It is my pleasure to introduce the PSOTC Course Catalogue 2011 which, in succession to the previous ones, represents the best example of the Center’s development as a PfP Training and Education Center , Regional Training Cen-ter and an “agent for transformation” for the Armed Forces of BiH. Even though PSOTC realizes different types of Residential Courses, Mobile Training Team’s activities at local and regional levels, as well as a whole array of Other Activities, only ten of the activities have deserved to find their place in the Catalogue this year.

The content of the courses is fully in line with lessons learned and best practices of the contemporary Hybrid Operations which are in nature: multinational, joint, cross-governmental, conducted at strategic, op-erational and tactical level, and cover full spectrum operations. These courses challenge some of the most sensitive areas of so-called Com-prehensive Approach and put participants under the real pressure of nowadays Complex Emergencies. These courses are fully developed in line with the NATO System Approach to Training directive and are based upon real operational needs as a result of thorough Training Needs Analysis. These courses apply all the methodical achievements and rely on Subject Matter Experts from within the Center and distin-guished Academic Partners from BiH and abroad, which all provide the right balance in delivering the course topics. This is to emphasize that courses are taking place in the state of the art facility which is fully IT integrated and provides the best possible learning environment. Ac-commodation building, gymnasium and rich cultural programme are yet another reason to come to PSOTC and share the real experience of internationality. VISION

Peace Support Operations Training Centre (PSOTC) is a Partnership for Peace (PfP) accredited education and training facility of international partnering gradually transitioning into the Armed Forces of Bosnia and Herzegovina structure while act-ing as its vehicle for transformation, still preserving its global and regional reach.

MISSION

The PSOTC will: a. Deliver internationally and nationally approved education and training

to members of the AF BiH as well as other states’ armed forces in order to make them capable of participating in multinational Peace Support Operations (PSO).

b. Develop appropriate activities in enhancing international and regional

cooperation placing particular focus on wider security matters and ena-bling AF BiH to be a net contributor to international security.

c. Enhance the AF BiH operational and interoperable capabilities drawing

from international and national lessons learned.

GOALS

In pursuance of its mission the PSOTC will meet the following goals: a. Deliver the training and education which would be recognized within the NATO\PfP

community thereby fostering BiH integration processes. b. Produce graduates who are capable of undertaking the range of staff disciplines and

responsibilities in multinational PSO and humanitarian operations. c. Maintain physical and intellectual environment which inspires learning, interaction,

integration, consensus reaching and creative thinking. d. Integrate into the international, NATO\PfP and regional network of training and edu-

cation centers. e. Maintain and develop its associations with international and national training and

education organizations, centers and academic institutions. f. Integrate into the AF BiH structure in order to meet its operational requirements.

PARTICIPATION

Participation in PSOTC courses is open to participants from all Balkan Regional, NATO, PfP and other Countries.

LANGUAGE

The working language in PSOTC is English and it is English language environment for staff and students. The courses requires NATO STANAG 6001 SLP 3-3-3-3. Working with English language instructors, as a part of the programme, the course participants have the oppor-tunity to improve English language skills.

PSOTC GENERAL INFORMATION

The PSOTC is located at NATO/EUFOR Camp Butmir in Sarajevo, Bosnia and Herzegovina. It is a modern and well IT/AV equipped training centre with five syndicate rooms designed for eight people, three additional syndicate rooms designed for 12 people, lecture hall de-signed for 60-80 people, modern library, conference room and students common room with satellite TV, coffee and snack machines. Single room accommodation for students is provided at the Camp Butmir accommodation block. The PSOTC provides all students with a laptop with local area network and 24 h access to public internet. The course aim is to educate and train selected Junior NCO’s in NATO Peace Support Operations Techniques, Procedures and to provide them with a basic skill set to sup-port staff duties up to battalion level on PSO mission.

COURSE AIM:

To develop essential staff skills of junior officers in accordance with NATO standards, as basic preparation for their engagement in international and national headquarters (HQ’s). Further training is required to prepare them for specific staff positions.

AFBIH PEACE SUPPORT OPERATIONS JUNIOR STAFF COURSE (AFBIH PSOJSC)

6 JUNE—9 DECEMBER 2011

COURSE AIM: The aim of the AFBiH PSOJSC is to deliver internationally approved education and training to selected junior officers from AFBiH who will participate in multinational Peace Support Operations (PSO).

COURSE SUBJECTS: The course is organized in 3 Terms: Foundation Term Term 1 aim is to develop essential staff skills of junior officers in accordance with NATO standards, as basic preparation for their engagement in in-ternational and national headquarters (HQs).

Term 2 provides students with intellectual and practical tools which will enable them to plan and conduct PSO as members of a tactical level staff. Modules and learning objectives in Term 1 are: IHL, Intro to Military Doctrine/ Com-bined Arms Tactics, doctrine at the tactical level, Military Decision Making Process, Application of Doctrine and Tactics, PT and Military English. Term 3 provides students with knowledge and skills required for tactical level staff officers who participate in multinational UN/ NATO led Stability Operations and Peace Support Operations. Modules and learning objectives in Term 2 are: Interna-tional relations, Introduction to Stability Operations, Media in Operations, CIMIC, Information Operations, Counterinsurgency (COIN), Peace Support Operations (PSO), NATO non-article 5 crisis response operations, PT and Military English.

PARTICIPANTS: ♦ 25 AFBiH officers

♦ Military officers including all services from 2nd Lieutenant to Major (OF-1 to OF-3)

Training and education provided by prominent military and civilian instructors and lecturers, from General officers of NATO armies to a wide variety of world renowned academic institutions and speakers. Naval Postgraduate School Monterey and Sara-jevo University are PSOTC’s partners which indicates the quality of education and training delivered on AFBiH PSOJSC.

COURSE AIM:

To provide students with a global perspective of the current international situation, in particular with respect to security policy and the European security architecture.

COURSE SUBJECTS:

♦ Introduction into IR theory as well as to security policy ♦ Introduction to political geography and global economics ♦ Presentations of global key players/major powers (the USA; Russia; and China) ♦ Presentations of security policy institutions both global (the United Nations) and

regional (the European security architecture – NATO, the European Union/EU, and the OSCE). Particular emphasis will be given to NATO/PfP and to the European Se-curity and Defence Policy (ESDP) as well as the military dimension of cooperative security policy (arms control)

PARTICIPANTS:

All lectures are given by national and international lecturers of high academic quali-fication and practical experience.

To introduce students to the constant presence of the media and to enable them to incorporate media into military planning processes.

INTERNATIONAL TACTICAL INFLUENCE

ACTIVITY COURSE (ITIAC)

25—28 OCTOBER 2011 (DATE TBC)

COURSE AIM:

The aim of the course is to provide junior officers of AF BiH, NATO, PfP, MD and ICI with knowledge and skills to perform duties of information operation officers at the tactical level in accordance with NATO compatible doctrine.

COURSE SUBJECTS:

The ITIOC will cover the following topics:

♦ Overview of Strategic Communication ♦ The modern Information Environment ♦ Information Operations, Doctrinal intro ♦ An introduction to Psychological Operations ♦ Key Leadership Engagement ♦ Responsibilities of Info Ops Officer ♦ IO Military Decision Making Process ♦ IO Exercise

PARTICIPANTS:

♦ 25 AFBiH, 6 international officers and 4 BiH officers (Total 35 participants) ♦ 2nd Lieutenant—Major (OF-1 up to OF-3)

REMARKS:

The ITIAC will be delivered by lecturers from NATO School Oberammergau, PSOTC, Turkish PfPTC, US and UK Armed Forces with mission experience in the field of Info Ops at the tactical and operational level.

COUNTERINSURGENCY COURSE (COIN)

2—11 NOVEMBER 2011 (DATE TBC)

COURSE AIM: To introduce participants to concepts and doctrine related to COIN operations in or-der to create a framework of understanding and introduce COIN definitions and prin-ciples.

COURSE SUBJECTS:

♦ Insurgency fundamentals ♦ Operational Environment ♦ COIN Doctrine ♦ Clear, Hold, Build Concept ♦ Military Decision Making Process in COIN ♦ ISAF COIN

PARTICIPANTS:

♦ 25 AFBiH, 6 international officers and 4 BiH officers (Total 35 participants) ♦ 2nd Lieutenant—Major (OF-1 up to OF-3)

REMARKS:

COIN course will be delivered with support of the Office for Defense Cooperation Sa-rajevo and Naval Postgraduate School Monterey providing world’s leading experts and practitioners in COIN field. COIN course will particularly focus on ISAF COIN op-erations utilizing AFBiH’s ISAF experience from Afghanistan.

ADMINISTRATION FOR PARTICIPATION

1. Courses fees. PSOTC currently charges only for accommodation and meals. Course tuition is sponsored by the International Partners. Travel to and from the centre is responsibility of the course participants. For questions on additional sponsorship please refer to your invitation letter or contact point of contact below. 2.Location. The PSOTC is located at NATO/EUFOR Camp Butmir in Sarajevo, BiH 2 kilometers South West of the International Airport. Many details about the PSOTC, including a map of the area, can be found on our website: www.psotc.org. 3.Arrival. Depending from the course that they are participating on, the partici-pants will be additionally informed about arrival and transport details. 4.Accommodation and meals. Depending from the course that they are participat-ing, participants will be additionally informed about accommodation and meals details. 5.Medical Service. All Course participants are obliged to obtain medical insur-ance. In compliance with existing medical regulations, all medical services that are provided will be compensated by a Course participant. 6.Language. Working language is English. No translation will be provided. All docu-ments will be published in English. 7.Dress and Equipment. Military participants are expected to wear working combat style duty uniform during training. Depending on the course they are participating on, participants will be additionally informed about details. 8.Visa requests. Visa requests are a national responsibility and not that of the PSOTC. 9.Security. The participants have to carry a valid personal ID Card (for BiH partici-pants) and passport (for international participants), the number of which must be the same as that provided to the PSOTC on the Application Form. This is required for the issue of the ID-cards for access to Camp Butmir. 10. Travel Order. Depending on the course they are participating on, the partici-pant should obtain and bring a valid Travel Order. Participants will be additionally informed about details.
