June Changes to the CCV1 Board of Directors

Both Ginny Mindel and Karen Knoll have resigned for personal reasons from President and Vice President Positions. We have referenced our By-Laws:

Section V.3, Vacancies: “A vacancy on the Board caused by any reason shall be filled by a vote of the remaining directors, even though they constitute less than a quorum, and any director so appointed shall serve for the balance of his/her predecessor’s unexpired term.”

Section VI.3 Quorum: “At all meetings of the Board, the presence, in person, via speaker phone or via video-conferencing, of a majority of the number of directors then in office shall constitute a quorum for the transaction of business. If a quorum is present when the meeting is convened, the quorum shall be deemed to exist until the meeting is adjourned, notwithstanding the departure of one or more directors.” Section VII. 3. Vacancies: “A vacancy in any office shall be filled by the Board.”

For the time being, the five of us will continue fulfilling board responsibilities. If you have an interest in volunteering for the board, please contact any of us, we would love to talk with you. Our Joyner-Green Valley public library is offering many safe options for checking out books and using computers, copiers and printers. Check out their offerings at https://www.library.pima.gov/locations/GVY/.

But maybe you miss browsing for books? Look what the Friends of the GV Library are doing!

The Friends of the Library Annex Bookstore in the Green Valley Village reopened on June 16. We will try our best to continue hours 9 AM to 3 PM Tuesday through Friday. However, the health and safety of volunteers and customers are most important and may influence the scheduling. Stop in again and remember to wear your mask. Be safe, be well!

Annual Meeting Follow-up, Jenny Bernard, Secretary

At the Annual Meeting in January, Green Valley President Thao Tiedt was asked about the possibility of free broadband service in Green Valley. Her response, “Establishing a broadband service for Green Valley as a whole is not a financially feasible project for the Council as it requires a huge capital investment--and the Council certainly doesn't have that!”

Also at the meeting, concerns were raised about repairing/improving drainage from alleys in CCV1. Funds budgeted for work to be considered in 2020 were removed pending further discussion regarding costs and associated liabilities. We were reminded that alley work was done in 2016 by volunteers who made the out of pocket costs quite low. May and July 2016 issues of the Vista Voice (links below) include reports about these repairs from Don Thompson, Yards and Alleys Chairperson at the time. While volunteers are always appreciated and we like keeping costs low, as you read keep in mind “what could possibly go wrong?”!

The conversation continues about preserving our streets. As communicated by the Board in June, the County Proposal for the 2020/21 fiscal year is looking good for CCV1. As of this writing, the budget has been passed by the Pima Board of Supervisors; the County roads plan has not. Monitor progress at (ArcGIS Web Application) and if you choose, communicate with the Board of Supervisors for Pima County. https://webcms.pima.gov/government/board_of_supervisors

Doing what we can to preserve our streets remains important even if they are repaired/resurfaced in the coming year. The survey distributed at the Annual Meeting presented the following for helping to reduce heavy truck traffic:

“Would you support having trash/recycle services contracted for the community as a whole with one service provider? Yes No What is important to you in choosing a trash removal service?” Of the 31 surveys completed at the meeting, 87% or 27 respondents would support a single provider.

In the survey sent via email, the question was reworded to say:

“Would you support having only 1 or 2 trash/recycling services for the community as a whole? Yes No What criteria are important to you in choosing a trash company?” Of the 17 respondents to this question, 100% responded yes.

In both versions of the question, there were comments supporting “only one” “Titan preferred” “Republic preferred” “like having a choice” “small trucks” and for many of us, cost and convenience is an important factor in choosing.

Architectural Update Jim Handley

It has been a busy last few months for the Architectural Committee. It seems that with everyone staying home more we want to get to those projects we have been putting off. It has also been a challenge for us to continue processing requests while still respecting the stay at home and social distancing guidelines. I have eliminated face to face meetings unless absolutely necessary and when it cannot be avoided, distancing and masks are used. I have converted most everything to email and internet. For those who do not have internet access or a printer, I now keep a rock on my front porch bench where request forms can be picked up and completed forms can be placed. Just call or email and let me know what you need. If you place a request there and forget to alert me, my dog does a pretty good job of letting me know.

I can scan the necessary documents and email them to the committee members for their review. This allows the committee members to review things on their own schedule in their own home. Whenever necessary we can discuss details on the phone. All the committee members have been very helpful and great to work with. I couldn't do it without them.

So please remember, the ARCHITECTURAL COMMITTEE is here to help. We encourage homeowners to continue to improve their property for the mutual benefit of all. The earlier you involve us in your plans the better. We can help to assure that your plans fit in to the scope of our CC&R'S so that there is no time or money wasted. Please remember that any changes to your property require approval from the Architectural Committee. Even repainting the same color or adding things to your yard, front or back. If you are unsure, please ask. ‘Can’t have a picture of just a dog… must include cat. Meet Donatello D’Angelo, the 3-year-old feline from The Animal League of Green Valley that was recently adopted by Fred D’Angelo and Libby Beyrer. The last of the cats that traveled with them to GV from Connecticut in 2006 went over the rainbow bridge in March. Not being able to stand a cat-less house, they were quick to create just the right home for Donatello. Oh, dear — he just chewed through Fred’s laptop power cord…… “It’s a joy to have an active cat in the house and it’s also a challenge!”

Many cats in CCV1 have residents living with them who can certainly relate to this story!

Neighborhood Loss Melendrez neighbor George Esterly died on June 16. George was the CCV1 Representative to the Green Valley Council for the past few years. He will be missed by us and others who were active in the Council and the Green Valley community.

Our CCV1 Community… There are 229 lots in CCV1, 11 of which are unimproved. Two lots are presently under construction – one on W. Calle McCleary and one on Paseo del Chino. There are approximately 136 households of two or more persons; of single households, there are 59 women and 28 men.

CCV1 has always been a caring community where neighbors are friendly, helpful and aware of each other’s’ needs. That has intensified in the wake of the COVID-19 pandemic this summer which has brought new challenges. Many snowbirds who usually return to other parts of the country, have this summer remained in Green Valley.

Please be more aware than usual of your immediate neighbors’ comings and goings, and investigate (or call someone) if something looks amiss. We need to continue caring about each other’s’ safety and wellbeing.

Residents and friends were happy to celebrate Dora’s 100th birthday on April 25. A COVID-safe parade of 99 cars, one belonging to the sheriff, a fire truck, bicycles, motorcycles, golf carts, a clown on wheels and smiling people on their own two feet made a happy occasion for all of us. Many, many thanks to those who helped Dora celebrate. We think she enjoyed it!!

County Board of Supervisors. Developers were

asking for a commercial rezone of 19 acres along

the west side of La Canada beginning one mile

south of Duval Road.

Pandemic Partying

To Our Residents,

Corrine from the Arizona Department of Transportation contacted me about the results of its study regarding the necessity of installing a turn arrow from La Canada to Del Chino and from Camino Casa Verde onto La Canada. ADOT decided that the arrows are NOT warranted because the wait time wasn't long enough and there weren't that many cars. The study was done on February 20th.

Staying Safe Once You’re Outside

• Practice Physical Distancing: Adventure only with your immediate household. Be prepared to cover your nose and mouth and give others space. If you are sick, stay home.

• Play It Safe: Follow all applicable fire restrictions and fireworks prohibitions. Slow down and choose lower -risk activities to reduce your risk of injury. If you stay closer to Tucson and enjoy lower elevations, do so early in the morning or late in the evening to limit dangerous heat exposure.

Leave No Trace: Respect public lands and communities. Take all your garbage out with you, especially toilet paper. The message to the Southern Arizona community builds from the work of a national coalition that has come together to provide advice for recreating responsibility.

Celebrate Healthier Air

Pima County (June 30, 2020) - If a charcoal BBQ is going to be part of your celebration of Independence Day,

declare freedom from stinky charcoal lighter fluid that causes air pollution; is a safety hazard when stored

around your home; and can leave a residual taste on your food. Barbecuing without lighter fluid will help make

the air healthier to breathe by reducing one of the ingredients essential for the creation of a summertime air

pollutant. Being lighter fluid-free at your next barbecue, will save you money and improve the environment.

If you don’t have a gas grill, the Pima County Department of Environmental Quality (PDEQ) recommends

using a charcoal chimney and crumpled paper instead of lighter fluid (which costs about $4 a can) to light your

charcoal barbecues. After you ignite the paper, the coals will be ready for grilling in about 15 minutes.

What is a charcoal chimney? It is a metal cylinder about seven inches across with a handle and a grate in the

bottom that holds the charcoal. A charcoal chimney costs about $15 from your local hardware store and lasts

for many years. Grilling with propane, natural gas or solar energy are also great ways to reduce air pollution.

Our thanks to Dee Ruger who was our point person for the Neighborhood Watch Program for several years. She left this advice for us, "I was told by the Sheriff’s department that the resident (reporting suspicious or threatening activity) MUST call in the complaint. Residents seem to be uneasy about calling it in themselves but it is required! The sheriff does not want secondhand information even from a neighborhood watch person. The Sheriff’s Department (911) will check on suspicious activity.
