The City’s Development & Building Approvals permit counter is
now piloting an online appointment calendar allowing customers to book appointments online to receive front counter assistance at their convenience.
The pilot will last for three months and will o� er two appoint-ments an hour, totalling 13 scheduled appointment times daily.
“We are always looking for ways to better serve our customers at our front counter,” says Henry van Aken, manager of Customer Advisory Services in Development & Building Approvals. “This system will just give them an opportunity to book a time to be served, rather than waiting in a queue.”
Customers can book appointments online by visiting www.calgary.ca/eappointment using any smart phone or internet browser. Scheduling appointments to meet with a planner or have plans examined is not avail-able through this system or available online at this time.
Customers are still able to walk in for appointments at the front counter and will be assisted as they normally would.
The online appointment calendar, dubbed “eappointment” by the City, is one of the many online services Development & Building Approvals is placing online to increase customer convenience.
According to preliminary fi gures released by Canada Mortgage
and Housing Corporation (CMHC), housing starts in the Calgary Census Metropolitan Area (CMA) totalled 970 units in December 2011, up from 486 units in the previous year. With December’s gain, total housing starts in 2011 reached 9,292 units, a slight increase from 9,262 in 2010.
Single-detached starts reached 465 units in December, an increase of 40 per cent from the 333 units started a year earlier. “Despite year-over-year gains in the last fi ve months, total annual starts have moderated from 2010 levels,” said Richard Cho, CMHC’s senior market analyst for Calgary. Single-detached starts in 2011 amounted to 5,084 units, down 12 per cent from 2010.
Multi-family production, which consists of semi-detached units, rows, and apartments, increased from 153 units in December 2010 to 505 units in December 2011. “A major-ity of December’s construction can be attributed the apartment starts,” noted Cho. Foundations were poured for 383 apartment units in December, compared to 16 units in the previous year. For all of 2011, multi-family starts increased 21 per cent to 4,208 units from 3,480 in 2010.
Housing starts across Alberta’s seven largest centres totalled 1,865 units in December, representing a 47 per cent year-over-year increase. Both single-detached and multi-family starts rose from December 2010, increasing by 21 and 91 per cent, respectively. Stronger activity in Calgary, Edmonton, Wood Bu� alo, and Grande Prairie helped to o� set weaker performances in Lethbridge, Medicine Hat, and Red Deer.
The assessed values, which are used as the basis for determining property and business taxes, are pre-pared annually by The City of Calgary.
“Preparing assessments on an annual basis ensures property and business owners’ assessments main-tain currency with changing market conditions and experience more stability in year to year property and business tax levels,” explains Stuart Dalgleish, Calgary’s city assessor. “The market establishes the value of properties and businesses in Calgary; we simply measure that market value as of July 1 each year prior to the taxa-tion year.”
The 2012 Customer Review Period provides customers with the opportu-nity to review and ensure the accuracy of their 2012 Assessment and learn more about Calgary’s assessment process.
In conjunction with the 2012 Assessment Notice mailing on January 03, 2012, The City of Calgary’s Assessment business unit is launching its redesigned Assessment Search website at www.calgary.ca/assessmentsearch, which will o� er
new and expanded online services to customers.

Calgary Housing Starts Increase in December

“The demand recovery in the con-dominium market lagged the single-family market, as price adjustments in both the single-family and con-dominium markets resulted in more selection for consumers,” Stante said. “For the fi rst time in several years, consumers had additional selection of single-family homes at a lower price range, which directly competed with the condominium market.”
Single-family average price in 2011 reached $466,402, a one per cent increase over last year. While there have been some strong monthly increases, primarily due to sales in the upper end skewing the prices, overall prices have remained fairly stable. Meanwhile, the year-end median price
of $405,000 remains at levels similar to 2010.
Condominium prices have remained persistently low in 2011, while some of the monthly fi gures have been boosted by high-end penthouse sales. By the end of 2011, the average price of $287,172 remain-ed one per cent lower than the previ-ous year.
“Throughout 2011, elevated levels of inventories have limited price growth as consumers benefi tted from su£ cient supply of housing to choose from; however, as these inventories drop to levels more consistent with a balanced market, we can expect some moderate price growth moving forward,” Stante concluded.

Historic Resources across the city.“With the support of the Calgary
Heritage Strategy Council, we’ve been able to increase our inventory by 20 per cent over the past two years,” said Clint Robertson, heritage planner with Land Use Planning and Policy in the blog. “This past year’s work has been focused on identify-ing sites that were built between 1945 and 1975. We’ve been able to do work in many of the mid-Twentieth Century communities that have played a signifi cant role in Calgary’s development history but don’t always get recognized for the unique buildings that contribute to their
communities character.”Properties included in the
recently announced 66 new sites include Trend House built in 1953, the Olympic Saddledome built in 1983, the Davis Residence (Hop n-Brew Pub) built in 1905 and the Louise Hillhurst Bridge built in 1921.
Twenty-six boulevards were also added to the inventory with historic trees resulting from plantings span-ning from the 1910s to the 1940s.
“Calgary’s Municipal Development Plan (MDP), the long-term vision for how Calgary will grow over the next 60 years, sup-ports historic preservation as part of good city building and community identity,” the blog stated.

For a second consecutive month, Canadian home prices in October
were fl at from the previous month, according to the Teranet–National Bank National Composite House Price Index.
Prices retreated in seven of the 11 metropolitan markets surveyed, including Calgary, where prices were down 1.5 per cent in October. The decline was the second consecutive in the city, while year-over-year prices in the city were up by 1.7 per cent.
October prices were up from the previous month in Toronto (0.8%), Winnipeg (0.4%), Quebec City (0.3%) and Hamilton (0.1%). Prices were down 1.5 per cent in Victoria, 0.9 per cent in Halifax, 0.4 per cent in Ottawa-Gatineau, 0.3 per cent in Vancouver, 0.2 per cent in Edmonton and 0.1 per cent in Montreal. It was the fourth decline in a row for Halifax and the second in a row for Edmonton and Montreal.
In November, the ratio of season-ally adjusted new listings to sales
(published by CREA) showed market conditions generally balanced in the country as a whole, the excep-tions being tight markets in Toronto, Hamilton and Winnipeg and a buyer’s market in Victoria.

More Canadians than ever are pur-chasing second homes. No longer
just for the wealthy, second home own-ership has gone mainstream. For many Canadians, it’s the dream of a summer cottage, golf retreat or a winter chalet. For others, career or family demands fuel the desire for a second home for business stays or to shelter the uni-versity student studying in a distant community.
When Canada Mortgage and Housing Corporation (CMHC) intro-duced a Second Home Program – help-ing Canadians borrow up to 95 per cent of the home’s value – the purchase of a second home became easier than ever. And, the attraction of this real estate
investment is just as compelling with your second home as it is with your fi rst. Not only can it be a good fi nancial investment, but it’s an important emo-tional investment too.
Below are some questions to keep in mind when you fi nance a second home.
Can you a� ord it? This is the most important question you have to ask yourself. If you are planning to pur-chase a second home, you’ll want the best possible fi nancing for your new real estate investment. There’s no ques-tion that fi nancing is easier than ever. But a mortgage professional can help you fi gure out exactly how much sec-ond home you can comfortably a� ord. It’s a great time to begin that conversa-tion – and mortgage interest rates are still at all-time historical lows.
What are your fi nancing options? The CMHC Second Home Program has been a big breakthrough for
Canadian second-home buyers. CMHC will insure a property purchased for a family member attending college or university away from home. And the program is very popular as a means of purchasing a vacation property. There are a few provisos here: either the bor-rower must occupy the property for at least some part of the year or a family member must occupy the property on a rent-free basis. The property must be winterized and be accessible for year-round occupancy.
And, it must be located in Canada. Be careful with island properties; they should have year-round bridge or ferry access. Note too, the Second Home Program can’t be used to purchase time-shares or similar rental pools.
What do the mortgages look like? By far, your best bet is to talk to a mort-gage professional with access to a wide range of lenders. The mortgages for second homes can vary widely in the rates and requirements.
Can I leverage my existing equity in my primary home?
This is an option that your mortgage
professional can help you look at. This involves a cash-out refi nancing of your existing primary home mortgage, with a higher borrowed amount. Instead of waiting and saving years for a second home, you can access money based on the value of your primary residence and your present fi nancial profi le to help you fi nance a second property.
A Line of Credit for a second home? Is this the right option for you? A line of credit is the most common way to use your home equity. No need to wait until you’ve saved a down payment for a second home investment, but you must have the funds and cash fl ow to comfortably make both mortgage pay-ments. Your mortgage professional will work out the best terms for you.
It’s your second home. This means that it’s primarily for your own or your family’s use. If you’re looking to pur-chase an investment property, your mortgage professional can help with that too… but it’s not the same as pur-chasing a second home.

According to the latest survey from the Canadian Federation of Independent Business
(CFIB), small business confi dence in Alberta climbed to 73.6 per cent in December, ranking the province tops in optimism in the entire country.
Nationally, small business confi-dence index climbed to 65 in December, almost a point and a half above its November level.
“The nation-leading optimism in Alberta is perhaps not a surprise,” said Todd Hirsch, senior economist for ATB Financial. “Growth in the province has outpaced most of the rest of North American, despite the growing worries in Europe and elsewhere. Strong crude oil prices, a good year in agriculture, and an expanding labour market have contributed to a healthy economy. As a result, Alberta’s independent business owners are in a relatively buoyant mood going into 2012.”
Provincially speaking the East-West divide is clearly apparent. Business owners in Alberta (73.6) and Saskatchewan (72.2) are the most opti-mistic in the country, while BC is stable at 68. Optimism in Central Canada is very close to the national average, with Quebec businesses at 65.3, Manitoba fi rms at 64.8, and Ontario businesses slightly behind at 63.5. Confi dence in Atlantic Canada, however, continues to lag. Newfoundland and Labrador, Prince Edward Island and New Brunswick are at an identical 59.8. While Nova Scotia remains the coun-try’s least optimistic province at an index level of 55.6.
The services sector is the most opti-
mistic, led by the arts, informa-tion and recreation i n d u s t r y (72). The w h o l e s a l e goods sector is also per-forming rea-sonably well, just shy of the 68 mark.
“Although less robust, business confidence in the construction and manufacturing sec-tors turned upward in December to 60.6 and 63.6 respectively. Consumers, however, appeared to become more cautious in the month, sending the retail and hospitality sector indi-ces down below 60,” said Ted Mallett, vice-president and chief economist for CFIB.
Measured on a scale between 0 and 100, an index level above 50 means owners expecting their businesses’ per-formance to be stronger in the next year outnumber those expecting weaker performance. According to past results, index levels normally range between 65 and 75 when the economy is growing.
According to RBC Economics’ Provincial Outlook for Alberta, employ-ment in the province is expected to rise by a nation-leading 3.1 per cent next year, continuing to support consumer spending. In the fi rst 11 months of 2011, 98,800 net new jobs were created in
Alberta, represent-ing nearly half of the 199,200 jobs cre-ated nationwide and the best tally for the province since 2006.

The City of Calgary recorded its third-highest year on record for
building permits in 2011, with values for the year totalling $4.54 billion.
Values in 2011 were up 56 per cent compared to the $2.91 billion issued in 2010, up 10 per cent compared to the fi ve-year average of $4.12 billion and up 27 per cent compared to the 10-year average of $3.58 billion.
According to David Watson, general manager of Planning, Development and Assessment for The City of Calgary, 2011 has been a transitional year in the city.
“2011 marked a big shift for Calgary, a city transitioning from a time of reduced spending. Estimated construction values are at some of the highest levels we’ve seen,” said Watson. “Contributing factors this year are the increase in new builds over improvements, a significant source coming from apartments and commercial segments.”
Permits for new residential units in 2011 total 9,812 compared to 7,026 in 2010, an increase of 40 per cent. Of the 9,812 units, 3,412 were slated to be new apartments - a whopping 189 per cent increase compared to the previ-ous year.
Additionally, the city of Calgary experienced an increase of 190 per cent in the value of new commercial construction permits in 2011. In 2010,
the total value was $151 million com-pared to $438 million in 2011. There were also signifi cant gains in the com-mercial improvements segment, with a total estimated value of $240 million. This is an increase of 45 per cent in estimated value in 2011.
“In just one year the city has bounced back from a three-year decline in building permit values thanks in part to big gains in the com-mercial and apartment sectors. In gen-eral, new commercial and apartment spending is a good sign for Calgary’s economy,” says Watson.
The record for building permit lev-els occurred in 2007 when $5.62 bil-lion in estimated construction value. This was followed by three years of decline to a 5-year low of $2.91 billion in 2010.
This year also saw a two-fold increase in projects valued over $10 million (44 projects in 2011 compared to 22 in 2010). cuisine to Calgarians since 1993. The building
in which Teatro (Italian for theatre) serves up
some of the tastiest dishes in the city was built
in 1911, home to the Dominion Bank.
Located on the city’s historic Stephen
Avenue at 200 Eighth Avenue S.E., the
contractors who built the bank building were
Claydon Brothers Contractors out of Winnipeg
working with architect G.W Northwood, also
of Winnipeg.
The building’s original cost was $139,314
and its design is an example of Beau Arts
Classicism, a rich and ornamented style taught
at L’Ecole des Beaux Arts in 19th Century Paris.

The fi rst step in organizing your garage is to purge the space of any unwanted or broken items. If you still have a slippery slide and kiddy pool but your kid has graduated from college, it might be time to pack it up and donate it to your local Goodwill or Salvation Army.
Once you’ve purged, it’s good to organize the stu� you want to keep so certain things are together and not stored willy nilly all over the place. Keep items like sports gear, tools, automo-tive equipment, camping gear and Christmas decorations either together in the same container or on the same shelf.
Shelves are a great way to keep things organized. Sturdy shelves can hold plastic bins or boxes keeping them o� the fl oor and out of the way. If you have a smaller garage, make sure you place your shelves above where your vehicle will be parked to utilize space. Cabinets can also be installed to hold smaller items and cut down on a cluttered looking space.
For items such as garden tools, snow shovels and even bicycles you can purchase hooks from your local home improvement store to hang items keeping them out of the way until needed. For smaller things such as tools and masking tape ect. peg boards are a great idea.
If you don’t already have one, run two by fours along your garage rafters creating an attic like space for storing items. Make sure items are properly pack-aged in case of leaks or extreme cold and go above and beyond organized by compiling a list of items in the attic to keep track of what’s where.
For all tools, instead of having them lying about, tool chests can be purchased in a variety of shapes and sizes to suit the space and/or your collection.
For small easy to lose pieces like nuts and bolts, drill bits and nails; glass jars are great as they are clearly visible revealing the items inside or small plastic bins can be purchased and labeled.
While organizing, why not go one step further and put a protec-tive coating on the garage fl oor. Not only does a coating go a long way for maintenance it also adds to the aesthetics of the garage. Products like Garage Guard or UCoatIt can be purchased at local home improvement or paint stores and are easy to use — just be sure to follow directions carefully.
Painting the walls of a garage also contribute to an organized look opposed to bare drywall patched with Spackle. When painting a garage, go with lighter paint colours to enhance brightness and use a higher-sheened product such as satin or semi-gloss for more durability and scrubability.
