Information given above is approximate and primary in nature. These are not confirmed figures and should not be used in anywhere except getting overall idea of the volume of the work.

iv. Page 24 (Clause 4.8 – Scanning Operations) – This section of the clause should be read as “Scanning Operations to the satisfaction of SR. However, the department is planning to roll out a web based application iSARITA soon where the customer will have the facility to upload the supporting documents required for registration online in txt, pdf format. In such scenario, most of the the scanning work may get reduced which would further reduce the workload and turnaround time of the BOT operator. However, print out of the document need to be taken by the BOT operator for which they will be paid @Rs. 1.75. Moreover, this will assure less storage requirement for document in the central server, less waiting for the customer and assurance of genuine document storage.” Instead of Scanning Operations to the satisfaction of SR. However, the department is planning to roll out a web based application iSARITA soon where the customer will have the facility to upload the supporting documents required for registration online in txt, pdf format. 1. Earlier tender specification was 64Kbps ( in Diagram) , current tender specifies minimum 2 Mbps, please confirm this as cost will increase drastically with 2 Mbps MPLS Connectivity. 2. Connectivity with redundancy is required - kindly clarify the mode of redundant connectivity. If its MPLS lease line , the cost will be double the total bandwidth cost. 3. As you have already procured the hardware, does it include routers for such MPLS connectivity with redundant bandwidth support? For example, router should support 2 WAN MPLS connections. 4. Please clarify the connectivity network between SARITA and Mahabhulekh/UID, GRA/Bank Server. Does this network will be accessible from MPLS network setup by IGR? 5. We may require permission from IGR authority to setup Radio tower at some locations for providing MPLS connectivity. Kindly confirm.

OEM/HW supplier is bound by RC terms as improved by the department. Their penalties for non-performance/under-performace are specified there. Details can be seen from the RC available in GoM website and DGS&D website. BOT operator should ensure that the conditions of warranty are not violated while using the H/w. Likewise it is the overall responsibility of BOT operator to run the system properly and maintain SLA.

Page 33, clause 5.23 is revised and should be read as "The contract period is for 3 years from the scheduled date of commencement of work. The selected bidders should commence their work at their respective BOT territories within 4 weeks of the issue of the work order. Moreover, bidders should set up connectivity across all offices in its BOT territory within 8 weeks of the commencement of the work."

• The quote should be without inclusion of service tax. If it is decided that service tax has to be paid then the department will bear it cost. • It will be the bidder’s responsibility to pay all the taxes that are to be paid directly by him. The Department will in no way be responsible for default of the Bidder and no claim towards the same shall be entertained. Sir, as per the Director General of Service Tax definition of Service Tax is:1.1. What is Service Tax and who pays this tax?Service tax is, as the name suggests, a tax on Services. It is a tax levied on the transaction of certain services specified by the Central Government under the Finance Act, 1994.It is an indirect tax (akin to Excise Duty or Sales Tax) which means that normally, the service provider pays the tax and recovers the amount from the recipient of taxable service. Here the Recipient would be the Registration Department. Therefore these 2 points are in total conflict of each other.Therefore the important issue of applicability OR non- applicability of Service Tax shall have to be decided by the Tendering Authority/Department definitely at the time of Award of Contract / Signing of the Contract Agreement.

As per the tender.For further clarification, please note that the quote will be on the basis of per registered document, which the Bidder expects. This quote should include all taxes except service tax. If it is decided that service tax has to be paid then the department will bear it. /reimburse it to the bidder.

6.10 Changes Orders

Also Dept is planning to implement eRegistration for registration of some high frequency, low earning documents. Such changes in the volume of work should not result in any loss for the BOT operator since the hardware would be provided by the department separately. However, only possible effect may be the deduction of manpower. a) Please provide the details of the Articles/Documents & their quantities over the past 5 years which are proposed to be included for eRegistration alongwith the details of the approximate average number of documents and pages scanned as provided in Annexure 7. b) Please clarify if eRegistarion of the documents specified above would be Optional or Mandatory c) Probable eRegistarion commencement date.

In Mumbai Division it is observed that out of all the documents registered in the year 2011, almost 55% Documents are related to Leave & License Registrations. Please clarify in detail as to how such large and substantial changes in the volume of work if diverted to eRegistration would not result in any loss for the BOT operator as stated in the RFP Documents while still complying with the specified timelines & SLAs?

This is because almost all fixed costs are borne by the department except connectivity.

Yes the space and furniture would be provided. However, necessary infrastructure support like hardware, necessary software, landline and mobile should be provided by the bidder themselves.

Department will provide the same. In case iSARITA is down due to connectivity problem, SARITA 3 should be used as a backup application. However, the bidder should be penalized as per the clause 6.1.5 of the RFP.

The document is placed serially on S.R.'s table who does the physical scrutiny to determine type of article and its input form/barcode print is placed on the clerk’s table who does the data entry/auto scrutiny on the PC, checks for valuation, calculates fees with the help of the manpower provided by the agency and then passes on the document to the SR. The SR does the physical scrutiny of papers, collects/verifies duty/fee payments, generates and issues fee receipt, takes thumb impression & photographs on the digital equipments with the help of the agency’s manpower, gives computerized order for all the 4 stamps (electronic watermarks), generates printouts, puts signature & then generates the 5th stamp. This is generated by application itself.

Establish Helpdesk (only by Pune bidder) of the industry standard to answer queries of the general public. The help desk should act as a centralized station for the department for answering citizens' queries and provide them knowledge about various services of the department like stamp duty, registration & related processes. It should also handle in answering generic queries regarding Stamp Act, Registration Act, types of document etc to the common people. Coverage is required during the working hours of the department. The Helpdesk operator is expected to be fluent in English, Hindi and Marathi. Subsequently, based on requirement, the BOT operator is expected to provide appropriate number of helpdesk operators and helpdesk call numbers at their own cost. The department would provide the FAQ to the selected bidder. Please confirm followings:

a. Number of seats required b. Number of shift c. Who will be providing CRM module, is it already with department? d. Who will provide the space?

As major electricity consumption is for the service to be performed by the BOT operator, it will be the responsibility of the bidder to pay the monthly electricity bills during the entire period of their operation. Provide training/retraining to the operators whenever new modifications are made in the application software. If any modifications are made on the application software, NIC should be providing the initial training to the Team Leaders/Master Trainers among the BOT operators and they should be responsible for training all the remaining operators across offices.

It is binding on the bidder to whom the work will be allotted to complete the entire Registration process within 16 minutes (21 minutes in case the data entry is to be done by the BOT operator). Beyond 20 minutes delay, there will be no payment given to the bidder for that document.
