II. Health Care1. General information

Public health insurance is available toMontenegrin citizens. Primary healthcareprotection is implemented through the SelectedDoctor (each insurer is assigned to onePhysiatrist at his/her municipality).

Benefits:Costs and services within the health insuranceinclude: promotion of health; disease prevention;diagnostics, examinations and treatment,including measures of early identification andprevention of progression of damage;rehabilitation and specialized medicalrehabilitation; continuous health care; dentalhealth care; emergency medical assistance;dialysis; transfusion medicine services; medicinesand medical devices; medical-technicalapparatus.

Costs:Children under age of 18 years, regular highschool and university students aged under 26years, pregnant women, persons aged 65+, andunemployed persons who are recorded withinEmployment Agency, handicapped persons, oneswho have at least 10 times voluntarily donatedtheir blood are entitled to the free of chargehealthcare protection.

Employed persons are entitled to public healthcare if he/she pays contributions along withhis/her employer. This healthcare plan includesfree of charge treatment in state hospitals andclinics, as well as medication prescribed bydoctor and listed positive by Ministry of Healthon their annual list of free medication.

2. Medical treatment and and availability and costs of medication

In every Montenegrin municipality there is atleast one General Hospital or Health Centrewhere his/her selected medic sits. There is aClinical Centre in Podgorica, a Lung DiseaseHospital in Niksic and the Institute for PhysicalMedicine, Rehabilitation, and Rheumatology inHerceg Novi.

Access for returnees

Eligibility and requirements:

• Children under age of 18 years; regular high school and university students aged under 26 years;

• pregnant women;

• persons aged 65+;

• unemployed persons who are recorded at the Employment Agency (EA);

• handicapped persons;

• and persons who have at least 10 times voluntarily donated their blood are entitled to the free of charge

healthcare protection.

Employed persons are entitled to public health care if they pay contributions along with the employer.

Registration procedure:

Montenegrin citizens need to register for the public health insurance either through his/her employer or through the

EA in case of unemployment.

Required documents:

When registering through the EA the person has to provide his/her Work Book and an ID. Concerning family

members the returnee needs to submit a Marriage certificate for the spouse and Birth certificates for children.

When registering through the EA unemployed insurers do not pay anything. When employed, insurers’ contribution

is 8.5 % of the paycheck, and employers’ contribution is 3.8%.

Procedure of admission:

The person should firstly schedule a medicalcheck at his/her selected medic.

The selected medic will examine the personand direct him/her to a specialist if needed.

Availability and costs of medication:

Within the frame of the mandatory public healthinsurance persons have the right on medication.

The medication needs to be prescribed by adoctor and has to be listed on the list ofmedications provided by the Health InsuranceFund of Montenegro. In this case patients do notneed to pay at all or pay a small participation (upto 2 EUR).

I. General information

There are 269,700 economically active persons(male: 55.2%; female: 44.8%) in Montenegro. TheAverage income is 769 EUR (512 EUR withouttaxes and contributions). The PPT is around 807EUR. The unemployment rate is at 46,900unemployed persons (male: 53.9%; female:46.1%).

2.Ways/Assistance to find employment

The National Employment Agency provides thefollowing services: list of vacancies; assistancefor finding employment, vocational trainings,issuing of a national professional certificate,mediation; stimulation of entrepreneurshipdevelopment through credit support.

III. Labor Market and EmploymentBenefits and costs:There is no cost for registering at the EA or forusing portals.

3. Unemployment assistance

Public unemployment assistance (socialprotection) in Montenegro is provided by theState. All necessary information about theunemployment assistance can be found withinthe Section V (Social welfare).

4. Further education possibilities andvocational trainings

The National Employment Agency organizesvocational trainings and provides informationon possibilities.

Access for returnees

Eligibility and requirements: Any Montenegrin citizen or foreigner can use EA services.

Registration procedure: The person should register at the Employment Agency at his/her municipality. He/she

needs the Work Book issued by the municipal Secretary for Social Welfare and an ID.

As in other country’s, housing prices depend onthe region in Montenegro.

Costs for a 2 room apartment are approximate:

• North and central region except Podgorica:150 - 250 EUR / month

• Podgorica: 250 - 400 EUR / month

• Coastal area: 250 - 400 EUR / month

V. Social Welfare

1. Social Welfare System

The Center for Social Work is the institutionfor social welfare in charge of social, family andlegal welfare.

Benefits: The basic material benefits within theMontenegrin social protection are: financialsecurity; personal disability allowance; care andassistance supplement; health care protection;funeral costs; one-time financial assistance;compensation to the parent or guardian of thebeneficiaries with the right to the personaldisability allowance.

Basic material benefits within the Montenegrinchild care: compensation for a newborn baby;child allowance; cost of nutrition in pre-schoolinstitutions; assistance for the upbringing andeducation of children and youth with specialeducational needs; reimbursement of salarycompensation and salary compensation formaternity or parental leave; compensationbased on the birth of a child; reimbursement ofsalary compensation and wage compensationfor part-time work.

Services within the field of social protectionand child care in Montenegro: support for lifewithin a community; counseling, therapeutic andsocial-educational services; accommodation;immediate intervention and other services.

Financial assistance is the same as for thereturnees as for the other Montenegrin citizens.

The amount of financial support for anindividual or family that has no income, onmonthly basis is as follows:

Beneficiary does not need to contribute for thefinancial support.

Access and eligibility: • disabled persons• children• persons with dependencies on drug, alcohol

or other narcotics;• victims of neglect and abuse• exploitation and domestic violence and

those who might become victim;• victims of human trafficking;• homeless persons;• pregnant women without family support

and adequate living conditions;• single parents without family support and

adequate living conditions• persons who need certain social protection

due to special circumstances and social risk

The right to social security for individuals orfamilies under following conditions:• the average monthly income does not

exceeds the norm prescribed by the state;• he/she does not own or use the business

premises;• he/she does not own, or does not use an

apartment greater than the normprescribed

• he/she does not own land;• the individual or a family member capable of

work, is unemployed

Registration procedures and needed documentsfor social security/insurance:• the individual should apply for the financial

support at the Centre for Social Work.After the interview with the social workerpanel decides whether the person is eligiblefor the financial support. The panelconsiders the perspective of the socialworker as well as the necessary documentsof the potential beneficiary.

V. Social Welfare2. Pension System

Rights on retirement and disability insurancemay be exercised within the Pension andDisability Fund (Fond PIO). Fond PIO is anorganization which is authorized to resolveissues regarding rights on retirement anddisability insurance.

Within Fond PIO, issues concerning rights toretirement and disability insurance areresolved by municipal departments in theterritory the insurer was insured for the lasttime (the last insurance principle).

There are the following types of pensionwithin Montenegrin pension system:

• Retirement Pension

• Early Retirement Pension

• Disability Pension

• Family Pension

Other aid provided by Fond PIO:

• Reimbursement for body injuries andCompensation of funeral expenses

Costs:When registering through the EA unemployedinsurers do not pay anything. When employed,insurers’ contribution is 15 % of his/herpaycheck, and employers’ contribution is 5.5%.

Access for returnees:Montenegrin citizens can receive RetirementPension if the following requirements are met(see Table).

The returnee will be registered either byhis/her employer or by the Employment Agency.

The returnee should visit Fond PIO in order toregister years of pension services that he/shegained abroad in case that the foreign country isnot the insurer. The person should present anID.

Access and requirements to stipends and/orloans for covering tuition:University of Montenegro (public university)grants free tuition to approximately 5.000students. Number of stipends per universityunit depends on the number of acceptedstudents.

Some private universities grant stipends tosuccessful athletes or to honor roll students.

3. Approval and verification of foreigndiplomas

Requests shall be submitted to the Ministry ofEducation including the following documents:

• the request;• three certified copies of diploma or

certificate of graduation;• certificates of passed exams (transcript of

records) or diploma;• payment receipt to the amount of EUR 150.

3. General information on vulnerable groups

The following groups are recognized as being vulnerable in Montenegro:

• RAE population

• persons with disabilities

• victims of violence; children without parents

• persons above 65 years who live alone

• pregnant women and single women with children

Assistance for vulnerable groups:There are NGOs and IGOs that deal with these issues. Contacts are available in Chapter VII.

2. Cost, loans, and stipends

All levels of education, except higher education,are free of charge in public schools. When itcomes to university, fees for public universitiesvary from 250 to 500 EUR per semester.

There are few existing private universities inMontenegro. Those fees for those vary from700 to 1.500 EUR per semester.

Access for returnees

Enrollment in 1st grade:

• filled application

• birth certificate

• parents’ proof of employment

• certificate stating child’s disability (if needed)

• medical certificate (issued by an official health institution)

• if the child is not on the list of school-age children, which schools receive from

the register of the citizens of Montenegro
