Requirements for Romanian citizens traveling abroad
The Ministry of Foreign Affairs recommends that Romanian citizens check, before traveling abroad, that
their travel documents (passport or identity card) are valid at least six months longer than the expiry date of
the visa they apply for.
Romanian citizens do not require a visa for the European Union Member States: Austria, Belgium,
Bulgaria, Czech Republic, Cyprus, Croatia, Denmark, Estonia, Finland, France, Germany, Greece,
Hungary, Ireland, Italy, Latvia, Lithuania, Luxemburg, Malta, the Netherlands, Poland, Portugal, Slovakia,
Slovenia, Spain, Sweden and the United Kingdom.
Entry and stay requirements for the European Union Member States are stipulated in Directive 38/2004 of
the European Parliament and Council concerning unrestricted circulation and stay on the territory of the
Member States for citizens of the European Union and their family members.
The following states also allow entry for Romanian citizens on the basis of their identity card: Albania,
Andorra, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Czech Republic, Cyprus, Croatia, Denmark,
Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Iceland, Italy, Latvia, Liechtenstein,
Lithuania, Luxemburg, Macedonia, Malta, Monaco, Montenegro*, Norway*, Netherlands, Poland,
Portugal, San Marino*, Serbia*, Slovakia, Slovenia, Spain, Sweden, Switzerland and the United Kingdom.

Saudi Arabia
Romanian citizens traveling to the Kingdom of Saudi Arabia need to obtain an
entry visa previously.
This state does not grant entry visas on the border.
Temporary passports valid for less than six months cannot be used to obtain a labor
contract in the Kingdom of Saudi Arabia, because such contract is signed for one
calendar year and to obtain a visa the passport’s validity must be at least six months
on entering the Kingdom of Saudi Arabia.
In other cases as well (tourism, visit, etc.), the passport’s validity must be at least
six months on entering the Kingdom of Saudi Arabia in order to obtain a visa.
Australia
If you wish to travel to Australia for tourism or business you can obtain an entry
visa either directly at an Australian diplomatic mission or online, via de eVisitor
system.
If you file your visa application directly at the diplomatic mission you will need to
pay a consular fee.
If you file your visa application via the eVisitor system you will not have to pay the
consular fee. In the case of travels not exceeding three months the eVisitor system
allows applying for and obtaining a visa online, without the applicant having to
travel to the diplomatic mission in person.
This state does not grant entry visas on the border.
Bahrain
This state’s authorities inform that Romanian citizens can also obtain an entry visa
on its border.
As of 1 October 2014, the visa can be obtained before traveling, using the E-Visa
portal: www.evisa.gov.bh. More information is available at www.npra.gov.bh .
Romanian citizens can apply for the following types of visa:

NOTE
1. Visiting: Based on request from a Romanian citizen a sponsor from Kingdom of
Bahrain will deal with the required steps to obtain a visa from the local Foreign
Ministry.
The sponsor will receive an A4 document from those authorities and will have to
send it to the Romanian citizen; this will serve as a provisional visa. On landing on
the Manama Airport the Romanian citizen shall submit this document to the border
police who, already informed of his arrival, will place the visa in his passport.
2. Tourism: Similar to case 1. This time the sponsor is one of the hotels in the
Kingdom of Bahrain at this link: http://www.evisa.gov.bh/VisaBhrSLEn.html.
3. Business: identical to 1 and 2, except the sponsor is a company.
Irrespective of the type of visa applied for (business, employment, visit, studies,
etc.), Romanian citizens are advised to avoid using a temporary passport because
the local border police does not allow entry in Bahrain on such a passport, even
when a valid entry visa has been granted.

Brazil
Romanian citizens who hold a valid simple passport are not required to obtain a
visa for entry, transit and stay in the Federative Republic of Brazil for up to 90
days; that duration can be extended, without the total stay exceeding a maximum of
180 days of the date of first entry.
An extension of the stay can be applied for with the Brazilian federal police, only
once, before expiry of the first 90 days of entering Brazil. The extension can be
granted to Romanian citizens who are in Brazil as tourists, without intention to
immigrate or engage in remunerated work.
The documents needed for an extension of stay are:
• extension of stay form;
• valid travel document;

• entry/exit form;
• other clarification documents required by the federal police (accommodation for
the duration of the stay, proof of personal subsistence means for the duration of the
stay, return ticket, etc.);
• payment of a fee of 67 Reals, effected at any bank office or post office.
Romanian citizens entering the territory of the Federative Republic of Brazil with
intent to stay longer than 90 days, to work, exercise a profession or study should
obtain the appropriate visa before entry. Such entry visas are to be obtained from
the Embassy of the Federative Republic of Brazil to Romania.
Romanian citizens who hold diplomatic and official passports do not require an
entry visa in Brazil, as under the Agreement to mutually waive visa requirements
for holders of diplomatic and official passports signed between Romania and Brazil

Romanian citizens can obtain a tourist, transit or business visa on the border

Member States or of Cape Verde without a visa.

People’s Republic of
China
1. Romanian citizens do not require a visa when they transit the territory of the
People’s Republic of China for a maximum of 72 hours, through the following
border checkpoints: Beijing (International Airport), Shanghai (International
Airports Hongqiao and Pudong), Guangzhou (International Airport Baiyun),
Chengdu (International Airport Shuangliu) and Chongqing (International Airport

Facilitation of entry into the People’s Republic of China applies in the following
conditions:
a) the Romanian citizens must carry a valid travel document and a confirmed flight
ticket to continue traveling to a third country within a maximum of 72 hours;
b) they must meet the entry requirements for the third state they are traveling to,
including possession of a visa if required;
c) for the duration of transit they must limit their movements to the territory of the
city of entry;
d) entry on and exit from Chinese territory shall take place through the same border
crossing point.
Important!
• The visa exemption only applies to persons traveling by plane and exclusively to
the five above-mentioned border checkpoints.
• The visa exemption applies to persons transiting the People’s Republic of China
towards another state (different from Romania). Romanian citizens traveling
strictly on the itinerary Romania – People’s Republic of China – Romania will
require an entry visa issued by the Embassy of the People’s Republic of China in
Bucharest.

purposes for a period of up to 90 days, without requiring an entry visa, but must

1. The tourist visa can be obtained on the airport and payment is effected on the
spot (approximately 20 USD).
2. Holders of diplomatic and official passports are under an obligation for first
obtain a visa from a diplomatic mission of the Arab Republic of Egypt in any
country. For those categories of individuals (holders of diplomatic and official
passports) the entry visa cannot be obtained on the border.
United Arab Emirates
The right of stay can only be extended once, for another 30 days, against a fee of
500 AED. Extension of a right of stay is obtained from the general Departments /
Divisions for Immigrations in the capital city of each Emirate before expiry of the
right of stay granted on entering Emirates territory.
Failure to comply with the right of stay as granted is punishable by a fine of 100
AED/day of overstay.
The Romanian citizens who wish to travel to the United Arab Emirates are advised
to avoid using a temporary passport, since the local border police does not allow
entry on that country’s territory for holders of that type of passport, even if a valid
entry visa has been obtained.
It is also mandatory to have a medical insurance policy, either through the agency
of an Emirates company or through another company abroad.
All types of travel documents used by Romanian citizens for travel to the United
Arab Emirates must be valid for at least another 6 months of the date of entry on
Emirates territory.
Ethiopia
The visa can be obtained from the Permanent Mission of Ethiopia in Geneva, Swiss

The visa is valid for one month of the date of issuance and is granted for one entry
and a stay of 30 days; on request that can be extended up to 3 months.
A multiple tourist visa can be granted from the beginning for a stay of three or six
months, if an application is made to that effect.
A tourist visa can be obtained by Romanian citizens on arrival at the Addis Ababa
Airport, but only in certain conditions stipulated on the website of the Ethiopian
Ministry of Foreign Affairs (http://www.mfa.gov.et/consularaffairs.php?view=2).
They involve sending an application and securing a preliminary approval from the
“Immigration and Nationality Affairs Main Department in Ethiopia.”

The Romanian citizens who intend to stay on the territory of the Republic of the
Philippines longer than 30 days (holders of simple or simple temporary passports),
or 90 days (holders of diplomatic and official passports), should report to the
Immigrations Office a minimum of 5 days before expiry of their legal stay.

the Philippines if their passport expires in a maximum of 6 months.
Georgia
As of 1 September 2014, Romanian citizens can enter Georgia without a visa, for a
maximum stay of 90 days, over 6 months.
For the Romanian citizens who wish to stay longer than 3 months (uninterruptedly)
it is necessary to obtain a long-term visa (type D) from the Embassy of Georgia in
Bucharest. On arrival on Georgian territory, temporary stay permits will be issued
on the basis of the type D visa, By the Ministry of Justice. In case the Romanian
citizens are accompanied by juveniles (under 18), they will need notarized copies
of those juveniles’ birth certificates, also apostilled in Romania.
In the case of Romanian citizens who were in Georgia on 1 September 2014, the
previous legal requirements remained valid, which conferred a right of stay without
a visa up to 360 days (uninterruptedly). In the situation where they leave Georgian
territory before expiry of the remaining period, that right shall be canceled and they
will come under the new visa law.

Ghana

Guyana
A visa is required for all categories of passports and can be obtained on the border,
against a fee of 25 USD, for 30 days.
The required documents for a visa application with one of this country’s diplomatic
missions are: filled-in visa application form; 2 pictures; invitation containing all of
the sponsor’s information; address of host or hotel (voucher); financial means for
support for 30 days.
Haiti

Honduras
Romanian citizens do not require an entry visa on the territory of the Republic of
Honduras for a period of up to 90 days. Depending on the purpose and duration of
travel the migration office on the border can issue an access permit.
For tourist purposes Romanian citizens should hold a valid passport (for at least 6
months beyond the duration of travel), the tourist package and the return ticket to
Romania.
Indonesia
Romanian citizens require an entry visa in Indonesia, including for transit.
The short-stay entry visa can also be obtained in the Visa On Arrival system, for a
period of 30 days, and can be extended only once by another 30 days at one of the
immigrations offices

- Holders of temporary passports must obtain, previous to traveling to the Republic
of Indonesia, a visa from that country’s diplomatic representations.
- The Visa on Arrival facilitations does not apply to holders of temporary passports.
Irrespective of type of passport, before traveling to Indonesia you must make sure

territory. Entry to Indonesia will be denied in case your passport does not have that

Marshall Islands
The Romanian citizens who intend to stay on the territory of the Republic of the
Marshall Islands longer than 30 days must report to the Immigrations Office at least
5 days before expiry of their legal stay.
The Romanian citizens who travel to this state on a simple temporary passport must
make sure it is valid for at least 6 months.
Please note that Romanian citizens who wish to travel to the Marshall Islands and
transit the Islands of Guam or Honolulu must have secured a US visa. Holders of
simple and temporary passports should secure the US type C-1 (transit) visa, and
holders of diplomatic and official passports should secure the US type C-3 (official
transit) visa.
Jordan
Romanian citizens holding simple passports require a visa and can obtain it on the
airport (a stamp will be applied to their passport); that visa is valid for 30 days, and
the fee (approx. 30 USD) is paid on the spot. Within the 30 days one must clarify
their stay (purpose of presence in the Kingdom) or leave the territory. In the
contrary case fines will be payable for each day of overstay.
To check on the specific requirements for obtaining entry visas under Jordanian
national law we recommend reading the official information provided by the
relevant Jordanian authorities, specifically the Embassy of the Hashemite Kingdom
of Jordan to Romania (http://www.jordanembassy.ro).
Warning!
- For the Romanian citizens holding temporary passports a visa is required and can
be applied for at the Embassy of the Hashemite Kingdom of Jordan to Romania
(visas are not issued on the airport).
- The validity of visas issued by the Embassy of the Hashemite Kingdom of Jordan
to Romania (2, 3 and 6 months respectively) refers strictly to the period the
Romanian citizen can travel in that state, being completely unrelated to the right of
stay which is maximum 30 days, irrespective of the type of passport they
hold(simple or temporary).
Iraq
Romanian citizens require a visa to travel to this state. Visas can be obtained at the
Embassy of the Republic of Iraq in Bucharest.
The Romanian citizens who travel to the Republic of Iraq using simple and
temporary passports and remain there for more than 10 days should register with
the local authorities, and 3-4 days before leaving Iraq should approach the same
authority for an exit permit.
Israel
Romanian citizens traveling to the State of Israel for tourism do not require a visa.
The Romanian citizens who travel to that state for other purposes (work, studies,
medical treatment) should first obtain an entry visa.
Jamaica
The visa for Romanian citizens is issued on the border. More information can be

Japan The requirement that Romanian citizens obtain an entry visa in Japan is still in

- The Japanese authorities do not issue visas on the border. They can be obtained

Kyrgyz Republic
Romanian citizens who wish to travel to the Republic of Kyrgyzstan require an
entry visa.
Romanian citizens can apply for an entry visa to the Republic of Kyrgyzstan at the

Lebanon
In case entry on this state’s territory is for tourist or visiting purposes and the stay
does not exceed 2 months a visa can be obtained in a Romanian passport
(diplomatic/official/simple) on the border.
Please note that Lebanese authorities do not recognize Romanian temporary
passports as valid travel documents.
For all other situations, where the purpose is business, employment, etc., and the
stay exceeds 2 months, it is necessary to obtain an entry visa from the Embassy of
the Republic of Lebanon in Bucharest.
In case of securing a right of residence in this state, Lebanese authorities require
that travel documents be valid for at least 6 months of the date of the application.
Libya
We strongly recommend that Romanian citizens who wish to work in Libya refrain
from traveling to this country unless they have signed a legal labor contract and
have a work visa.
Please note that a touristy visa does not grant the right to work in this state. There
have been numerous cases of Romanian citizens traveling to Libya to work, on a
tourist visa, and subsequently running into great difficulty to leave that country
because it is mandatory to obtain an exit visa from this state. The formalities to
obtain an exit visa can only be performed by the individual or legal entity that made
the original invitation, and our diplomatic mission has no avenue of providing
support in such a case.
Madagascar
1. The documents needed to obtain a tourist visa are:
- valid passport for at least 6 months after the date of departure from Madagascar
to the country of origin, with at least 3 empty pages;
- visa application form with all entries filled in;
- return flight ticket in original and copy;
- two passport-size pictures;
- hotel reservation;
- vaccination card for yellow fever if in the previous 5 days the person was in a
country where they were likely to get contaminated with yellow fever.
This type of visa (tourist) can also be obtained on the Antananarivo Airport, free of
charge if the stay is under one month. On the airport it is necessary to have the
passport, return flight ticket and vaccination card.
2. The documents needed to obtain a business visa are:
- valid passport for at least 6 months after the date of departure from Madagascar
to the country of origin, with at least 3 empty pages;
- visa application form with all entries filled in;
- return flight ticket in original and copy;
- two passport-size pictures;
- invitation from a business in Madagascar;
- letter from that business;
- vaccination card for yellow fever if in the previous 5 days the person was in a
country where they were likely to get contaminated with yellow fever.

Malaysia
Romania and Malaysia have a mutual visa waiver regime for their own citizens for
maximum 90 days, for non-lucrative purposes. Any stay beyond 90 days,
irrespective of its purpose (marriage, studies, labor, visiting, tourism) requires
previously obtaining a long-stay visa. This can be obtained at one of Malaysia’s
diplomatic missions.
On the Malaysian border Romanian citizens will receive a visa (not tied to a
specific identity), in the form of a stamp in their passport; this gives them the right
to stay in Malaysia for up to 90 days, as agreed by the two states. Nevertheless
Romanian citizens should check, on the border, whether the Malaysian stamp does
give them the right to stay for 90 days or only 30 days, because some of the local
officials can reduce that legal stay period.
Also, we recommend that Romanian citizens who wish to enjoy the entire duration
of their stay carefully calculate the date when they must leave Malaysia, because
the stamp in their passport is for 90 days as of their entry into the country but does
not specify the date of the last day of its validity. Malaysian authorities are very
strict concerning those legal stay periods. Overstay can be punished by expulsion
from Malaysia or even detention, followed by expulsion. This is caused by a very
large number of foreign citizens who work in Malaysia illegally.
The Romanian citizens whose documents have been stolen / lost / destroyed must
file a complaint with the Royal Malaysian Police. Based on that complaint, after
obtaining the Romanian travel document (travel title/simple temporary passport)
they must report to the Immigrations Department to get an exit stamp (Special
Pass), which is valid for 30 days and costs 100 RM (circa 33 USD).
The Romanian citizens holding temporary passports cannot receive the 90 days
with multiple entries stipulated for the short stay. To avoid situations where airlines
might deny boarding or the border police might deny entry visa on the territory of
Malaysia, we advise Romanian citizens to avoid using a temporary passport in this
state.
Malawi

The Romanian citizens who intend to stay on the territory of Micronesia longer
than 30 days must report to the Immigration Office at least 5 days before expiry of
their legal stay.
The Romanian citizens who travel to this state on a simple temporary passport must
make sure it is valid for at least 6 months.
Republic of Moldova
Entry in the Republic of Moldova is made based on a Romanian passport valid for
at least 3 months after the date of entry.
The border authorities do not allow entry based on the Romanian identity card.
For stays longer than 90 days Romanian citizens must apply to the Migration and
Asylum Office of the Ministry of Internal Affairs for a stay permit relevant to the
purpose of their presence on the territory of the Republic of Moldova.
Mongolia
As of 12 June 2014 the Romanian citizens for travel there for business or tourism
no longer need to apply for a visa previously, as they have a right of stay in
Mongolia for 30 consecutive days without a visa.

Romanian citizens who wish to work in the Kingdom of Norway must register with
the Norwegian authorities (e.g. to open a bank account, register with the police or
local administration or labor bodies, etc.). We recommend they be in possession of
an electronic passport and not a simple temporary passport.
If their stay exceeds 90 days they need to register with the Norwegian police.
Romanian citizens can travel to Norway carrying the following documents:
1. Valid Romanian passport;
2. Valid Romanian identity card, issued after 2009, which specifies Romanian
citizenship.

Romanian ID cards issued before 2009 are not recognized as travel documents in
Norway.
New Zealand
Romanian citizens do not require an entry visa for New Zealand for a period of 90
days, but inspection on entry is very strict. Most often there will be an interview in
English, all documents pertaining to the purpose of the visit will have to be
produced (hotel voucher or sponsor invitation, return flight ticket and evidence of
sufficient financial resources for the duration of the stay) and there is a certain rate
of denial of entry on the border.
Oman

The tourist visa can be obtained on the border (on the airport), for 30 days. The visa
fee is 20 riyals (approx. 40 EUR).
Palau
The Romanian citizens who intend to stay on the territory of the Republic of Palau
for longer than 30 days must report to the Immigration Office at least 5 days before
expiry of their legal stay.
Getting a 30-day extension of stay in the Republic of Palau costs approx. 100 USD.
Romanian citizens traveling on a simple temporary passport must make sure it is

valid for at least 6 more months.
Palestine
Palestine does not have its own system to issue visas. To enter this state it is not
necessary to apply for a visa. One enters the territory of Palestine from Egypt,
Israel and Jordan, so the Romanian citizens who wish to travel to Palestine must
first obtain a visa from one of the 3 specified neighbor states.
19 July 2014 saw the entry into force of the Agreement between the Government of
Romania and the Government of Palestine to waive the visa requirement for
holders of diplomatic passports.
Note: Given that the Palestinian authorities do not issue diplomatic but VIP
passports, to avoid difficulties arising from interpretations of language in the
Agreement the two sides established, under Verbal Notes, that “diplomatic
passport” as used in this Agreement shall be construed to designate the VIP
passports issued by the Palestinian authorities.
Papua New Guinea
Romanian citizens holding diplomatic, office, simple or simple temporary passports
require a visa to enter the territory of this state.
The tourist visa can also be obtained on the border and gives a right of stay for 60
days (Visa on Arrival for tourists costs 75 PGK).
Papua New Guinea has diplomatic missions in Europe in: Belgium, Cyprus,
Denmark, Germany, Italy, The Netherlands and the United Kingdom.
The documents needed to obtain an entry visa in Papua New Guinea from one of its
diplomatic missions are:
Single-entry visiting visa:
- visa application form with all entries filled in;
- one standard passport-size picture;
- copy of itinerary in Papua New Guinea;
- valid passport in the original and a photocopy.
In this case there will be no visa fee.
Business visa:
- visa application form with all entries filled in;
- one standard passport-size picture;
- copy of itinerary in Papua New Guinea;
- letter of invitation / sponsorship from the business in Papua New Guinea;
- valid passport in the original and a photocopy.
Visa fees: multiple entries (circa 340 USD);
single entry (circa 120 USD).
Employment visa with multiple entries:
- visa application form with all entries filled in;
- one standard passport-size picture;
- medical report that includes an X-ray and the AIDS/HIV test;

In this case the visa fee depends on approval from Papua New Guinea.
Peru
Romanian citizens who hold a simple or simple temporary passport and travel for
tourist purposes to this state a visa is not required for up to 90 days.
If travel is occasioned by business or studies, holders of simple and simple
temporary passports should first obtain an entry visa.
Qatar
Romanian citizens require a visa to enter the State of Qatar. It can be obtained from
the Embassy of the State of Qatar to Romania or form a sponsor (individual or legal
entity) in Qatar. The tourist visa is for a stay of up to 30 days.
This state does not issue entry visas on the border.
Romanian citizens cannot enter the territory of the State of Qatar based on a simple
temporary passport, because the Qatari authorities do not recognize it as a travel
document.

Rwanda

As of March 2014 the multiple-entry east-African visa was introduced which
allows circulation between Kenya, Uganda and Rwanda. This type of visa can be
applied for on entry in any of those 3 states for up to 90 days and costs 100 USD.
San Marino
Citizens of the European Union and other foreign citizens can enter, circulate freely
and stay on the territory of the Republic of San Marino for a maximum of 20 days,
without being required to get an entry visa.
For stays between 21 and 90 days a tourist stay or visiting permit is required, and
beyond 90 days a stay permit is required from other categories: special, labor,
ordinary or extraordinary.
Tourist, labor and special stay permits are issued by the San Marino Gendarmerie’s
Office for Aliens, while ordinary and extraordinary permits by the State Congress
based on previous agreement from the San Marino Gendarmerie’s Office for Aliens
Santa Lucia
The duration of legal stay is no more than 42 days and shall be established by the
birder police on entering the country based on documents presented by the
Romanian citizen.

Singapore
The Romanian travel document must be valid for at least 6 months from the date of
exit from the Republic of Singapore. This condition must be complied with strictly
also when traveling to the other states in the region.
The legal stay can be extended by applying to the immigrations authorities of the
Republic of Singapore.
For employment it is necessary to first obtain a work permit from this state’s
Ministry of Labor. The work permit is to be obtained by the employer company.
Sri Lanka
Romanian citizens can travel to Sri Lanka on a simple temporary passport on
condition that document is valid longer than 90 days after expiry of the entry visa.
The entry visa to Sri Lanka can be obtained from its diplomatic missions, on arrival
to the country’s international ports and airports and on-line.
As of 1 January 2012 the transit and short-stay tourist visas can be obtained on-line,
at www.eta.gov.lk but filling the standard form a few days before that. The visa fee
is payable using electronic payment instruments. The tourist visa (one or multiple
entries) is valid for maximum 30 days, and can be extended at the Department for
Immigration in Colombo.

Suriname
A visa is required for all categories of passports.

The visa fee id 45 USD, while business visas cost 60 USD.

Swaziland

The Kingdom of Swaziland does not issue visas on the border.
Tajikistan For simple and simple temporary passports the Tajikistan visa can be obtained from
this state’s consular offices as well as on the border / airports.
Tanzania
To enter the territory of Tanzania Romanian citizens must meet the following
conditions: hold a valid passport for at least 6 months of the date of entry and
provide evidence of financial resources (e.g. bank statement, credit card, travelers’
cheques, etc.).
Thailand
The Thai authorities also issue an entry visa on the border, for a stay of up to 15
days.
Romanian citizens who wish to stay on the territory of Thailand longer than 15
days must first secure an entry visa from the Embassy of The Kingdom of Thailand
in Bucharest.
The Thai authorities require holders of simple temporary passports that, after they
are issued this document by the Embassy of Romania in Bangkok, they should
report to an office of the immigration police to request verification in the system of
the date of entry in the country that was applied on the previous passport and the
putting of a stamp in the new passport indicating that date. The stamp is necessary
because a fine of 500 baht (circa13 EUR) applies for each day of overstay.
Tunisia The Tunisian authorities inform that as of 1 October 2014 an exit fee is in place
(“solidarity stamp”) for foreign citizens leaving this state, in the amount of 30
Tunisian dinars (13 EUR).
Turkey Passports should be valid for at least 6 months of the date of entry on the territory
of the Republic of Turkey.
Turkmenistan
There have been isolated cases, especially on entry in Turkmenistan, on the
International Airport of Ashgabat, where Turkmen officials refused to recognize
temporary passports and place a visa in Romanian temporary passports. With
support from the relevant authorities those cases were dealt with successfully, but
to avoid such unpleasant situations we advise Romanian citizens to avoid using a
simple temporary passport in this state.
Uganda
The visa is issued on the border.

Irrespective of the type of visa they applied for, we advise Romanian citizens to
avoid using a temporary passport because the border police there do not allow entry
on the territory of that country for holders of that type of passport even when a
