3.1 Footpath Works on Earl Street

Footpath works on Earl Street continued this week, with works nearing completion. The footpath is being restored following damage caused by tree roots. This will make the area safer for pedestrians and students are Boronia Park School. Once a defect inspection has been carried out and any defects have been rectified the works will be complete.

3.2 Civil Restoration Works on Passy Avenue

Civil restoration works will commence next week, on the 21st April, on Passy Avenue. These works will include construction works to the kerb and gutter, and reconstruction and restoration of the road. A letterbox drop to local residents has been carried out, and works are expected to last between 3 to 4 weeks.

3.3 Drainage Improvement Works on Gladeville Road

Works have been completed along Gladesville Road between Mary Street and St Joseph’s College to improvement drainage.

The scope of work included:

Upgrading sandstone kerb and gutter to concrete kerb;

Reinstating a section of the road to meet new design levels;

Installation of a new pram ramp;

Installation of a new stormwater pit with a larger lintel.

3.4 Road Safety Officer Update

With all face-to-face workshops on hold Council’s Road Safety Officers, are investigating alternative formats of delivering Road Safety initiatives to the community. Some ideas being looked at include:

Issuing Child Car Seat Checking vouchers to families who wish to use a local provider to have their car seats checked (approved funding from Transport for NSW).

Potential online delivery of relevant content to Aged Care Facilities. Potential online delivery of the previously planned “Teaching your Learner Driver”

There are no attachments to this report. 3.5 Woolwich Baths Timber Railing Works

The timber railings at Woolwich Baths have been realigned and painted, and new vegetation has been planted following the removal of a tree which was damaging the integrity of the sea wall. Other works that have been completed at the baths include:

Repointing of the sea wall;

Repairing damaged netting;

Repainting pier posts;

Pressure washing the concrete paths and amenities.

3.6 Boronia Park Drainage Works Nearing Completion

Drainage and landscaping works at Boronia Park Oval 3 are now 85% complete. The works will improve drainage and stop the oval from becoming flooded, improving conditions and accessibility for sporting clubs. Additional planting will take place on the 28th April, completing the works. The drainage on the oval is now fully functional.

3.7 Planting and Wire Works

Council has been carrying out works on posts and wire fencing around the Hunters Hill area. These works have also included planting to keep the area looking vibrant. The works have been carried on the corner of Victoria and Pittwater Road, Church Street, and Alexandra Street outside the museum.

Works to upgrade the roadway on Sherwin Street, Henley, are progressing well, with civil works continuing this week. Works are expected to be completed at the beginning of May. Residents have shown their appreciation for the works, in particular, with a sign installed outside a house to say “thank you” to those working hard on the project.

3.9 Block Work started on Ady Street Wall

Works are nearing commencement on the sandstone wall at Ady Street. The wall has now been concreted and block work has commenced. The wall is situated on Council land, next to 17 Ady Street. Once completed, these works will ensure the wall has been stabilised, after the structure was compromised by the erosion of the sandstone.

4. DEVELOPMENT AND REGULATORY SERVICES

4.1 Ranger Activity

Rangers are doing a magnificent job in the community of late especially with the ever changing restrictions and rules in response to the COVID-19 Pandemic. This was highlighted this week when Council received some positive feedback and encouragement from a resident who thanked Council’s rangers for performing their duties in a community minded way and in a polite and professional manner.

The rangers have been patrolling and monitoring the municipality including our parks and reserves as part of their duties in addition they have been providing warnings to the community for possible infringements these have included over 10 warnings to persons parking over the time restriction for an area. However as advised previously Council officers will continue to issue infringements on disabled parking spaces, where parking creates a safety issue around line of sight and pedestrian safety as these infringements cannot be overlooked due to the safety implications. This week we have received feedback on social media in regards to a particular parking infringement in Joubert Street. Please find attached a copy of the photos posted on Facebook and the complaint however when you review the photos taken by the Ranger on the date and time of offence (7.4.20 at 10.10am) it clearly shows that the vehicle has been repositioned moving it away from the corner. Council officers are fully aware of the current situation but will continue to complete their duties as outlined especially for safety and line of sight issues.

On Wednesday 15 April, Council received notification from the State Government that they were making changes to contributions for developer levies. Please find the full media release below:

The NSW Government has outlined its plan to reform developer levies and contributions to unlock new housing supply, deliver vital community infrastructure and boost investment in NSW. Planning and Public Spaces Minister Rob Stokes today announced he had appointed Productivity Commissioner Peter Achterstraat to undertake a review of the current contributions and provide recommendations for a new system by the end of the year. “The number one issue I hear from industry is that we need a more transparent and certain contributions system where everyone is clear about who pays for what,” Mr Stokes said. “Contributions reform has been stuck in the too-hard basket for too long, but we are committed to working with industry to deliver true change. “Our pathway forward includes a mix of quick wins and longer-term reforms, which will ensure NSW remains the economic powerhouse of Australia.

Mr Stokes said $70 million will also be invested to co-fund vital new community infrastructure in the high-growth areas of North West Sydney where thousands of new houses are being built. “Our population is growing, and we need to make sure that where we’re unlocking housing supply, we’re also facilitating the delivery of vital community infrastructure so people are moving in to connected and vibrant communities,” Mr Stokes said. “I also want to work with councils to help them spend money they already have to stimulate their local economy, create more jobs and great public spaces.” A series of more immediate changes will also be released today for public comment, including measures to require councils to publish how much they have collected in developer levies and where they have been spent, new guidelines related to the State’s Special Infrastructure Contributions, options to simplify and shorten the process for reviewing s7.11 local contributions plans, and proposed changes to s7.12 levies and voluntary planning agreements. NSW Treasurer Dominic Perrottet welcomed the appointment of Mr Achterstraat, and said the overhaul of the system would help boost the NSW economy at a critical time. “We are facing unprecedented health and economic challenges at the moment, and we need to ensure we best position NSW to rebound,” Mr Perrottet said. “This is a great opportunity to undertake reform which will help boost investment and create jobs and enhance prosperity for the State.” In November, Premier Gladys Berejiklian outlined four key areas for reform to the NSW planning system in 2020, including fixing the uncertainty of developer contributions to drive investment in NSW.

5. COMMUNITY SERVICES & IPR

5.1 Hunters Chill

Launched on Wednesday 15/4/2020, Hunters Chill is a free well-being initiative from Hunter’s Hill

Council. Workshops and classes will be presented by local instructors via the Zoom video

platform.

A new webpage has been created that will list upcoming classes and webinars.

On Thursday morning we hosted the first of 10 x free Family Yoga and Meditation sessions via the

Zoom platform.

Local instructor Kerrie O’Brien took participants through basic breathing, movement and

meditation techniques in a 30 minute session.

The classes are promoted via Facebook Events and Instagram as well as on the Events

section of the Council website.

Free Family Yoga and Meditation information:

Are you or your kids feeling stressed or anxious? Relax and stretch yourself out with

Hunter’s Hill Council as we bring you a series of short Yoga & Meditation sessions. Held

via Zoom, these 10 sessions will run each weekday morning over the next fortnight.

Duration will be approximately 30 – 40 minutes.
