1. General Information

Package of minimum care exists and is well-defined for the primary level of healthcare:

• vaccinations of the child and the mother;

• treatment of diarrheal diseases andrespiratory infections of adults and children;

• follow up of pregnancy and postpartum

• prevention and treatment of sexuallytransmitted diseases

• tuberculosis program etc.

All these programs of primary health care arefree of charge and are available in the urban andrural areas.

There are two types of health insuranceschemes available in Morocco: a public and aprivate one. Since 2005, all Moroccan citizensare required to be members of a basic medicalscheme, AMO, via their local branch.The most vulnerable have access to a MedicalAssistance Scheme (RAMED). This scheme isbased on the principles of social welfare andnational solidarity. The private sectorparticipates in some of these health activities,but follows different protocols.

The governmental program for the period2017-2021 aims to generalize medical coverageto reach more than 90% of the population incomparison to the 60% which are currentlycovered.

Benefits:The beneficiary has access to all medicalservices available at health centers, localhospitals, provincial, prefectural, regional anduniversity hospitals as well as specializedhospitals, depending on his needs. The offerincludes:

• Preventive care: immunization, pregnancymonitoring, maternal and child health, familyplanning;

• General medical consultations in healthcenters;

• Specialized medical and surgicalconsultations;

• Emergency medical consultations;

• Medical and surgical hospitalization, includinghospitalization for delivery;

• Restorative surgery and maxillofacialorthopedics medically required and available;

• Available medical biology and pathologyanalyzes;

• Radiology and medical imaging examinationsavailable;

• Functional explorations available. Example:digestive endoscopy, respiratory, cardiacexplorations, neurological explorations (EMG,EEG, ...) etc.

• Drugs and pharmaceuticals administeredduring care;

• Pouches of human blood and its derivatives;

• Medical devices and implants availableneeded for various medical and surgicalprocedures;

• Prosthesis and orthosis items available;

• Oral care available;

• Rehabilitation and physiotherapy procedures

Costs:The partial annual contribution frombeneficiaries in vulnerable situations is 120MAD per person per year with the limit of 600MAD per household regardless of the numberof persons.

2. Medical treatment and medication

Medical facilities and doctors:

• access to public hospitals is free

• symbolic amounts are to be paid at thereception for consultation (6€ to 15€)according to the area/region of residence

• ID required for treatment in public hospitals

• at private clinics, patients pay directly and willbe reimbursed later by the insurance

• the medical file should be translated intoFrench

Procedure of admission:Outside emergency situations, admission tohealth facilities takes place according to the caresystem. The beneficiary must refer to:

• The Home Health Center of his home,whose name is on the RAMED card.

• In case of need, the health center doctorrefers to the closest and most appropriatehospital facility in the health care system inthe province: local hospital, provincial hospital,or specialized hospital.

• If the services are not available, the hospitaldoctor refers to the regional hospital centerto which he belongs.

Availability and costs of medication:Availability of medication can be checked inadvance. Returnees with a special medicaltreatment need to order their medicines at thepharmacy, based on a medical doctor’sprescription Preferably, the medication neededto cover 3 to 6 months will be provided.Specific details on availability and costs ofmedication can be found on following websites:

Health Care System: Access for Returnees

Eligibility and requirements:

Preconditions for RAMED:

• Certify that they do not benefit from any other health insurance, neither as primary insured, nor

as dependent

• specify the place of residence (urban or rural), and certify that they do not have sufficient

resources to cover expenses related to health care

In urban areas:• Having an annual income below 5,650 MAD per person in the household including transfers, by

household socioeconomic variables.

• Having a score of socio economic conditions, calculated on the basis of variables related to theliving conditions of the household, less than or equal to 11.

In rural areas:• Having a patrimonial score calculated on the basis of all of the components of its assets equal to

or less than 70 per person in the household.

• Having a score of socio economic conditions, calculated on the basis of variables related tohousehold living conditions, below or equal to 6.

Registration procedure:

RAMED folders consists of a filled-out form which can be reclaimed either in the Caïdats, the

Pachaliks or the administrative annexes. It is available online at: www.ramed.ma

Required documents:• a copy of the National Identity Card (CIN) or the Electronic National Identity Card (CNIE) of

the applicant

• a copy of the CIN or the CNIE of adult dependents

• two ID photos of the applicant + two ID photos of the spouse

• in case of total and permanent inability to engage in any remunerated activity of a child due tophysical or mental disability, a medical certificate stating the specific disability, issued by therelevant departments

• a children's scholarship certificate or of the children in care aged between 21 and 26 years

• a group life certificate in case there are multiple beneficiaries

• a certificate of taking permanent total effective charge of children living under the same roof asthe applicant

• a salary certificate for each member of the household

• a certificate of residence in the case of submission of the CIN

The applicant for RAMED must submit his application to the responsible local administrativeauthority.

I. General information

Around one third of the population areemployed in agriculture, another third maketheir living in mining, manufacturing, andconstruction. The remaining workforce isemployed in trade, finance, and the servicesector. Not included in these estimates is a largeinformal economy of street vendors, domesticworkers, and other underemployed andindividuals with low income.During 2017, 86,000 jobs were created by theMoroccan economy (31,000 in urban areas and55,000 in rural areas). Yet, it is still a total loss of37,000 compared to 2017.

In the sectors of industry, commerce, and theliberal professions, the SMIG, average wages areat 13.46 MAD/Hour and monthly salaries of2570,86 MAD.In the agriculture sector, the SMAG, the averagedaily income is 69.73 MAD, summing up to amonthly salary of 2570,86 MAD (2018).The average salary for public officials stood at7600 MAD per month on average with theprivate sector at around 4850 MAD per month(2017).

According to the HCP, the unemployment rateis at 10,2% bringing the total number ofunemployed to 1,216,000 in 2017.

2.Ways/assistance to find employment

The National Agency for the Promotion ofEmployment and Skills (ANAPEC), which is theonly public institution aiming at managing joboffers and demands, gives free information andorientation to job seekers, as well as counsellingto employees. In short, they provide:

• Job placement or mediation

• Counselling

• Information

3. Unemployment assistance

General information on public and/or privateunemployment assistance:Employees of the private sector who have losttheir jobs can now profit from the loss-of-joballowance (IPE ). The loss-of-job allowance (LPE)bill was adopted in September and came intoforce on 1 December (Law No. 03-14).

Benefits and Costs:The allowance is calculated on the basis of theaverage of the last 36 months preceding thedate of loss of employment. It does not exceed70% of the average daily reference wagewithout exceeding the SMIG.The person can also benefit from a positioninginterview with ANAPEC and the job searchworkshops organized by this agency. It can beredirected by the ANAPEC to theOFPPT(Office de la Formation Professionnelleet de la Promotion du Travail) to benefit frompossible qualifying training in order toreintegrate to the job market.

Unemployment Assistance: Access for Returnees

Eligibility and requirements:This allowance applies to private sector employees, in particular to those in the National SocialSecurity Fund (CNSS). The employees must also prove a minimum of 780 working days over thethree years preceding the date of cessation of work Out of these, 260 days must be situated duringthe last twelve calendar months.

Registration procedure:The employee must be registered with the National Agency for the Promotion of Employment andSkills (ANAPEC) and inform them within 60 days after losing his job independently of his will.

Required documents:A copy of the ID card CNSS registration card as well as the “Request of Loss-of-Job-Allowance-Form” duly completed by the last employer.

4. Further education and trainings

The main agency that offers vocational training

is the Office for Professional Training and the

Promotion of Employment. This is the Moroccan

public agency which aims for the short-term

integration of young people into the labor

market.

The training is divided into a number of

modules according to the sector, the level of

training, and the training mode over the

duration of two years. It is evaluated by

examinations whose periodicity varies

according to the curriculum and the level of

training.

1. General Information

Given prevailing market conditions, Morocco’shousing markets continues to slow down, withproperty prices rising only slightly. That beingsaid, the government appears to remaincommitted to providing affordable housing.Over the past decade, the government hasimplemented numerous projects and initiatives;crowded-in private sector investors, andmobilized thousands of hectares of availableland for social housing purposes. The Moroccangovernment defines two types of affordablehousing units:

• a middle-income house with a capped priceat MAD 140 000 (about 14 000€)

• a social housing unit with a price capped atMAD 250 000 (about 25 000€)

A program was set up to promote rentalhousing through updating and improving thelegal framework that manages the rental costsand encouraging the production of housing forrental to meet the different demands.The returnee should estimate an average of150€ to 250€ (depending on the city/location)for temporary accommodation.

2. Ways/assistance to find accommodation

The main means available to finding anaccommodation are:

• Contact a real estate agency, there areseveral in each city of the kingdom, theaddresses and the names of the agencies canbe found on the site "page jaune”, citizensneed to pay service fee to the agency.

• Newspapers and magazines (Le Matin, LeJournal,TelQuel).

• Websites like www.marocannonces.com;www.avito.ma or www.appartement.ma

3. Social grants for housing

Partnerships between banks and thegovernment makes lending more accessible tomiddle and low-income families, through theFogarim mortgage guarantee fund, and a MAD40,000 (4,000€) subsidy.

Fogarim is a guarantee fund for households withsmall and irregular income.

Fogaloge is a guarantee program which targetsmoderate income civil servants, middle classindependent workers and non-residentMoroccans buying or building houses up to100,000€ in value.

1. General Information

The Moroccan welfare system includes a formalsocial security system and a variety of socialassistance programs. Formal social securitycoverage is nonexistent among the poor andrare among the middle classes. Social assistanceprograms, managed and financed by both thestate and private institutions, include foodsupport and nutrition programs andemployment and training programs.Currently, the Moroccan social welfare marketis undergoing a range of reforms aimed atcementing its stability and further boostingpremium-growth.

Access:Act No. 84-11 provides for the extension ofsocial security coverage to self-employed roadtransportation professionals. This law will comeinto force as soon as the texts of application arepublished in the Official Bulletin.

Every insured person has the right to take outvoluntary insurance if they:

• have been subject to the mandatory planfor at least 1,080 continuous ordiscontinuous days (three-and-a-half yearsin the case of regular full-timeemployment);

• Are no longer engaged in paid employment;

• have applied for voluntary insurance withina maximum period of 12 months from thedate of termination of compulsorycoverage.

For students costs are fully covered by the Statein the public sector universities. Students fromthe private sector and paying branches of publichigher education have to pay a contribution of400 MAD per year collected with theregistration fees.

2. Pension System

There are seven different pension fundsmanaging the pension scheme of the 800,000currently retired people in Morocco:

• “CNSS” for the private sector

• “Caisse Marocaine de Retraite” (CMR) forcivil servants

• Caisse Nationale de Retraite etd'Assurance” (CNRA)

• “Caisse Interprofessionnelle Marocaine deRetraite” (CIMR)

Costs:The amount of the pension corresponds to 50%of the average monthly salary subject tocontribution for 3240 days. This amount will beincreased by 1% for each insurance period butcannot exceed 70%.

Benefits:The minimum monthly amount of the old-agepension is set at 1000 MAD.

Assistance for vulnerable persons:

Morocco disposed of a number of programs,

from which vulnerable groups of returnees

could benefit such as shelters and specialized

training centers for UAM and single women

with children.

Other programs aim to establish sustainable

activities for the socio-economic integration of

these categories in more than one sphere.

However, the eligibility criteria, the requirement

and the procedures vary according to the

category and sphere of intervention.

SocialWelfare System: Access for Returnees

Eligibility and requirements:Morocco's social protection system covers all public and private sector employees. It differsaccording to the professional sector:

• The National Fund of Social Welfare Organizations (CNOPS) manages the public scheme andstudents.

• The National Social Security Fund (CNSS) manages the private scheme.

• The National Agency of Health Insurance (ANAM) is in charge of the technical supervision of theCompulsory Health Insurance (AMO) and the resource management of the Medical AssistancePlan (RAMED).

While they are not benefiting from the social security scheme for employees in the private or publicsector, unemployed Moroccans can subscribe to a wide choice insurances by paying monthlypremiums that vary according to their age.

3.Vulnerable Groups

The most vulnerable groups can be divided into

main sub-categories:

• Vulnerable women and children including

single women with children and

unaccompanied minors

• Victims of trafficking and smuggled

migrants,

• Returnees with chronic conditions

• Senior returnees

Pension System: Access for Returnees

Eligibility and requirements:Every person can gradually build up a pension capital by subscribing to an insurance and choosing theamount of the saving contributions, the periodicity of regular and additional payments.

Registration procedure:Banks and insurance companies offer this service in Morocco. There is a wide choice, flexible andcustomized products are available, allowing the beneficiary to save a capital for the retirement days.Generally the person decides on the amount of the periodic contributions starting from a minimumof 200 MAD per month (the conditions of redemption remain strict).

Registration documents:The subscriber must fulfill certain conditions including some age limits, the payment of the premiumsspecified in the contract, the frequency,…All the subscribers must have the legal capacity to havesuch a contract, which requires the guardians of age and minors to use a third party to obtain lifeinsurance.

Access and requirements to stipends and/orloans for covering tuitionThe Central Guarantee Fund (CCG) managesthe "Teaching Plus" fund which guarantees thebank loans offered to students enrolled inhigher education institutions in the privatesector, for the financing of part or all of theregistration fees and schooling.They can be offered a maximum of 250 000MAD at a rate of MAD 50 000 MAD per year(5 years) and a deferred reimbursement in 6years. The conditions vary depending on thebank, usually they are:• Age between 18 and 25 years old

3. Approval and verification of foreign diplomas

Each Moroccan with foreign degrees seeking equivalency needs to contact the relevant ministriesregarding the procedure. The following documents might be requested in the form of certified copies,and translated if needed:

• two copies of the curriculum vitae (CV),

• two copies of the diploma,

• two copies of high-school diploma or any equivalent diploma,

• an official certificate from the school/institution issuing the diploma including programs, coursedescriptions, timetables, tests and results, and internships,

• school/Academic transcripts of each year attended,

• two copies of a dissertation, or a thesis,

• an official document certifying that the candidate has regularly lived in the country where theyobtained their diploma.

Educational System: Access and Registration Procedure for Returnees

Returnees can register their children in the correspondent institution in their area of return. It isimportant that the parent keep all their children’s certificates and documents, which may be requiredfrom the institution.

1. Reintegration assistance programs

There have been no national programssupporting reintegration so far. The IOM staffprovides guidance, counselling and informationfor the returnee on the services available intheir region of return.

2. Financial and administrative support

IOM can refer returnees towards proper MFIs(Micro-Finance Institutions) and state programsthat offer specific services aimed at alleviatingthe socio-economic precariousness of theimpoverished populations such as INDH (thenational initiative for human development).Application procedures and eligibility criteriaare accessible within the social workdepartment at the level of the Wilaya(governorate) where the returnee resides.

3. Support to start income generating activities

To promote investment, the Moroccan bankingsystem established a series of financing methodsfor entrepreneurs. Most investment funds inMorocco are dedicated to existing companies.However, some of them are also aimed atcompanies in creation.

MoubadaraA small business support platform which helpsand supports people in precarious situations tocreate an economic activity generating incomeand jobs through technical and financialsupports in the form of loans that are free ofcharge and interest. The available amounts varybetween 10,000 and 80,000 MAD.

Tatmineorganizes micro-operators and micro-producersinto cooperatives, professional associations,from different regions of Morocco.In order to finance their projects and programs,it aims to promote local production chains forthe benefit of small farmers, men and women,according to an empowerment approach inwhich strategic activities are investedthroughout the sector, from diagnosis tomarketing and sometimes even export.

Advantages:• Simplified creation / deletion procedures

• Single Interlocutor

• Reduced taxes

• Possibility to practice from home

• No turnover = no taxes

• Billing flexibility

• Dispense of bookkeeping

Taxes:Auto entrepreneurs declare 4 times a year ingeneral and have to pay 1% if the activity iscommercial and 2% if the activity is service.

IOM Morocco recommends the status of Auto-entrepreneur considering the advantages that itconfers and for the ease to benefit from loans.
