II. BACKGROUND CRDF Global is accepting proposals from joint U.S. and Mongolia based investigators working in the field of viral hepatitis and liver cancer research for the Viral Hepatitis and Liver Cancer Research: U.S.-Mongolia Pilot Collaborative Award Program, 2016. Funding for this research award initiative is provided by CRDF Global [utilizing funds provided by the U.S. National Institutes of Health’s (NIH) National Institute of Allergy and Infectious Diseases (NIAID) and National Cancer Institute (NCI)]. This program announcement follows a scientific workshop on viral hepatitis and liver cancer held in Ulaanbaatar from September 14-16, 2015, organized jointly by NIAID, NCI, and the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), of the NIH, the Mongolian Ministry of Health and Sports and other Mongolian organizations including the Onom Foundation, the U.S. Centers for Disease Control and Prevention, the World Health Organization Western Pacific Region and Country Offices, and other governmental and non-governmental entities. NIAID conducts and supports basic and applied research to better understand, treat, and ultimately prevent infectious, immunologic, and allergic diseases. For more than 60 years, NIAID research has led to new therapies, vaccines, diagnostic tests, and other technologies that have improved the health of millions of people in the United States and around the world. NCI coordinates the U.S. National Cancer Program, which conducts and supports research, training, health information dissemination, and other programs with respect to the cause, diagnosis, prevention, and treatment of cancer, rehabilitation from cancer, and the continuing care of cancer patients and the families of cancer patients. Within the NCI, the Center for Global Health (CGH) has the remit to help reduce the global burden of cancer. low- and middle-income countries (LMICs). CRDF Global’s Research Partnerships (RP) competitions enable cross-border collaboration and the strengthening of international research through the implementation of peer-reviewed research grant competitions. III. SCOPE The primary goals and objectives of the initiative are to: Provide start-up or supplemental funding for collaborative research involving both Mongolian and U.S.

research investigators and their research partners.

Facilitate the early development or expansion of collaborative research programs and the collection of key preliminary data that could be used to prepare longer-term grant proposals.

Awards, each up to $50,000 USD will be made in support of one-year projects, with the possibility of up to a one year no-cost extension if justified. Collaborative research teams consisting of investigators from the U.S. and Mongolia are eligible to apply. Each U.S. team and Mongolian team is to be represented by one Principal Investigator (PI) and one Principal Institution. Total award amount is to be divided among the investigators/institutions involved in the collaborative teams. At least 80% of funds awarded to each project must be used for project-related expenses of the Mongolia

team expenses.

No more than 20% of funds awarded may be used for the U.S. team expenses.1

As part of the award, CRDF Global strongly encourages participants of the Mongolia team to visit the U.S. teams’ laboratory, and participants of the U.S. teams’ are encouraged to visit the Mongolian laboratory/research site.

CRDF Global will address all program-related inquiries and serve as the point of contact for the RFP and communicate all results to applicants. CRDF Global will also receive full proposals from applicants and will coordinate a technical peer review of proposals. Following these reviews, the program sponsors will determine meritorious proposals to receive awards administered through CRDF Global. Duration and start date of the project: Upon announcement of award selection, finalists may not begin any project activities or incur any

project expenses associated with the CRDF Global portion of the award until an agreement has been signed by CRDF Global. This process can take 60-90 days from the time of award announcement and should be taken into consideration when preparing the proposal timeline.

The start date of the project shall be the date an award agreement enters into force (is signed with CRDF

Global).

IV. PURPOSE The prevalence and incidence of hepatitis B, hepatitis D and hepatitis C in Mongolia are among the highest reported in the world. The incidence and mortality of primary liver cancer have also reached epidemic proportions. Other known major etiological factors such as dietary factors, environmental exposure and alcohol consumptions, which also likely to contribute to liver cancer, have not been adequately studied in this country. Several vital research questions were identified and discussed at the workshop and deemed to be of highest priority for research related to the Mongolian population. Specifically, this call for proposals invites Mongolian and U.S. investigators to jointly apply for funding for collaborative research projects within these priority areas including but not limited to: 1. Determination of current transmission routes and rates of HBV and HCV, especially in children;

identification of high risk populations, geographical areas, professions, and social habits.

2. Investigation of transmission routes and rates of HDV, including potential sexual transmission, and perinatal transmission.

3. Development of protocols and prospective cohorts for future clinical and epidemiological studies to prevent perinatal transmission of HBV by vaccinating uninfected, previously unvaccinated, women of child bearing age, and by treating infected pregnant women with antivirals.

4. Characterization of progression of liver disease in HBV-HDV coinfection, to correlate specific host immune responses with chronic liver disease, spontaneous clearance, and treatment induced clearance.

5. Assessment and standardization of diagnostic reagents and assays for widespread adoption in Mongolia. These include HDV ELISA testing kits, rapid serological kits for HBV and HCV, and nucleic acid identification by PCR.

6. Design and application of innovative Information Technology solutions to facilitate screening for hepatitis viruses, linkage-to-care, treatment outcome, tracking of disease progression, and correlation with surrogate markers.

7. Develop and pilot test research protocols to establish a prospective cohort to define the natural history of hepatocellular carcinoma (HCC), assess outcomes from interventions such as anti-viral therapy, and initiate strategies for effective HCC prevention, early detection, and treatment interventions.

8. Develop and pilot test research protocols to evaluate the role of viral hepatitis infection, non-infectious factors (alcohol, tobacco, non-alcoholic fatty liver disease, body composition, diet and nutrition, genetic susceptibility), and the interaction of these risk factors in the development of HCC.

9. Assess the most efficient methods to identify persons at high risk for HCC, including persons with chronic viral hepatitis and/or risk factors.

10. Identify and assess potential study populations and establishment of biorepositories for validation studies of biomarkers for early diagnosis of HCC, genetic heterogeneity, treatment response, and prognostic markers.

11. Develop and demonstrate the feasibility of building a multi-center viral hepatitis and liver cancer consortium in Mongolia, with designated clinical and research personnel, training for personnel, plans to build biorepository, bioinformatics, and other infrastructure to coordinate and conduct clinical and epidemiologic research studies.

12. Understand and identify unique tumor biology related to different etiological factors and associated cancer drivers, develop molecularly-based diagnostic tools assisting tumor staging and patient stratification, and build treatment modalities suitable for Mongolian populations.

While clinical trials will not be supported through this call, clinical and population-science research and training proposals are strongly encouraged and applications that include the planning and establishment of the infrastructure for clinical trials and longitudinal cohort studies are welcome. Such applications should include descriptions of the aims of the planned trial or cohort, source population, strategies for the recruitment of human subjects, management of ethical review and monitoring, statistical considerations, plans for research staff training and strengthening research infrastructure, and potential sources for supporting the trial (for example, item 3 above). V. ELIGIBILITY All proposals must meet each of the following eligibility criteria: 1. A collaboration of a U.S. research team and a Mongolian research team is a requirement of this solicitation.

Each proposal submitted must have one Mongolian Principal Investigator (PI) employed at a Mongolian institution and one U.S. PI employed at a U.S. institution, who share overall responsibility for the project and coordinate all team participants and institutions. The proposal should clearly define the roles and responsibilities of both the U.S. and Mongolian PIs and Principal Institutions and how these will benefit the research and ensure its success.

2. Each PI must: a) Possess the degree of Ph.D., M.D., or the equivalent research experience b) Have at least three (3) scientific publications in peer-reviewed scientific literature (or show an equivalent

measure of scientific capacity)

3. All projects must focus on basic, clinical or translational research targeting one or more of the following fields of the hepatitis and liver cancer research priority areas listed in Section IV Purpose.

4. Each proposal is evaluated independently and therefore should not be part of, nor depend on the success of other proposals submitted to this program.

5. PIs who have a previous or current CRDF Global award are eligible to apply to this program, but must be up to date on the submission of all progress reports, including final project reports.

6. The U.S. PI and team participants 1) must be legally employed by a U.S. institute and 2) must reside in the U.S. for the majority of the project. Graduate students on the U.S. team may be foreign nationals, but they must be enrolled full-time in an accredited degree program at the U.S. institution. Scientists employed by the US federal government may apply with Mongolian collaborators for this program, however the U.S. PI and affiliated federal agency are not permitted to receive funding under this Award Program. Instead all award funds are to support the Mongolian Team or collaborating non-federal U.S. institutions and investigators. See Section VIII.B Allowable Costs for more information.

7. The Mongolia PI and team participants must reside at least part-time and/or be conducting research in Mongolia with particular relevance to the Mongolian population.

CRDF Global reserves the right to restrict the participation of any individual or institution in its programs. CRDF Global complies with all U.S. laws and regulations pertaining to export control and the participation of foreign nationals or institutions in its activities. It is the policy of CRDF Global not to conduct any transactions with U.S. restricted entities without appropriate authorization from the U.S. Government.

VI. REVIEW OF PROPOSALS All proposals and information contained therein will remain confidential prior to the award and will be screened for eligibility and completeness upon receipt by CRDF Global. Eligible proposals will undergo scientific merit review by subject matter experts appointed by CRDF Global. The panel will use the evaluation criteria described below to determine merit based funding recommendations. CRDF Global will share these recommendations with NIAID and NCI, who will jointly agree with CRDF Global on selection of finalists. CRDF Global will notify PIs of award results via e-mail. All awards are subject to the availability of funding from program sponsors. All decisions by CRDF Global are final. Evaluation Criteria CRDF Global panels and external reviewers will use the following criteria in the evaluation of proposals for this program. 1. Research Plan: How well the individual elements of the project plan fit with the overall project goals. 2. Technical Merit: The technical soundness of the proposed work, the project’s management plan, and

adequacy of the resources available, both technical and financial. 3. Research Impact: The probability that the project will result in new knowledge in one or more research fields,

or have a positive impact on health of the population in Mongolia or/and all over the world. 4. Personnel Capacity and Collaborative Benefits: The expertise of the investigators and other participants,

including the strengths and weaknesses of each partner, as well as the balance of the collaboration and distribution of partnership benefits.

5. Benefit to Education and Infrastructure: Appraisal of the project’s provision of opportunities for personnel

(participation and training of early-career scientists, university researchers, and female scientists is strongly encouraged), capacity building, the sharing of equipment and resources among all institutions involved, and the project’s long-term positive impact on social, economic, and/or environmental issues in the countries involved.

VII. PROPOSAL PREPARATION AND SUBMISSION Only proposals submitted according to the instructions and which follow the formatting and include all of the required elements listed below will be considered responsive and reviewed. A. The Mongolian and U.S. PIs should jointly develop the proposal and obtain the concurrence of the Mongolian Institute Leadership and U.S. Institute Leadership. Once the proposal has been finalized, one PI should submit the proposal through the EPS website. Proposals should be submitted only one time.

At the conclusion of the electronic submission process, both the Mongolian and U.S. PIs will receive a confirmation message from CRDF Global. A copy of this message will also be sent to the Mongolian and U.S. institute leadership identified in the proposal. CRDF Global Policies and Applicant Resources Before Writing a Proposal applicants should review all documents on the Applicant Resources page. Anti-Plagiarism: CRDF Global will not provide funding to an application in which plagiarism exists. All applications for funding submitted to CRDF Global will be thoroughly screened for plagiarism against a large number of sources including published research papers, books, conference abstracts, and websites. When plagiarism is detected, the program within CRDF Global that is overseeing the funding opportunity will determine the specific action to be taken. Action taken may include, but is not limited to a) informing the applicant that plagiarism has been discovered; b) excluding the applicant from the funding opportunity; c) informing the applicant’s institution; d) informing reviewers; e) informing organizations collaborating with CRDF Global on the funding opportunity; f) barring the applicant from participation in future funding opportunities. Cover Sheet (Form A)

Project title and basic information about the project Information about the Mongolian and U.S. PIs Information about the Mongolian Institute Leadership and U.S. Institutional Leadership (individual who

would be responsible for negotiating contractual and financial terms in the case of an award).

This information must also be entered during the electronic proposal submission process. Note - CRDF Global requires that Form A be signed by both the Mongolian PI and Mongolian Institute Leadership. Please include a scanned copy of the signed Form A.

2. Project Abstract: In one concise paragraph, summarize all relevant aspects of the project, with special

attention to its goals and objectives, methods and anticipated results. (No more than 350 words).

3. Project Narrative: Five (5) pages maximum, including any graphs, diagrams, and photos. PIs are cautioned that the Project Narrative must be self-contained, and that URLs providing information related to the proposal should not be used. CRDF Global expects strict adherence to the rules of proper scholarship and attribution. The responsibility for proper scholarship and attribution rests with the authors of a proposal; all parts of the proposal should be prepared with equal care for this concern. All contributing authors, including any PIs and team participants, should be named and acknowledged at the bottom of the Project Narrative section. EXAMPLE: Contributing Authors: NAME (Mongolian PI), NAME (U.S. team-researcher) The following should be described in the Project Narrative: Primary aims/objectives of the project stated as testable hypotheses.

Background and preliminary data related to the study question; including how the project compares to current research conducted in the topic area.

Research methods

How the individual and combined competencies of the Mongolian team and U.S. team will enable the project to be carried out, and what relevant prior work has been carried out by participants of the team.

The anticipated results of the project and how they address the CRDF Global evaluation criteria listed in

Section VI;

Facilities, equipment, and other resources available at the U.S. and Mongolian institutes directly applicable to the project including those from secondary collaborators. This should address the adequacy of the resources available to perform the effort proposed. The description should be written narratively and not include any financial information;

Requested equipment to be utilized in the project, with special focus on justifying any equipment requested from CRDF Global.

How the Mongolian and U.S. PIs will coordinate project implementation and assess progress at regular intervals. Each project must involve significant and substantive cooperation between the Mongolian team and U.S. team. All proposed international travel to be funded under the project must be described in terms of its purpose and duration.

Patentable ideas, trade secrets, privileged or confidential commercial or financial information, disclosure of which may harm the proposer, should be included in the proposals only when such information is necessary to convey an understanding of the proposed project. Such information must be clearly marked in the proposal and appropriately labeled as: "The following is (proprietary or confidential) information that (name of proposing organization) requests not be released to persons outside of CRDF Global, except for purposes of review and evaluation."

4. References Cited: Reference information (for prior research, facts mentioned in the proposal) is required.

Each reference must include the names of all authors (in the same sequence in which they appear in the publication), the article and journal title, book title, volume number, page numbers, and year of publication. If the document is available electronically, the website address should be listed.

5. Mongolian and U.S. Personnel Data (Form B): A Form B must be completed for each additional participant on the Mongolian team and U.S. team, including researchers/engineers, technical/scientific support staff, students, administrative/clerical support staff (Mongolian team only), and secondary collaborators. Note: Form B is for additional team participants only; the Mongolian and U.S. PIs do not need to complete Form

9. Project Milestone Plan: A team milestone plan must be submitted, describing specific milestones to be accomplished by the Mongolian team and U.S team during project implementation. Please see APPENDIX C for a sample milestone plan. Please note the following when preparing the milestone plan: Milestones are discrete activities that allow the awardee to achieve the overall objectives described in the

project narrative. Milestones should reflect realistic accomplishments that can be verified by CRDF Global staff. Examples of such milestones include, but are not limited to: sample collection, data analysis, trainings, or travel for a specific task under the proposed project.

Milestones must be verifiable through submission of documentation or other deliverables (e.g. photos, purchase orders, training materials, reports, or other tangible proof that the activities occurred).

Each milestone should be clearly described and include a corresponding deliverable. The amount of funding requested (on a semi-annual basis) should be included in the milestone plan.

10. U.S. PI Partnership Statement: The U.S. PI must provide a signed statement on institutional letterhead

certifying her or his agreement to the collaboration. Use the example Partnership Statement in APPENDIX B and include a scanned copy in the proposal document.

11. Plagiarism Policy and Standards Agreement: CRDF Global will not provide funding to an application in which plagiarism exists. Plagiarism is defined as the incorporation of published writing or another person’s original writing into your document without clear formatting and accurate attribution of the source. Academic writing such as a funding proposal must be original work, written by the stated applicant(s). The CRDF Global plagiarism policy and standards document (APPENDIX D) must be signed by each U.S. and Mongolian PI. Please include a scanned copy of the signed Agreement in the proposal document.

Human/Animal Subjects Research: CRDF Global is committed to ensuring that projects involving human or animal subjects are protected from research risks in conformance with CRDF Global policies. All projects recommended for award that involve human or animal subjects will undergo review by the CRDF Global Bioethics Review Committee (BRC) prior to award request. Following are instructions for the documentation required at this proposal stage. Human Subjects. Activities that involve obtaining information about living individuals by an intervention

or interaction with said individuals are considered involving human subjects. Activities classified as human subjects range from the undertaking of clinical trials to biological specimen collection to conducting verbal or written surveys of study participants.

Each Principal Institution (e.g. each institute in a joint collaboration) represented on a proposal involving human subjects must include a CRDF Global Protocol Summary Form (PSF): Human Subjects (Short Form) and should be uploaded separately from the proposal during electronic submission. Prior to award initiation by CRDF Global, all projects involving human subjects must either: 1. Have approval from each individual team’s PI’s Institutional Review Board (IRB) or equivalent

ethics committee; OR 2. Must affirm the IRB or an appropriate knowledgeable authority previously designated by the

Principal Institution (not the PI) has declared the research exempt from IRB review; AND 3. Have the IRB registered and a Federalwide Assurance (FWA) filed with the U.S. Department of

Health and Human Services (HHS), Office of Human Research Protections (OHRP) prior to the commencement of any research AND

4. Comply with each Principal Institutions’ country’s respective regulations and guidelines regarding human subject’s research.

*If no IRB approval or waiver is provided, CRDF Global may decline to support the project.

Animals Subjects or Animal Biomaterials. Projects involving animal subjects are those that include

handling and/or care of live, vertebrate animals for research, testing, experimentation or educational purposes. Each Principal Institution (e.g. each institute in a joint collaboration) represented on a proposal involving animal subjects must include a CRDF Global Protocol Summary Form (PSF): Animal Subjects and should be uploaded separately from the proposal during electronic submission. The Form is available for download at: http://www.crdfglobal.org/grants-and-grantees/forms-templates/lists/pre-award-forms/animal-subjects-protocal-summary-form-%28aug-2014%29. The PSF collects details specific to the proposed animal usage: type of animal(s), necessity and role in proposed research, and other relevant details (how obtained, housed, post-study, etc.). Institutions that conduct animal subjects research are required to maintain an Institutional Animal Care and Use Committee (IACUC), or equivalent, in order to assess the institution’s animal program, facilities and procedures.

Supporting documentation listed within the CRDF Global PSF and approvals, such as IRB/ IACUCs (or equivalent approvals) and Assurances, are not required at the time of proposal submission. Upon finalist award selection, CRDF Global will provide each finalist with guidance on the specific supporting documentation required. At the proposal stage only the PSFs are required.

Cost-sharing and Participation of For-Profit Companies (as applicable): CRDF Global requires cost-sharing from for-profit companies applying to the program. For-profit companies must provide specific details about their cost-share through a letter of commitment written on organizational letterhead and signed by an authorized representative of the company. This should be uploaded during the electronic submission of the proposal. Please see Cost-Sharing and Participation of For-Profit Companies for additional information.

VIII. ALLOWABLE COSTS The maximum total award is up to $50,000 USD disbursed over one year. If justified near the end of the project year, up to a one year no cost extension may be permitted. At least 80% of the total award funds requested must be allocated to the Mongolian team budget, and no more than 20% allocated to the U.S. team budget. In the case of an award, a project budget may be subject to revision by CRDF Global staff. Award funds will be administered directly to the individuals and institutions involved by CRDF Global. Each the U.S. and Mongolian Principal Institution will execute separate award agreements with CRDF Global. No taxes may be included in any budget proposal submitted to CRDF Global and no award will include additional funding to pay taxes. A. Mongolian Team Expenses At least 80% of the total award funds requested must be allocated to the Mongolian team budget. Award funds are dispensed on a cost-reimbursable mechanism for actual expenses incurred. No advanced funding will be provided costs described below. CRDF Global will work with individual grant recipients/institutions for any financial resource issues that may arise from the cost-reimbursable policy. Applying Mongolian for-profit companies may request the full amount of funding, but must additionally provide a cash, material or in-kind contribution equal to 5-10% of the total Mongolian team’s expenses. CRDF Global will accept in-kind contributions such as equipment usage costs, personnel salary compensation, travel support, institutional or overhead support, and other allowable expenses. Refer to Cost-Sharing and Participation of For-Profit Companies for additional information on cost-sharing requirements for for-profit companies. The following costs are permitted under CRDF Global guidelines for this program: 1. Individual Financial Support/Labor Costs (IFS): “IFS” is defined as payments made to individual team

participants for work performed on the project (i.e., labor costs). CRDF Global will reimburse participants for labor costs associated with work on the project as permitted by the participants’ institutions and based on their current salaries. Labor expenses will be reimbursed for actual hours worked on the project as documented to CRDF Global through participant timesheets. Labor rates must be justifiable and align with country appropriate wages. Please review the respective institute’s salary support policies for external grants. Include all benefits and fringe costs within the labor rate. They may not exceed the applicant institute’s rates and must be documented in the proposal’s budget narrative. Student stipends are permissible and may include fringe benefits or tuition remission. For planned students not yet identified, clearly indicate their participation and request for support in the Budget Narrative. Applicants should indicate such graduate students on Form B and Form C.1 as “Planned Student.”

2. Equipment, Supplies and Services (ESS): This includes support for research equipment, including computers and telecommunications devices and/or services, subscriptions to scientific journals, reagents, and other supplies/materials to be used in the research. In general, materials and supplies are defined as tangible personal property, other than equipment, costing less than $1,000 USD, or other lower threshold consistent with the policy established by the proposing institute. Any item of requested equipment valued at more than $1,000 USD must be specifically described and justified in the Budget Narrative. Budget items should be listed individually – items listed generally as “supplies” or “services” will NOT be accepted. Each line item should be calculated based on actual costs. Funds may also be requested for the costs of documenting, preparing, publishing or otherwise making available to others the findings and products of the work conducted under the award.

3. Travel: Transportation and per diem support for travel of Mongolian team participants in connection with the

project should be requested and described in the Budget Narrative. Travel funds may be used to travel to the collaborating institutions as well as for domestic travel, if applicable. The following cost guidelines should be used in preparing the travel portion of the budget: a) International Transportation. CRDF Global-supported travelers must purchase the lowest-cost applicable

round-trip airfare from their home country. Travelers must comply with the provisions of the Fly America Act. For more information, please refer to Fly America Guidelines.

b) Travel Allowances. Applicants should refer to the following travel allowance guidelines when preparing their travel budget:

For travel in the U.S., visit: http://www.gsa.gov/portal/category/21287 . For non-U.S. travel, refer to https://aoprals.state.gov/content.asp?content_id=184&menu_id=78. These allowances cover lodging, meals, and incidental expenses. Health insurance is mandatory for all travel under CRDF Global awards and should be included in the budget in addition to the travel allowance. Visa fees are allowable expenses and may be included in the budget.

4. Secondary Collaborators. Secondary collaborators are institutions other than the Mongolian Principal

Institution that will participate in the proposed project and receive support under a CRDF Global award. Secondary collaborators may participate in the form of sub-contracted work and may include any allowable costs described in this program. All secondary collaborator personnel and facilities must be specifically listed and described in the proposal. A separate budget justification for each secondary collaborator must be included in the Budget Narrative.

5. Institutional Support (IS). Applicants/grantees may not request more than 10% of total project direct expenses. This amount, combined with the direct expenses, cannot exceed the funding total allowed to request

E.g.: Direct costs + Institutional Support = Total Maximum Requested.

Institutions with a Negotiated Indirect Cost Rates Agreement (NICRA) should include the NICRA as part of the budget submission if the institution requires this payment. Institutions without a NICRA must provide documentation for their indirect rate in the budget narrative. In the case of an award, additional information may be requested from CRDF Global during the proposal’s administrative review.

B. U.S. Team Expenses

No more than 20% of the total award funds requested may be allocated to the U.S. team budget. CRDF Global will support expenses for U.S. teams from universities and non-profits with the exception of large-scale equipment purchases. U.S. federal scientists may apply with Mongolian collaborators for this program, however they and their affiliated federal agency are not permitted to receive funding. Instead all award funds are to support the Mongolian Team and/or collaborating non-federal U.S. institutions and investigators. U.S. teams from for-profit companies may serve as the Principal Institutions, but are not permitted to request any U.S. team expenses from this program. Such companies are required to cover all U.S. team expenses and contribute 10% towards the Mongolian team’s expenses by committing cash, materials, or in-kind contributions. These expenses and their amounts should be described in the Budget (Form C.1) and in the Budget Narrative (Form C.2). Refer to Cost-Sharing and Participation of For-Profit Companies policy for additional information on cost-sharing requirements for U.S. for-profit companies.

CRDF Global will distribute support to the U.S. team as a fixed award amount (FAA). U.S. teams should refer to the instructions below for submitting all documentation necessary to execute FAAs:

1. Milestone Plan. The Project Milestone Plan (APPENDIX C) should identify and describe specific milestones

to be accomplished by the U.S. team during project implementation. CRDF Global staff and external peer reviewers will evaluate the plan to ensure that milestones are directly relevant to the overall research project; can be delivered in accordance with the timeline; and can be supported by appropriate documentation.

2. Budget. U.S. teams must also submit a line-item project budget using the Form C.1. If selected for an award, CRDF Global staff may request additional information or supporting documentation before finalizing an award agreement. U.S. project budgets should be calculated in accordance with the following guidelines:

Funding may be requested for the following expenses: (1) Salary, including fringe, tuition remission and graduate student stipends, listed as separate line items

in the budget. (2) Travel

Travelers must comply with the provisions of the Fly America Guidelines Per diem must be in accordance with USG rates.

(3) Indirect Costs Grantees may not request more than 10% of total direct costs as indirect costs. Institutions with a Negotiated Indirect Cost Rate Agreement (NICRA) should include the NICRA as

IX. CRDF GLOBAL EXPECTATIONS OF GRANTEES Awardees from this competition will be expected to: Publish research results directly related to the awarded project in a minimum of one (1) international peer-

reviewed publication before the submission of the project’s final report.

Submit to CRDF Global invoices and applicable financial back-up for all project expenses.

Submit semi-annual progress reports for each six-month period (or fraction thereof) for the duration of the award, all jointly prepared by the Mongolian team and U.S. team.

Submit one joint final project report, including a summary of major achievements and surveys from both the Mongolian team and U.S. team.

Individual Financial Support (IFS)

Describe the level of effort projected for the PI and other team participants – the time to be devoted by team participant to the project and their hourly rate, and a total number of person-hours. Indicate any fringe/benefit rates, which must be certifiable by the employing institute.

Equipment, Supplies and Services (ESS)

List all equipment, supplies and services with per unit costs. Justify in detail any requested equipment items with a value over $1,000 USD. Explain the necessity of the ESS to the project, and how these items will be used in the proposal.

Travel

Explain the need for travel – who will travel and how the travel will benefit the project’s aims. Provide calculations of travel costs for domestic and international travel. Break down by airfare, hotel, per diem, etc.

APPENDIX D Plagiarism Policy and Standards Agreement

CRDF Global will not provide funding to an application in which plagiarism exists. All applications for funding submitted to CRDF Global will be thoroughly screened for plagiarism against a large number of sources including published research papers, books, conference abstracts, and websites. When plagiarism is detected, the program within CRDF Global that is overseeing the funding opportunity will determine the specific action to be taken. Action taken may include, but is not limited to a) informing the applicant that plagiarism has been discovered; b) excluding the applicant from the funding opportunity; c) informing the applicant’s institution; d) informing reviewers; e) informing organizations collaborating with CRDF Global on the funding opportunity; f) barring the applicant from participation in future funding opportunities.

Standards

Definition: Plagiarism is the incorporation of published writing or another person’s original writing into your document without clear formatting and accurate attribution of the source. Academic writing such as a funding proposal must be original work, written by the stated applicant(s). Any text derived from another published source, or from an author not named in the proposal, must be formatted to clearly indicate that it is not original writing of the applicant(s), and the correct citation to the original source must be given. Proper formatting is either the use of quotation marks around all of the borrowed text or indentation of the borrowed text to clearly set it off from your own writing. Examples of plagiarism include, but are not limited to, the following cases. Using your own previously published text in the proposal without proper formatting and attribution. This is a common error. Even if you wrote the text, you cannot re-use text that you have published in any publicly available form, such as in a research paper, on a website, or in a conference abstract. Even your own previously published text must be formatted and a correct citation to the source must be given. Making minor alterations to previously published text and presenting it without proper formatting and citation. Simply changing some of the words within previously published text does not make it your original writing. To avoid plagiarism, the writing must be your original words, sentence structure, and organization. This is another common error. Presenting the original writing of another person, even if it hasn't been previously published, as the work of the applicant(s). If someone contributes writing to your proposal, that person must be one of the listed participants (principal investigator or named team participant) in the proposal. Even if another person agrees to write text for your proposal and agrees not to be named in the proposal, the use of that person’s writing as if it is your own is plagiarism. Copying a sentence or obviously unique phrases from another source without formatting and attribution. Stealing a little bit is still stealing. If the text is clearly recognizable as derived from a previously published source then it must be formatted with proper attribution. Giving the correct attribution (citation) at the end of copied text but not formatting the text to clearly indicate that it is taken from the cited source. In the sciences and engineering, it is not sufficient to simply give the citation—if the text is from another source it must be clearly formatted to show that.
