Incident Objectives1. PUBLIC HEALTH SURVEILLANCE: Current Surveillance (identify cases) of COVID - 19, to

include the development of tracking tools and dashboards of Virginia.

2. CONTAINMENT: Identifying cases early and isolating them; conduct contact tracing and

quarantine them.

3. COMMUNITY MITIGATION: Implement social distancing strategies to prevent spread.

4. COORDINATE HEALTHCARE SERVICES.

5. COMMUNICATIONS: Communicate to the public, business community, and state employees in

a transparent and consistent means across state government.

6. PLANNING: Review, assess, and develop contingency plans for

a) Medical Supplies and PPE

b) Medical Surge

c) Telework

d) Trigger points for (A) public health emergency requiring quarantine or isolation; (B) state

emergency declaration; and (C) limitations on mass gatherings, schools, and/or

transportation.

e) COOP & COG

7. TRAINING, EDUCATION and EXERCISE: Identify and provide training, education and exercise

materials to state employees and response partners.

8. POLICY GUIDANCE: Provide consistent policy guidance across state government.

9. COSTS: Track financial costs for COVID – 19

10. WORKFORCE HEALTH and SAFETY: establish appropriate measures for the safety and

wellness of state workforce.

ESF-8 Public Health & Medical Updates

• Governor Northam has issued Executive Order Sixty-One and Order of Public Health

Emergency Three and presented a detailed framework for the first phase of the “Forward

Virginia” plan to safely and gradually ease public health restrictions while containing the

spread of COVID-19.

• The new executive order modifies public health guidance in Executive Order Fifty-Three

and Executive Order Fifty-Five and establishes guidelines for Phase One.

• The Phase One guidelines will be implemented when the data meets the public health

criteria outlined by the Commonwealth, and no sooner than Friday, May 15.

• Phase One guidelines for specific sectors are available here or at

https://www.virginia.gov/coronavirus/forwardvirginia/. The graphs and slides from the

Governor’s presentation are available here.

Current level of community transmission in Virginia: Widespread

Number of known COVID-19 testing sites in Virginia as of 5/10/20: 180

Number of Medical Reserve Corps (MRC) volunteers deployed on 5/10/20: 124

• The workgroup continues to focus on various strategies regarding medical

surge, EMS needs, pharmacy services/drug shortages, provider wellness, and

opportunities to expand telehealth.

• Public Health Surveillance & Guidance

• Point prevalence survey planning and coordination is ongoing.

• VDH is now providing case and testing data at the ZIP code level via the

COVID-19 Data Insights dashboard. Information about interpreting case and

testing data by ZIP code is also available on the website.

• Community Mitigation

• Guidance is being developed for various business and community sectors for

Phase 1 of the Forward Virginia plan.

• Testing Capacity & Coordination

• The state public health lab, DCLS, is now able to perform 600 COVID-19 tests

per day, with a rapid turnaround time, and is currently meeting all public health

testing requests. There are over a dozen hospital systems throughout the state

that can now perform in-house COVID-19 testing and they, too, have increased

their daily capacities, with some providing testing support to other hospitals

without such capabilities. Additionally, UVA and VCU hospital labs have also

offered some of their additional testing capacities to augment public health

testing efforts, bringing a total of 1,350 tests per day that can be performed for

public health related testing.

• Provider Outreach & Detailing

• The Medical Reserve Corps (MRC) continues to recruit and deploy medical and

non-medical volunteers to bolster the work of local health departments,

hospitals, and healthcare providers.

• As of May 9, there are 17,364 approved MRC volunteers with an additional 938

new applications being processed.

used in application process for FEMA Public Assistance.

• PPE for the Health Equity Working Group community has been

delivered to the City of Harrisonburg.

• Regional Staff reached out to local Ems and IHEs to provide

details on new PPE request process.

• Working coordinate the use of the Battelle System.

• Coordinating multi-jurisdictional Fit-Testing for LTC facilities in

the Shenandoah Valley.
