s BPCL. Kindly confirm.

Cables are estimated based on loop wiring diagram enclosed in the tender and the same will be free issue items based on the quantity confirmation receipt from successful Bidder after detail engineering is carried out . However, networking cables are in to be supplied by the bidders as this is a LS item in SOQ. Any other cables required for successful commissioning are in the scope of the bidder .

2.9 - Vendors are required to produce following documentary evidence to BPCL before integrated FAT for offered system :- i) Site License for Operating System for each of the Server & client stations and shall be equivalent to Full pack of Windows 2008 Server. ii) Site License for SCADA / MMI iii) Site License for RDBMS. iv) Site License of PLC loader software

M/s Honeywell requests that M/s BPCL to clarify the exact requirement.

Please be guided as per details given in the clause.

The I/O status display shall provide detailed information of each I/O Channel of the associated device.

M/s Honeywell have offered PLC system with diagnostics on module level as per OEM standard. We request M/s BPCL to accept the same.

May be accepted as an OEM deviation.

12 SAFETY PROGRAMMABLE LOGIC CONTROLLER-SIL 2-Page 22 pf 55 - Clause-4.10.1.13

Auto I/O Testing of all the Input and Output Modules is required

M/s Honeywell have requested M/s BPCL to remove Auto I/O testing requirement. The Safety PLC shall have extensive diagonistic features for each IO Channel and hence Auto IO testing is not recommended. Kindly confirm.

Auto IO testing feature is not required by BPCL.

13 SAFETY PROGRAMMABLE LOGIC CONTROLLER-SIL 2-Page 24 of 55 - Clause-4.10.3.1.5

Each module shall have LED for each I/O channel to indicate the status of each input/output.

M/s Honeywell stated that this clause is not applicable for analog modules.

May be accepted as an OEM standard.

57 Supply, fabrication, welding, erection and painting of structural steel confirming to IS 2062 latest edition, consisting of channels, beams, angles, flats, tubular sections, etc; fabrication of steel structures, structural frame for Junction Boxes, cable trays, field instruments [ under vendor' scope of supply & only HC Detectors free issue item from BPCL). This includes supply of bolts, nuts washers, shims, packs, putty, gas, welding electrodes, and all other consumables as required, cleaning and surface preparation of all steel surfaces with emry paper/wire brush, supply and application of 2 coats of red oxide zinc phosphate primer of 30 to 35 microns dft each, supply and application of 2 coats of synthetic enamel paint of 30 to 35 microns dft of approved shade. Rate to include excavating pit for grouting the member, grouting the structural steel member in PCC M15, shuttering, ramming, finishing the same with cement slurry etc; complete at all depths and as per approved drawing or instruction of EIC. The height of frame shall be 1.3m from the FGL and 0.45m inside earth for grouting purpose. The buried portion shall be coated with bitumen on all sides before grouting the same in PCC. PCC shall be minimum 350mm x 350mm x 450mm for each leg of the frame / member. The exposed portion of the PCC surface shall be whitewashed.
