Comments of CCIM Decision
of Govt. of India
1. Mohsine Millat Unani Medical College, Raipur
(CG)
To examine and verify these documents in regards to the eligibility of
teachers.
All the Readers (Sr. No. 1-5) appointed by the College have more than 5
years teaching gap since they last taught and as
per policy adopted by CCIM to assess the
eligibility of teacher, more than 3 years gap in teaching is not
acceptable. Therefore, all new appointed teachers
as Reader can not considered eligible for re-employment as teacher.

including 12 higher faculties, whereas, as per
visitation report of 2010-11, there were 31
teachers including 11 higher faculties and after further scrutiny, it was
observed that one Professor had submitted
fake experience certificate. Therefore he was not considered as
eligible teacher. 2. Regarding
promotion of one Lecturer to Reader, it has been observed that the
lecturer was appointed on 18.10.2005 and
promoted to the post of Reader on 2.1.2010
without completing 5 years teaching experience as per norms
of the CCIM. Therefore, teacher in question can

21) which is shown as Reader since 01.12.2009
in new list of teaching staff submitted to the
Govt. of India by the college while she is a lecturer in visitation

Addl. Agenda Item No.7 Consideration of proposals received
from Government of India under section 13A of IMCC Act, 1970 in the
year 2010-11 for starting PG course and increasing intake capacity in UG &

It was noted that following proposals as per details given below have been received from the Government of India for recommendation to
issue the letter of Intent or not at first instance.

points-
i. As per Regulations namely IMCC (Post-graduate Ayurved Education) Regulations, 2005 the Post Graduate Education Centre
shall satisfy the entire minimum requirements of UG training as prescribed by CCIM alongwith the other requirement.
ii. Government of India has conditionally permitted all colleges for the session 2010-11. CCIM itself has felt that if 100% norms are
followed 50-60% college will not be in position to get the permission.
iii. Applicant college should be recognised by CCIM for running UG or PG Course in Ayurveda, Unani and Unani Tibb at least 5-1/2 years
and 03 years respectively.

S.No. Name of the College Observation and Decision of CCIM
1. JS Ayurved College,
Nadiad for starting PG course in (i)
Rasashastra, (ii) Kayachikitsa
Not recommended by CCIM on the basis of
31 teaching staff and 11 higher faculty.
However, Government of India has conditionally permitted for 50 seats in UG
for the year 2010-11.
As Government of India has granted the permission as per their own norms,
therefore, it is not feasible to consider the
proposal for additional course at the moment.
As college is not fulfilling the 100%
requirement of UG course, therefore, Executive Committee did not agree for
visitation.
2. National Institute of
Ayurved, Jaipur
To increase intake
capacity in all subjects (13 seats) to meet the
27% OBC (only 13 seats)
PG was not recommended by CCIM on
account of 221 beds against 320.
Bed occupancy 47.31%.
68 eligible teachers against 79 teaching staff. The same has been informed to
Government of India.
It was noted that Government of India has granted the permission for 92 UG and for all
PGs for the session 2010-11.
As proposal has been forwarded by the
38159ec
Government of India for 27% reservation of
OBC which is constitutional obligation.
Executive Committee decided that Institute should not be proposed for
visitation. However, as per latest letter of Government of India, matter be put
up on the basis of following criteria to consider the proposal further-
i) Total number of teachers ii) Bed strength iii) Bed occupancy
3. Anantha Laxmi Ayurved
Medical College, Warangal to start PG
course in Kaumarbhritya,
Swasthavritta and Panchkarma 6 seats in
each
Not recommended by CCIM for UG on
following reason –
a) Account of Bed Occupancy 35.15% against 40%.
b) Area of the hospital is 8000 Sq.ft. against 20,000 Sq.ft.
c) 18 teachers against 35.
Beds have not been mentioned. As per previous report there is 58 beds whereas
150 beds are required.
However, as college has not been
recommended by CCIM for granting permission for the session 2010-11,
therefore, it is not feasible at the moment to consider the proposal for starting PG
Course in various specialities, whereas college is not fulfilling the criteria of
permission for existing course.
As college is not fulfilling the 100% requirement of UG course, therefore,
Executive Committee did not agree for visitation.
