1 INVITATION - CITIZEN ENGAGEMENT ADVISORY COMMITTEE
MEETINGS
Citizen Engagement Advisory Committee Meetings Councillors are invited to attend the meetings of the Citizen Engagement Advisory Committee. The first meeting of the committee will be held from 5.30pm – 7.00pm on Monday 11 March 2013 in Committee Room 2, Level 5, Ryde Civic Centre. As Councillors would be aware, the purpose of this committee is to provide advice, feedback and recommendations on appropriate community engagement framework/s to shape the City of Ryde Draft Community Engagement Plan and to facilitate increased participation and engagement with the entire Ryde municipality’s citizens, and across all outcomes in Ryde Council’s Operational Plan. The Committee is expected to develop a report to present to Council in September 2013. The Committee is made up of the following members:

2 INVITATION - HOSTING OF EASTER CLERGY BREAKFAST - 22ND MARCH 2013
On Friday 22nd March 2013 at 7.30am, the Mayor will host a clergy breakfast in the Supper Room on level 6.
The breakfast is an opportunity for the Mayor and Councillors to foster relations with the local Christian clergy and to celebrate Easter.

3 PARRAMATTA RIVER CATCHMENT GROUP - OFFICE BEARERS
The City of Ryde has been a member of the Parramatta River Catchment Group (PRCG) since the Group was officially formed in 2008.
This Group was formed to lead efforts to improve the condition and ecological function of the Parramatta River, its tributaries and catchment lands.
The PRCG has 14 financial members including 12 Councils and 2 State agencies namely Sydney Water and the Hawkesbury Nepean CMA (formerly Sydney Catchment CMA).
(ATTACHED) are the minutes of 22 November 2012 adopted at the most recent AGM meeting held at Strathfield Municipal Council on 21 February 2013.
Mayor Ivan Petch attended the AGM on 21 February 2013 and was elected unopposed to the position of Chair for a period of 12 months until the date of the next AGM.
Council’s Manager Environment Sam Cappelli was elected onto the Executive Committee also for a 12 months period. This Committee is made up of 3 Council representatives, 1 state agency representative and the PRCG Coordinator.

4 MACQUARIE PARK FLOOD STUDY - Flood Affectation Notification
As part of Council’s role of looking after the safety of its residents and their property, Council has undertaken a flood study of Macquarie Park over the last five years. The study identified 1,010 dwellings at risk of being flooded in the event of a 1 in 100 year flood. Council has a duty of care to ensure that we have a responsible and practical floodplain risk management plan in place to maintain the safety of all our residents.
Please be advised that those owners are currently being notified of the flood affectation to their property. In some cases property owners may not have been aware that their property is flood affected. The determination of flood affected properties was carried out using historical flood data and by computer modelling current rainfall patterns through Council’s stormwater system.
Residents will be able to book a meeting with staff to discuss any concerns they may have at the Ryde Planning and Business Centre on Wednesdays and Fridays between 9:00am and 1:00pm during the month of March. A letter (ATTACHED) and information brochure (ATTACHED SEPARATELY) are being sent to all affected owners.

FLOODPLAIN RISK MANAGEMENT PLAN FOR MACQUARIE PARK HOW THIS AFFECTS YOUR PROPERTY As part of Council’s role of looking after the safety of its residents and their property, we have undertaken a flood study of your area over the last five years. The information contained in this letter is extremely important for you as a property owner. Please read the enclosed information carefully. Flooding is a very real issue for all Australians and the City of Ryde has a duty of care to ensure that we have a responsible and practical floodplain risk management plan in place to maintain the safety of all our residents. The City of Ryde recently undertook a study of flooding in the local area. The study identified 1,010 dwellings at risk of being flooded in the event of a 1 in 100 year flood. The findings of this study shaped the development of our Floodplain Risk Management Plan, which has now been adopted by Council. This letter is to advise you that as a result of the Flood Study your property has been identified as being in a High Risk Flood Precinct. High Risk The identification of your property as existing in a high risk flood precinct means that any future developments on your property will need to be determined on a case by case basis following a Flood Risk Assessment. Medium Risk The identification of your property as existing in a medium risk flood precinct means that any future developments on your property will be considered subject to a flood risk assessment. This means appropriate basic development controls that assist with the reduction of flooding, such as raised floor levels and ensuring no obstruction to any overland flow paths, will need to be considered in any development on your property. Low Risk and Overland Flow This means that any future developments to your property will be permitted subject to some basic planning considerations. We understand that this news will result in you having questions. We have enclosed for you an information sheet which will help to answer some of your immediate questions. We would also like to invite you to come and meet with our specialist staff to discuss any further

5 NATIONAL COMMUNITY SAFETY AND SECURITY CONFERENCE
Councillors are advised of the National Community Safety and Security Conference to be held in Melbourne on 4 and 5 June 2013.

6 ROWE STREET PUBLIC DOMAIN PLAN - INFORMATION SESSION
Eastwood Town Centre is a vibrant and well patronised shopping centre that services the needs of the community at both a local and a regional level. In many ways, it functions as a traditional shopping centre with a wide variety of retail uses, community facilities and street life being available within the centre. Rowe Street is an important public space in the centre, historically forming its spine, and through the Rowe Street Mall, its symbolic heart. The Rowe Street Public Domain Plan is currently under preparation. The draft plan identifies a number of opportunities to enhance the role of Rowe Street, including the upgrading of the mall, improving visual and physical connections across the railway line and the promotion of Rowe Street (east) as an “eat street”. A stakeholder information and feedback session on the Rowe Street Public Domain Plan is being held to inform the community about proposals in the plan and to provide an opportunity to ask questions of Council and provide some feedback. 8 PLANT AND FLEET ENVIRONMENTAL INITIATIVES STATUS
The Business Infrastructure Unit which resides within the Public Works Group manages the Waste, Plant and Fleet, Properties and Business and Project Integration Services sections within the Group. The Plant and Fleet section has implemented a number of plant and fleet environmental initiatives details and results are as follows: 1. Council has a commitment to increasing the percentage of 4-cylinder and hybrid vehicles
in its passenger fleet to support its environment strategies. In 2011/2012 Council achieved 94% uptake. This program has also helped achieve a 13% Net Total CO2 reduction in emissions from Council's Vehicle Fleet from 2009 baseline year which will aid the environment and reduce emissions.
2. The Biodiesel Refuelling Program has now been successfully implemented and running
efficiently across the applicable diesel trucks and plant. This program will assist Council in reducing carbon emissions and air pollution. Since the introduction of biodiesel to Council vehicles in April 2011, Council has purchased 137,788 litres of biodiesel for the period ending 30 September 2012, which reduced the CO2 emission by 71.11tonnes.
3. Council is committed to procure, where practicable, light commercials, diesel plant and
trucks that meet the Euro IV or V standard. All new diesel plant and light commercials purchases will meet the minimum Euro IV standard if available. In 2011/12 Council achieved 92% uptake in plant and truck fleet. Target KPI for Council's light commercial fleet that meet minimum Euro IV emissions standard or equivalent for 2012/2013 is 60% and truck fleet to meet Euro V standard in truck fleet is 20%.
4. Council has also become a member of the Office of Environment and Heritage Clean
Machine Program in 2011/2012. The aim of the Clean Machine Program is to reduce diesel exhaust emissions from diesel plant and equipment that is used in construction and industrial activities.
This consists of three elements, which are: • subsidised retrofit of diesel particle filters; • procurement practices for example:
- incorporating a policy that Council will, where practicable, purchase new equipment that is compliant with international standards; and
- requiring tenders to disclose engine emission compliance information so that, where all other factors are equal, the tenderer with the cleaner machines will be preferred;
• worksite guidelines to reduce the magnitude and impact of diesel emissions (such as reducing idling, following maintenance guidelines, etc).
5. Diesel Retrofit Exhaust Systems - an important part of the Clean Machine Program is to install new diesel retrofit exhaust systems in remaining Council diesel plant and trucks reducing diesel exhaust gases including nitrogen, carbon dioxide, hydrocarbons and particulate matter.

6. Council completed diesel engine retrofits to the possible remaining diesel plant and trucks in 2011/2012. Currently there is no emission standards for diesel plant and equipment sold in Australia.

Councillors are advised that Workshop 4 - Four Year Delivery Plan 2013-2017 and One Year Operational Plan 2013/2014 will be held on Tuesday 12 March 2013 at 5.30pm to 6.30pm in Committee Room 2, Level 5, Civic Centre Building.
The Workshop will address the proposed draft Projects for nine Program areas for 2013/2014 to be included in the Four Year Delivery Plan 2013-2017 and One Year Operational Plan 2013/2014. The Workshop will be facilitated by the Group Manager Corporate Services and the Chief Financial Officer.

12 YOUTH ENVIRONMENT PRIZE (YEP)
The City of Ryde has sponsored the Youth Environment Prize (YEP) for the past 3 years. The project is designed to collaborate with local high schools and other local youth groups who live, work, study or play in the Ryde Local Government Area. The project is designed to engage young people (aged 12-25) to explore environmental and waste issues and the impact on the planet’s future through the use of art and creative media. YEP is also designed to develop skills in creative expression and the role of art in exploring and expanding the cross-cultural intersection of creativity in youth. It also develops cross unit collaboration between council’s Youth, Waste and Environmental Service officers to build community partnerships and networks with the City’s youth.
The YEP project was launched on Council’s website on Tuesday, 6 March with brochures and flyers being distributed through schools, community youth groups, libraries, TAFE, Macquarie University and local advertising. FAIM (Fine Arts Inc Meadowbank) have been engaged to promote and curate the project. As part of the Youth Environment Art Prize, a series of free creative workshops with professional artists in art and object making are being staged. All young people intending on applying to the Youth Environment Prize are encouraged to attend either a 2-D and 3-D workshop, Waste to Art Workshop or a Mobile Movie Making Workshop to assist in the development of their artwork. There are three categories:
• Traditional Art Category – make a sculpture, assemblage or collage out of recycled materials
• Functional Object Category – make an object that you can use or wear out of recycled materials
• Digital media Art Category – create a photograph, CGI image or video with a message about sustainable living or waste themes
A total of $4,500 in prize money is available to be won with 1st, & 2nd Prizes being available for the below age categories for each of the above Art categories
• 12 to 14 years • 15 to 18 years • 19 to 25 years
Entries close on 27 May 2013 with the Opening of the Exhibition being held on World Environment Day – Wednesday, 5 June 2013 6.00pm to 8.00pm at the See Street Gallery. Councillors will be invited to attend. The exhibition period will be from Wednesday, 5 June to Friday, 21 June 2013.
