It was moved by Squire Hudson seconded by Squire Blair that the minutes of the Quarterly County ~ourt meeting of the May 2 , 1 977 be a9proved. The vote was unanimous for this .

The Court 09ened the floor to any vis i tors who wished to speak on any subj e ct not on the olanned agenda . The Court recognized De::>uty Sheriff Voyd Carruth who informed the Court of the trou~les he had encountered with his communication system. Mr. Carruth played a tape for the Court which recorded the noise and interference on his car radio . Mr . Ca rruth as);:ed the Court for help i.n getting some relief for this ~roble~ .

The Court then recogniz€d State Planner Dave f'olz 1·:ho qave the gel!eral report of the Aoril 21 and I1ay 19 Planning Commi ssion meetiµ;rs . These reports are attached hereto as Exhibit tL---·

~quire Hartsook to aoprove the r8zoning request of Parcel 52-2 and a 100 foot strip in 52-0 and 54-2, Tax Map 16 from R-1 Suburban Residential to C-2 General Commercial, located in the ~ifth Civil District along the I-75 right-of-way . The motion 9assed approving the rezoninq request.

The Court recognized Squire Hartsook who moved and was seconded by Squire Conner that a rezoning request by Mr . Robert Bivens he passed until the next Court meeting . The vote was 6 for and 2 against, approving the passing of this matter.

Squire Conner that T·Jater Tant: Road near the Blount County Line leading into the water t ank ~ite ow~ed by Te llico Area Service System be accepted into the County road system and the vote was unanimous for this .

Squire Bledsoe moved and \·las seconded by Squire Blair that the acceptance of roads into the County system requested by County road engineer ~om DAvis in a letter to the Court be postponed until Mr. Davis could report directly to the Court. The vote was unanimous for this.

State Planner Folz stated to the Court t hat the Industrial Development Study was now in the County Judge ' s Office and was there for the Court ' s review.

DI~CUSSION OF INDUSTRIAL ACCESS ROAD

- -School Board turned the building over to the County. Adult Activity Center Director Mrs. Paula Hawley was recognized by the Court to explain the proqram which they now have at the Adult ;activity Center. She explained to the Court that they serve some ?.5 s tudents and they have very cramped conditions in the Bacon Puilding and stated that Browder School would give them more room to improve th~ir !)rogram. It 'i.·;as then moved by Squire Bledsoe and seco~ded by Squire Blair that Browder School be turned over to the Adult Activity Center contingent upon the Loudon County School Board giving the building to the County. The vote was unanimous for this.

The Court recognized Squire Hamilton who gave the purchasing coTILmittee ~eport. It is attached hereto as Fxhibi t ¥{ fl .

Gay Hamil ton, Hospital l~dministrator was recoqnized to give the Loudon County Memorial Pospital report. It is attached hereto as Exhlbi t'-. .. fJ

The Court then recognized Squire Hu~son ~-1ho moved and wa_s seconded by Squire Hartsook that the budget amendments be approved with the deletion of $10,000 for the Greenback and Lenoir City Community Parks. The vote was unanimous for this.

The Court then read a letter from Tax Jl..ssessor Emmett Carter w'!lo requested the Court grant a tax refund of $744.00 to the Coulton Electronic Company. It was moved by Squire ~ Hamilton and seconded by · Squire Hartsook and the vote was unanimous fo ·approve this refund.

It was moved by Squire Hudson seconded by Squire Hartsook that· the appointing of a member to the TA8S board replacing- w·. V. Kirkland be postponed 30 days. The vote was unanimous for this.

Squire Hartsook moved and was seconded by Squire Hamilton to rea~point Don Perk~y to the Loudon County Library Board . The vote was unanimous for this.

Iddins informed the Court that 3 different proposals had b een considered by the State . The Couit recognized Mr . J . E. Greenway who represented several landowners . in the area o f the Propose~ access road . Mr . Greenway ask ed the Cour t to c arefully consider the proposal which would bui ld a new road from SR 72 directly straig~t across the Kline l a nd to Carding Machine Road . The Court felt that it would be better to pass thi s matter so that closer study could be done in the next 30 days.

It was then moved by Squire Duckworth and seconded by Squire Vann that U?On the recommendation of the Sanitation Committee a full~time man should be allowed to put a trailer in at the Transfer Station so that the County ~-muld have someone Hatchinq this area all the time . .. :.
