DISTR ICT 1 Honorable Doug Smith, Commissioner District 1 Includes Northeast Martin County: Hutchinson Island, Jensen Beach, North River Shores, Ocean Breeze Park, Rio, Sewall's Point and sections of the City of Stuart.

DISTRICT 1: FLORIDA DEPT. OF TRANSPORTATION PROJECTS

NE Causeway Boulevard – Sidewalk closure along the north side of NW Causeway Boulevard. Status: The sidewalk is closed through spring of 2017. Pedestrians should use the sidewalk on the south side of the roadway. Contact: FDOT, 489-7064

DISTRICT 1: ENGINEERING/UTILITIES PROJECTS AND ROAD CLOSURES

Britt Road Bridge Replacement – Removal and replacement of the bridge on Britt Road over Britt Creek. Status: Design is 98% complete. Construction is scheduled to start in spring 2017. Contact: Paul Bangs, Engineering, 288-5927 Hilltop Water Quality Improvement Project – This project consists of the design and installation of exfiltration trench in the area of NE Hilltop Street and NE Highland Avenue. This area historically experiences prolonged roadway flooding and standing water. The project will provide water quality benefits to assist the County in meeting TMDL/BMAP requirements. Status: Final design and construction plans, cost estimate, specifications and bidding documents are all complete and finalized. Contact: Greg Nolte, Engineering, 288-5927 Indian River Drive – Resurfacing of Indian River Drive from Jensen Beach Boulevard to Palmer Street. The project work will also include traffic calming and sidewalks at Ocean Breeze. Status: This project is on hold pending completion of the NE Indian River Drive stormwater quality retrofit roadway and drainage improvements project which will be going out to bid in January 2017. Contact: Ken Vreeland, Engineering, 288-5927 Jensen Park Estates – Removal and replacement of failing CMP pipes under roadways and asphalt resurfacing at replaced pipes. Status: Pipe replacement construction began on December 5 and will be completed by mid-January. Road resurfacing will be bid in December. Contact: Paul Bangs, Engineering, 288-5927

Pinecrest Lakes – Warner Creek Bridge – Removal of culvert pipes and construction of a pre-cast concrete bridge over Warner Creek on Bayberry Lane. Status: Design is approximately 80% complete. Construction is scheduled to start in January of 2017. Contact: Paul Bangs, Engineering, 288-5927

DISTRICT 1: DEVELOPMENT APPLICATIONS IN REVIEW

Bathtub Beach – Request for minor final site plan approval to construct a restroom facility with an added space for storage of ocean rescue gear. The 24’x42’ restroom will be placed at the southwest corner of Bathtub Beach. Status: Application entered 8/26/16. Under review. Contact: Peter Walden, Senior Planner, Growth Management, 288-5495 CarMax Jensen Beach – Request for major final site plan approval for a proposed CarMax automobile dealership and associated infrastructure. The subject property is located at the northwest intersection of Jensen Beach Boulevard and Main Avenue on approximately 9 acres of partially developed commercial property. Included in this application is a request for a Certificate of Public Facilities Reservation. Status: Application entered 15/15/15. Under review. Contact: Paul Schilling, Principal Planner, Growth Management, 288-5495 Jensen Dunes Residential Care Facility – Request for approval of the 2nd amendment to the PUD zoning agreement and revised master site plan and phasing plan. The 34.3-acre property is located on the north side of Cedar St. between the FEC Railroad and Savannah Rd. and south and west of the Town of Ocean Breeze. Status: Application entered 8/12/15. Under review. Contact: Paul Schilling, Principal Planner, Growth Management, 288-5495 Just Believe Recovery Center – Request for approval of a zoning district change from R-3A to Limited Commercial. The property is located on the east side of the Indian River, approximately ¼ mile north of the Jensen Beach Causeway. Status: Application entered 7/12/16. Under review. Contact: Peter Walden, Senior Planner, Growth Management, 288-5495 Mulligan’s Beach House – Request for approval of a minor final site plan for proposed patio expansion and addition of a roof-top dining area. The developed subject property is approximately 1.23 acres located at the northwest corner of Jensen Beach Boulevard and Indian River Drive in the Jensen Beach CRA. Included in this application is a request for a Certificate of Public Facilities Reservation. Status: Application entered 9/21/16. Under review. Contact: Paul Schilling, Principal Planner, Growth Management, 288-5495 Savanna Key – Requesting minor final site plan approval for 8, two-story apartment units on a 1.05-acre site for a density of 7.62 units per acre. The project is located on Savanna Road north of the Savanna Animal Hospital and south and east of the Jensen Park Villas community. Status: Application entered 7/28/16. Under review. Contact: Catherine Riiska, Principal Planner, Growth Management, 288-5495 Savanna Oaks – Request for an administrative amendment to the approved final site plan to extend the retaining wall to incorporate 205 lf of vinyl sheet pile at the rear of lots 1-3, 100 lf of concrete cast in place at the rear of lots 9 and 10. In addition, 145 lf of concrete block wall along the side and rear of lot 11 and 240 lf of FDOT concrete gravity wall behind lots 19-21. The subject subdivision is approximately 9.86 acres located on the west side of Savannah Road, approximately 900 feet north of Jensen Beach Boulevard. Status: Application entered 4/27/16. Treasure Coast Square Mall PUD – Requesting revised zoning and master site plan approval to recommission a 10,429sf space and 1,828sf space that would increase the mall's maximum square footage to 901,837sf. Also a request to amend the PUD Agreement to bifurcate all future mall and peripheral applications. Status: Application entered 1/14/16. Under review. Contact: Catherine Riiska, Principal Planner, Growth Management, 288-5495 West Jensen PUD Ph 1B – Request for approval of the 11th amendment to the PUD zoning agreement and revised master and final site plan for Phase 1B, Parcels 10.2, 17.1, 17.2 and 17.3, West Jensen PUD/DRI. The proposed change is to decrease the number of previously approved residential units from 247 units to a total of 130 single-family units. Included in this application is a request for a certificate of public facilities exemption. The 61.52 subject site is located on the east side of NW Federal Highway adjacent to the county line. DISTRICT 1: JENSEN BEACH CRA HIGHLIGHTS

Community Redevelopment Agency At the November 22, 2016 meeting, the Board of County Commissioners requested staff bring back several capital projects for consideration. Among the projects was the Jensen Beach Mooring Field project. Staff will be presenting information about these projects at the January 10, 2017 BOCC meeting. At this meeting, the Board also directed that staff begin the process of reconstituting the Community Redevelopment Agency as a separate body, to be comprised of each of the chairmen (or their designee) of the Neighborhood Advisory Committees (NACs). Staff was directed to prepare the appropriate ordinance to facilitate this direction, and that ordinance will be heard on December 13.

Jensen Beach Neighborhood Advisory Committee Update The existing Community Redevelopment Plan for Jensen Beach has not been updated since 2009. Changes to the Redevelopment Plan will be explored, in depth, at future advertised workshops. As requested by the Board of County Commissioners, the NAC has had ongoing discussion about the disposition of the former Jensen Beach Library Building. At the November 30 meeting the NAC requested that the Board of County Commissioners not surplus the property without first determining the condition of the building and further analysis in order to explore options for redevelopment. NAC members expressed a desire to revisit the idea of a waterfront boardwalk. The agenda also included a workshop on recommendations by Growth Management staff to correct the “glitches” in the land development code and zoning overlay in the Jensen Beach CRA.

DISTRICT 1: RIO CRA HIGHLIGHTS

Rio Neighborhood Advisory Committee Update The Rio NAC met on November 10. The agenda included a presentation by Habitat for Humanity of a potential mixed use project being considered for the property formerly occupied by Rio Mobile Home Village. Sidewalk connection options were also discussed at the meeting. The public is welcome to attend any meetings of the Rio Neighborhood Advisory Committee. DISTRICT 2: FLORIDA DEPT. OF TRANSPORTATION PROJECTS

I-95 Interchange – This .745-mile project includes widening Kanner Highway (SR 76) at the I-95 interchange, reconstructing the I-95 entrance and exit ramps, drainage, milling and resurfacing, signing and pavement markings, and signalization. Construction cost is $5.79 million and completion is expected in early 2017. Status: Lanes on either direction of Kanner Highway will be closed intermittently. Contact: Terry Rauth, Engineering, 288-5927 Kanner Highway/SR 76 – 4.3 miles of Kanner Highway, from Lost River Road to south of Monterey Road, is being widened to a six-lane divided highway. Additional work on this project includes widening the bridge over the south fork of the St. Lucie River; drainage improvements, including construction of five retention ponds; guardrail improvements; signalization upgrades; and turn lane and bicycle lane improvements. Construction cost is $20.8 million and completion is expected in spring of 2019. Status: One lane in either direction of Kanner Highway may be closed weekdays from 9:00 am and 4:00 pm. Sidewalks may also experience intermittent closures. Contact: FDOT, 489-7064

DISTRICT 2: ENGINEERING/UTILITIES PROJECTS AND ROAD CLOSURES

Cove Road Resurfacing – Resurfacing of Cove Road from Kanner Highway to US 1. The project work will also include repairs of failing drainage pipes. Status: Design Survey work and engineering will start in November 2016. Construction is scheduled for October 2019. This is an FDOT grant-funded project. Contact: Paul Bangs, Engineering, 288-5927 Kindred/Johnson Sidewalks and Streetscape – City of Stuart project including sidewalks, bike lanes and streetscaping. This is an FDOT grant funded project. Status: Design is in progress. Contact: Paul Bangs, Engineering, 288-5927 SE Dixie Highway – Sidewalk and crosswalk construction along SE Dixie Highway between SE Florida Street and SE 6th Street. Status: Construction is complete. Contact: Logan Huber, 288-5932 SE Dixie Highway – Florida Power and Light is replacing 18 power poles along SE Dixie Highway between SE 5th Street and SE Cutoff Road. Status: The project is underway and is anticipated to be complete by January 18. Work will necessitate intermittent lane closures on SE Dixie Highway between 9:00 am and 3:30 pm. Bayley Products Inc. – Request for a zoning change from Category “C” R-3A zoning district to a Category “A” Waterfront Resort Commercial (WRC) zoning district. Status: Application entered 2/4/14. Under review. Contact: Clyde Dulin, Principal Planner, Growth Management, 288-5495 Como Oil Distribution Facility – Request for administrative amendment approval for minor modifications to the approved final site plan and construction plans. The subject property is approximately 2.46 acres located on the east side of Commerce Avenue at the corner of Dominica Terrace in Stuart. Included in this application is a request for a certificate of public facilities exemption. Status: Application entered 6/30/16. Under review. Contact: Paul Schilling, Principal Planner, Growth Management, 288-5495 Cooke’s Plumbing and Septic Service – Submittal of a revised minor final site plan on the proposed construction of a new admin/office building to replace the existing office building and the two (2) trailers located behind the building. The existing building, trailers, and an accessory structure will be removed from the site. The improvements will also include a pumping station. Status: Application entered 10/12/16. Under review. The 14.26-acre subject property is located east of SE Kanner Highway and south of SE Pomeroy Street. Status: Application entered 2/23/15. Under review. The undeveloped subject lot is approximately 1.2 acres located at the NW corner of SW Kanner Highway and SW Gaines Avenue in Stuart. A request for a certificate of public facilities exemption is included with this application. Status: Application entered 6/28/16. Under review. Stuart Jet Center East and West – Request for revised major final site plan approval for proposed improvements on the Stuart Jet Center East and West campuses. The proposed improvements include hangar and office buildings with associated parking and ramp areas. The project site are is approximately 8.66 acres located on Witham Field property east of SE Dixie Highway between SE Airport Road and SE Thunderbolt Drive. A request for a certificate of public facilities exemption is included with this application. Status: Application entered 6/27/16. Under review. Contact: Paul Schilling, Principal Planner, Growth Management, 288-5495 Willoughby PUD/DRI – Request for administrative amendment approval to amend the vertical datum for the Providence One Assisted Living Facility project which is currently under construction. The property is known as Parcel U and included in Phase 3E of the Willoughby PUD. The property consists of approximately 7.43 acres of land located on the southwest corner of the intersection of Willoughby Boulevard and Pomeroy Street in Stuart. Status: Application entered 3/30/16. In post-approval processing. Contact: Paul Schilling, Principal Planner, Growth Management, 288-5495 Willoughby Vittoria of Stuart – Request for major master and final site plan approval for a proposed residential care facility containing 150 beds and associated infrastructure. The proposal is two phases with a 75-bed, two-story building within each phase. The undeveloped subject property is approximately 10.75 acres and is located on the west side of Willoughby Boulevard approximately 1000 feet north of the Willoughby Boulevard/Cove Road intersection. Included in this application is a request for a certificate of public facilities reservation. Status: Application entered 7/29/16. Under review. Wright to reduce the lot area requirements of Article 3, Zoning Districts, Land Development Regulations, Martin County Code for the WE-1, Waterfront Estates District and to reduce the setback requirements to permit the existing encroachments into the side yard setbacks by the single family residential dwelling located at 3868 SE Old St. Lucie Boulevard, Stuart, Florida to remain within the current location. Golden Gate Neighborhood Advisory Committee Update The Golden Gate NAC met on October 3 and heard an update on the Golden Gate Building renovations. Presentations were also offered for the Gateway for the Arts project, and Habitat for Humanity’s Brush with Kindness program. NAC members and attendees also reviewed the elements of the Golden Gate Redevelopment Plan and provided comments on which elements remained a priority, and additional priorities.

Project Updates Golden Gate Building Work is progressing on the Golden Gate Building Restoration project that involves a build out of the interior in order to transform the building into the Golden Gate Center for Community Enrichment. The project, which included contributions from MC District and TIF Funds, grants and private donations, represents a collaborative effort of the House of Hope, United Way Foundation, Habitat for Humanity, Martin County Library System, Indian River State College and Project LIFT.

DISTRICT 3: FLORIDA DEPT. OF TRANSPORTATION PROJECTS

Kanner Highway/SR 76 – Work on Kanner Highway from Connors Highway (SR 15) to west of SW Lake Point Circle. This 1.8 mile project includes milling and resurfacing of Kanner Highway, signing and pavement markings including rumble striping, shoulder widening, intersection and driveway paving, new guardrail and guardrail repair. Project cost is $1.31 million and completion is expected in spring of 2017. Status: Work on the project is anticipated to begin on Monday, December 12. Construction will necessitate travel lane closures at various times. When closures occur, two way traffic will be maintained by flag crews. Contact: FDOT, 489-7064 State Road 441/US 98 – Work on SR 441 north of Wood Street in western Martin County. Status: The northbound lane of SR 441, approximately one mile north of Wood Street, will be closed intermittently Monday through Friday between 7:30 am and 5:00 pm. A flag crew will maintain traffic. DISTRICT 3: ENGINEERING/UTILITIES PROJECTS AND ROAD CLOSURES

Bridge Road Bike Lanes and Resurfacing – Add bike lanes and resurface Bridge Road from Kanner Highway to Pratt Whitney Road. Status: Construction is underway. The work is approximately 85% complete. This is an FDOT grant-funded project. Contact: Paul Bangs, Engineering, 288-5927 Bridge Road Sidewalk – Sidewalk project on Bridge Road from Flora Avenue to Plandome Drive. Status: Construction Drawings are 90% complete. The County has prepared an FDOT TDAP grant application for funding the project and the TAP grant application has been approved. Design will resume in late 2016 and construction is anticipated to occur in 2017. Florida Community Health Center presented information about the planned expansion of their facility on Warfield Boulevard.

DISTRICT 4: FLORIDA DEPT. OF TRANSPORTATION PROJECTS

I-95 Interchange – This .745-mile project includes widening Kanner Highway (SR 76) at the I-95 interchange, reconstructing the I-95 entrance and exit ramps, drainage, milling and resurfacing, signing and pavement markings, and signalization. Construction cost is $5.79 million and completion is expected in early 2017. Status: Lanes on either direction of Kanner Highway will be closed intermittently. Contact: Terry Rauth, Engineering, 288-5927 Kanner Highway/SR 76 – 4.3 miles of Kanner Highway, from Lost River Road to south of Monterey Road, is being widened to a six-lane divided highway. Additional work on this project includes widening the bridge over the south fork of the St. Lucie River; drainage improvements, including construction of five retention ponds; guardrail improvements; signalization upgrades; and turn lane and bicycle lane improvements. Construction cost is $20.8 million and completion is expected in spring of 2019. Status: One lane in either direction of Kanner Highway may be closed weekdays from 9:00 am and 4:00 pm. Cove Road Resurfacing – Resurfacing of Cove Road from Kanner Highway to US 1. The project work will also include repairs of failing drainage pipes. Status: Design survey work has begun and engineering will start in March 2018. Construction is scheduled for July 2020. This is an FDOT grant-funded project. Contact: Paul Bangs, Engineering, 288-5927 Salerno Road Sewer Enhancement – Sanitary sewer and streetscape project on Salerno Road between Commerce Avenue, and on Railway Avenue between Salerno Road and Seaward Street. Work necessitates a road closure on SE Salerno Road from SE Commerce Avenue to SE Railway Avenue. Thru traffic is detoured. Construction completion is scheduled for April 2017. DISTRICT 4: PORT SALERNO CRA HIGHLIGHTS

Community Redevelopment Agency At the November 22, 2016 meeting, the Board of County Commissioners directed that staff begin the process of reconstituting the Community Redevelopment Agency as a separate body, to be comprised of each of the chairmen (or their designee) of the Neighborhood Advisory Committees (NACs). Staff was directed to prepare the appropriate ordinance to facilitate this direction, and that ordinance will be heard on December 13.

Port Salerno Neighborhood Advisory Committee Update The Port Salerno NAC meeting was held on November 17. The agenda included discussions about parking options for Port Salerno and replacement of the shade structures at the Manatee Pocket Gateway. NAC members asked staff to explore both county owned and private locations for the parking. When presented with the cost of replacing the shade structures at the Manatee Pocket Gateway, the NAC tabled the item for future consideration. Attendees also received an update on the Salerno Sewer Enhancement project.

Project Updates Salerno Road Sewer Construction of a central sewer system along Salerno Road west of the FEC right of way, along with on-street parking and landscaping. Construction started mid-September 2016 and is expected to be completed by March 2017. Letters were sent to 638 property owners in the area to keep them apprised of the schedule. Electronic signs were strategically placed to notify motorists that Salerno Road would be closed October 25 – December 25. Another sign alerted residents that local businesses remain open during the construction. Updates will be provided, as new information becomes available.

DISTRICT 5: FLORIDA DEPT. OF TRANSPORTATION PROJECTS

Danforth Creek Bridge/State Road 714 – The Danforth Creek Bridge repair project on SR 714 includes providing slope protection/channel lining to prevent further erosion, repairing the bridge slabs to prevent rotational movements and repairing the existing sidewalk on the south side of the bridge. Construction cost is $1.18 million and completion is expected in early 2017. Status: The speed limit on westbound Martin Downs Boulevard just before Mapp Road has been temporarily reduced from 45 mph to 35 mph. Westbound traffic on Martin Downs Boulevard at the Danforth Creek Bridge has been diverted to the eastbound lane, reducing traffic to one lane in each direction for approximately 900 feet. DISTRICT 5: ENGINEERING/UTILITIES PROJECTS AND ROAD CLOSURES

All American Ditch Stormwater Quality Retrofit Project – This project consists of installing a drainage system and control structures within the older residential area south of CR 714, north of All American Boulevard, and east of Mapp Road, in order to capture and convey stormwater runoff south along Mapp Road to a proposed deep water, wet detention lake and a shallow water stormwater treatment area, configured in a treatment train style system that will provide water quality treatment prior to discharging to the South Fork of the St. Lucie River. Status: Construction is underway. Storm pipe installation throughout the neighborhood will continue in December. Contact: Greg Nolte, Engineering, 288-5927 High Meadows Avenue Bike Lanes and Resurfacing – Add bike lanes and resurface High Meadows Avenue from SR 714 (Martin Highway) to Murphy Road. Status: Design Survey work is complete. The preparation of Engineering Drawings is underway. Construction is scheduled for August 2018. This is an FDOT grant-funded project. Contact: Paul Bangs, Engineering, 288-5927 Mapp Road Town Center Bike Lanes and Resurfacing – Add bike lanes and resurface Mapp Road from SR 714 (Martin Highway) to Martin Highway. Also included is drainage system piping work. Status: Design work is in progress. The project scope has been revised and is now intended to include the backbone drainage system piping to accommodate the future construction of the Town Center project. Construction is scheduled for August of 2017. This project is partially funded by an FDOT grant. FDOT review of the Construction Drawings is in progress. Murphy Road Resurfacing – Resurfacing of Murphy Road from Mapp Road to the Martin/St. Lucie County Line. The project work will also include repairs of failing drainage pipes and bridge repair work. Chabad Jewish Center – Requesting minor final site plan approval for a 8,930 square foot place of worship which will include a sanctuary, social hall, classrooms, related support offices, and associated infrastructure.The subject property is 2.54 acres and is currently developed with a single family residence and a variety of accessory structures located on the north side of Sunset Trail approximately 950 feet east of High Meadow Avenue in Palm City. Included in this application is a request for a Certificate of Public Facilities Reservation. Status: Application entered 11/3/16. Under review. At this meeting, the Board also directed that staff begin the process of reconstituting the Community Redevelopment Agency as a separate body, to be comprised of each of the chairmen (or their designee) of the Neighborhood Advisory Committees (NACs). Staff was directed to prepare the appropriate ordinance to facilitate this direction, and that ordinance will be heard on December 13.

Old Palm City Neighborhood Advisory Committee Update The Old Palm City NAC met on October 17 and the agenda included an update from Engineering Department staff on the Mapp Road project, which will replace failing drainage pipe, as well as resurface and stripe the roadway from 714/SW Martin Downs Boulevard to Bridgeway Street. Members and residents also discussed possible future plans for the Mapp Road corridor. An update on the eco art “Ripple” project was also provided at the meeting. A grant was secured from the National Endowment for the Arts (NEA) to assist with conceptual design and a

second grant from the LISC was awarded for technical assistance. Additional funding will be sought for the construction of this innovative project combining stormwater treatment with eco art.
