Introduction The Saint Paul Police Department crime report serves as the primary

description of citywide crime statistics. The 2001 crime report is similar in

nature to the format of the 2000 crime report, containing sections describing

police calls for service, Part I1 and selected Part II offense graphs, arrest

demographic information, 1980 to 2000 Saint Paul and national crime trends, an

appendix showing citywide crime maps, and an appendix listing part I offenses

by grid. Not found in previous SPPD crime reports, the 2001 crime report

contains Part 1 and selected Part II offenses by planning districts. Planning

district boundary maps are also included for reference.

The 2001 crime report is primarily derived from the data sent to the

Minnesota Bureau of Criminal Apprehension as part of the FBI Uniform Crime

Reporting system. The 2oo1 crime report follows the FBI UCR system of

reporting which requires police departments to report homicide, rape and

aggravated assault totals as the number of victims, not the number of events. All

other offense totals are reported by event, not victims.

The 2001 crime report is available for viewing and printing on the internet at

http://www.ci.stpaul.mn.us/police. Permission is granted to print, copy, or

distribute individual sections of the crime report as long as the general

introduction and section introduction pages corresponding to the selections are

printed, copied, and distributed with them. Questions regarding the crime report

can be answered by the Research and Development Unit at 651-292-3501.

1 Part I offenses are defined by the FBI Uniform Crime Reports as homicide, rape,

robbery, aggravated assault, burglary, theft, motor vehicle theft, and arson. Further

definitions are provided on the title page preceding each section.

Reported OffensesOffense totals consist of calls for service where an official report is filed with the SPPD. Homicide, rape, and aggravated assault offense totals are recorded in accordance with UCR guidelines, which count the number of victims, not the number of crime events. All other Part I crime offenses report the number of events, not victims. If a report is written for a person who committed three offenses, the crime event will be categorized under the incident code of the most serious offense.

Actual and reported offenses sent to the Bureau of Criminal Apprehension are displayed on page four. Both are required to be reported to the FBI. Reported offenses are used for comparative purposes on pages 5-13. Part II offense totals may not reflect corrections made to classifications as a result of investigation pursued after the initial report.

Planning DistrictCouncil Reports

The Saint Paul Police Department is divided into 17 separate planning districts. There are 202 grids that further divide Saint Paul. All district council statistics are derived from Saint Paul grid statistics. Saint Paul grids do not align with the exact planning district boundaries. As a result, a crime in one district may occasionally be reported in another. The map in the proceeding pages 'Saint Paul City Planning Districts by Grid', graphically displays each planning district and its corresponding grid numbers. Again, note that each grid does not fall into the exact planning district boundaries and that all planning district offense data is derived from grid boundaries not planning district boundaries.

Crime information was derived from Saint Paul 'reports written' in specified planning districts. Totals may or may not match totals in the rest of the crime report. If a report did not have a designated planning district, it is not included.

This section also supplies planning district population data. The Census Bureau supplies Saint Paul population data by census tract block, not by planning districts. The map 'Saint Paul Planning District Population Boundaries' displays population by planning district, using the census block tract data as boundaries. Census tract blocks do not align with the exact boundaries of the planning district boundaries. For this reason, population data reported may vary slighly from district to district.

1980 - 2000 Crime Trends

Statistics in pages 24 to 26 compare Saint Paul Part I crime in the past 21 years to national averages, cities of comparable size, and between Part 1 crimes within the city.

All national and cities of comparable size crime numbers are obtained from Crime in the United States, published annually by the U.S. Department of Justice. St. Paul crime numbers from 1980 to 1995 were obtained from Saint Paul Police Annual Reports for the corresponding years. 1996-2000 crime numbers were obtained from the year-end Part I crime totals reported to the FBI.

Historically, theft has composed around half of all Part I offenses in St. Paul. Burglaries have shown a steady and significant decline from a high of 36% of all Part I crime in 1983 to a low of 15% of all Part I crime in 2000. Auto theft and aggravated asasult have shown a slight overall increase from 1980 to 2000 in the percentage of total Part I crime, while arson, robbery, rape and homicide percentages have remained fairly constant.
