Have you ever wondered what a Texas School Business Official should know to be competent in managing school business affairs? Well, the short answer is….it depends.

The role of a school business official is not consistent due to the vastly different public and charter districts throughout the state. The type of the district is among the determining factors. Is the district a public school district governed by all state laws, a charter district governed by selected state laws, or even a new District of Innovation that for the first time has flexibility related to some state laws?

The size of the district is perhaps the greatest determining factor because at the end of the day, every school district is responsible for performing similar finance and operations functions whether the business division consists of one (1) or 200 staff members. A glimpse of the number of districts by student enrollment is noted below:

So, regardless of your type of district or district size, what should YOU know? TASBO has defined eight (8) Core Competencies that are related to the role of most, if not all, school business officials

either directly or indirectly. The eight (8) Core Competencies, listed below, include numerous competencies or skills.

• Leadership and Management• Accounting and Financial Management• Information Technology Management (includes PEIMS Management)• Facility and Construction Management• Human Resource Management (includes Payroll Management)• Safety and Risk Management• Purchasing and Materials Management• Student Support Services

The Leadership and Management component would clearly be essential for the Chief Financial Officer or Business Manager due to the overall fiscal responsibility of the district. One of the competencies under this component is to communicate effectively. Presenting clear, concise financial data to the district stakeholders, such as the superintendent and board of trustees, is essential to serve as the financial steward of the district.

The other seven (7) components include competencies related to financial and operational areas such as accounting, auditing, PEIMS, purchasing, maintenance/operations, transportation and numerous other areas.

TASBO has established a direct correlation from the Core Components and Competencies to the TASBO Certification Course Catalog. For example, if a new school business official is unaware of the state-mandated financial accounting system, there are two classes available to close the gap: 1) ACT 106 Financial Coding for Texas Schools, and 2) ACT 106c Financial Coding for Texas Schools – Charter Schools.

TASBO certification courses are designed to provide technical and practical knowledge related to finance and operations in school districts. Experienced school business officials and other experts serve as instructors and share their wealth of knowledge and best practices. Most, if not all, certification course instructors use a teaching style that includes classroom lecture, small group activities and/or interactive polling.

As a TASBO Instructor, I enjoy providing electronic resources to facilitate implementation of the new information. For example, during a recent PAY-PER 304 FLSA Administration course,

I provided the following sample resources in an electronic format to attendees to facilitate their customization and use of the resources: Timekeeping Procedures, Weighted Overtime Calculation Worksheet, Compensatory Time Affidavit and employee training PowerPoint presentations.

The new TASBO Course Catalog will include the TASBO curriculum that includes courses that have been recently refreshed and/or developed to meet the current needs of school business officials. A few of the new courses include: Managing for Performance Excellence, Effective Advocacy – Navigating the Political Process, two charter-specific courses: Account Coding for Charter Schools and Special Revenue Funds for Charter Schools, Navigating TSDS PEIMS and Auditing Without an Auditor.

A practical way to use TASBO’s Components & Competencies is to determine the area(s) that you may need to gain expertise to perform your current duties or to prepare for your next promotion. Use the list of the areas to build a deficiency plan of what YOU need. Lastly, use your deficiency plan to take an on-line or face-to-face course as a refresher or to gain a new skill set.

ACCOUNTING & FINANCEACT 100Introduction to AccountingDirected towards those assigned to the business office or who work in busi-ness-related support services and have not taken an accounting or bookkeep-ing course. The course will address the basics of double-entry bookkeeping, including general and special jour-nals, general, detailed and subsidiary ledgers, trial balances and worksheets and coding basics. This course also in-cludes introduction to encumbrances, fund financial statement preparation, budget transfers versus amendments, and cash management. This course will expand on the Financial Accountability System Resource Guide (FASRG).

ACT100CIntroduction to Accounting for Texas Charter SchoolsThis course is designed for those who are assigned to the business office or work in business-related support ser-vices at a charter school and have not taken an accounting or bookkeeping course. The course will address the foundation of double-entry book-keeping, bank statement reconcili-ation, fund types, accounts used in the bookkeeping process (including encumbrances), basic preparation of non-profit financial statements, be-ginning the budget process, cash management responsibilities, and the need for internal controls. This course will expand on the Financial Account-ability System Resource Guide (FAS-RG).

ACT101AState Aid Calculation Part IThe content of this course includes an

introductory conceptual overview of the current educational funding sys-tem for public schools in the state of Texas, the undergirding principles and tier structure of that system, the histo-ry of state aid to schools in Texas, and an introductory overview of the state funding formulas and the elements used in those formulas.

ACT101BState Aid Calculation Part IIThe content of this course includes an in-depth overview of the current state funding formulas, the elements used in those formulas, the application of those formulas to both chapter 41 and 42 schools, and the facilities assistance programs. This course will address wealth equalization, facilities assis-tance and tax issues.

ACT103Activity Fund AccountingThis course covers all aspects of Activ-ity Fund Accounting to include types of activity funds, activity fund systems, and best practices in managing activity funds. and sales tax. This course also covers accounting procedures used in activity funds as well as state laws gov-erning sales tax collection, reporting and remittance.

ACT104Budget and Financial PlanningThis course covers all aspects of bud-geting and financial planning, in-cluding legal requirements, various approaches to budgeting, roles and responsibilities, and other items for consideration, such as differences in budgeting for grants and construction programs. This course teaches you how to estimate revenues and expen-ditures and prepare multi-year projec-tions.

ACT105ABasic Governmental Accounting Pt IThis beginning course addresses the accounting cycle, budgetary account-ing, and governmental fund account-ing. Areas covered include principles of debits and credits, the general ledger, understanding a balance sheet, cor-recting entries, fund balancing, closing a set of books, and understanding the encumbrance system. This course also focuses on budgetary accounts and practices.

ACT105B Basic Governmental Accounting Pt IIThis continues basic governmental accounting by introducing the encum-brance system, budget variances, and an in-depth explanation of the differ-ent fund types used in school district accounting.

ACT106Financial Coding for Texas SchoolsThis course covers all aspects of ac-count coding procedures and chang-es for Texas school districts, including balance sheet accounts, revenues, ex-penditures and special circumstances. Types of codes covered include fund, expenditure, organization, fiscal year, revenue, expense, asset object, and li-ability object codes, including optional codes.

ACT106CFinancial Coding for Texas Charter SchoolsThis course covers all aspects of ac-count coding for nonprofit charter schools, including balance sheet ac-counts, revenues and expenditures, and special circumstances. It focuses on the differences between charter school account coding and indepen-dent school districts and follows the account code structure required by the TEA and PIEMS Data Standards.

ACT107Pupil ProjectionsStudents will learn the importance of annual student forecasting, the rela-tionship between pupil projections and the budget development process, stu-dent forecasting methods, assessing accuracy of student forecasts, and data sources to utilize for forecasting.

ACT108Accounts Payable ProcessesThis course explains proper accounts payable processes and procedures in school district business offices. It ex-amines how accounts payable relates to district liability accounts; reviews the relationship between purchasing and accounts payable; gives information on the need for strong internal control procedures to protect access to assets; and provides an internal control check list for students to use in their districts.

ACT201 (same as AUD201)Internal AuditingThis course introduces the internal au-dit function including the need for an internal audit function, how to establish an internal audit department, devel-oping an internal audit manual, creat-ing an audit schedule, and identifying performance standards. This course will also expand on what to do if you don’t have an internal auditor and emerging issues.

ACT202 (same as AUD202)External AuditingThis course covers all aspects of an ex-ternal audit from beginning to end, in-cluding the process of hiring an outside auditor, planning and preparing for the audit, the types of audit opinions that may be issued, the Board’s responsibil-ity during an audit, and information on current and new accounting standards followed by Texas school districts.

ACT205AIntermediate Governmental Accounting Part IParticipants should have a basic under-standing of governmental accounting before taking this course. This course covers: a review of governmental funds and fund types; GASB’s account-ing definition and principles, financial statement elements, accounting pol-icies and disclosures, and specialized accounting applications. This course also includes an introduction to Gov-ernment-Wide Financial Statements.

ACT205BIntermediate Governmental Accounting Part IIParticipants should have a basic under-standing of governmental accounting before taking this course. This course is a continuation of ACT205A, Part I, and covers: a review of shared ser-vice arrangements; financial statement elements, accounting policies and disclosures, GASB pronouncements, specialized accounting applications, and GASB 34 requirements, basis, and application for government-wide fi-nancial statements.

ACT208Managing Special Revenue and State ProgramsThis course covers all aspects of Spe-cial Revenue and State Program funds including types of funds, allowable costs, reporting requirements, and other compliance issues. This course also covers: types of awards, OMB cost principles, when obligations and liqui-dation of obligations must occur, fixed assets definition and record keeping requirements, cash management re-quirements, amending grants bud-gets, MOE requirement, limitations of roll-forward of entitlement funds, and indirect cost for foundation school programs.

ACT208CManaging Charter School State and Federal FundsWritten specifically for Charter Schools, and updated with EDGAR requirements, this course covers the accounting and reporting processes of managing state and federal funds in-cluding types of funds, budgeting, ex-penditure reporting, indirect cost rev-enue, allowable expenditures, PEIMS reporting and comparability issues. ACT306Government-wide Financial Statements and ReportingThis course provides guidelines re-lating to U.S. generally accepted ac-counting principles (GAAP) to assist local school districts in preparing fi-nancial statements to be included in the districts’ comprehensive annual financial report (CAFR). This course also includes Management & Discus-sion Analysis (MDA), reconciliation explanatory information, conversions of financial transactional information, pension and post-employment benefit information, and statistical section.

ACT314Debt Planning & ManagementDesigned to provide a review of steps in preparing for a new bond issue. The primary focus of this course is targeted at the detailed requirements of munic-ipal bond financing with a key focus on the role of the school district as the issuer of the bonds. It will also address in detail the types of bond instruments in an overall plan to better manage the school district’s bond portfolio, in-cluding demographic analyses, district facility information, bond project plan-ning and bond election strategies.

ACT315Property Taxation & Texas SchoolsTopics covered in this course include taxation in general, property tax law, stakeholder roles in the property tax system, the tax calendar, appraisal methods, special appraisals, exemp-tions, equalization, assessing, collec-tions and the Property Value (Ratio) study. This course also addresses the relationship between appraisal dis-tricts and school districts. This course discusses what the future holds for property taxation and Texas schools.

INTERNAL AUDITINGAUD201 (same as ACT 201)Internal AuditingThis course introduces the internal audit function including the need for an internal audit function, how to es-tablish an internal audit department, developing an internal audit manual, creating an audit schedule, and iden-tifying performance standards. This course will also expand on what to do if you don’t have an internal auditor and emerging issues.

AUD211Fraud Detection & InvestigationThis course will prepare you to detect and investigate fraud at your school district. Topics to be covered include effective strategies to prevent, deter, and detect fraud; common school district fraud schemes; and the main fraud investigation components of collecting evidence, conducting fraud interviews, and report writing.

AUD212 *In Development*Auditing Without and AuditorHaving an internal auditor at your dis-trict is a value-added function that pro-vides independent review internal con-trols. However, what do you do if your district doesn’t have one? It is essential that any business official be able to im-pact organizational effectiveness and efficiency in school districts even when there is no Internal Audit function. This course will help the business official understand the auditor role and how that function can be implemented with staff currently in place. Additionally, the business official will learn about evaluating risk and what solutions are available to them to reduce the likeli-hood of a negative result.

AUD303 (same as PEI303) PIEMS AuditingThe objective of this new course is to

provide attendees with the knowledge and skills necessary to understand the concepts and requirements that are necessary to conduct and/or pass an audit of student data.

DISTRIBUTION & INVENTORYDIS101Materials Management for School DistrictsStarting with an overview of the distri-bution services function, students will learn about inventory management and control, customer service, and best practices for efficient operations.

DIS102Distribution Design & EquipmentLearn about the design of a distri-bution center, inventory operations, materials handling equipment, space allocation and storage methods, and safety standards in this course.

DIS104 (same as TXT101)Overview of Instructional Materials ManagementStudents will learn about the annual cycle of instructional materials man-agement, relevant legal requirements, state instructional materials selection, distribution styles of management and the state inventory system, EMAT.

DIS105Overview of Distribution FunctionsThis course will provide the participant with a general understanding about operations of a school district distri-bution center. Emphasis is placed on defining what distribution is and the importance of developing the mission and performance objectives for a facil-ity. This course also explains services

DIS201Distribution Personnel ManagementThis course covers the basic concepts of workforce management for school district distribution staff. Discussion will focus on hiring practices, manag-ing staff, at-will employee rights, and employee evaluation and termination.

DIS202 (same as TXT202)Warehouse Shipping and ReceivingThis course covers the “need-to-know” aspects of shipping and receiving functions within warehouses and distri-bution centers, including terminology and concepts, material handling and storage requirements, order selection and shipping procedures, developing schedules and daily routines, and re-ceiving and shipping standards.

DIS204Inventory ManagementCovers basic inventory management concepts and techniques. Topics covered include re-order point, SKU, locator systems, inventory accuracy, and other related concepts and tech-niques.

DIS301Specialty WarehousingMany items used in school districts have special handling and storage requirements. This course focuses on the basic concepts and principles of specialty warehousing. In this course, the instructors will share best practices for warehousing school office supplies, maintenance and transportation items, records storage, textbooks and other environment/date-sensitive materials.

DIS302 (same as PUR302)Purchasing and Stock ManagementThis course presents an overview of purchasing and stock management in Texas school districts. The elements of contracts, the purchasing process, selecting items for stock, and stock re-view are discussed.

INFORMATION TECHNOLOGYITC202Basic SpreadsheetThis hands-on computer course is de-signed to introduce beginning users to the basic functionality of spreadsheets with specific skill development in building and modifying a spreadsheet, working with ranges of text, special function keys, and previewing and printing spreadsheets. This course also discusses creation of multiple spread-sheets and summaries, understanding macro uses, executing prepared mac-ros, and preview and printing.

ITC203Advanced SpreadsheetParticipants should have a good work-ing knowledge of the basic functions of spreadsheet design and use before taking this hands-on computer course. This course covers viewing and print-ing types of graphs, creating and using macros, data commands, importing data, and advanced functions and for-mulas.

ITC205Introduction to Relational DatabasesThis hands-on computer course is de-signed to introduce beginning users to the basic functionality of Microsoft Ac-cess with specific skill development in building and modifying tables, queries, forms and reports as well as importing and exporting spreadsheet data. This course also discusses creating, editing and printing database objects.

ITC206Intermediate Relational DatabasesThis hands-on computer course is for persons wanting to learn more ad-vanced relational database skills. Learn some of the more advanced tech-niques, tips and time-saving secrets for managing data using Microsoft Access in the school business office.

ITC209Multi-media Presentation ToolsIn this hands-on computer course, participants will add to their existing Microsoft PowerPoint software skills to create engaging and persuasive pre-sentations that incorporate rich mul-timedia elements, including objects, tables and charts.

ITC302Integrating Microsoft Office ApplicationsThis hands-on computer course is designed to teach the intermediate Office 2010 user to perform various functions using more than one Office product to enhance their productivity. Discussion includes managing Out-look data, working with mailings, work-ing with web and external data, and new features for graphics and images.

INFORMATION TECHNOLOGY MANAGEMENTITM102Technology Workforce ImprovementThis course will examine how the tech-nology organization supports employ-ee development. Topics covered will include reinforcing skills and knowl-edge on the job; applying techniques for staff motivation; encouraging col-laboration and innovation; & measur-ing and improving involvement/sat-isfaction. The goal of this course is to be able to provide employees with the skills, knowledge and resources neces-sary for success.

ITM201Technology LeadershipThis course examines how technol-ogy leaders guide the organization and communicate values, integrate the district’s mission and values into the organization, create a sustainable organization, set performance expec-tations and monitor progress, and use feedback to improve leadership effec-tiveness.

ITM202Technology PlanningThis course examines how the tech-nology organization develops and deploys its strategic plan. Learning objectives include budget and perfor-mance projections and acquisitions; setting strategic goals, action plans, and performance measures; and iden-tifying and integrating ethics and reg-ulatory requirements into the process.

ITM301Technology Process ManagementAddresses ways to examine and im-prove the technology organization’s way of performing work and providing services (Plan-Do-Study-Act); collabo-rate with partners and suppliers to im-prove services; incorporate emerging technologies into work processes; and improve core competencies.

ITM304Managing Technology ResultsThis course will enable the student to develop skills needed to measure or-ganizational performance and imple-ment improvement plans based on results. Students will gain an under-standing needed to develop: 1) per-formance and improvement trends, 2) benchmarks with comparable orga-nizations using key performance indi-cators, and 3) methods for communi-cating technology results. This course explains how results are used to create and balance value for students and key stakeholders, using the TASBO PEP program model.

TXT102 Instructional Materials Management ProceduresParticipants will learn information per-taining to Senate Bill 6, discuss procla-

mations and the IM selection process with an understanding of the role a district committee plays during a new adoption. Ordering materials, receiv-ing, and the organization of distribu-tion will be included.

TXT202 (same as DIS202) Warehouse Shipping and ReceivingThis course covers the “need-to-know” aspects of shipping and receiv-ing functions within warehouses and distribution centers, including termi-nology and concepts, material han-dling and storage requirements, order selction and shipping procedures, de-veloping schedules and daily routines, and receiving and shipping standards.

TXT301 Managing the Curriculum Change ProcessThis course provides participants a better understanding of the scope of providing instructional materials when new secondary courses are es-tablished. Timelines and deadlines, sequence of procedures and working successfully with various departments will be covered.

TRN303 Transportation Compliance RoadmapThis course will emphasize the im-portance of compliance with all state,

federal, and local laws, mandates, policies, and procedures which apply to Texas school district transportation operations. In order to ensure that par-ticipants understand the chronology of necessary compliance activities, calen-dars and other “hands on” materials will be provided.

TRN305 Evaluation of TransportationAdministrators responsible for trans-portation programs will develop tools for evaluating policies and procedures for running successful school transpor-tation operations and will learn how to use a transportation department evaluation module. Tools and tech-niques from TASBO’s highly successful Management Reviews will be shared.

TRN306 Preparation of State Reports and Department BudgetingInstructor will provide information on route services reports, school trans-portation operation reports, hazardous transportation funding, annual updates and transportation department budgeting including: account codes, assessing needs, managing funds and protecting investments.

Certified School Risk Managers Program with The National Alliance & TASBOSchool professionals working in the risk management field know that it is vital to have a solid understanding of every angle of school risk. TASBO has partnered with The National Alliance for Insurance Education & Research to offer the Certified School Risk Managers Program (CSRM).

The five-part education and certification program gives participants in-depth knowledge of the risk management process and is recommended for school risk managers, school business managers, human resources personnel, insurance representatives and anyone else who may perform risk management functions within the district.
