Urgent! We need more quality child care for shift workers.
Every week parents working shifts call the CCRR. They are surprised to
learn that their child care options are limited. Why this is a big issue is not
easily explained since our society couldn’t function without shift workers. How would
non-shift workers manage without parents working shifts in grocery stores, home im-
provement stores, department stores, health care, pulp & paper mills, local factories,
the armed forces, child care centres, restaurants, out of province jobs, libraries, school
districts, group homes, the self-employment sector?
Here are some suggestions on how these families can get the care they need.
Group centres operating on weekends.
More group centres extending operating hours beyond 7:30am-5:30pm.
Home-based programs extending week day & weekend operating hours.
Providers scheduling 2 part-time families to share a fulltime space.
Making additional subsidy funding available for parents working shifts who are
paying full time rates for part-time care.

In 2013, the provincial government released the BC Early Years Strategy,
which focuses on a “one government” approach to coordinate cross-ministry part-
nerships in conjunction with communities. A key component of the Strategy is the
development of a network of BC Early Years Centres across the province.
There are currently 26 provincially branded Early Years Centres located across BC,
which represent a range of innovative approaches that offer one-stop, convenient
access to information, services and referrals for families
with young children. Building on what is currently pre-
sent in communities, BC Early Years Centres are about
communities working together to ensure that families
have access to early years services that foster the
health, well-being and development of children.
The role of a BC Early Years Centre is:
To be a welcoming and supportive physical or virtual place.
To welcome diversity.
To offer a range of services and programs encompassing health, education
and early childhood development.
To provide information and referrals about early years services, including child care.

Monique Gray Smith is founder of Little Drum Con-
sulting in Victoria, and First Prize winner of the 2014 Burt Award for
First Nations, Métis and Inuit Literature for her novel Tilly A Story of
Hope and Resilience. #000563
In this work of fiction that the author says is loosely based on her life,
Ms. Gray Smith tells the story of a young First Nations girl growing up
in the interior of BC in the ‘70’s. Tilly the narrator of the story, and her
sister are lovingly cared for by her parents, aunties, uncles and her
dear Grandmother. Tilly’s path to adulthood is marked by loss and
struggles but ultimately she learns how to build on her strengths and
accept her gifts.
Ms. Gray Smith has an extensive background in supporting children &
family wellness in BC. She is also well known as a keynote speaker
and as a facilitator for a variety of learning and participatory sessions
