Questions on Notice 10.1 Miscellaneous Questions

Councillor Osterstock asked the following Questions on Notice:

1. What is the estimated number of items borrowed from the Library?

In 2017, 666,566 items were borrowed. From 2 January 2018 to 14 June 2018, 303,916 items were borrowed.

2. How many Family Fun Days have been held and how many people attended?

The Community Connections Department ran three highly successful Family Fun Days in 2018 following on from the launch of Family Fun Days in 2017. A total of seven events have now been conducted since March 2017 with various themes across various locations.

• March 2017 – Neighbour Day – approx. 200-300 attendees, held at Penfold Park.

• April 2017 – Music/Theatre – approx. 200-300 attendees, held at Glenunga Hub.

• May 2017 – Circus – approx. 700-800 attendees, held at Glenunga Hub.

• June 2017 – Animal / Nature – approx. 700-800 attendees, Glenunga Hub.

• March 2018 – Animal – approx. 800-1000 attendees, held at Penfold Park.

• April 2018 – Music – approx. 700-800 attendees, Glenunga Hub.

• June 2018 – Environment – approx. 700-800 attendees, Glenunga Hub.

3. How many “Ballroom Series” events have been held and how many people attended each event?

• In 2017, 13 concerts were held with 2,450 attendees, with an average of 190 attendees per concert. Council ran seven and private hirers ran six concerts.

• In 2018, 15 concerts are scheduled, with seven held to date averaging approx. 200 people attending each concert. Council will run four, with private hirers running 11.

8. How many City of Burnside, Australian citizenship ceremonies have been held and how persons have undertaken the Australian Citizenship Pledge?

Since 1 July 2016, 443 individuals have been conferred their Citizenship at a City of Burnside ceremony.

9. How many tonnes organic waste and waste to landfill have been collected?

For this financial year up to the end of May, the following tonnages have been collected:

• Waste to land fill = 7,406 Tonnes

• Green organics = 5,938 Tonnes

• Recyclables = 3,695 Tonnes

• CoB average diverted from landfill % = 56%

• CoB is the best performing Council within the East Waste member Councils

Since the three bin system was introduced in December 2012, the following tonnages have been collected up to the end of 2016 / 2017:

• Waste to land fill = 47,489 Tonnes

• Green organics = 35,770 Tonnes 5

10. How many new trees have planted by the City of Burnside to date and approximately how many will be planted in this planting season?

For this financial year, approximately 850 new street trees will be planted. These will cover the following programs under the Urban Tree Strategy:

• Interplant Program – Replacement of trees removed for health or risk reasons (reactive approach)

• Second Generation Program – Replacement of whole streets with declining trees, infrastructure damage or risk related (proactive approach)

• Dead Tree Removal Program – Removal and replacement of dead trees, retaining indigenous species suitable for habitat where possible. (reactive approach)

• Future Tree Program - Vacant planting locations identified across the City (proactive approach)

To date, 691 new street trees have been planted this season.

In addition, the Administration is planting approximately 650 indigenous trees in our Hill Face and Biodiversity zones, complimented by approximately 7,000 understorey indigenous plants.

11. What achievements have been made against the Urban Tree Canopy Action Plan?

A Council Report is being presented for the 26 June 2018 meeting which provides a comprehensive update on progress toward the delivery of actions listed in the endorsed Canopy Action Plan (C11164) in addition to future initiatives.

Of particular significance was the launch in March 2018 of the City of Burnside Urban Forest Interactive site, promoting and communicating the benefits of trees by utilising data collected on both public and park trees.

This website is an important educational tool for our community, encouraging engagement and informing on the beautiful but fragile environment of Burnside and the vital part played by the urban tree canopy. The website is the first of its kind in South Australia and one of only a few of its kind in the world.

12. What are the highlights from the 2017/18 Capital Works Program?

• 15 kilometres of roads resurfaced

• 18 kilometres of footpaths blockpaved

• Three new bus shelters installed

• 13 bus stops made DDA compliant

• Six new drinking fountains

• Two streets with complete drainage replacement, and upgrades in 11 other streets

13. How many development applications have been received and processed?

A total 1,207 applications were received in 2017/18.

Included are:

• 708 applications granted full Development Approval

• 18 Withdrawn

• 10 Refused

14. How many vaccinations has the Eastern Health Authority administered to Burnside residents?

The total number of vaccination provided for the period 1 July 2017 to 31 May 2018 is approximately 4,479. In addition, there were also 859 swabs taken as part of the Meningococcal B Vaccine Heard Immunity Study.

15. How many people attended the Swimming Centre this season, and how does this compare to our neighbour’s facilities?

In the 2017/18 season, attendance was 111,863 (31 week season).

In comparison to our neighbour attendance:

• City of Unley – Unley Swimming Centre (36 week season) – 90,323

• City of Norwood, Payneham & St Peters – Norwood Swimming Centre (24 week season) – 33,570

• Payneham Swimming Centre (24 week season) – 62,035

• City of Tea Tree Gully – Waterworld (28 week season) – 161,350

• City of Marion – Marion Outdoor Swimming Centre (26 week season) – 100,580

16. How many calls were received by the Customer Service Centre?

For the 2017/18 financial year (as at 14 June 2018):

• 34,744 calls were received by the call centre in 2017/18.

• 32,659 (94 per cent) of calls received by the call centre were answered within our service standard (85 per cent).

10.2 Internet Performance at City of Burnside

Councillor Ford asked the following Question on Notice:

1. To what extent has the Administration examined the requirement and opportunity to enhance internet performance in the Burnside Council area, and the role of Council in engaging with internet providers for that purpose?

Since the Elected Member Workshop held on 24 October 2017, the Administration has been working collaboratively with the NBN Co throughout its network deployment across the City of Burnside.

NBN Co is currently achieving the mandated wholesale service across all available technologies in the Burnside Council area, with well above average speeds on the NBN fixed line access network.

In addition to the NBN upgrade, the Administration is conducting its own market research on alternate options and service providers. Given that Council has existing telecommunication and broadband agreements in place, any alternative option would need to go through a fair and transparent process of evaluation to ensure competitive neutrality between agencies and compliance with procurement requirements.

Reports of Officers Report recommending amendment of council decision – ERA Water – Appointment of Independent Chair for Board (Operational) (14.1) Motion C11734 1. That the Report be received.

2. That Council endorse the recommendation of the Independent Chair Selection Panel, comprised of the ERA Water Constituent Council CEOs, to appoint Mr Bryan Jenkins as the Independent Chairperson for ERA Water for a two year period.

3. That the Independent Chairperson of ERA Water be paid a $500 sitting fee per meeting attended.

Be amended to resolve as follows:

1. That the Report be received.

2. That Council endorse the recommendation of the Independent Chair Selection Panel, comprised of the ERA Water Constituent Council CEOs, to appoint Mr Bryan Jenkins as the Independent Chairperson for ERA Water for a two year period.

3. That the Independent Chairperson of ERA Water be paid an annual fee of $12,000 for all work associated with the position, including meetings attended and to undertake all the requirements of the role.

2.1 each participating Council guarantees payment for an annual volume of water irrespective of whether the water was delivered or required; and

2.2 the price paid for water would be either the SA Water price or a lower price which ensured that the subsidiary did not make a profit.

3. That the Council requests the Eastern Regional Alliance Water Board to provide a detailed analysis and justification for the increased operating costs projected in the draft Budget compared to the initial Prudential Review.

4. That the draft 2018/19 Eastern Region Alliance Water Budget and Long Term Financial Plan be re-presented to the Council for approval on receipt of responses raised in points 2 – 3 above.

5. That Burnside Council employ an appropriately experienced and independent forensic accountant to report on the financial viability of ERA Water and provide recommendations for how it might be restructured to optimize the financial outcome for ratepayers. The options can include downsizing, selling some of the assets or selling the whole business.

4.6.2 Total estimated Operating Expenditure of $46,263,000;

4.6.3 Total amount to be raised from General Rates of $39,177,000; and

4.6.4 Total Capital Expenditure of $15,853,000.

be adopted subject to any changes in part 2 of the recommendation.

5. Adoption of Assessment

That the most recent valuations provided by the Valuer General to Council for the Capital Value of all land within the Council’s area, totaling $17,779,877,500 be adopted.

6. Declaration of General Rate

That in order to raise the amount of rates revenue required for the 2018/19 adopted Budget, being $39,177,000:

6.1 a general rate of 0.2150 cents in the dollar be declared on all rateable land (except Vacant Land) within the City of Burnside for the financial year 2018/19;

6.2 a general rate of 0.3225 cents in the dollar be declared on all Vacant Land properties within the City of Burnside for the financial year 2018/19; and

6.3 pursuant to Section 158(1) (a) of the Local Government Act 1999, a minimum amount payable by way of general rate in respect of rateable land in the Council area be fixed at $851.

7. Declaration of Separate Rate – Natural Resources Management Board

That in exercise of the powers contained in Section 95 of the Natural Resources Management Act 2004 and Section 154 of the Local Government Act 1999, and in order to reimburse to the Council the amount the Council contributes to the Adelaide and Mt Lofty Natural Resource Management Board, $1,669,435 be raised through a separate rate of 0.0097 cents in the dollar, based on the Capital Value of rateable land and that it be declared on all rateable land in the Council area.

8. Payment of General Rates

8.1 That all rates declared by these resolutions, be payable in four quarterly instalments (unless otherwise agreed with the Principal Ratepayer) due on the third day of September 2018, third day of December 2018, fourth day of March 2019 and the third day of June 2019, being the first Monday of each of these months, provided that in cases where the initial account requiring payment of rates is not sent at least 30 days prior to this date, or an amended account is

required to be sent, subject to Section 181 of the Local Government Act 1999, authority to fix the date by which rates must be paid in respect of those assessments affected is hereby delegated (pursuant to Section 44 of the Act) to the Chief Executive Officer.

8.2 That, pursuant to Section 44 of the Local Government Act 1999 the Chief Executive Officer is delegated the power to enter into agreements with Principal Ratepayers, in accordance with Section 181(4)(b) of the Act, relating to the timing of payment of rates in any case where he considers it necessary or desirable to do so.

8.3 That, pursuant to Section 44 of the Local Government Act 1999 in order to address issues of hardship, the Chief Executive Officer is delegated the power to enter into agreements with Principal Ratepayers regarding the grant of a remission or postponement of rates, in accordance with the Rating Policy.

9. That all representors who have provided contact details be acknowledged and forwarded the summary of the consultation results.

10. That Council adopt the updated Rating Policy as detailed in Attachment D to the report.

Review of Parking Policy – Residential Parking Permits (Operational) (14.7) Motion C11740 1. That the Report be received.

2. That the Parking Policy be amended for the following:

2.1 the existing fixed permits, afforded to eligible residents, be commuted to transferrable permits;

2.2 the inclusion of two additional temporary transferrable visitor permits at a fee of $15 each:

4. That the Administration provide a progress report to Council on the CAP in February 2019.
