administrative levels, enabling swift andefficient delivery of citizen-centricservices. This has facilitated significantimprovement in transparency,accountability and efficiency in theGovernment systems with publicparticipation fostering furthereffectiveness.

This issue of Informatics brings out various initiatives taken up at thenational and international spheres. IC, Jabalpur has played asignificant role in architecting& implementing several e-Governance projects in thedistrict with an aim to

leverage IT for transparency & bettergovernance. Several IT applications havebeen developed and put in active use inthe district to improve the functioning ofadministration and delivery ofgovernment services to the citizens.

SERVICES INFRASTRUCTURESince its inception in 1988, the District

Centre has been working in areas ofapplication development, implementation,training, consultancy, video conferencing,establishment of network etc whichenables the district administration tocreate responsive, transparent andefficient government. The centreprovides state-of-art ICT infrastructure,technical guidance for software andhardware procurement, as well as webdesigning, development and hosting tosupport e-Governance services to thecitizens.

NETWORK & VIDEO CONFERENCING A 180+ node local area network

(LAN) has been established in thecollectorate connecting all the districtofficials to Internet. Dial-up e-mailconnectivity has been extended to State,Central Government Offices, andimportant Educational Institutions etcwhich are outside the collectorate. Aportal based desktop video conferencinghas been setup in the district whichprovides effective interaction betweendistrict administration and blockadministration. In addition to this, leasedline connectivity has been extended toDivisional Commissioner Office, District& Session Court, High Court of MadhyaPradesh, Head Post Office, Central

Government Health Scheme Dispensaryetc for effective implementation ofvarious projects.

PROJECTSBhu-Abhilekh & Bhu-Naksha: Bhu-

Abhilekh is an ISO certified G2C andG2B application developed with an aimto deliver excellent grass root levelgovernance within the domain of landmanagement. Bhu-Naksha, as the namesuggests takes care of the spatialcomponent of Land Records. Bhu-Abhilek & Bhu-Naksha have beenintegrated and each khasra has beenmapped with its Naksha and reports aremade available on public portal. Inevery Tehsil, Computer Centres havebeen established so that the citizens candirectly get the copy of Khasra, without

Information and CommunicationTechnologies (ICT) have revolutionizedthe government process andtransformed relationships with citizen.The potential of ICT also inspires visionsof a more open Government withgreater public participation.

Efforts made by NIC Jabalpur inadopting use of ICT in DistrictAdministration, & spreading ICT cultureare praiseworthy. I appreciate theofficials of NIC, Jabalpur for theirsincerity and contribution in making ICTusable for District Administration tomove towards Good Governance.

going through mediators. A Data Centrehas been also setup in the Collectorate tostore the data of all the tehsils. This isvery useful for citizens who come forland registration. On an average, over6400 certified copies of Khasra’s aredistributed per month in the district.

e-District : It provides 52 services of26 government departments to thecitizens in a time bound manner. 11 LokSewa Kendras have been established inthe district from where citizen can applyfor the services.

e-Court: The e-Court project hasbeen implemented in the district with anaim to enhance judiciary productivityboth qualitatively as well asquantitatively and to make the justicedelivery system affordable, accessible,transparent and accountable, with aview to reach the door steps up to villagelevel by bringing all judicial servicesunder one roof. Under the project threecourts have been included i.e. District &Session Court Jabalpur, Sub Court Patanand Sub Court Sihora. Necessary ICTinfrastructures like LAN and JudicialService Centre have been established.The Case Information System has beenimplemented which facilitates e-Filing ofcases, case registration, dailyproceedings, generation of cause list,statistical, query based reports, etc.

OIC’s Appointment System forCourt Cases: This application softwarehelps in maintaining proper record of allthe pending cases filed against theDistrict Administration. It keeps track ofOIC appointment and filing status ofreturns. The officers can get the status ofa case at any moment.

Prisoner Management System: ThePrisoner Management System in the

district jail is implemented with the aimto support the jail administration inmonitoring and planning. This systemalso keeps complete record of prisoner’sfamily details, health, educationalbackground, biometric features, courtcase details etc.

Marriage Registration & CourtMarriage Application (e-MaRCMA):In order to legally approve the marriagesand avoid frauds, NIC Jabalpur hasimplemented ‘Computerized MarriageRegistration System’ in 2012. In order toget the registration form the applicantsfirst need to submit their details andaffidavits. After submitting thedocuments, computerized photographsare being taken at the court premises.The cameras are integrated with theapplication. The system has bought theregistration on fast track mode.

BPL Ration Card in one day: NIC,Jabalpur coordinated the development ofan application to enable the issue of BPLration card on the same day. Earlier itused to take more than one month toissue the ration card, as an applicant hadto first apply for the BPL number andafter getting the BPL Number, theapplicant could apply for the ration card.Now with the new system the wholeprocess of issuing Ration Card has beensimplified and shortened. Presently thisapplication has been implemented forurban area; soon it will be extended torural area also.

National Animal DiseasesReporting System: The NADRSsystem has been successfullyimplemented in the district. Trainingprograms on the system have beenconducted for veterinary doctors postedin the district.

has collection of important up-to-dateinformation about the district like,statistical profile, Who’s Who, tourism,hospitals, e-Governance initiativesundertaken by the district administrationetc.

In addition to these, many otherapplications such as Arms LicenseMonitoring System, Time LimitMonitoring System, Paybill &Accounts Software, Revenue CourtCases Software etc have beendeveloped by NIC, Jabalpur andseveral new web based initiatives like-e-Scholarship, e-Khanij, e-Uparjan,Sparsh Abhiyan, Samagra SamajikSurksha Abhiyan and PublicDistribution System etc have beenimplemented after proper training tousers. National level projects likeAgmarknet, ICDS, Socio EconomicCaste Census, e-Procurement are alsosuccessfully implemented in the district.

AWARDSDistrict Jabalpur has won the 'Award

of Appreciation' under district categoryand 'Award of Sustenance' for'Samadhan ek Diwas’ in CSI Nihilent e-Governance Award 2011-12. Theseawards are recognition of seamlessefforts of NIC, District Jabalpur inspreading out e-Governance in thedistrict.
