1 Introduction

PPD Planning Consultants has been engaged to prepare this Crime Prevention Through Environmental Design (CPTED) Report to accompany a development application for a centre-based child care centre at Lot 1122, DP 1177704, John Hines Avenue, Minchinbury.

This report has been prepared having due regard to CPTED Fact Sheet dated November 2020 and CPTED Checklist dated November 2020.

In preparing the report, PPD Planning Consultants has relied upon the adequacy and accuracy of the assessments and advice contained in the reports, plans, diagrams, tables and so forth prepared by consultants engaged to provide necessary specialist advice in their respective fields of expertise.

This statement should be read in conjunction with the various professional reports and plans submitted with the Development Application (DA).

2 Site Analysis

2.1 Site Description and Location The site description and location is summarised in Table 1.

Site Area The subject site forms an irregular shape with a combined area of 1,267.4m2 as demonstrated in the Survey Plans accompanying this application.

Brief Site Description

Very predominant site on the corner of Great Western Highway and Carlisle Avenue. The site is vacant and has been the subject of a number of development approvals, particularly in relation to subdivision.

The site has approximate 150m frontage to Great Western Highway and approximate 180m frontage to Carlisle Avenue. Both roads are identified as Classified roads. The site has a very minor frontage to John Hines Avenue.

Urban Context The site is located in the northwestern corner of the established Minchinbury Industrial/Commercial estate. The local area is characterised by:

• Bunnings Warehouse, OfficeWorks, KFC, Hungry Jacks located on Great Western Highway to the west;

• Car City, located on the opposite side of Carlisle Avenue, one of the biggest used car yards in the southern hemisphere; and

• Residential development along the northern boundary of Great Western Highway.

Topography Subject site has a slight fall of around 1.2% from the corner of Great Western Highway and Carlisle Avenue to John Hines Avenue.

Services All relevant utility services including water, sewer, electricity, gas and telephone are available and connected to the subject property.

Figure 1 shows an aerial view of the subject site (outlined in red) located on the corner of Great Western Highway and Carlisle Avenue and in the context of surrounding development. Figures 2 & 3 show street views of the site from corner of Great Western Highway and Carlisle Avenue and from John Hines Avenue respectively.

3 Relevant Development Approvals

DA18-02327

On 17 December 2019 deferred commencement approval for DA18-02327 was granted for development at Lot 1122 DP 1177704, John Hines Avenue, Minchinbury described as follows:

“Civil works and construction of a bulky goods premises comprising 18 tenancies including 14 bulky goods premises, 1 food and drink premises, 1 high technology industry premises, 1 gymnasium, 1 indoor recreation facility and signage including 1 x 10m high pylon sign along the Great Western Highway, associated car parking and landscaping”.

By letter dated 18 December 2019, Blacktown City Council advised Minchinbury Property No2 Pty Ltd the deferred commencement conditions were satisfied and the notice of determination is now operational. On-site construction works have now commenced.

As part of the approved development, a CPTED statement for the overall site was provided as part of the Statement of Environmental Effects.

MOD-20-00374

On 26 November 2020 approval was granted for a modification to DA 18-02327 to read as follows:

“Civil works and construction of a bulky goods premises comprising 26 tenancies including 10 bulky goods premises, 7 food and drink premises, 1 high technology industry premises, 1 gymnasium, 1 indoor recreation facility, 6 neighbourhood shops and signage including 1 x 10m high pylon sign along the Great Western Highway, associated car parking and landscaping”.

Tenancy 26 has current approval for “high technology industry” use.

4 Proposed Development

4.1 Proposal Approval is being sought for fit-out and use of Tenancy 26 as a “centre-based child care facility for 92 children with associated outdoor play area ”.

Tenancy 26 is located on the first level of Building B within the approved business centre at 11 John Hines Avenue, Minchinbury. The tenancy comprises a gross floor area of 578.81m2 with associated roof terrace. Access to tenancy is via stairs and elevator from a ground floor lobby. Fire stairs are located off the roof terrace.

A copy of the key architectural plans is provided in Figures 2, 3 & 4.

4.2 Overview The proposed centre makes accommodation for children ages 0 to 5 with indoor play areas being restricted to a maximum of 20 children. The centre comprises:

• 5 x indoor play areas each with direct access to store areas and toilet facilities

• 1 x outdoor landscaped play area

• 2 x cot rooms

• Staff room

• Laundry

• Staff toilets

• Kitchen

• Disabled WC

• Parent interview room

Table 2 provides a summary of the key numerical development aspects of the proposed development:

5 CPTED Assessment

Section 4.15(1) of the Environmental Planning & Assessment (EP&A) Act 1979 details the following matters of relevance that a consent authority is to take into consideration in determining a development application:

(a) the provisions of:

(i) any environmental planning instrument, and

(ii) any proposed instrument that is or has been the subject of public consultation under this Act and that has been notified to the consent authority (unless the Director-General has notified the consent authority that the making of the proposed instrument has been deferred indefinitely or has not been approved), and

(iii) any development control plan, and

(iiia) any planning agreement that has been entered into under section 93F, or any draft planning agreement a developer has offered to enter into under s 93F, and

(iv) the regulations (to the extent that they prescribe matters for the purposes of this paragraph),

that apply to the land to which the development application relates,

(b) the likely impacts of that development, including environmental impacts on both the natural and built environments, and social and economic impacts in the locality,

(c) the suitability of the site for the development,

(d) any submissions made in accordance with this Act or the regulations,

(e) the public interest.

Matters relating to CPTED potentially have social impacts that must be considered pursuant to s4.15(1)(b) of the EP& A Act.

The design of approved buildings and places in the proposed development has had consideration to achieving the following principles of CPTED:

§ Enhance and improve community safety within the local community;

§ Create a physical environment that encourages a feeling of safety; and,

§ Prevent the opportunity for criminal activity.

This report addresses the following relevant elements of the CPTED.

5.1 Surveillance § Lighting will be provided externally by building management that

effectively illuminates potentially dark public places and car parking areas; and

§ CCTV will be installed in ground level entry location and on first floor level

5.2 Access Control Confined ground level entry and use of elevator will restrict movement of people into and out of the child care centre. People movement will be monitored by CCTV and access will be controlled via intercom.

Effective access control is created by having:

• Clear entry points and paths of travel/access; and

• Restricted number of access points.

Car parking spaces will be allocated in front of the centre’s entry for drop off and pick up times only.

Way finding signage will be provided inside the ground level entry foyer to direct visitors, service and emergency personnel.

5.3 Territorial Reinforcement A Site Manager and security personnel will be provided by building management to ensure the business centre is adequately managed and protected.

Being the only tenancy located on the upper level of the building, the child-care centre has clear and distinct lines of ownership and possession.

5.4 Space Management The child-care centre is well designed and will achieve the intended purpose of the centre. All spaces and activity in the centre will be strictly supervised and managed.

The management of the centre will ensure site cleanliness, rapid repair of any vandalism and graffiti, the replacement of burned out pedestrian and car park lighting and the removal or refurbishment of decayed physical elements. This will reduce the likelihood of any offences or illegal activity occurring on site.

6 Conclusion

Given the location of the child-care centre on the upper level of a recently approved development, the anticipated risk of crime related activity in or around this proposal is considered to be low.

Based on our assessment, we consider the proposed development.

§ Will have adequate surveillance;

§ Has adequate access control;

§ Has clear and distinct territorial reinforcement; and

§ Will be adequately managed to ensure spaces and activities are well supervised and controlled.

In conclusion, it is considered the development application for the use and fit out of Tenancy 26 for a centre-based child care facility conforms to the principles outlined in Crime Prevention Through Environmental Design.
